CONTRACTOR SHALL REMOVE 4160V EXPOSED CONDUCTOR(S) AT "H" FRAME AND

FEEDER TO TRANS-GH (GENERATOR CONTROL) AFTER NEW FEEDER IS ENERGIZED.

REFER TO DRAWING E701 FOR ADDITIONAL SCOPE.

CONTRACTOR IS TO DISCONNECT AND REMOVE CONDUCTORS BETWEEN EXISTING

GE SWITCHGEAR AND EXISTING TRANSFORMER EXTRANS-GH. IDOC WILL REMOVE

TRANSFORMER, SECONDARY DISCONNECT, 'H' FRAME STRUCTURE AND FENCE.

DISCONNECT FEEDER AT MAIN SWITCHGEAR-CUBICLE-4, TO TRANS-GH

(GENERATOR CONTROL), TRANS-TOWER AND SWGR EXHSW-1A1 AFTER NEW

FEEDER PROVIDED FROM NEW 5kv SWGR HSW-1A.

REMOVE EXISTING 5kv FEEDER EXTRANS-TWR AFTER NEW FEEDER INSTALLED.

DISCONNECT AND REMOVE 5KV FEEDER(S) AFTER NEW FEEDER(S) INSTALL AND

ENERGIZED FOR EXSW-1A1

DISCONNECT AND REMOVE SECONDARY FEEDER FROM TRANS-GH (GENERATOR

GENERAL NOTES

1. IDOC WILL ASSIST FOR THE SHUTDOWN AND PROVIDE NECESSARY PERSONAL AND

PROCEDURE AS REQUIRED.

2. THE MAXIMUM DURATION OF SHUTDOWN PER DAY WILL BE 8 HOURS. AT THE END OF

THE DAY CONTRACTOR SHALL RESTORE THE POWER TO THE FACILITY. IF LONGER

SHUTDOWN IS REQUIRED, THEN SPLIT INTO TWO DAYS.

3. IDOC WILL PROVIDE PORTABLE GENERATORS AND CONNECTION FOR TEMPORARY

POWER IF REQUIRED.

4. THE CONTRACTOR SHALL SUBMIT A DETAILED CONSTRUCTION TASK SEQUENCE,

WITH DATES AND ESTIMATED TIME DURATIONS AT THE CONSTRUCTION KICKOFF

MEETING.

UNI-STRUST SUPPORT.

SECONDARY COMPARTMENT TO NEW 480 VOLT CIRCUIT BREAKER, STEP DOWN

GENERATOR BREAKER IN CUBICLE 3 AND LOCKOUT IN OPEN POSITION. OPEN

EXISTING SERVICE M1 MAIN BREAKER IN CUBICLE 2 AND LOCK OUT IN OPEN

POSITION. THIS WILL REMOVE POWER TO CUBICLE 4, FEEDER F1.

2. OPEN MAIN BREAKER IN SUB#2 (LOCATED NEAR TRANS-2) AND LOCKOUT IN OPEN

POSITION.

3. CLOSE 480 VOLT BREAKER BETWEEN SUBSTATION #1 AND SUBSTATION #2.

SUBSTATION #2 WILL BE POWER FROM SUBSTATION #1. MAKE SURE AVAILABLE

LOADS DON'T EXCEED CAPACITY.

4. TERMINATE CONDUCTOR(S) AT CUBICLE 4 FOR NEW SWITCHGEAR HSW-1A, SERVICE

M1-FEEDER F1. ROUTE CONDUCTORS FROM NEW PULL BOX AT CUBICLE 5 AND

THROUGH CUBICLE 4.

5. TERMINATE CONDUCTOR AT NEW SWITCHGEAR HSW-1A, SERVICE M1-FEEDER F1,

FEEDER FOR EXHSW-1A1 AND TRANS-TWR.

6. MODIFY CONDUIT AND TERMINATE CONDUCTOR(S) AT EXISTING HSW-1A-1.

7. MODIFY CONDUIT AND TERMINATE CONDUCTOR(S) AT EXISTING TRANS-TWR.

8. INSPECT AND TEST THE COMPLETE SYSTEM BEFORE ENERGIZING.

9. PROVIDE NEW 100A FEEDER FROM CIRCUIT BREAKER TO EXISTING PANELBOARD IN

GENERATOR ENCLOSURE USING NEW/EXISTING CONDUIT.

10. AFTER TESTING AND INSPECTION COMPLETE TURN POWER ON TO GENERATOR

PANELBOARD FROM NEW TRANSFORMER.

11. DISCONNECT AND REMOVE 5KV FEEDER FROM CUBICLE 4 TO EXIST EXSW-1A1,

TRANS-TWR & TRANS-GH.

12. EXISTING 5 KV FEEDER TO SUBSTATION #2 SHALL REMAIN IN SERVICE AT CUBICLE

13. PRIOR TO PUTTING SYSTEM IN AUTO MODE, OPEN TIE BREAKER AT 5KV

SWITCHGEAR, CLOSE M1 MAIN BREAKER AND OPEN 480 VOLT BREAKER FEEDING

SEQUENCE 2 (SHUTDOWN AND ENERGIZING NEW SWITCHGEAR

HSW-1A- MAIN M2, FEEDER F2).

1. OPEN TIE BREAKER IN CUBICLE 5 AND LOCK OUT IN OPEN POSITION. OPEN EXISTING

SERVICE M2 MAIN BREAKER IN CUBICLE 7 AND LOCK OUT IN OPEN POSITION. THIS

WILL REMOVE POWER TO CUBICLE 6, FEEDER F2.

2. RUN FACILITY 480 VOLT GENERATOR TO POWER EXISTING POWER HOUSE.

3. OPEN MAIN BREAKER IN SUB#1 (LOCATED INSIDE WALL) AND LOCKOUT IN OPEN

POSITION.

4. CLOSE 480 VOLT BREAKER BETWEEN SUBSTATION #1 AND SUBSTATION #2.

SUBSTATION #1 WILL BE POWER FROM SUBSTATION #2. MAKE SURE AVAILABLE

LOADS DON'T EXCEED CAPACITY.

5. TERMINATE CONDUCTOR(S) AT CUBICLE 6 FOR NEW SWITCHGEAR HSW-1A, SERVICE

M2-FEEDER F2. ROUTE CONDUCTORS FROM NEW PULL BOX AT CUBICLE 7 AND

ISP CONSTRUCTION SEQUENCE EXISTING POWER DISTRIBUTION SUMMARY

1. INDIANA STATE PRISON ELECTRICAL SERVICE IS PROVIDED BY NIPSCO VIA A SINGLE

SOURCE 34.5KV OVERHEAD RADIAL POWER LINE THAT TERMINATES ON ISP'S SINGLE

SQUARE BAY LINE DEAD END FUSED SWITCHING STRUCTURE. THERE IS A MAIN

ISOLATION SWITCH THAT ISOLATES THE OUTDOOR SUBSTATION. THE MAIN

ISOLATION SWITCH THEN FEEDS TWO PARALLELED FUSED SWITCHES, WHICH IN

TURN FEED SUBSTATION TYPE TRANSFORMERS. EACH TRANSFORMER IS

CONFIGURED FOR 34.5KV PRIMARY AND 4160/2400V SECONDARY. THE

TRANSFORMERS ARE CONFIGURED AS A DELTA - WYE. THE PRIMARIES OF THE

TRANSFORMERS ARE FUSED INDIVIDUALLY WITH 50E FUSES. THE SECONDARY OF

THE TRANSFORMERS THEN TERMINATE IN THE 5KV METAL CLAD OUTDOOR

SWITCHGEAR ON THE INCOMING OF THE MAIN CIRCUIT BREAKERS.

A.THE 5KV METAL CLAD SWITCHGEAR IS CONFIGURED AS INDICATED BELOW:

CUBICLE 1 - MAIN #1 BREAKER

CUBICLE 2 - MAIN #1 CONTROL TRANSFORMER

CUBICLE 3 - GENERATOR BREAKER

CUBICLE 4 - FEEDER #1 BREAKER

SWITCH IS LEFT IN THE MANUAL MODE.

2. NORMAL OPERATING CONDITIONS

A.MAIN BREAKERS IN CUBICLES 1 AND 8 AND FEEDER BREAKERS IN CUBICLES 4 AND

6 SHOULD SHOW A RED INDICATOR LIGHT, WHICH INDICATES BREAKERS ARE

CLOSED.

B. TIE BREAKER IN CUBICLE 5 SHOULD SHOW A GREEN INDICATOR LIGHT, WHICH

INDICATES BREAKER IS OPEN.

C.GENERATOR BREAKER IN CUBICLE 3 SHOULD SHOW A GREEN INDICATOR LIGHT,

WHICH INDICATES BREAKER IS OPEN.

D.THE AUTO/MANUAL CONTROL SWITCH ON CUBICLE 5 DOOR SHOULD BE IN THE

AUTO POSITION.

E.NONE OF THE MAINS OR TIE BREAKER CAN BE MANUALLY CLOSED UNLESS THE

AUTO/MANUAL SWITCH IS IN THE MANUAL POSITION. BREAKERS CAN BE

MANUALLY TRIPPED IN EITHER AUTO OR MANUAL MODE.

F. THE NORMAL/BYPASS KEY SWITCH ON CUBICLE 5 DOOR SHOULD BE IN THE

NORMAL POSITION TO PREVENT CLOSING MAIN #1, TIE, AND MAIN #2 BREAKERS

AT THE SAME TIME. WHEN THIS SWITCH IS IN THE NORMAL POSITION, ONLY TWO

OF THE ABOVE BREAKERS CAN BE CLOSED AT THE SAME TIME. THE GENERATOR

CONTROL SWITCH ON CUBICLE 3 DOOR SHOULD BE IN THE NORMAL POSITION.

G.THE GENERATOR E-STOP BUTTON ON CUBICLE 3 DOOR SHOULD BE PULLED OUT.

H.NEITHER MAIN BREAKER IN CUBICLES 1 AND 8 CAN BE CLOSED IF THE GENERATOR

BREAKER IN CUBICLE 3 IS CLOSED.

I. THE GENERATOR BREAKER IN CUBICLE 3 CANNOT BE CLOSED IF MAIN #1 OR MAIN

#2 BREAKER IS CLOSED.

3. AUTO MODE - ABNORMAL OPERATING CONDITIONS - GENERATOR CONTROL AFTER

LOSS OF BOTH INCOMING TRANSFORMER FEEDS

A.AFTER LOSS OF BOTH TRANSFORMER FEEDS AND THE OPENING OF BOTH MAIN

BREAKERS AS DESCRIBED ABOVE, THE GENERATOR WILL START AND RAMP UP

TO FULL SPEED.

B. ONCE THE GENERATOR REACHES 90% VOLTAGE AND FREQUENCY, THE CUMMINS

POWER COMMAND WILL ISSUE A READY TO LOAD SIGNAL AND THE GENERATOR

BREAKER WILL CLOSE.

C.THE PRISON WILL NOW BE RUNNING ON GENERATOR POWER.
