The 41st edition the Hinsdale Community Guide is presented to you through the Hinsdale Chamber of Commerce. You will find this publi-cation a useful and comprehensive directory of information concerning services and opportunities in our village. The Hinsdale Chamber of Commerce was founded May 27, 1924. The Hinsdale Chamber represents more than 277 merchants, business professionals, companies and small business owners in Hinsdale and the surrounding area. It is a not for profit organization financed solely by membership dues and fund raising events. Our mission is to provide community leadership and to achieve economic growth in business by promoting and representing the interests and advancement of our members. Best known for our community events the Hinsdale Chamber hosts several activities throughout the year including the colorful summer long Farmers Market, our renowned Fine Arts Festival, the popular July Sidewalk Sale, the September Garage Sale, the Hinsdale Fall Festival in October and finally, everyone’s favorite, the wonderful Christmas Walk, held in December to kick off the holiday season. Our most popular summertime favorite, Uniquely Thursdays, held every Thursday evening from June to August, features live entertainment, food, drink and local merchant participation. Also, all community members, visitors and shoppers are invited to visit the Chamber website (www.hinsdalechamber.com) to sign up to receive weekly discounts, coupons and certificates from area Chamber businesses via email (called Hot Deals). In addition the Chamber works in partnership with the Village Economic Development Commission to maintain develop and promote the entire Hinsdale business community. Fresh-cut greenery decorating the village during the holiday season, and American flags displayed throughout village streets on Memorial Day, Independence Day and Labor Day are provided by the Hinsdale Chamber of Commerce, which serves our community in other innumerable ways. Our accomplishments are made possible through the cooperation and support of our local businesses, commercial and professional people, village and communi-ty working together.

THE FINE ARTS FESTIVALJune 13 & 14, 2015A fine arts festival featuring more than 150 artists from across the country exhibiting and selling their creations ranging in several dif-ferent mediums from painting to jewelry. This annual event is in its 42nd year.
FARMERS MARKETJune 1 through October 12, 2015The Farmers Market is open every Monday throughout the season from 7 a.m. to 1 p.m. on Chicago Avenue in front of the Memorial Building. Farmers from the surrounding area and region bring their produce to sell to the public.

Welcome Service: The Hinsdale Chamber of Commerce sponsors a Welcome Service Program for new residents who move into the Hinsdale area. A chamber representative making home visits delivers a package con-taining a community directory, a map and lit-erature from chamber members participating in the Welcome Service Program.
Chamber Website: The Hinsdale Chamber of Commerce offers a website that will enhance the promotion of chamber members, their businesses and the community overall.
The Hinsdale Community Directory: This directory is distributed to all the households in Hinsdale annually. The directory contains phone numbers to local businesses, commu-nity information and service organizations, maps, municipal information and much more.
The Hinsdale Area Map: The village road map includes advertising opportunities for local businesses as well as an overview of the chamber and the entire community.
Business Welcome Service: The Hinsdale Chamber of Commerce sponsors a welcome service for new businesses moving into Hinsdale. A chamber representative visits new business owners to deliver a package containing chamber and community pro-motional literature provided by participating members.
Advertising Opportunities: Opportunity to advertise through social media, electronic and traditional print mediums.
Chamber Liaison: Village government rela-tionship assisting in business practices.
Ribbon Cuttings: Available upon request for celebrating new business grand openings.
Cooperative Marketing and Advertising: The chamber routinely offers cooperative
rates in all areas of media and print market-ing.
Member to Member Values: As a member of the chamber, you will be entitled to use a “chamber value” card, which will allow you to receive discounts at any other participating chamber members’ business. You simply show this card when you are dealing with another chamber member to take advantage of their discount offer.
Bulk Rate Mailing Permit: Utilize the cham-ber bulk rate-mailing permit for mass mailing projects.

Village Office: The Memorial Building 19 E. Chicago Ave., East Wing Phone: (630) 789-7000 Hours: Mon. — Fri. 8:00 a.m. to 4:30 p.m. The Village of Hinsdale is governed by its village president and a board of trust-
ees. The president and the board, composed of six members, are elected officers. Each of these serves without pay-ment. Their terms are for four years. Also, their terms are staggered so that an important continuity is maintained. The village officers are:

The board employs a village manager, who supervises approximately 115 village employ-ees in their performance of village services. engineering and water and sewer. The group coordinates most capital projects and reviews public improvement projects.
Zoning andPublic Safety Committee This committee generally handles any issues that relate to zoning, police and fire department operations, and parking con-cerns. The committee reviews plan commis-sion recommendations and forwards them to the full village board.
From time to time, the village president appoints, with the consent of the village board, volunteers to serve the community on various boards and commissions.
Board of Fire and Police Commissioners The three-member board is responsible for hiring, promoting and disciplining police offi-cers and firefighters.
Economic Development Commission The nine-member commission recom-mends plans and actions to expand the village’s tax base and increase the village’s sales tax revenues.
Electrical Commission The five-member commission is responsi-ble for reviewing the village’s electrical code and making recommendations for possible changes to that code.
Finance Commission The seven-member commission recom-mends plans and actions with regards to the village’s annual budget and other financial matters and recommends long-term strategic plans on financial matters.
Firefighters’ Pension Fund Board The five-member board has control of the management of all funds belonging to or designated by law as part of the firefighters’ pension fund.
Foreign Fire Insurance Board The four-member board manages and administers the money in the Foreign Fire Insurance Fund. Pursuant to state law, the fund receives its monies from a state tax imposed on fire insurance policies written by insurance companies domiciled outside of the state of Illinois.
Historic Preservation Commission The five-member commission works to assist the village board in the preservation, protection, enhancement, rehabilitation, reconstruction or use of historic structures, sites, or areas in the village, and to educate the residents regarding the importance of historic preservation.
Park and Recreation Commission The seven-member commission advises the village board on matters relating to plans and programs for village parks; reviews the acquisition, maintenance and development of parks; and reviews the budget for all park activities.
Plan Commission The nine-member commission reviews all applications for planned unit developments, zoning code amendments, special use permits and lot subdivisions and forwards recommendations to the village board. The
commission also reviews the exterior appear-ance and site plan for all nonresidential development and renders decisions on all sign permit applications.
Police Pension Fund Board The five-member board deals with the investment of pension funds, making deter-minations as to an officer’s ability to qualify for the fund, and rules or questions of dis-ability pay.
Zoning Board of Appeals The seven-member board reviews and renders decisions on all variations to the regulations of the zoning code. In addition, the board reviews appeals on matters where the applicant believes staff has misinterpret-ed the code. The only appeal an individual has beyond the board is to the Circuit Court System.

Solid Waste: Kitchen and household refuse in the amount of one 34-gallon bag or can will be carried out by the haul-er from the rear door. Any additional 34-gallon cans or bags of solid waste will be carried out, however, each additional bag or can must have a Village of Hinsdale sticker on it. If you have a large item for pickup (washer, dryer, stove, couch, water heater, mattress, etc.), it must be placed on the curb with one stick-er on each item. Bags, cans or large items in excess of the one-can service without stickers will not be picked up. No garbage cans are to be placed on the curb.
Landscape Waste: All grass, leaves, shrubbery, vine trimmings and the like must be contained in 34-gallon bio-degradable paper bags and placed on the curb for pickup on the primary collec-tion day. One sticker must be placed on each 34-gallon biodegradable paper bag. Plastic bags or cans containing yard waste will be left uncollected even if there is a sticker on them. You may not mix solid waste and landscape waste. Landscape waste will be picked up between April 1 and December 1 of each year.
Brush: Brush will be picked up in bun-dles when placed at the curb for collection on your primary pickup day and each bundle must have a sticker on it. A bundle size must be no longer than 4 feet, 18 inches in diameter, weigh no more than 50 pounds, and be securely tied with biodegradable string (no wire or plastic ties). Limbs cannot be larger than 2 inches in diameter. Bundles tied in any other manner will be left at the curb. Brush will be picked up between April 1 and December 1.
Recycling: Recyclables will be picked up on the primary pickup day. Items that are included in the village’s curbside recycling program are computer paper, packing paper, white paper, glass bottles and jars, colored paper, aluminum cans, foil, trays and junk mail.
Plastic No. 1-7: magazines, aerosol cans (empty), phone books, paint cans (empty and dried), paper grocery bags, milk/juice cartons, chipboard/paperboard, drink boxes, newspapers. Please separate the paper products from the non-paper items.
A sewer use charge of 15% of the net water bill is made for all homes and busi-nesses connected to the village sanitary sewer system. These funds are used to keep sanitary sewers in good working order through a program of cleaning, maintenance and repair. Some homes in Hinsdale near 55th Street are served by sewers owned and maintained by the Flagg Creek Water Reclamation District (a separate governmental agency). (630) 323-3299. The Flagg Creek Water Reclamation District also levies a sewer use charge that is billed to each home in Hinsdale served by the district. Hinsdale’s zoning ordinance is strictly enforced. The zoning ordinance regulates land use, setbacks, side yards, rear yards, heights, intensity of use and off-street parking. Hinsdale’s air pollution control ordinance prohibits all open burning, including back-yard incineration in a container of any type or burning leaves or any other materials on private or public property. Fires for the purpose of barbecuing or fires in indoor, private fireplaces are permitted provided the smoke coming from these fires does not exceed the limits of white or very light gray smoke as set forth in the ordi-nance. Smokestack and chimney emissions from stores, institutions, apartment buildings and one or two-family residences are also regulated by the ordinance. To report a vio-lation of the air pollution control ordinance, call the Air Pollution Control officer at (630) 789-7030. Building permits are required for build-ing construction, alterations, repairs and demolition. Separate permits are required for electrical work, plumbing, driveways, water-freon-cooled air-conditioning units, fences, decks and porches. Permit fees vary with the nature and scope of the work. Permits are issued at the village office in the Building Department. Detailed plans must accompany permit applications. Commercial construction requires approval of the Plan Commission and Village Board prior to issu-ance of permit. Commercial signs require Plan Commission approval and a permit. A separate permit for sewers is required from the Flagg Creek Water Reclamation District before a building permit is issued by the village.
Because the Village of Hinsdale receives water from Lake Michigan, water conser-vation measures are required by the Illinois Department of Natural Resources, Office of Water Resources, to restrict outdoor water use and to encourage conservation. Lawn sprinkling restrictions go into effect on May 15 and remain in effect through September 15. During this period lawn sprinkling is allowed between 6 a.m. and 10 a.m. and 6 p.m. and 10:00 p.m. Even numbered street addresses and even number days. temporary permit is available to water newly seeded or sodded grass. Contact the village at (630) 789-7030 if you have questions. If necessary, these restrictions can be expand-ed by the village managers; residents would be notified of any changes.
Vehicle stickers and animal licenses may be purchased at the village office, 19 E. Chicago Ave., Hinsdale, Illinois. Renewal applications are mailed each year.
Automobile — annual fee
Vehicle license stickers go on sale March 1 at the village office. Vehicle stickers have an annual fee of $30. Trucks under 8,000 lbs are $45 and over 8,000 lbs are $60. Bicycle License
A permanent bicycle license is available
and may be obtained free at the police department. All bicycle riders are required to obey the same traffic regulations as motorists. Warnings will be issued by the police department to all bicyclists not com-plying with traffic regulations and records of warnings given will be kept. Assignments may be made to special bicy-cle safety education classes and traffic tickets may be issued to habitual violators over age 16. Bicycle “Rules of the Road” may be obtained from the police department.
Animal License — annual fee
Neutered male and female dogs and cats $5. Unneutered male or female dogs and cats $20. Animal licenses are due April 30 each year. A valid rabies certificate is required prior to issuance of an animal license. NOTE: Dogs and cats are not permitted to run at large in the village. Dogs are neither allowed to run at large nor on a leash in village parks or public places except KLM Park during the days and times which are posted. Pet owners are required to remove their pet’s excrement from public or private property.

Police services, in addition to crime preven-tion and enforcement of laws, also includes youth services, home security inspections, home watch program, as well as a reassur-ance program, which is a daily phone call check of senior citizens, the handicapped and other persons, particularly those living alone.
Residents should beaware of these regulations:
1. No parking on public streets between 7 a.m. and 9 a.m. except residents within their own block with village of Hinsdale vehicle license stickers displayed; babysitters and domestic help; emergency vehicles; delivery trucks; public utility repair vehicles & contrac-tors vehicles. For further information, call the police department (630) 789-7070. 2. Meter enforcement of on-street parking 9 a.m. to 5 p.m.,Monday through Saturday. Parking lots 6 a.m. to 6 p.m., Monday through Friday. 3. Many parking lots in the village are per-mit parking only. For information,contact the village offices at (630) 789-7022. 4. It is required that every motor vehicle whose status is in the Village of Hinsdale, dis-play a vehicle license in addition to the State license registration. For information, contact the Finance Department at (630) 789-7022. Fire protection services are provided by a department that has highly efficient, up-to-date equipment including emergency para-medic ambulance service. A continuing facet of the department’s work is providing classes in cardiopulmonary resuscitation (CPR) which are open to the public, home inspections, fire prevention information with safety recommendations, all of which can be arranged by calling (630) 789-7060.
Potholes and routine repairs are made by the Public Service Department. Major resur-facing work is done on streets previously con-structed to village standards with state motor fuel tax funds allocated to the village. New street construction is done through a special assessment or special service area financing of property owners whose property is bene-fited from the improvement.
Traffic and parking ordinances are strictly enforced for the safety of Hinsdale motorists. Speed limits are 25 MPH on most streets except in the business district and school zones where the limit is 20 MPH or other-wise as posted. Overnight parking on public streets and parkways is not allowed from 2 a.m. to 6 a.m. All permit parking spaces are free on Saturday.
Tree planting, trimming and removal on public grounds, including parkways, is done on a scheduled basis by the village tree crew. Report diseased elm trees to the Public Services Department for prompt inspection. Homeowners are required to remove dis-eased elms on their property within 10 days after notice to protect against the spread of the disease to another tree. The village removes diseased elms from the parkway.
Tree Policy — The village replacement trees have trunks 2 inches in diameter. If a resident wishes to plant a larger tree on his parkway he should contact the village for the species of tree and cost involved. (630) 789-7030.

Water is supplied to the village of Hinsdale through the DuPage Water Commission, which purchases water from the City of Chicago. The village is one of 23 Charter Customers of the Commission who receive their water from Lake Michigan. The central pumping and pressure adjusting facility for the village is located at 217 Symonds Drive. Water quality is monitored daily to ensure uniform quality and purity. The water is very low in sodium, total dissolved solids and a hardness of approximately eight grains. Water bills are based on the amount of water used and are computed at a rate of $7.64 per 100 cubic feet.

Hinsdale is fortunate to have a total of 132 acres of park land for use. Our parks provide facilities for tennis, baseball, softball, basketball, football, soccer, swim-ming, picnicking, children’s activities and just plain sitting or walking in scenic, open spaces. The village is committed to maintaining each of its parks in good condition and to providing a high level of recreational services to the com-munity. The overall management direction, planning and support for this area of municipal services is provided through the village manager’s office and assigned to the director of park and recreation ser-vices. Features of the Hinsdale community swimming pool include a 50 meter pool with 25 yard “L” shape design with depth from 3.5’ to 5’; diving pool with drop slide and 2 one meter boards and 1 three meter board; zero edge walk-in wading pool with water play features and playground area; separate sunbathing area, bathhouse with concession; locker rooms with coin operated lockers.
Season passes are available starting in May. Fees in 2014 were: resident fam-ily $315, resident individuals $185 and resident Senior Citizens $80. Early bird reduced fees are available in May.
Hinsdale has a total of 16 courts at five locations, all of which are equipped with racqueting boards. The racqueting pro-
cedure is used to control court usage and play and is in effect all year.
General Rules & Regulations 1. Persons playing on the courts are not permitted to racquet for further court usage until they come off the court at the end of their hour. 2. During school vacation the following court priorities will be in effect: Senior players (16 years and over) have priority over Junior players (15 years and under) on Saturdays, Sundays, and holidays from 1 to 5 p.m. and weekdays after 5. (This rule does not prohibit parents play-
ing with their children, however). 3. Tennis players should be aware that there are times when courts are reserved for specific programs such as lessons. 4. Tennis shoes are required on court surface. 5. Players using profanity or unsports-manlike conduct will be asked to leave courts.

The Hinsdale Historical Society was estab-lished in 1973, the same year the village was officially 100 years old. The purpose of the society is to collect, preserve and promote the history of Hinsdale. Its archives are the responsibility of Hinsdale’s history, and available to the public. The Society has three sites. The Hinsdale History Museum, construct-ed in 1874, was donated to the Society by School District 181. It was moved in 1981 to its present park site location made available by the village board. With private funding and volunteer efforts, the building was restored to house a museum illustrating life in early Hinsdale. The museum also con-tains the archives of Hinsdale’s history and a small gift shop of Hinsdale memorabilia. The museum is open to the public every Friday and Saturday from 10 a.m. through 2 p.m. or by appointment. In 1999, the society, in cooperative effort with the village of Hinsdale and grant assis-tance from the state of Illinois, saved the former 100 year old Immanuel Church at 302 S. Grant St. from demolition. Renamed Immanuel Hall, the property was deeded to the Historical Society in March 2001.
The Roger and Ruth Anderson Architecture Center and Immanuel Hall renovations are now complete and are available for public use. In 2005, the society saved a Cotswold-style cottage designed by Hinsdale architect R. Harold Zook for his family. It was moved to Katherine Legge Memorial Park, adjacent to the Zook designed lodge, where it will be open to the public after restoration. The society offers rotating exhibits and programs on a variety of topics for adults and children throughout the year. For more information on tours, upcom-ing programs, memberships, volunteer-

Graue Mill, located off York Road, ? mile north of Ogden Avenue, is the only oper-ating water-wheel gristmill in the greater Chicago area. Fred Graue built the mill in 1852 to serve the surrounding countryside of Brush Hill (Hinsdale), and it served the community until the turn of the century when modern milling methods rendered the old mill obsolete.
Graue Mill and Museum is a not-for-profit volunteer organization supported entirely by admissions, memberships, and donations. The buildings and grounds are owned and maintained by the Forest Preserve District of DuPage County.
Today, thousands of visitors annually view the basic milling process, explained by a miller in a white apron, and purchase fresh stone-ground cornmeal in old-fashioned cloth bags. After browsing the museum store on the ground floor, they may also stroll the museum’s upper stories, which contain an old-fashioned barn, a nostalgic child’s room, a Victorian drawing room, an early American kitchen and sitting room and an old country store complete with genuine

FREDERICK GRAUE HOUSE The Frederick Graue House, built in 1859, stands next to Graue Mill. Restored and opened to the public in 2002, the house is a fine example of Italianate architecture. The interior of the house has been converted into a multi-use facility and is used for special programs and exhibits by Graue Mill.
The house is also available for rental for weddings, showers, birthday, anniversary parties and meetings. Occupancy of the house is limited to seventy people, but the surrounding grounds are also available for rental.

Parent mentor program A home-based program focusing on build-ing parenting skills by developing a rela-tionship between a mentor and client. This program empowers and strengthens the family by teaching parents appropriate ways to respond to stressful situations, thereby reducing the risk of child neglect.
Practical assistance program A supportive program designed to stabi-lize individuals and families on a short-term basis.
Food pantry service HCS offers two food pantry options. Our “Client Choice” Food Pantry operates like a grocery store, in which our clients can select nutritious food and household items based on their individual preferences and needs. Our “Mobile” Food Pantry is a traveling food pantry that delivers nutritious food to an underserved area in our community.
Housing assistance HCS provides emergency rental or mort-gage assistance and supportive services to individuals and families who are in danger of eviction, foreclosure or homelessness, due to an economic crisis that is beyond their control.
Emergency utility assistance Along with the collaboration of the Salvation Army, HCS provides assistance with the payment of utility bills to avoid shut-off or restore utility services.

For more than 61 years Hinsdale Humane Society has been finding forever families for homeless dogs and cats throughout our area while also offering enrichment programs for the entire community. What started as six local women wanting to make a difference in 1953 has grown into a well-respected shel-ter with more than 300 volunteers and 900 adoptions annually.
Whether you’re looking to add a furry friend to your family or you need help pre-paring your pet for the arrival of a new baby, Hinsdale Humane Society is here to assist. Located just across the street from Adventist Hinsdale Hospital, the animals that stay at HHS are well fed, exercised and cared for until they’re matched with that perfect fit owner.

and our doors are always open for pets that can no longer stay with their families due to financial restraints, allergies or other reasons. After careful health screenings and temper-ament testing, they’re ready for adoption. We also take additional dogs and cats from other animal welfare agencies and relocate them to HHS for adoption. This helps relieve crowding in other Illinois shelters and saves these animals from possible euthanasia. It’s a win-win for everyone. In addition to adoption services, HHS offers a wide variety of outreach programs. If your pet has some behavioral problems, call our hotline or enroll them in one of our obedience classes to work on good canine manners. And if you have young children, chances are they’ve had experience with our Humane Educator, who brings programs such as Dog Bite Safety, Caring for Pets and Character Education into the local public schools and preschools. Those youngsters with a strong love of animals can participate in one of our three week-long camps during the summer where they get first-hand experience with animals. The shelter is also open for tours with scout groups, community service orga-nizations and more. In addition to educating, our animals serve a special population of our community through our Pet Therapy program. For 30 years therapy dogs have been bringing calm and companionship to the elderly through our Pet-a-Pet program. They’ve also helped children struggling with reading through our READ program. And in the past few years they’ve begun making a huge difference in the lives of children with special needs through our Canine Assisted Rehabilitation (CARe) at Adventist Paulson Pediatric Rehabilitation Center. With help from the dogs, these children are working through their therapy at a faster pace and making great emotional and social strides. We provide a wide variety of volunteer oppor-tunities including walking dogs, socializing cats, fostering animals that are too young for adoption, answering phones, helping with mailings and events and more. RCC reaches diverse audiences, serving eight counties in the greater Chicago met-ropolitan area. Professional educators teach obesity prevention and general health class-es. They offer age-appropriate puberty pro-grams designed to help students navigate the physical and emotional changes associat-ed with adolescence.
The classroom presenters guide healthy decision-making and discuss how to avoid risky behaviors that have long-term effects. Traditionally, RCC has also offered drug abuse prevention education. In addition, RCC has responded to the heroin epidemic with a groundbreaking heroin prevention initiative. This program teaches students, school staff and parents how substances, such as opioids and heroin, affect the brain and body and how to identify the risk factors that lead to drug use. Wellness House envisions a community where all people affected by cancer thrive. Offered at no cost, and as a complement to medical treatment, our programs educate, support and empower participants so they will improve their physical and emotional well-being.
Programs are professionally designed and facilitated to complement traditional medical treatment in an effort to help people live their fullest through and beyond a cancer diagnosis.
Recognizing that cancer affects the entire family, participants can choose from pro-grams such as nutrition classes, stress reduc-tion, exercise classes, individual counseling, support groups, and bereavement.
There are also a variety of programs which focus on specific cancers and issues that patients and family members (including young and adult children) may experience.
Even when cancer patients have an estab-lished support network and are content with their medical treatment, Wellness House programs can lead to:
