This is a unique project in that there are not many StateJudicial Complex projects implemented. This team that has experience with the operations and functions of this typeof state court facility which is essential for achieving a proper facility design for the operations of the highest court inthe state.

    The results of our design effort will provide the State of Georgia and particularly the judicial system with a highlyinviting, but also highly secure and environmentally sustainable work environment for the public and staff. Our

    specialized knowledge of planning and designing major court facilities makes HOK uniquely qualified.

    The HOK Team meets all of the key criteria as well as provides world-class companies and committed professionalsfrom each we have carefully selected. The firms and professionals were handpicked based on their specificexperience, qualifications necessary to achieve and exceed expectations and requirements of this unique project.We have successfully worked together in the past and have the complete staffing, technical resources and localknowledge to execute this project efficiently and effectively.

    HOK has the architectural design expertise in house and will hold the sole responsibility for the design and engineeringteam coordination. This will be a streamlined team that can effectively manage the design services of the project and

    Four times larger than its predecessor, thiscourthouse embraces the challenges ofproviding security, accessibility and flexibility,while best serving the public and the judicialstaff. The complex includes space for 16 courtrooms and offices for the District, Family andSuperior Courts with each division occupyingits own floor. At the ground level are officesfor the Attorney General, Public Defender,probation offices and the Capitol Police. Thecomplex is also separated by a 100-foot-widerestored wetland garden to a new five-levelparking garage. Separate covered walkwaysfor the public and staff create a formal

    Frequent design, scheduling, and coordination meetingscan act as the primary method of conflict resolution. Weanticipate biweekly meetings with GSFIC, the GeorgiaBuilding Authority and the design team to review project

    schedule and design.

    By using all of the team members expertise to identifypotential problems, issues can be addressed before theyimpact cost or schedule. Open channels of communicationplay a decisive role in completing a project successfully.

    P R O P O S E D M E T H O D S O F C O M M U N I C A T I O N

    Communication and collaboration are essential ingredientsfor expediting the decision making process.

    The most effective and efficient method of communicationis always face-to-face. Our entire design team is ideally

    located in Atlanta to maximize direct communication withthe Georgia Judicial Complex and we intend to leveragethis to the full extent.

    Our HOK team will be available to attend team meetings,on short notice throughout the design process. We willcoordinate, lead and document all key stakeholder on-campus workshops. We will have formal sign-offs of thedecisions made to ensure that we have consensus and

    we are all moving forward in the same direction. Betweenmeetings, we will coordinate and communicate extensivelywith Project Managers and other appropriate points ofcontact. In addition, we have many electronic tools tofacilitate project delivery including: e-mail, ftp sites and aproject specific website. Properly integrated, these toolscontribute to more and efficient and effective delivery ofservices.

    All HOK projects are subject to a quality assurancephilosophy and receive thorough reviews according to anHOK Quality Assurance Plan developed for each projectusing published HOK QA/QC guidelines. Two keyaspectsof this plans successful application include:

    1. Awareness at all levels that quality starts with designersand production staff but is also the responsibility of theentire team, and

    2. Face-to-face coordination between disciplines isnecessary to reduce miscommunication and improve theoverall quality of document integration.

    HOK has for many years been using electronic based

    project management systems. We routinely employelectronic check lists, and web based design andconstruction administration tools to facilitate accurate andquick communication between various team members.HOK has developed its own construction administrationdocument and an issue tracking system that it employsin all its projects. The system gives the contractor,subcontractor, owner, user and design team access to thestatus of punchlists, shop drawing logs, change order logs

    as well as responses to contractor Request for Information(RFIs). Our field reports are issued electronically to the

    team members within 24 hours of site visits. HOK alsohas the capability to work with owner or contractors webbased project management tools.

    HOK has successful and extensive experience managingprojects of various scales and complexities. We understandthe importance of proactive and collaborative projectmanagement, and we know how to manage best the entireteams effort with regard to budget and schedule. We havean excellent track record for delivering projects on time andwithin specified cost limitations.

    S C H E D U L E

    HOK assumes a leadership role for the pace of criticaldecision-making and for the overall progress of the

    projects development. We use computer-based projectmanagement and project scheduling software to establishthe primary critical path as well as the incrementalmilestones and task deadlines necessary to keep thingson course. In weekly Project Management meetings,HOK closely monitors milestone/ task deadlines as keyindicators of the teams ability to meet schedule targetsand takes immediate remedial action, if necessarydecisions, actions or deliverables are not provided by the

    HOKs cost modeling methodology is derived from morethan forty years of project management experience, yetit maintains a very direct, uncomplicated structure. Afterestablishing the desired hard cost target, the first stepin the cost control process is to work in conjunction withthe Owner and the Project Managers to break the totaltarget construction cost into a number of components orsystems and to establish an sub-budget objective for eachof these elements, the total of which will equal the intendedconstruction cost. Establishing the elemental cost modelallows for discussions about each component relatedto the performance expectations, desired appearance,intended quality, and a host of other criteria that will guidethe amount of money to be allocated to each component

    within the overall budget. HOKs cost control methodologyrequires periodic testing of the construction cost at anumber of critical milestone points by re-checking eachcost category. Informal measurement, in the form of

    spot checks related to pricing of component pieces orsystems, takes place as desired throughout the design anddocumentation process. If the variance from the budgetis relatively small, the wayward component can be easilybrought back into line.

    Site Engineering & GDOT: I-75 influences and Memorial Drive Department of

    Transportation control will necessitate thorough andextensive interaction with GDOT.

    The street designs will comply with GDOTrequirements and restrictions.

    Meetings will be held early with GDOT to define thedesign parameters.

    The resulting design directives will be communicatedto all Team members and incorporated into the design.

    Stormwater Management: Storm water management will be required for the

    project it is not desirable to have a surface detentionpond.

    The neighboring park retention water feature will beexplored for capacity

    The proposed schedule and workplan is based on a CM/GC project delivery method, and illustrates the delivery ofproject construction documents for the Judicial Complexwithin 18 months. We believe it is in the GBA and GSFICsbest interest to begin construction in mid-2016. Thereason for this is related to competitiveness cost whileother major projects are under construction. There willbe three major local projects expecting to complete in orby late 2017. They include the new Braves Ball Field,Falcons Stadium and State Farm Insurance projects.The competitiveness timing will be especially criticalfor structural systems labor and materials. An earlierconstruction start could reduce structural costs. A detailedMicrosoft Projects Schedule is located in the Appendixof our proposal in addition to the graphic schedule on theprevious pages.

    Our schedule includes The schedule is shown with no stops between the design

    phases and the construction phase. We do howeverunderstand that the commencement of the constructionphase is contingent upon state approval of funds.

    Workshops/Meetings are planned on a 3 week intervalover the course of the project to ensure project

    milestones and objectives are met.

    Weekly management status/look ahead conferences.

    Early, cursory State Fire Marshal review to obtain buy-inon the project life safety concepts. This will eliminate anymajor surprises during Construction Documents.

    Alternate ScheduleHaving analyzed the projects complexity, the importanceof collaboration and regular feedback, and proper ownerreview at each milestone, we believe the best method ofcompressing the schedule, if desired, is to:

    Maintain the same structure but shorten the cycle ofworkshops, presentations and reviews.

    Modify the project delivery to include Fast Track,separate pricing and permitting packages that couldinclude

    + site development,+ foundations/structure and+ shell/core/interior/building systems packages.

    E C O N S T RU C T I O N A D M I NI S T R A T I O NDuring the construction phase, the design team will attendbi-weekly job meetings, make periodic site visits, writeand submit progress reports and observe the progressof the work to determine if the work is proceeding inaccordance with the contract documents. The designteam shall observe the construction of the facilities todetermine whether individual work elements are in generalconformance with the design intent shown on the design

    documents. GSFIC and the Georgia Judicial Complex willbe regularly informed of the progress of the work and,when necessary, notified in writing of deficiencies.

    The design team shall review shop drawings, catalog cuts,laboratory and mill tests and samples for conformancewith the Construction Documents. When necessary, thedesign team shall interpret and provide recommendationson the requirements of the Construction Documents andinstruct contractors on behalf of GSFIC and the GeorgiaJudicial Complex. The team will prepare supplementaldrawings and change orders as necessary. The designteam shall review the contractors requisitions for payment.Such review shall be provided to indicate for GSFIC andthe Georgia Judicial Complex, which based on the DesignTeams observations, the work has been progressed to theindicated point.

    During the Construction Phase the Design Team willreview, on a monthly basis, the contractors constructionschedule to determine the integrity of critical sequencingrelationships and the cumulative effect on the schedule ofall adjustments and changes to work already incorporatedinto the construction contracts. In coordination withthe Georgia Judicial Complex and other consultants,the Design Team shall review the project to determinesubstantial completion and final completion in accordancewith the contract documents.

    Vehicle stand-off distances to reduce risk from carbombs with the use of the invisible integration of site

    elements. Raise air intakes to prevent the introduction of chemical

    and biological contaminants. Aim exterior windows away from sensitive areas;

    particularly areas where explosions could occur. Provide structural redundancy to assure the continued

    use of the facility after a natural or terrorist event. Locate utilities in secure areas away from docks and
