Main difficulties in implementing EPC (in the public and private) sectors:
• The implementation can be complicated and lengthy. The reason lies - among other things - in the procurement law provisions (tendering processes) and long-term and complex contracts, which impede a real breakthrough in the spread of the EPC methodology in both the public and private sector.
Barriers for the implementation of EPC in SME’s are: • The transaction costs for procuring energy services are too high (i.e. range of technical expertise required, cost of energy auditing and determination of case-specific contracting issues to account for all eventualities) • High costs for guarantees, measurement and verification procedures • Investments and project sizes are too small. It is therefore difficult to obtain financing for such small projects (either because of the unwillingness of the financial institution or due to a lack of knowledge of the employees of the financial institution in assessing the techno-economic feasibility of the proposed project). • Competition from ESC.

EPC+ PHASE 1: ESTABLISHMENT OF SPINS IN EACH COUNTRY
A SPIN (SME Partnerships for Innovative Energy Services) is an organized cluster of SME's of differing areas of expertise, that jointly supply energy efficiency services and have a structured long-term collaboration with commonly agreed objectives.
The project will develop the following:
• Procedures and legalities on how to share risks between the partners
•Rules for acquisition of IP ('Intellectual property'). • Roles of partners in the SPIN, including the protection of the role of each partner • Set-up of contractual arrangement: bilateral contracts or multilateral contracts • How to deal with incoming/outgoing partners (i.e. Admission rules, Drop-out rules, How to integrate a new partner)
• Development of organisational tools (i.e. contractual relationships; how to solve core
topics/problems).
The SPINS should have at least 3 members. Each participant country already has a SPIN but will be looking to create more.

EPC+ PHASE 2: TRAINING OF SPINS
This will be focused on the organisational aspects of the SPIN: • Working as a consortium, partner agreements and dispute resolution • Using clientele of each SME to identify potential projects. • Utilizing standard model contracts (developed within EPC+ project) • Seeking financing and convincing.
One training workshop for the SPINs in each country. The video of the training course will be uploaded to the internet and available to all.

EPC+ PHASE 3: ELABORATION OF EPC+ PACKAGES
The elaboration of standardized, simple service-oriented model energy performance contracts for specific energy efficient technical solutions. Measures with simplified measurement and verification procedures and short payback periods. Financial modules (i.e. contract articles) for all types of possible financing will be elaborated (i.e. TPF, self-financing, ESCO fund etc.). The high standardization opens the basis for new and broader fields of EPC Projects (multiplying standardized EPC+ solutions in specific market sectors instead of a few big standard EPC-projects).

EPC+ PHASE 5: TRANSNATIONAL EXCHANGE PLATFORM Individual SME's hesitate transferring their innovative know-how, mainly because of the high development costs behind this know-how (amounting to sometimes ten thousands of euro's) and the risk that at the end their national competitors will finally obtain the know-how and start to compete with them on their home market using the leaked know-how.

EU EPC Market Reality?

The main reasons which impede a real breakthrough of the current EPC methodology in SME’s
and the private sector include:
EPC goes against the business logic of utilities (as voiced in the Official Opinion of the
European Economic and Social Committee regarding the progress of the Energy Services
Directive (2011)
Investments, project sizes and profit magnitudes are too small to attract bigger ESCOs (e.g.
multinationals), with large overhead costs.
High transaction costs for the procurement of the energy services relative to the savings
potentials.
Financing is difficult to obtain for smaller projects, as due diligence costs are relatively high.
High costs of the measurement and verification procedures needed to verify the
guaranteed savings.
Risk of bankruptcy of the SMEs.

The main objectives of the EPC+ project are:
(1) The simplification of existing EPC models (so far tailored to large-scale projects) through
the creation of simple, standardized technical solutions with simple monitoring and
verification procedures.
(1) The provision of these energy service by SPINs (SME Partnerships for the provision of
Energy Services) in the 11 participant countries.
(1) Testing, by the SPINs, of the new EPC+ service through the implementation of, at least,
33 pilot projects in the 11 participant countries.

“SME Partnerships for the provision of Energy Services (SPINs)”
SPINs are organized clusters of SME’s of complementary expertise, which jointly supply energy services and have a structured, long-term collaboration with commonly agreed objectives.

• The aim of the project is to establish a minimum of 12 SPINs
within the project duration of the project, with at least one SPIN
per partner country.
• Each SPIN should comprise of at least 3 members. The
establishment process is considered finalized with the signing of a
SPIN partnership contract.
• SPIN-model partnership model contracts were developed and are
available on the EPC+ webpage (www.epcplus.org).

Complex SPIN
A Complex SPIN organisation is appropriate under the following
circumstances:
Pre-market situation where the EPC concept is not well known or
used.
An expectation that the EPC-concept will be taken up by the
market in the medium term (2 to 3 years).
The expectation that the Complex SPIN can have an impact on the
market growth (via lobbying and/or marketing) and/or on the
future competitive position of the SPIN partners in this market.

Simple SPIN
A Simple SPIN organisation is appropriate under the following
circumstances:
A market for EPC services or a market uptake of the EPC concept
expected in the short term (6 months to one year).
The principal (with its associates) should already have a market
share or be able to acquire a market in the short term.
The associates should accept the central role of the principal.
The associates should not have the ambition and capabilities to
become competitors of the principal.

Complicated SPIN
A Complicated SPIN organisation is appropriate under the following
circumstances:
A market for EPC services or uptake of the EPC concept expected in
the short term (6 months to one year).
Competitors (other SME ESCOs and/or large ESCOs) are present in
the market.
Partners in the Complicated SPIN see a need to strengthen their
competitive position by working together.
Partners are complementary in terms of knowledge, resources
or/and market focus.
Partners in the Complicated SPIN are willing to share costs, risks
and benefits.

The international EPC+ platform is an international 'market place', where - according to commonly agreed rules – its members can safely exchange valuable know-how and develop EPC-models and SPIN-concepts. It can be seen as a conglomeration of the different types of SPINs.

The platform www.energyefficiencynetwork.eu has already been developed and is online. There is a restriction to 1 member per country (with an annual membership fee) + the SPINS developed in each of the countries (free of charge). In order for more than one member to be allowed, this has to agreed upon by all the country-members.

• A technical toolbox will be created and compiled for a specific number of measures.
• This technical “toolbox” is a technical aid for the SPINs.
• It consists of a holistic, and standardized approach for the design,
implementation and monitoring and verification steps of the energy saving measures.

The choice of technical measures is crucial for the whole value proposition, as it has to be customized to the specific needs of the target group(s) of the SPIN. Moreover, to fit into the EPC+ service scheme the measures have to be: • Standardized – in order to minimize transaction costs of design,
preparation and supervision. • Simple – In order to be able to measure and verify their performance
with minimal costs and effort.
Furthermore, they have to: • Reduce the demand for energy.

Η αμοιβή της ΕΕΥ είναι σταθερή, αλλά σε περίπτωση απόκλισης από τις εγγυήσεις απομειώνεται.
Η αμοιβή της ΕΕΥ είναι ποσοστό του οικονομικού οφέλους από την εφαρμογή των παρεμβάσεων ΕΞΕ.
Η σύμβαση μπορεί να λυθεί πριν από την προβλεπόμενη διάρκεια σε περίπτωση επίτευξης του συνολικού στόχου.
Εφαρμογή Ευρωπαϊκής & Εθνικής Ενεργειακής / Περιβαλλοντικής
Πολιτικής
• Νόμος 3855/2010 αναφορικά με κανόνες και μέτρα για την ανάπτυξη της
αγοράς ενεργειακών υπηρεσιών προς τους τελικούς καταναλωτές: Άρθρο 8 –
Καθορίζονται μέτρα μείωσης της ενεργειακής κατανάλωσης των κτιρίων του
Δημόσιου και ευρύτερου δημόσιου τομέα.
• Οδηγία 2012/27/ΕΕ: Άρθρο 5 για τον υποδειγματικό ρόλο κτιρίων που
ανήκουν σε δημόσιους φορείς και Άρθρο 18 για την προώθηση των ΕΕΥ και
την πρόσβαση των ΜΜΕ στην εν λόγω αγορά.
•Νόμος 4122/2013: Άρθρο 172
Μητρώο Επιχειρήσεων Ενεργειακών Υπηρεσιών (ΕΕΥ)
Τηρείται από τη Διεύθυνση Ενεργειακών Πολιτικών και Ενεργειακής Αποδοτικότητας της Γενικής Διεύθυνσης Ενέργειας του ΥΠΑΠΕΝ. Έως σήμερα 28 επιχειρήσεις είναι εγγεγραμμένες στο Μητρώο.
Κριτήρια εγγραφής στο Μητρώο ΕΕΥ: Για την εγγραφή μιας επιχείρησης στο Μητρώο ΕΕΥ απαιτείται τεχνική
επάρκεια στη μελέτη, εφαρμογή και υλοποίηση Ενεργειακών Έργων. Η τεχνική επάρκεια αποδεικνύεται σωρευτικά από:
το χρονικό διάστημα δραστηριοποίησης της επιχείρησης, ή υπαλλήλων ή εταίρων της σε Ενεργειακά Έργα, με ελάχιστη απαίτηση τρία (3) έτη.
το πλήθος των Ενεργειακών Έργων που έχει υλοποιήσει η επιχείρηση, ή έχουν συμμετάσχει στην υλοποίησή τους υπάλληλοι της επιχείρησης, ή εταίροι της, κατά την τελευταία δεκαετία, όπου και απαιτείται η υλοποίηση τουλάχιστον τριών (3) Ενεργειακών Έργων, εκ των οποίων το ένα (1) τουλάχιστον την τελευταία τριετία.
Τέσσερις κατηγορίες: Α1) ΣΕΑ > 300.000 την τελευταία πενταετία, Α2) Ενεργειακά έργα > 1.000.000 την τελευταία πενταετία, Α3) υπόλοιπες επιχειρήσεις, Β) Φυσικά πρόσωπα
Εφαρμογή μηχανισμού ΕΕΥ στον Δημόσιο Τομέα
Το ΚΑΠΕ Υλοποιεί το πιλοτικό έργο «Υποστήριξη και παρακολούθηση της πιλοτικής Υπηρεσιών εφαρμογής
έργων βελτίωσης ενεργειακής απόδοσης σε δημόσια κτίρια από Επιχειρήσεις Ενεργειακών Υπηρεσιών (ΕΕΥ)» που
Χρηματοδοτείται από ΕΣΠΑ (ΕΠΠΕΡΑΑ).
Μέσω του συγκεκριμένου έργου/ πράξης επιχειρείται να γίνει:
Ο εντοπισμός των θεσμικών εμποδίων για την εφαρμογή έργων ΣΕΑ από ΕΕΥ στο δημόσιο & ευρύτερο δημόσιο
τομέα, ο εντοπισμός των εμποδίων και ειδικών θεμάτων που σχετίζονται με φοροτεχνικές διαδικασίες, συμβατότητας
με κανονισμούς δημόσιας λογιστικής και ασφαλιστικών καλύψεων,
Η ανάδειξη της καταλληλότερης διαδικασίας προκήρυξης έργων ΣΕΑ από δημόσιους φορείς και ανάθεσής τους σε
ΕΕΥ,
Σκοπός: Υποστήριξη της Πολιτείας και των Δημόσιων φορέων αλλά παράλληλα και των Επιχειρήσεων
Ενεργειακών Υπηρεσιών (ΕΕΥ) για την ανάπτυξη της αγοράς των Ενεργειακών Υπηρεσιών στην Ελλάδα μέσω της
τυποποίησης των απαιτούμενων διαδικασιών. Σημαντικό μέρος του πιλοτικού προγράμματος αποτελεί η εφαρμογή
μέτρων βελτίωσης της ενεργειακής αποδοτικότητας σε 5 κτίρια του δημόσιου τομέα μέσω Συμβάσεων Ενεργειακής
Απόδοσης (ΣΕΑ).
Πορεία υλοποίησης φυσικού αντικειμένου
Έρευνα της εγχώριας αγοράς παροχής ενεργειακών υπηρεσιών και της ενδεχόμενης συμμετοχής των δημόσιων φορέων μέσω ανοικτής πρόσκλησης εκδήλωσης ενδιαφέροντος. Ανταπόκριση από 51 υποψήφιες ΕΕΥ και από δημόσιους φορείς, στην κυριότητα των οποίων ανήκουν 54 δημόσια κτίρια.
Οργάνωση ενημερωτικών διημερίδων και συναντήσεων για την πληρέστερη ενημέρωση των υποψηφίων ΕΕΥ και εκπροσώπων των δημόσιων φορέων.
Προεπιλογή και ανάλυση των δεδομένων των υποψηφίων δημόσιων κτιρίων.
Αξιολόγηση και ιεράρχηση των υποψήφιων κτιρίων.
