we hear the argumont that somehow, an increase in salarywould lncrease the èaliver of public officials. 'That'san ill-concealed insult ko the present office holders,Fho ran for the office

to be in thak office after they were elected. We shouldrecdgnize in this situation that it is not the prerogativeof an outqoing General Assembly or an outgoing Governorto booby-trap the fiscal solvency of the State of Tllinoisin the manner that's threatened, and I would hasten to

add that my comments are not intended in any mannlr to

be critical of the Governor. None think more highly of

'he than 1. I think he's khe best Governor and the poorest

politician that wekve had in Illinois for a great manyyears. The Amendment thak I offer here today for you willsolve all o/ these ills that Itve epumarated in a mannerthat will make you glad tomorrow th

at you voted for it andwhen you get .back home this evening, among your constituent ,you will find it very easy to explain how you voted and

protection against an increase in the Income Tax.if we

' passed this Bill in its present flrm. I want to inform

him'that he and the taxpayers of Illinois have protection

. against an increase in the income tax, and that is, the

Members on this Side of the aisle, when your present

Governor, asks for a 4% tax .on individuals, fought him

and reduced that to 2-1/2%. And that was done by the

leadership on this side of thè aisle, our Minority Leader,

and t'ne other Members. So the taxpayers of our State have

protection. .They have Governor-eleck Walker, who is

%' i S les Tax. They'vopposed o any increase n Income Tax or a

got *he Members on this side of the aise, who fought the

4% Income Tax on individuals and forced the Governor to

agree to reduce it to 2-1/2%. We donêt need this Amendment
