Category Management • An approach the Federal Government is applying to buy smarter and more like a

single enterprise

• Enables the Government to eliminate redundancies, increase efficiency, and deliver more value and savings from the Government’s acquisition programs

Strategic sourcing is an integral part of category management Strategic sourcing encompasses one piece of the activities within the category management framework. Strategic Sourcing is a structured and collaborative process of critically analyzing DHS spend using an “enterprise approach” to make business decisions about acquiring and managing commodities and services more effectively and efficiently across multiple components or the entire Department.   The Strategic Sourcing Program Office not only works to develop Department-wide contract vehicles, we are responsible for implementing Category Management at DHS. We are accountable for Category Management progress up through the Chief Procurement Officer and the Under Secretary for Management. Category management is a holistic approach to managing common capabilities and needs across DHS Requirements Management Requirements management encompasses a greater understanding of our needs to include identification of any capability gaps that presently existing in fulfilling our needs This process also ensures we coordinate across the agency and/or government to share best practices among the community (why reinvent the wheel?) **How these fit together – transition** Once we have an understanding of what our needs are, we can drive towards aligning with the direction industry is taking or push them to be responsive and fill our capability gaps Additionally, we can improve the manner in which we are aligning and communicating with industry so that we can become better partners and more efficient Industry Alignment Includes establishing an on-going, candid dialogue with industry In doing this, we are employing supplier relationship management techniques which enable us to focus on our top suppliers, critical suppliers, and strategic suppliers within the marketplace Building these relationships also enables the department to gain greater insight into the direction of the marketplace so that DHS is positioned to take advantage of innovative solutions, processes, or products to further advance our ability to meet the mission Industry alignment is about building a lasting partnership with the companies that support us and understanding how we can align efforts to become more efficient together Sourcing Strategies Sourcing strategies are developed considering what is occurring within industry and what our requirements are This piece of category management is not simply about the time of the buy, but also about what policies need to govern how we manage and buy, As a result, these strategies will can result in strategically sourced contract vehicles which incorporate best practices, terms and conditions, drive innovative solutions or products, and improve the quality of capabilities delivered to the Department

President’s Management Agenda (PMA), Cross Agency Priority Goal (CAP): Leveraging Common Contracts and Best Practices to Drive Savings and Efficiencies

• Agencies will implement four key actions:

• Establish annual goals to leverage common contract solutions while meeting small business and other statutory socio-economic goals;

• Develop effective vendor management strategies to improve communication with vendors, especially those that support mission-critical functions;

• Implement best practices to eliminate inefficient purchasing and consumption behaviors; and

• Share transactional data across the Federal Government, including prices paid, terms and conditions, and other important factors that can differentiate quality and value of products and services.
