Purpose:

The Oil and Gas Sector’s Health, Safety, Security and Environment [HSSE] records reflect the Sector’s commitment and performance to safe, healthy and secured working environments.

Introduction and Background:

Incident Sharing and Statistics standard was developed by OPAL in Q3 2018 and signed by management of OPAL’s major Operators. One of the standards’ objectives is to maintain good HSSE statistics and share identified statistical categories of data related to certain types of HSSE incidents in Oil and Gas sector. The standard illustrates the definitions, scope of data submission and roles of stakeholders. In order to unify the sector’s reporting, the standard adopted the Ministry of Oil and Gas [MOG] HSSE statistics report template,

One of the stipulated roles of OPAL in the standard is to collect the annual HSSE statistics from the member companies and generate the sector wide annual report and publishes it on its public website.

The annual report provides statistics, relative performance status, benchmarking and the identification of areas on which efforts should be focused to bring in performance improvements by the stakeholders.

The report presents statistics for Oil and Gas sectors activities in Sultanate of Oman ranging from up-stream, mid-stream to downstream. Target of reporters are OPAL member companies that have operations, which include activities such as seismic, explorations, drilling, processing, refining, production, constructions, logistics, maintenance, etc.

The report addresses the HSSE Key Performance Indicators [KPIs], which are Lost Time Injury Frequency, Total Recordable Cases Frequency, Motor Vehicle Incident Rate and Process Safety Events Rate. On the other hand, the numbers related to those indicators are presented in comparison between two groups, one for up-stream operators and the other for combined mid and down-stream companies.

Alphabets are used as ‘identifier’ or ‘coding’ to preserve the anonymity of the reporting company, which typically report its own data as well as that of its associated contractors in combined manner. The report excludes any HSSE statistics of non-signatories to the OPAL standard and omits the company not furnishing information or non-applicable for certain benchmarks.

Most Companies, since September 2018. have accomplished reporting the HSSE stats to MOG and OPAL.

Reporting of HSSE Performance:

Summary of Results: The HSSE performance of contributing OPAL member companies in 2018 is based on the exposures of 315 million man-hours and 424 million km driven of data.

Fatalities:

Fatality is death resulted from a work-related injury or occupational illness. As can be seen from Figure 1 and 2, unfortunately 3 work related fatalities were reported, 2 in the upstream and 1 in mid-stream & downstream category in 2018. “Struck by object” caused two Fatalities while the third fatality caused due to stuck.

Besides, as Figure 3 represents, 26 fatalities occurred in up-stream sector in 2018, categorized as Non-Accidental Death [NAD]. NAD incidents make up of 90% of the fatalities in 2018 as seen from Figure 4. The most causes of NAD in 2018 were massive heart attack, stroke or neuro-vascular disease, cancers, suicide, blood diseases and others.

Keen efforts are, therefore, required to minimize the NAD and identify the reasons that may contribute to such incidents and mitigate them to improve the working environment and workers’ welfare in general.

Lost time injury:

Lost time injury [LTI] is a work-related injury or illness for which the injured or ill employee or contractor experiences days away from work for medical treatment or recuperation.

Figure 5 and 6, shows the number of LTI for Up-stream and mid-stream & down-stream companies, respectively, with total of 46 LTIs during 2018.

93% of the LTIs occurred during worksite activities, whereas, the rest of LTIs were due to road traffic accidents as shown in Figure 7. Main causes of the most worksite LTI in 2018 were “Struck by object” followed by “crushed/trap” or caught between.

Motor Vehicle Incidents:

Motor Vehicle Incidents (MVIs) also called Road Traffic Accidents for Up-stream and other companies are presented in Figure 8 and 9, respectively, with total number of 169 in which 30 were severe MVIs. Although, different parties and organizations have made significant efforts to reduce those incidents, the numbers are still high in the Oil and Gas Sector.

With reference to Figure 10, 82% of MVIs in 2018 were classified as minor, which involved minor damage and resulted in First Aid Cases. In contrast, 18% of the MVIs were severe one resulting in Lost Time Injury, Medical Treatment Case, Restricted Workday Case and rollover. All severe of 2018 MVIs were found to be rollovers. Reasons contributed to rollovers must be studied and means to reduce them must be explored and implemented.

Benchmark Figures:

The intent of the benchmark exercise is for companies to compare their own performance against to others and sector’s average in Oman. In the below benchmark figures, despite different work environments and risk associated, all companies categories were included in the measurement as the metrics used were frequencies and rates not absolute numbers. Which was calculated per million man-hours and million KM driven.

In general, the wide variation in frequencies and rates between the best and worse performers is affected by the relative size of the company’s operations.

Lost Time Injury Frequency Figure 11 represents a benchmark of the Lost Time Injury Frequency per million man-hours for the Oil and Gas sector, in which the average was 0.15 in 2018.

Process Safety Event Rates Tier 1 Process Safety events are losses of primary containment of greater consequence, such as causing harm to a member of the workforce, costly damage to equipment or fluid release exceeding defined quantities. Tier 2 events are those of lesser consequence.

Figure 14, presents the benchmark of the Tier 1 Process Safety Event Rate per million Man-Hours for the Oil and Gas sector, in which the average was 0.03 in 2018.

Conclusion:

The incidents statistics presented above are furnished by the respective Operators belonging to Upstream, Mid and Downstream segments. This is the first report prepared after the launch of the Industry Standard by OPAL by August 2018. Since September, OPAL has started receiving the statistics for the year 2018.

The compilation of the annual report should help the stakeholders not only to benchmark their performance against one another in the industry but to seek the attention on most concern areas such as NAD, LTI and to promote best practices and implement suitable controls as way forward actions. Efforts are inevitably required to avoid fatalities to zero. The principles of Goal zero with respect to PEAR (People, Environment, Assets and Reputation) shall be adhered.
