Regional and urban Policy
The context
• ERDF and Cohesion Fund programmes 2007-13 represent a total EU allocation of about EUR 263 bn
• More than half of this amount is dedicated to multiregional programmes => no detailed information about regional (NUTS2) breakdown
• Major projects (ERDF or Cohesion Fund) are projects with a total cost of more than EUR 50 mio
• Major projects inside the programmes cover an EU expenditure of almost EUR 60 bn, most of these in multiregional programmes (approx. EUR 50 bn)*
• projects approved until May 2014

Scope of the project
• Major projects 2007-2013• Co-funded by ERDF or Cohesion Fund• Geo-referencing covers all approved projects• Represent projects by points, lines or polygons as
appropriate• Data should be appropriate for mapping at and fit
for EU-wide analytical purposes
Regional and urban Policy
Input data on projects
• List of projects from data warehouse• CCI code used as project identifier
• WFS (workflow system) files• Approving decisions• Information sheets• Detailed project descriptions (mostly text,
sometimes with local map images)
Regional and urban Policy
Reference geo-data
• Location of projects compatible with existing (reference) data whenever possible• Local administrative units boundaries (EuroGeographics
EuroBoundaryMap)• NUTS regional boundaries (Eurostat)• Transport networks (DG MOVE GETIS)• Urban Waste Water Treatment plants (EEA) + identifiers
• Auxiliary sources when needed, e.g.• Road network (TomTom – OpenStreetMap)• Background/context imagery of Google Maps
Regional and urban Policy
Results
• More than 600 projects geo-referenced• Level of geographic detail mostly dependent on
input data (project descriptions)• Most often point locations, lines (parts of
transport networks) or location of municipality where the project takes place; sometimes region(s)
Regional and urban Policy
Relationship between projects and regions
• 72% of the major projects are located inside one NUTS3 region per project; 89% of the projects are located inside one NUTS2 region per project
• Remaining part: distribution key amongst NUTS3/NUTS2 regions, according to the number/length/surface of the features representing the project
Regional and urban Policy
Relationship between projects and regionsLocation information allows the aggregation of project related data, e.g. by NUTS region:- Allocations- Regional aid
intensity

Next steps ?
• Regular update by adding newly approved projects
• Publish interactive maps on Inforegio website• Compile geodata for new major projects 2014-

Some other REGIO-GIS projects
• With JRC: building footprints: imagery-based layer of building probabilities; improved population disaggregation (2011) where no point-based population data are available
• Population estimates by Urban Atlas 2012 polygon, based on sub-local population data
• Time series of local (LAU2) population data 1961-2011• Indicators on urban public transport:
• Frequency of departures in relationship to population / employment (Regional Focus forthcoming)
• Services' speed inside cities, by transport mode• Rail services between cities:
• Frequency and average speed of services
