Regulatory Cooperation Forum (RCF) established in June 2010.

RCF objectives:- To promote collaboration and cooperation among RCF members to improve

coordination of support for regulatory infrastructure development for regulators in embarking countries.

- To contribute to achieving and sustaining a high level of nuclear safety, consistent with IAEA Safety Standards and Guidance.

- To optimize resources among RCF members and avoid unnecessary support duplication through improved coordination.

- 12 recipients: Jordan (since 2010), Viet Nam (since 2012), Poland (since 2014),

Belarus (since 2014), Bangladesh, Chile, Egypt, Iran, Nigeria,

South Africa, Sudan, UAE

- 3 observers: Germany, Kenya, OECD/NEA

RCF Activities

Steering Committee: Annual meeting mainly on policy-related issues;

Support Meeting: Annual meeting on updating Action Plans of support activities;

Plenary Meeting: Annual meeting in the margins of IAEA General Conference;

Support activities: Workshops based on Action Plans and working group meetings.

May 2013: Working Group established to enhance RCF support programmes. June 2014: Working Group meeting held in South Africa.

Results of Working Group meeting: • RCF Terms of Reference and RCF Programme Plan revised and approved

taking into account the following:

• Objectives of the RCF Terms of Reference need to clearly define and outline the coordination role of the RCF;

• Criteria for RCF support should follow IAEA SSG-16 “Establishing the Safety Infrastructure for a Nuclear Power Programme” in a stepwise approach;

• RCF Support Meeting and RCF Steering Committee Meeting should be held back to back in the same week to reduce the number of RCF meetings;

• Termination of support activity provision needs to be outlined in RCF Programme Plan;

• Ad-hoc meetings to be held to share experience in receiving support.

May 2015: RCF Steering Committee Meeting and Support Meeting held in Brussels in cooperation with the European Commission.

Results of the meetings:

• Three areas identified as necessary for enhancing support activities:

1. Regulatory control2. Inspection process3. Integrated management system (IMS)

• Significance of enhancing coordination mechanisms was underlined.

• The database and mapping-matrix of all support activities agreed to be developed.

RCF support activities need to be coordinated within the framework of

• IAEA Technical Cooperation (TC)

• IAEA Networks (ANSN, ANNuR, FNRBA and FORO)

• Bilateral Cooperation Agreements

Definition: Mapping refers to the creation of a list of implemented and planned activities to allow for a systematic coordination of support activities and for monitoring implementation.

RCF will provide a mapping-matrix of all support activities for each country and each framework based on SSG-16 (200 actions, Phase 1 to 3). This will provide a clear picture and overview of all support activities.

A dedicated database has been developed on SharePoint for easier access to the mapping-matrix.

The methodology of SARCoN (Systematic Assessment of the Regulatory Competence Needs) was developed by the IAEA in 2015. It supports the development of competence profiles and the implementation of competence gap analysis at individual and/or team basis of regulatory staff members.
