Today, whether one is attending a Grateful Dead concert and thrilling to “Truckin’,” “Loser” or “Uncle John’s Band,” the joy of experiencing the music and hearing the swell of the instruments is similar as the crowd felt in Belvidere that heard Bell’s Band on a Monday night in July, 1916. At the dawning of the 20th Century, Bell’s Band and many other local bands and small orchestras entertained weekly in towns from Belvidere to Woodstock and from DeKalb to Elgin. The concerts were free and provided the people with a free form of entertainment to help mark at least one evening each week during the summer.

All of the men in the photograph who performed in Bell’s Band held a stoic or certainly, a very sober visage. Though they might have had a lot in their life to smile about, posing for a photographer to create a promotional postcard was not a moment that brought a smile to their faces.

On that day, the City of Belvidere and the park district must have had either a contract to have them perform or there was a loose agreement that Bell’s Band would assemble at the park every Monday and perform when the sun had set.

Though the volume and the energy of the Grateful Dead is very different from the energy generated by Bell’ Band, the degree of entertainment and pleasure was likely very similar. The music that Bell’s Band performed consisted of march music by John Phillip Sousa and perhaps some melodic moods created by Beethoven, Chopin or Mozart.

Auto Accident Claims Driver

they investigated a fatal automobile accident that occurred on Tuesday, July 7. The accident occurred at Quail Trap and Caledonia road and was a one car accident.

The driver of the automobile was pronounced dead at the scene by the Boone County Coroner soon after the accident was discovered, at approximately 6:50 a.m. on Tuesday. Results of a preliminary investigation by Sheriff Deputies concluded that speed was likely the cause of the fatal accident.

The investigation disclosed that the driver of the black Pontiac was driving northeast on Quail Trap Road when the car left the roadway and finally came to rest near a tree on the north side of the road. As of press time investigators

could not answer if alcohol, drugs or any other intoxicants played a role in the cause of the accident.

Investigators also concluded by observing the condition of the car at the scene, that the driver was not using the seatbelt when the accident occurred. There were no passengers in the car or at the scene when the accident was investigated.

The Boone County Sheriff’s department also reported at press time that the identity of the driver could not yet be released. Further, the Boone County Sheriff, Dave Ernest reported that the accident continues to be investigated. An autopsy has been scheduled to occur at a future date and will occur at the Boone County Coroner’s office in Belvidere.

Boone County is taking their first steps in the process of redesigning the Animal Services Building in the wake of disappointing bids. Their original plan pulled in construction bids that came in far over the voter approved $800,000 that the county has available for the project.

The Boone County roads and capital improvement committee met on July 7th with architect Mark Schmidt to discuss how to trim costs and still meet the needs of the community. County representative Cathy Ward (District 2) spoke up during the meeting, making it clear that she believes that staying in budget is of the utmost importance. Saying that the people of Boone County approved a specific amount and the board has a responsibility to stay within it.

To stay within that budget, the first thing to go in the architect’s new plan was visual aesthetics. Features of the first design, such as a costly brick masonry veneer and vaulted ceilings are being replaced with more conservative options. This doesn’t worry Animal Control Operation Supervisor, Roger Tresemer who said, “Function is far more important than being pretty.”

The original bids were offered for a floorplan that was roughly 4,000 square feet, and the committee is now hoping to reduce that to 2,700 feet, which the architect called a “reasonable goal,” though to go less than that might risk the needs of the animals and the employees. To meet this goal, some of the more unneeded features are on the chopping block.

Some of the space for removal is geared for people, which board member Sherry Giesecke (District 1) supported. She proposed to “reduce people space first, if anything.” One way to do that would be to remove one of the bathrooms, as suggested by the architect. Board member Kenny Freeman (District 3) did not favor reducing the bathroom space. Occupancy codes in place in the county might not allow for the building to one restroom.

Though the animal space is a priority, the county is also considering making some reductions there as well. Some of the outdoor space set aside for dogs could be made smaller and cats could possibly be “taken out of the equation.” Architect Mark Schmidt said that he believes that the state doesn’t mandate the county to accommodate cats. In that the county neither licenses nor vaccinates cats, the county would receive no revenue for holding cats. This is a concern for Roger, who believes “there should be some accommodation for cats.”

Despite all the losses to the proposed shelter, many are hopeful. County administrator Ken Terrinoni said at the end of the discussion that he was “pleased with the direction.” Roads committee chairman Brad Stark (District 3) said, even if the county loses some things, “at the end of the day, it will be a big improvement” over the current facility. Roger Tresemer hopes that the new facility provides “opportunity for the staff and the animals to have a safe and clean environment to live and work in” but that he is confident that “whatever we get, we’ll make it work.”

To Editor, Boone County Journal Please publish the following response to your

editorial in the June 19, 2015 Boone County Journal titled “$800,000 or $1 million, What’s the Difference?’ I can not do anything about the higher than projected cost to build the new shelter – it would have been much lower if the County Board had not put off the issue for so many years - but I do feel the need to educate the writer of the editorial on a few points.

First of all, no one was “cajoled” into anything. The County Board decided the county could not afford to pay for this long neglected need and asked the people in a referendum if they would accept a small temporary tax increase. Two thirds of the voting public stepped up to the plate and cast their yes vote. Chairman Bob Walberg himself spoke in favor of a yes vote.

A wonderful compassionate public did the right thing because they realized that, after the county spent many years building great schools and office buildings and other amenities for many functions of the county while ignoring the needs of the animals, the time had come to step up to the plate themselves. If more was done to curb overbreeding, there would be no strays.

Homo sapiens has trampled on the weaker creatures with whom we share this planet for millennia, but the present trend is for a kinder world for all - - both people and animals. No one can stop this trend! Animals do so much for people that even those who do not like them owe them a gratitude. Jane Goodall said, “Dogs do more for people than any other creature, including people.” And even cats, the most ignored, neglected and often abused of the companion animals, have been known to save lives, and even function as therapy cats lifting the spirits of the sick. The list of what dogs do for people is too long to even begin here. Many shelter dogs have gone on to becoming service dogs, one more reason to save them.

The number of strays goes up and down for any shelter, and with population increases, numbers are not likely to go down. But the number of dogs to take care of is not all the Animal Services staff does. They are constantly traveling answering calls not only to pick up strays, but handling animal abuse cases and other functions, such as catching/trapping animals suspected of carrying Rabies, getting them ready for evaluation, accompanied by tons of paperwork. These people are drowning in Government regulations. And do you think they just pick up a stray, stick it in a pen and that’s it? There are countless chores in catching, evaluating, treating injuries, spaying/neutering, rehabilitating/retraining, etc.

In addition, after completion of the new shelter, the staff and volunteers plan to conduct many outreach and educational activities, including responsible pet ownership designed to prevent abandonment, bite prevention, even dog obedience classes. They are doing what they can now, but the new facility will greatly enhance their efforts.

Now to the most neglected of the abandoned pets, the cats. The Boone County shelter never had any room and thus far could do nothing for stray felines, except offer to pick them up and euthanize them. This could include someone’s family cat that got lost. Cats are one more reason why the people of the county realized the need for a proper shelter like those of other counties.

Last but not least, what bothers me is that the editorial makes it sound as if the cost of the shelter was being defrayed by the County. This seems designed to mislead. So I want to remind the readers that they, the wonderful, generous and compassionate voters saw the need for the shelter and voted in favor of building it. Therefore it should not be considered as part of the debate about other needs of the county. Using the money generated by the referendum for anything but its intended purpose would be stealing from the people. Kidding OurselvesOur American culture exerts greater effort to help people better spend their spare time than to calculate how to

improve public education. Our American culture spends far too much time trying to find who is responsible for us making our own mistakes than finding workable solutions to improve the economy. Our American culture would rather punish Smith & Wesson than to repair our culture and solve the problem of random drive-by murders that occurred at a horrifying pace just last weekend in Chicago.

Many last weekend watched the Cubs play baseball, saw the farewell concerts of the Grateful Dead and enjoyed bar-b-que ribs with family and friends, but there were others that murdered 10 in drive-by shootings. Another 52 people were wounded but little is being done to stop the carnage.

The reason for this carnage is the profit motive that drives the illegal drug trade. Another reason is an ineffectual public school system with no one doing anything to improve that system that fails to educate children. Profits from drugs and an ineffectual public education system is a potent cocktail that sentences far too many young people to live in gangs and to perpetrate drive-by murders.

Ours is a culture that celebrates expediency and ignores the longer path to find permanent solutions. The planning and the preparation needed for a path to result is often believed to be too time consuming for most public leaders to want to embrace.

Instead, every summer Sunday night on the news more and more stories of random gun violence that have religious leaders and public officials filling TV cameras lamenting their neighborhoods and shedding tears. But, no one in any position of authority is willing to chair a committee or to create a plan to resolve this problem.

These religious leaders throw hands in the air and gaze heavenward as if to say, “The problem is just too big.” But, the problem is only too big if leaders refuse to do the work to find solutions.

We can ask Progressive’s, would they have accepted President Franklin Deleon Roosevelt throwing his hands in the air, gazing heavenward and lamenting the horrible condition of the economy in 1932 to assert, “The problem is just too big.” Would anyone have accepted that result?

It seems that leaders from prior generations were far more committed and far better equipped to do the hard work to find solutions to a problem, to choose a path and then to dedicate that movement to a goal. The current generation of leaders have little that they are willing to offer.

That is not to say that the “Millennial’s” are not equipped to solve cultural problems that defy solution, but it is to say that future generations must engage in the hard work to solve the problems of today. If there is no solution today, the problem will advance to a future generation. Our current generation of leaders have abdicated their responsibility to solve cultural problems.

It seems obvious that diminishing the drug profits that drives the gun violence is a first step that must occur. Seeking to solve that problem with more gun laws will do nothing to deter a teenager from holding an illegal Glok-9mmm driving to a corner, opening fire and killing another 6 year old.

People in most communities are concerned with what occurs on their corner. Most people in Belvidere could care less what occurs on South Stony Island and 95th Street in the Englewood neighborhood of Chicago. But, we all should be concerned about what happens there and how those problems can be solved. Six years ago drive-by shootings and gang violence was a problem in Belvidere. But, changes were made by the Belvidere Police Department and a new path of enforcement was chosen.

The result of changes in the city and this year at the Boone County Sheriff’s Department made a difference in reducing drive-by deaths but, the effort spanned across the entire criminal justice community. This is not to say that the problems were all solved but it is to say that the steps taken made a difference to make the streets of Belvidere safer for all.

Public education in Belvidere has also improved over the years with administrators and teachers being more concerned about the quality of education they are providing. That is a change from a few years ago when it seemed the local community was seeking a path to education solely by building more buildings in light of overcrowded conditions.

This 1,000-word essay is not enough space to explain a cultural problem and to forge a path to a solution. But this is space enough to inform the community that we must ask elected officials to focus on the problem of gang warfare and drive-by shootings because without effort being made to solve the problem, nothing will be done. Next year we will likely hear that a dozen more innocent people were slain enjoying hot-dogs in the front yard.

The root causes of these dysfunctional elements of our culture can be solved but only with effort made to discuss ideas and then to select the most positive paths to a solution. Unless these steps are taken, little more will be accomplished except to wipe away the tears. The solution is not to punish gun manufacturers. The solution is not to solely enact more gun laws. More must be done for the sake of future generations.

The solution is for legislators to remove the profit motive from the illegal drug trade. The profit motive was removed from the production of illegal alcohol, a similar result must be found with illegal drugs. Improving the quality of public education also must occur to teach children that breaking the law is not a career path. When we as a people have a path to solutions the problems will begin to disappear but without the effort, we will see more of these horrifying events every weekend on TV.
