President's Message

Dear Fellows/Members,

On recapitulating the concerns and thoughts shared with you through the last issue (January 2014) of the News Letter, it is disheartening to note that no noteworthy progress is made during the last quarter regarding most of the issues deliberated there in. I would like to appeal once again to the concerned functionaries and members to kindly spare some of their valuable time for the betterment of your own Society. The major issues requiring urgent attention are as given below:

A new Management Committee of ISET Roorkee Chapter has been duly elected and took over the charge on May 3, 2014. There is still no response from seven Chapters; Bangalore, Chennai, Jorhat, Kolkata, Mumbai, Nagpur and Pune which continue to be inactive for considerable long periods, and needful action is required urgently. Local Chapters can consider organizing One-day Workshops/ Special lectures on themes of interest to common public and technical get-togethers for their members as part of their activities.

Updated information has been received from E-mail ids of over 825 members and about 275 mailing addresses are still either incomplete or unknown at present. The names of such members with their membership no. are posted on the website: www.iset.org.in. Your help is solicited in early updation of the membership database.

The backlog of ISET Journal continues to be of great concern to all of us, as there is no progress made in this regard. The backlog needs to be cleared at the earliest possible.

As requested earlier, Fellows/Members may also contribute popular articles/short narratives etc. aimed at enhancing the awareness about earthquake safety, preparedness and risk mitigation for benefit of the general public vulnerable to earthquake/ tsunami phenomena. Society will welcome donors for donations to the Society under section and also for instituting Awards to encourage technology development in the country in the area of earthquake technology.

I hereby solicit the support and the active participation of all the Fellows and Members of the Society towards accomplishing the above mentioned tasks and other objectives to make ISET more vibrant and relevant to the needs of the general public and other stakeholders. THTHE 34 ISET ANNUAL LECTUREthThe 34 ISET Annual Lecture was delivered on “Seismic Design and Safety Aspects of Dams” by Shri A.B. Pandya,

Chairman, Central Water Commission, New Delhi, on Friday, March 28, 2014 in the Jai Krishna Hall, The Institution of Engineering (I), Roorkee Local Centre, Roorkee. Prof. H.R. Wason, President, ISET presided over the function. Prof. M.L. Sharma, Vice President, ISET, introduced the eminent speaker. The abstract of the lecture is given below:

The seismic safety of dams has assumed greater importance now because of associated widespread human and economic loss. Strong earthquakes affect large areas, subjecting many dams to strong ground shaking. This is particularly important for Himalayas, where large number of dams have been built or are being built or planned. The 2001 Bhuj earthquake affected about 245 dams, though mainly small dams, but the large scale dam failures calls for review of present design practices. More and more stringent criteria are now being prescribed for seismic design. The earlier methods adopted for seismic analysis of dams are either considered obsolete or even wrong today. There is thus an urgent need for systematic review of existing design techniques and reassessment of seismic safety of existing dams. ICOLD has recently revised its seismic design criteria (Bulletin 148) which are different from the earlier one (Bulletin 72). Also, USACE has also come out with guidelines on seismic design of dams (EM-1110-2-6050, 6051, 6053, etc.). This change shows that dams which were considered safe at the time of completion may not retain that certification even if maintained properly. The National Committee of Seismic Design Parameters (NCSDP) of India is also periodically reviewing its guidelines on seismic parameters to be adopted for dam design based on the state-of-the-art guidelines outlined in ICOLD, USACE and other publications. Dynamic analysis of dams, either using response spectra or time history, has now become almost mandatory for all the dams being designed or planned in India. The seismic coefficient/pseudo static method is considered deficient as it may not satisfy today's seismic criteria. However, a large pool of experience and performance data of dams exist which were designed by such methods and continue to perform their designed function. Their performance, as viewed from a more rigorous angle leads to additional cost and construction implications. Amalgamation of presently available dam sections with those needed for the modern approach is required so that while not compromising on safety, a panic reaction is also avoided. This paper discusses the present practices on seismic design and performance criteria for dams; conceptual and construction requirement for seismic requirement of concrete gravity and embankment dams and also the need for periodic review of seismic safety of existing dams.

43.3 Reporting Items:

All the reporting items are given in the Annual Report of the Secretary (see item 43.5, Annexure-II), therefore, they are not repeated here.

43.4 Considered the Annual Audited Report of Accounts of the Society for the year ending March 31, 2013 as approved by the Executive Committee and the same was approved by the General Body. A copy of Annual Audited Report is enclosed in Annexure-I.

43.5 Considered the Annual Report of the Secretary for ISET activities during the period March 09, 2013 to March 27, 2014 as approved by the Executive Committee and the same was approved by the General Body. A copy of Annual Report is enclosed in Annexure-II.

Dear Members,It gives me immense pleasure in presenting the Annual Report of Indian Society of Earthquake Technology for the period March 09, 2013 to March 27, 2014. The salient activities of the Society during this period are presented in this Annual Report.

1. Meetingsnd

The last Annual General Body Meeting (42 AGM) of the Society was held at Delhi on March 09, 2013, minutes of which were published in the ISET News Letter of January-April 2013. During the period of report, four Executive Committee Meetings (ECM) have taken place as detailed below:

In addition, Meeting of local (Roorkee-Based) members of the ISET Executive Committee was held on December 16, th2013 to consider the proposal to “6 International Conference on Recent Advances in Geotechnical Earthquake

thEngineering and Soil Dynamics”. It was resolved that the 6 International Conf. shall be organized by the Indian Society of Earthquake Technology in collaboration with the Department of Earthquake Engineering, IIT Roorkee during December 07-12, 2015 at New Delhi.

2. Audit ReportThe Report on the Accounts of the Society for the financial year 2012-2013, audited by M/s Vikas Khanna & Co., Chartered Accountants, Roorkee, was approved by the E.C. in its meeting held on September 02, 2013. It may be noted that in this financial year, the total capital fund of the Society has significantly increased from Rs. 43,01,083.00 to Rs. 49,10.450.00. The excess of income over expenditure during the financial year was Rs. 5,18,367.00.

3. PublicationsThe issues of 2010, Vol. 47 and 2011, Vol. 48 are still under proof reading & copyediting, which could not be published due to some technical problems. Similarly, the issues of 2012, Vol. 49; 2013, Vol. 50 and 2014, Vol. 51 are being processed.

4. ISET Annual LecturerdThe 33 ISET Annual Lecture was delivered entitled “The Journey Towards Seismic Safety in India” by Prof. Sudhir

thK. Jain, Indian Institute of Technology Gandhinagar, VGEC, Ahmedabad on March 09, 2013. The 34 ISET Annual Lecture shall be delivered by Shri A.B. Pandya, Chairman, Central Water Commission, New Delhi on March 28, 2014 on “Seismic Design and Safety Aspects of Dams”.

10. ISET V.H. Joshi Award

The E.C. in its meeting held on December 01, 2012 has approved the institution of “ISET V.H. Joshi Award for Significant Contributions in Structural Dynamics” a 4-yearly award according to the Clause IX of the Bye-Laws of the Society. The award consists of an award money of INR 51,000/-, and a Citation. In this concern, total corpus amount of Rs. 2,47,000/- has been received from Dr. V.H. Joshi on 02.04.2013.

The Indian Society of Earthquake Technology in collaboration with the Department of Earthquake Engineering, IIT Roorkee thshall be organizing the “6 Int. Conf. on Recent Advances in Geotechnical Earthquake Engineering and Soil Dynamics”.

14. Membership Fee

The Society received a sum of Rs. 91,000/- in the financial year 2012-2013 in the form of fee for various categories of membership of the Society.

15. Activities of Local Chapters

·Delhi Local Chapter

Delhi Local Chapter organized the following lecture and Workshop in cooperation with the Department of Civil Engineering, Jamia Millia Islamia, New Delhi:

1. Lecture on “Health Monitoring of Structures” was delivered on October 17, 2013 by Dr. S. Bhalla, Department of Civil Engineering, IIT Delhi.

2. Organized a one day Workshop on “Seismic Assessment and Safety of Structures' on March 9, 2013 in the Department of Civil Engineering, Jamia Millia Islamia, New Delhi.

16. Acknowledgements
