The North-East Forum forInternational Solidar ity(NEFIS) had submitted amemorandum to theAdministrator (ViceChancellor) of ManipurUniversity demandingremoval of irregularities in thedisbursal of Non-NETfellowships to the researchscholars enrolled at ManipurUniversity. These fellowshipswere instituted to be grantedto all the research scholars i.e.those enrolled in M.Phil andPh.D courses at the CentralUniversities across thecountry however, the scholarsof Manipur University werebeing denied the fellowship.The amount had not beenreleased since 2017.A statement said that the

NEFIS demands immediate removalof irregularities in disbursal of
Non-Net Fellowshipsresearch scholars representedby North-East Forum forInternational Solidar ity(NEFIS) had made arepresentation to theUniversity Grants Commission(UGC) seeking an immediateintervention into the matter. Itadded that following therepresentation the UGCauthorities had written to theMU author ities seeking aclarification in the matter.Consequent to it, the MUauthorities had star teddisbursing the Non-NETfellowships to the researchscholars vide Office Order/240dated 12th June, 2019.However, still manyirregularities concerning thedisbursal of the fellowshipremain, the NEFIS statementadded.It said the scholars are onlybeing given fellowship
amount of 3 months, and it isnot at all made clear by theuniversity as to whichparticular months they havereceived their fellowships for.Fur ther, some things stillremain unclear as to when dothe scholars start receivingtheir fellowships i.e. from thedate of their admission as atall other Central Universitiesor after the completion of theircoursework.NEFIS, through thememorandum, had demandedthat these irregularities shouldbe immediately removed. Italso terms the disbursal ofNon-NET fellowships avictory of its struggle, since itwas disbursed after NEFIS’sand others’ efforts. NEFISwould be taking up otherissues of students of MU andintensifying its struggle in thecoming days.

Flood situation in Assamcontinues to deteriorate evenfurther as the water level isrising at a speed of 2-3 cm perhour in Guwahati. RiverBrahmaputra that flowsthrough the vital city of thenortheastern state crosseddanger mark on Monday.Sadikul Haq of Central WaterCommission told, “Water isflowing 1.5 cm above dangerlevel and it is increasing 2-3cm per hour. The rising waterlevel can be a danger for thecity.”So far, 11 people have died inAssam floods this year whileincessant rains continue topound the state. 31 of the 33districts in Assam have beenaffected by the current spellof heavy rain.Over 26.5 lakh people havebeen affected in the floodsituation that is worseningevery hour.PM Narendra Modi spoke toAssam Chief MinisterSarbananda Sonowal onMonday and took stock of theflood situation in the state.Sonowal briefed PM Modiabout the situation in Assamwhile the Pr ime Ministerassured Sonowal of allassistance from the centralgovernment in dealing withthe situation.Barpeta is the worst-hit district

Innumerable wildlifehas been destroyed. My

Biren shares pains of Assam thoughts are with the peopleof Assam in these tryingtimes.”He further said, “I, on behalfof the people of Manipurexpress our deepestcondolences to the people ofAssam, who were affected bythe unprecedented naturalcalamity. Out of 6 Industrial TrainingCentres (ITC) in Myanmar,India has set up two Centres– in Myingyan and Pakokku.During his v isit recently,Mr.Nandan Singh Bhaisora,Consul General of India metwith the Principal, Head of theDepartments and somestudents at ITC, Pakokku. Itwas set up in 2010 and to date,8 Batches of about 160-180students have completedtheir course. As per theinformation given by thePrincipal, 100 % of studentsare getting placement eitherunder the Ministry ofIndustry and other Ministriesor in var ious Industr ialZones/Companies inMyanmar.While speaking at ITC,Pakokku, the Consul Generalsaid that Myanmar has 55%of its population less than 30years of age- its mostprecious resource- its youngpeople- provide a largenumber of human resources,and if the right kind of skill isdeveloped among them, this
goes a long way in bringingindustr ial development aswell as peace and prosperityfor the nation; both thecentres are doing exceedingly well in impartingthe technical knowledge andtrain ing to the youth ofMyanmar; they are easilygetting jobs in the market.He also mentioned that duringMay 2018, MOU was signedbetween India and Myanmarfor the setting up of two moresuch Centres in Monywa andThaton (Mon State) . Theintake has been about 180students at each Centre, aftercompleting their Grade-11(with 17-25 years of age) andthe selection is throughdocuments and interv iew,strictly on merit. The coursesbeing offered are -MachineTools Operator /CNCO p e r a t o r / A u t o m o b i l eMechanic/Welder/Electrician/Electronic Course. TheCentres come under theMinistry of Industry,Government of Myanmar.Consul General alsomentioned that 85-88%students in the Centre inMyingyan too have been
getting jobs in the marketwith in 6 months ofcompletion of their course inthe preceding years; some ofthem have been going toJapan for 3 years internshipin industries in Japan.Mr.Bhaisora also said thatMyanmar Institute ofInformation Technology(MIIT), a Centre of Excellencewas set up under India-Myanmar Friendship Projectand it became one of the top5 Computer Universities/Institutes in Myanmar out of33 within 2 years; running in 5th year, it is likely to be No.1in Myanmar soon; thecourses being offered areB.Eng.(Hons.) 5 years inComputer ScienceEngineering and Electronics& CommunicationEngineer ing; these havebecome highly sought aftercourses in Myanmar, as, for120 students’ intake everyyear, more than 2000students have been applyingfor the entrance exam. Also,the Institute had conductedone year Post GraduateDiploma Courses in SoftwareDevelopment; it is learnt that
these students got jobs inYangon, Mandalay andvarious countries like Japan,Thailand, Singapore, etc at25-30% more salary packagethen the graduates from otherComputer Universities ofMyanmar. Certainly, these arethe steps India has beentaking for implementation ofits Act East Policy as well asNeighbourhood First Policy.The Consul General also saidthat India values itsrelationship with a closeneighbour like Myanmar andwould like to increase itsengagement on a long termbasis in var ious areasincluding healthcare,education, skill development,capacity build ing,connectivity, culture, trade &people to people contacts.During h is recent visit toImphal, he also met with theVice-Chancellor of ManipurUniversity and requested himto invite a team of Rectors fromvarious Universities ofMyanmar for closer cooperationand exchange of faculty,students study trips as well asfor exploring the possibility ofsigning the MoUs.
