POSITION ADVERTISEMENT

COMMUNITY EMERGENCY SERVICES MANAGER

An exciting opportunity exists for an enthusiastic and experienced person to join the Shires of Cunderdin, Quairading, Tammin and Kellerberrin in conjunction with the Department of Fire and Emergency Services (DFES) to become an integral part of our organisations and communities. Applicants will ideally have previous emergency management experience, with the relevant qualifications who will be committed to managing emergency planning, preparation, response and recovery for the four Shires. The successful applicant will work closely with DFES and local Volunteer Bushfire Brigades to ensure the implementation and delivery of the preparedness, prevention, response and recovery services and promote strategies for public compliance with the requirements of the Bush Fires Act 1954. Key components of this role include the provision of volunteer support, emergency management planning, supervision of financial reporting, professional and courteous community liaison, maintaining fire control, undertaking general inspection patrols, and attending to relevant administration requirements. The position is offered on a contract until April 2023 with conditions of employment in accordance with the Local Government Industry Award 2010. An attractive remuneration package is applicable, including a base salary of between $85,000 to $95,000, an availability allowance of $11,250, 9.5% superannuation, commuter use of a vehicle, mobile phone, uniforms and professional development. Subsidised housing is available in Quairading if required. 4.1 Objectives of Position

To develop, implement and coordinate the delivery of Community Emergency Services functions within the Shires of Cunderdin, Quairading, Tammin and Kellerberrin.

5 REQUIREMENTS OF THE POSITION

5.1 Skills

Experience in project management of significant complexity within a political environment with varying stakeholders.

Demonstrated practical experience within a similar role or profession.

5.4 Qualifications and / or Training

Relevant qualifications, training and experience gained within a similar profession.

Hold a current unrestricted HR class national driver’s licence.

Qualification in Training and Assessment is desirable.

Provision of a current National Police Clearance not more than three months old is required to support eligibility for this position.

6 KEY DUTIES/RESPONSIBILITIES

6.1 General

Contribute to the strategic direction and management of volunteer operations services.

Facilitate the mitigation of fire and other hazards impact on the communities by coordinating a range of strategies in partnership with the communities, local government, DFES and volunteers.

Ensure the implementation and delivery of fire preparedness, prevention, response and recovery services within designated Local Government areas.

Provide leadership and expert technical and professional advice to the emergency volunteer groups.

Identify, support and deliver quality training for emergency volunteer groups.

In partnership with the Local Governments, develop and maintain professional relationships with stakeholders to ensure the delivery of services as specified in the Memorandum of Understanding between DFES and the designated Local Governments.

Consults with stakeholders to facilitate the development and review of fire and emergency planning within the designated Local Governments.

In partnership with the Local Governments and the communities, continuously seek to improve the mitigation of risk to the communities from fire and other hazards.

Manage and take responsibility for the physical and financial resources of designated emergency volunteer groups.

Recognises the communities and volunteers as customers and facilitates their needs within the corporate objectives of the Local Governments.

Report monthly on the Council Management Information System of progress on tasks allocated to the position in accordance with the agreed Business Plan.

Assist with managing the budget requirements relevant to Fire and Emergency Services.

Develop and submit Annual Operational and Capital Grants on behalf of the Four (4) Shires.

Administer Annual Emergency Services Levy Grants and Acquittals.

Provide monthly reports and annual budget submissions.

Develop and maintain Emergency Services programs and systems.

Liaise with contractors, consultants and service providers.

Manage systems compliance and ensure legislative requirements are adhered to.

Provide information and advice on matters pertaining to the role.

Represent the Councils at relevant Government and Industry forums or meetings.

Represent the Councils’ interests in a clear concise and informative manner.

Assist with operational policy development as relevant.

6.2 Prevention

Annual Review of Councils’ Firebreak Notices and Bush Fire Information Booklets.

Provide a range of prevention services to increase community awareness of hazards and involvement in minimising their impact.

Develop & implement mitigation plans for all council vested reserves in regard to fire prevention planning.

Review & identify suitable awareness programs for the communities, prepare a calendar for the programs, and evaluate the effectiveness of programs.

Coordinate relevant school program and engage BFBs to provide assistance in delivery of programs.

Assist in determining the origin, cause of accidental & suspicious fires.

Coordinate a strategic firebreak network for the Shires.

Advise on fire protection standards including building standards.

Review and comment on subdivision plans in consultation with relevant stakeholders and undertake site inspections as required.

Develop an unallocated crown land & unmanaged reserves program in relation to fire and risk protection.

6.3 Preparedness

Develop and maintain appropriate and adequate infrastructure, equipment, skilled personnel, plans and programs in preparation for emergencies.

Support the communities in their own preparations for emergencies.

Coordinate pre-season forums and develop the program to meet the needs of the communities.

Assist in development of programs of appropriate courses for Bush Fire Brigades.

Develop and maintain Shire contact emergency service directories for each Shire.

Liaise with key stakeholders regularly eg. Police, DFES, SES, BFBs.

Attend and provide reports for Bush Fire Advisory Committees and BFB meetings.

Assist in the management of Bush Fire Brigade administration (when required).

Undertake Incident Report evaluations.

Inspect and maintain water supplies pre and post fire season.

Program and coordinate BFB vehicle fleet servicing schedules.

Ensure the development and maintenance of a list of all communications equipment and maintenance records.

Review/Analyse the R2R (Resource to Risk) Model against the current resource inventory.

Conduct annual audit of current Relocation/Welfare Centres and Emergency Coordination Centres to ensure readiness for activation.

Assist with State Emergency Service Units requirements as directed.

6.4 Response

Ensure rapid and comprehensive response to emergencies, to contain and minimise the impact of hazards.

Support the communities in their own response to emergencies.

Maintain and review mobilisation procedures and response plans for BFBs.

Attend incidents within the Shires or neighbouring Shires as required.

6.5 Recovery

Assist the communities, employees and volunteers affected by major emergencies to recover effectively and efficiently.

Liaise with Counselling services and Peer Support groups for Bush Fire Brigades.

Provide advice on the development of a recovery plan, and monitor and review plan with the LEMC.

Hold the position of Executive Officer of the LEMC, attend LEMC meetings, provide information on emergency management planning, and coordinate LEMC involvement.

6.6 Special Projects

Assist the local governments and FESA with special projects that may impact on the communities.

Coordinate and manage projects for FESA and Local Government Emergency Management Act 2005 (Emergency Management Plan preparation and facilitation).

6.7 Organisational

GENERAL CONDITIONS OF EMPLOYMENT CONTRACT This position is a contract position and has resulted from a joint funding

arrangement between the Department of Fire and Emergency Services and the Shires of Cunderdin, Quairading, Tammin and Kellerberrin. The funding and the contract is until April 2023 with the possibility of an extension beyond that date. The successful applicant will be required to sign an employment contract.

PROBATIONARY PERIOD

A standard probationary period of three (3) months applies to all new appointments within the Shire, primarily to give time to assess the incumbent’s knowledge of, and suitability to, the role employed. The probation period may also be extended if necessary.

SALARY This position attracts a base salary of between $85,000 to $95,000 per annum dependent upon qualifications and experience, with relevant conditions of employment as per the contract and the Local Government Industry Award 2010 (LGIA 2010).

SUPERANNUATION Local Government Superannuation Scheme – 9.50% contribution provided by Council. Voluntary superannuation contribution by employee is an available option. Your choice of a Superannuation Scheme also available.

VEHICLE There is a vehicle provided for commuting and work use.

TELEPHONE A mobile telephone will be provided for the business use.

HOURS The officer is to work such reasonable hours as are necessary to carry out the responsibilities of the position. The officer will be required to manage his/her time and will be required to work some weekends and nights, as required. The agreed salary takes into account the requirement to attend Council and Brigade meetings as required or work in excess of the standard number of ordinary hours. Any variation to standard arrangements shall be at the supervisor’s discretion. There will be an additional allowance paid for after hour call-outs ($11,250 per annum) and overtime for some DFES emergencies. The nature of the position is such that the officer shall be contactable and available at short notice.

REPORTING The CESM will be an employee of the Shire of Quairading and as such will report to the Chief Executive Officer of the Quairading Shire Council and liaise with the Chief Executive Officers of the other Shires. The CESM will also receive and respond to advice and requests from the designated DFES District Manager.

ANNUAL LEAVE 4 weeks pro rata, in accordance with the contract and the LGIA 2010.

LONG SERVICE LEAVE In accordance with the Local Government (Long Service Leave) Regulations.

SICK LEAVE In accordance with the contract and the LGIA 2010.

UNIFORM ALLOWANCE

An annual uniform allowance of $800 applies to this position. Uniform Standards prescribed in the CESM MOU.

EMPLOYMENT MEDICAL

The preferred Applicant will be required to undertake a pre-employment medical, paid for by the Shire. Any offer of employment will be conditional upon the applicant being assessed as fit for the proposed employment.

POLICE CLEARANCE Provision of a National Police Clearance not more than three months old will be required to support eligibility for this position.
