Initial BackgroundMMDA Traffic Enforcers Undergo Martial Arts Training By Dennis Carcamo PhilStar - www.philstar.com

MANILA, Philippines - Traffic constables of the Metropolitan Manila Development Authority started their first day of martial arts training on September 7, 2012 to equip them with basic self-defense skills to ward off violent attackers. An initial batch of 50 traffic personnel underwent rigid training on stick fighting or arnis, knife defense and hand-to-hand combat at the MMDA grounds in Makati City under the instruction of martial arts experts from the Pasay City-based Modern Arnis Mano-Mano-Filipino Martial Arts. MMDA Chairman Francis Tolentino stated they instituted the

training program to help traffic en-forcers defend themselves against attacks by motorists and even criminal elements. “We do not want them to be aggressive and use their skills in abusing anyone. This is only

for self-defense. At the same time, we want to show to the public that we can go to their aid and defend them in critical situations,” Tolen-tino said. Each batch of 50 traffic constables will undergo three ses-sions of martial arts training. Tolentino said it will take a month to train all 1,600 MMDA traffic constables. Donned in white Karate gi’s or martial arts uniforms, the traffic constables were also taught on how to disarm a knife-wielding attacker and how to throw off a punch or a slap. Martial arts instructors also taught the traffic constables in dealing with street criminals such as snatchers and robbers. Tolentino said the Arnis instruction will greatly help traffic constables once they are issued batons upon completion of their training. Tolentino, however, warned traffic constables of severe sanctions should they use their combat skills in abusing others. The MMDA’s self-defense training program is an offshoot of numerous incidents of traffic constables being harassed and hurt by abusive and arrogant motorists, such as the case of Traffic Constable 2 Saturnino Fabros. Fabros, who was among the first batch of trainees, was repeatedly slapped and in-sulted by former Phillip Morris recruitment officer Robert Blair Carabuena whom he tried to apprehend for a traffic violation

in Quezon City. The attack on Fabros was caught on camera and spread in social media. Charges have been filed against Carabuena before the Quezon City Prosecutors’ Office. Martial arts chief instruc-tor Tony Nicolas said they will highlight to the MMDA trainees the importance of self-control and self-discipline. He pointed out that self-defense is not meant to kill an attacker. “Teaching them self-de-fense skills is not enough. It should sink to their minds that these skills are not something to brag about or to be used in bullying anyone,” Nicolas said. “Self-defense is both physi-cal and mental development. What they should learn first is to be alert all the time and how to analyze every situation they get into,” he added.

MMDA Traffic Enforcers TrainingOn September 7, 2012 Punong Lakan Garitony Nicolas head of the Organization Modern Arnis Mano-Mano Filipino Martial Arts (MAMMFMA) commenced a 3 part training curriculum for the Metropolitan Manila Development Authority (MMDA) Traffic Enforc-ers. The Modern Arnis Mano-Mano Filipino Martial Arts is the official group (under contract) to give this training to all the MMDA Traffic enforcers, however Punong Lakan Nicolas has invited Mas-ter Ronaldo Baxafra of Baxafra Armor, Master Ronnie Base of La-raw Kali Pamuok, Master Jimmy

Ibrahim of Falcon Consolidated Martial Arts, and others during the training cycles. The training program for the MMDA Traffic Enforcers a total of 1700 officers have been set up with 50 officers per class with 90 batches in all. The training consists of 2 hours per batch from 8-10am, 10-12am, 1-3pm and 3-5pm. Once completed the of-ficers will continue with refresher training at the MMDA building. This is a requirement for the Traf-fic Enforcers, this is a continues program not a short term program. The program will also teach the

staff, employees, their children. MAMMFMA will be having self defense classes for women, Arnis kids training, demonstrations, exhi-bitions, etc… This program was set up for the MMDA Traffic Enforcers self preservation, discipline and to promote the art of Arnis. All parts are the combative side of the art but in a Filipino martial arts way of teaching. The MAMMFMA teach-es the basic strikes, how to block, offense and defense and all so for coordination and mind develop-ment some sparring.

2nd is Knife Fighting - what is taught to them is that when learning knife defense it is the preservation of life. If they disarm the opponent they must not stab their aggressor or if the aggressor runs they can catch them but they can’t kill them. It is always said that learning this defense is always to save you. They are taught the four basic strikes of the knife. Left shoulder thrust, right shoulder thrust, stomach thrust and over head attacks. Once learned then they are taught how to defend using Mano-Mano against knife or knife against knife.

Punong Lakan Garitony C. Nicolas

Punong Lakan Garitony Nicolas was born on July 21, 1968 Manila, Philippines, to Antonio G. Nicolas (deceased) and Zenaida F. Carlos. He was barely 13 when the passion and determination to pursue his training in the field of Arnis led him to another Master of renown, flourishing under the tutelage of Grandmaster Ernesto A. Presas Sr. for no less than 12 years. The clichéd theory that Masters of a martial art have to be wizened old man does not hold true for this man, as he earned rec-ognition for being the Most Out-standing Instructor of the Year on December 19, 1987, at the humble age of 19. The International Philip-pine Martial Arts Federation and ARJUKEN Karate Association by, Grandmaster Ernesto Presas himself awarded him. On July 23, 2005, the United States of Martial Arts Association (USMAA) as one of the International Instructor Hall of Fame Awardees recognized him. He would forever after be referred to as Punong Lakan, “Master of the Hardwood Cane”. Evolution of the Art In the years since, Punong Lakan’s passion led him to pursue knowledge of the various systems and principles of other martial arts disciplines. As part of this journey, he succeeded in his objectives, attaining both awareness and friendship from experts of their own field, such as Grandmaster Nemesio Puno, Professor Armando C. Soteco, Grandmaster Benjamin B. Luna, and Sensei Danny San Joaquin. On July 21 1995, Punong Lakan announced to the world the product of his many years of

learning - a legally trademarked system of his own called the Arnis Nicolas System, to be taught by his school, the Modern Arnis Mano-Mano Filipino Martial Arts (MAMFMA). Applying his creativity to the techniques of his various teachers, Punong Lakan introduced additional movements, such as advanced sinawali to further improve the coordination, reflex, and learning ability of his students. Similarly, the introduc-tion of his now renowned Pang-Oran system served to bridge the gap between armed and empty hand systems, seamlessly inte-grating the different aspects into a fluid and practical set of tech-niques that are the envy of many practitioners. Firmly believing in the continued evolution of the art, Punong Lakan continues to refine his system and knowledge of mar-tial arts. He completed his Arnis Professional course at the National College of Physical Education (NCPE) at Pamantasang Lungsod ng Maynila in 2006.Promotion of the Art Punong Lakan decided to promote and share the knowledge and principles of his system, and Arnis as an art at many prestigious locations. Notable relationships include those with the British School of Manila (ASA), Data-mex Computer College, Rockwell Sports Club Makati, Pasay City North High School - BSP, Interna-tional Electronic Technology Insti-tute and UST Martial Arts Club. He was invited to become the fighting scene director in one of the GMA 7’s Fantaserye Etheria (Encantadia Book 2). At the same time, he trained the actors and

actresses of the said Fantaserye. He conducted seminar trainings at Metro Manila Development Authority Traffic Office Com-mand (MMDA-TOC), Wack-Wack Village Security and Safety De-partment, MASAKAF Foundation Inc. and Landnet Inc. – Subdivi-sion Police. Before he reached the path of success, he first became an instructor of Arjuken Karate Club, Lyceum Martial Arts Club, Hataw-do Martial Arts Club, and Kali-sphere Philippines.Present Day Punong Lakan continues to be the Master of choice for many local and international celebrities including other martial arts experts who came to learn Arnis in the Philippines.
