1. Assessment of Aerodrome Category & RFF Capability

Answer: The Aerodrome category for the A380-800 is Category 10. The length of 72.72m is in the Category 9, however, based on a fuselage width over 7m the aerodrome category is moved up to Category 10. 5

The length of this A380-800 is 72.72 m (238’ 7”). What is the Aerodrome Category of this aeroplane?

Annex 14, 9.2.6 If, after selecting the category appropriate to the longest aeroplane’s overall length, that aeroplane’s fuselage width is greater than the maximum width in Table 9-1, column 3, for that category, then the category for that aeroplane shall actually be one category higher.

The Aerodrome Manual lists the Aerodrome foam tenders along with the capacities of water, foam, complementary agent and discharge rates. Inspectors should ensure that Information in Aerodrome Manuals are correct

Inspectors should ensure that the combined RFF vehicle water capacity and foam discharge rates listed in the Aerodrome Manual are IAW Annex 14 requirements for the performance level foam being used.

Ensure that The RFF vehicle dry chemical powder capacities listed in the Aerodrome Manual meet Aerodrome Category requirements and the recommended discharge rate.

Check to see that a reserve foam tender is available to replace an out of service foam tender to maintain Aerodrome Category Requirements.

An inspector should ensure that a sufficient number of trained and competent RFF personnel are available during flight operations to operate the required number of RFF vehicles and meet the discharge requirements of Annex 14 for the Aerodrome Category.

2. Inspecting RFF VehiclesMajor Foam Tenders

• Aerodrome Inspectors need to be familiar with common foam tenders and should review the general information on foam tenders in use at an aerodrome before the inspection.

In addition to testing operational capability of foam tenders, Aerodrome Inspectors should review inspection and maintenance records of foam tenders to look for records showing uncorrected problems not being fixed in a timely manner.

Annex 14, 9.2.33 Recommendation.— A system of preventive maintenance of rescue and fire fighting vehicles should be employed to ensure effectiveness of the equipment and compliance with the specified response time throughout the life of the vehicle.

2. Inspecting RFF Vehicles

Inspection Finding: The 1980 Oshkosh T-6 is not being properly maintained. The roof turret has a serious leak when discharging foam and the water tank piping under the water tank has a significant water leak. 9

Does the RFF department conduct periodic testing of RFF vehicle dry chemical powder systems and maintain a record?

Inspectors should check to see if the RFF department conduct regular refractometer or conductivity meter testing of RFF vehicle foam systems and are records of foam testing are maintained?

2. Inspecting RFF Vehicles

Dry Chemical Entrainment Type Turret

A kinked dry powder hose will weaken the hose and cause it to fail at some point when the system is pressurized. It would be appropriate to make a recommendation to replace the hose. In this case, the turret coupling was adjusted to eliminate the kink after a new hose was installed. 11

2. Inspecting RFF Vehicles – Test Question

Inspecting rescue/extrication/medical equipment is conducted while inspecting RFF vehicles. Aerodrome Inspectors will encounter a wide variety of rescue equipment in use by RFF. Examine rescue/extrication equipment for signs of use from practical training.

Annex 14, 9.2.26 Recommendation.— Rescue equipment commensurate with the level of aircraft operations should be provided on the rescue and fire fighting vehicle(s).

4. Inspecting RFF Facilities/Fire Station

RFF vehicles must be protected from the weather by being housed in a fire station. 13

Annex 14, 9.2.37 Recommendation.— All rescue and fire fighting vehicles should normally be housed in a fire station. Satellite fire stations should be provided whenever the response time cannot be achieved from a single fire station.

5. Inspecting Extinguishing Agents

Foam extinguishes a Class B fuel fire by reducing the temperature through cooling and by sealing fuel vapors with the film forming properties of the foam. 14

Answer: BC rated dry chemical powder. Caldic Furex ABC powder contains monoammonium phosphate and ammonium sulfate, which are highly corrosive to aircraft materials. Airport Services Manual, Part 1, Rescue and Fire Fighting.8.2.4, Dry chemical powders. In aircraft rescue and fire fighting operations dry chemical powders are normally of the “BC” type, indicating their effectiveness against fires involving flammable liquids and those of an electrical origin. 15

The Aerodrome Inspector must determine whether all RFF personnel are equipped in a manner sufficient to perform their duties. Such equipment must include a protective coat, protective trousers, a protective helmet, gloves, and positive pressure self-contained breathing apparatus (SCBA).

Are RFF personnel proficient at donning protective clothing and respiratory equipment? The Aerodrome Inspector may request a demonstration of donning protective clothing and respiratory equipment to evaluate RFF personnel proficiency

If ARFF personnel provide basic emergency medical care, are they equipped with basic medical supplies and equipment?

Inspectors should review the training curriculum and training materials to determine if the RFF training programme is adequate for providing training in accordance with Annex

Safety should be stressed with firefighters prior to conducting the response test.
