4.1. Incorporating environmental and social criteria into the purchasingpolicy

Global Reporting Initiative: EC6

ONET has been incorporating responsible purchasing into its Sus-tainable Development approach since 2002. Within this context, thepurchasing managers and PRODIM all play a role in in the Respon-sible Development steering committee.

They take into account this more respectful approach towards peopleand the environment by purchasing materials, products and by de-veloping new processes.

Can you describe your responsible purchasing process for 2012and outline some achievements in the matter?

In 2012, all the employees in the purchasing department ofONET continued to work to strengthen our position in the areaof responsible procurement.Our leitmotif: how to combine economic performance and res-ponsible purchasing? In times of crisis, these two matters mayseem contradictory, and yet…

To illustrate my point, I can give you three significant examples

Regarding our acquisitions of office supplies, we asked our sup-plier LYRECO to intervene in our paperless ordering system.Indeed, during an order entry via OLO, when a reference is en-tered and there is a green product which is equivalent in termsof quality and cheaper, the green product is routinely proposed.In this way, we went from a little over 40% of green products pur-chased in 2011, to over 50% in 2012, with a smaller budget.

The second example I would like to share with you concerns pos-tage. With an annual purchasing budget of over € 1.5 million,how to reduce our expenses without adversely affecting servicebut also while reducing our impact on the environment? After avery constructive exchange with LA POSTE, we chose to pro-mote "green letters". Indeed, with a postage amount 5% lowerthan the priority letter, the green letter is distributed within 2 daysand its delivery is done with the least polluting means of trans-port. For less urgent letters, the "Eco pli" (the green letter) is re-commended.

Our commitment to responsible buyers has led us to open ourmarkets to small and medium enterprises (SMEs) and mid-capcompanies, because of their role in the regional economy andtheir often significant expertise. I am thinking in particular ofsome service companies in computer engineering (IT) whichbring complementary knowledge to the skills of our employeesin the IT Systems Division. But it also applies to our work clothes,printing, etc. (the list is so long that I cannot name them all). Theybring us flexibility, proximity, responsiveness and suitable prices.With our clients, we help them grow, help them improve their per-formance, and consequently we optimize our prices.

The whole purchasing team remains committed to moving for-ward and buying ever more responsibly in 2013.

In 2012 we observed an increase in sales of Twister "Silencio"vacuum cleaners which correlated with a general recovery insales of vacuum cleaners hence the decline in the proportion,compared to the previous year. In addition the consumption ofconcentrates continued to decline in favour of Eco-label productswhose proportion further increased this year. The percentage ofmicrofiber sold compared to total wiping material also continuedto grow.

We are seeing a decline in sales of steam equipment, new tech-nical solutions enabling us to eliminate the use of these productsand reduce water consumption. This decrease is partly due tothe fact that this type of equipment was proposed extensively tocustomers in 2011. These purchases were not renewed in 2012quite simply because of the strength and durability of this typeof equipment.

All our paper is made from recycled or eco-efficient paper. Thisyear, we have noted a decrease in purchases of paper. In addi-tion, we have also observed a sharp increase in purchases of"recycled" stationery compared to the previous year.

These good results are the fruit of our collaboration with our part-ner LYRECO2.

ONET regularly communicates information on its intranet por-tal, by mail, through in-company newsletters and by widely dis-seminating this report to encourage all employees to act forthe protection of the environment. Each cluster also plays arole in raising awareness about the environmental issues spe-cific to its business, through the Quality Safety EnvironmentSustainability Departments (DQSEDD).

Waste

Pursuant to the regulations on electrical and electronic waste(WEEE), PRODIM has set up a recovery system for obsoletemachines (scrubber driers, single disc machines, etc.). It re-trieves these machines on delivery of new equipment.

The PRODIM technical centres then collect reusable parts di-rectly from the machines. Where possible, the equipment is re-paired and put back on the second-hand market through thewebsite developed by PRODIM, called Remix StocK. PRODIMalso handles the sorting of the equipment that it recovers throughspecific recycling channels with its partner TRIADE.

This year, PRODIM collected only 3.7 tons of equipment against7.4 tonnes in 2011. This sharp decrease is explained by the factthat the agencies removed WEEE from storage the first year. Thesecond year of operation is more representative of the quantitiesof waste managed by the agencies in regular operation.

In 2012, ONET continued to commit to renewable energy by pur-chasing 2,866 “Equilibre” certificates from EDF. For each certifi-cate purchased, EDF injects 1 MWh of electricity from renewablesources, that is to say 2,866 MWh for ONET.Despite the urge to reduce bills (heat pumps and an Assessmentof Greenhouse Gas Emissions (BEGES)) the consumption at theheadquarters increased this year partly because of the low tem-peratures recorded last winter.

However, awareness campaigns have been implemented to re-move unnecessary lights, to encourage staff to put computerequipment on standby and to limit unsuitable office heating.

Water

Water is mainly consumed on customer sites. Therefore, it is adifficult indicator to monitor. However, for the past few years, wehave been developing technical processes to reduce thisconsumption: microfibers and water-saving equipment and pro-ducts. (cf tableau indicateurs p….).

SDS Trolley

The SDS patented trolley has revolutionised the methods of pre-preg with its brand new spray system that allows mops to be hu-midified in a few seconds making them immediately ready foruse.

Fully automated, it has made it easy for the user to clean quickly,efficiently and safely thanks to its control panel, while achievingsignificant savings of water and chemicals. (The amount of va-porisation varies between 20 and 100 ml).

The SDS trolley proposed by PRODIM is recommended forareas where the passages must be cleaned quickly.

Air pollution

ONET’s activities do not generate bad odours. Nevertheless,ONET invests in the research for techniques and products whichlimit impact on the environment, as well as those which reduceindoor air pollution. Within this context, this year for example,PRODIM is offering the BEEWAIR system that can purify the airby removing the allergenic compounds that can be found inconfined indoor environments while eliminating odours withoutusing chemical additives. It is already used in premises open tothe public (dental offices, nurseries, retirement homes, confe-rence rooms), but also for interventions in various industries orfood environments required to follow strict hygiene and qualityrules.

4.2.1. Reducing greenhouse gases

Assessment of greenhouse gas emissions

As a continuation of the assessment of greenhouse gas emis-sions carried out in 2009 and to fulfil the obligation for companieswith more than 500 full-time equivalent employees (FTEs) as of31/12/2012, ONET has carried out assessments of greenhousegas emissions on the following companies: ONET SERVICES,H.REINIER, SAFEN, DSN, SOGEDEC, TECHMAN INDUSTRIEand MAIN SECURITE. The specific action plans at the clustersand at the head office are on-going.

Vehicles

Fuel consumption for all vehicles: equipment, utility vehicles,company cars and trucks

Despite efforts to save on fuel consumption, the economic cli-mate has reinforced the need to be close to our customers, whichhas generally resulted in a slight increase in our travel and the-refore our consumption.

Electrical Equipment

Electric vehicles are sold by PRODIM for all clients (ONET cus-tomers and those outside ONET).

The sale of electrical MAC road vacuums is constant comparedto 2011. In addition, there was an increase in the number of ECO36 street sweepers sold. This equipment is primarily marketedto local authorities. Finally, there is a significant decrease in thesale of electric vehicles that could be due to the impact of a dif-ficult economic context.

Assessment ofgreenhouse gasemissionsTo fulfil the legal obligation of the Gre-nelle II Act, the Quality and SustainableDevelopment department, in collabora-tion with the relevant departments andentities, carried out assessments ofgreenhouse gas emissions in 2012 onthose companies named above, fromdata collected in 2009. The aim of thisassessment was to highlight the activi-ties which created the most emissionsand, from the results, establish actionplans to promote their reduction.

Beyond the legal requirement every 3years, we are convinced that acting nowon these levers is a real economic issueand an environmental necessity. From2013, we will be required to update andclarify the data on a wider scope to pro-vide consistency and greater efficiencyto our actions.

4.2.2. Follow-up of potentially polluting landsites and Classified Installations for theProtection of the Environment

SOGEVAL is no longer under the status of Classified Installa-tion for the Protection of the Environment (ICPE), following theremoval of sections 1710, 1711 and 2799 (Decree 2010-369and 2006-1454). With no other activities falling under an ICPEauthorization SOGEVAL has become an installation carryingout a nuclear activity within the meaning of Article L1333-1 ofthe Code of Public Health, as only radioactive waste is treatedand stored there.

The following nuclear activities may be carried out by meansof an authorisation from the Nuclear Safety Authority: ASN (wi-thin the meaning of Article L1333-4 of the Code of PublicHealth):

– Storage and treatment of radioactive waste,– Expertise of radioactive waste– Storage in containers of materials contaminated with radio-

nuclides,– Maintenance, sanitation and decontamination of materials

contaminated by radionuclides

As regards Classified Installations for the Protection of the En-vironment for chemistry, it remains under the declaration (ICPE2565) under the supervision of the DREAL in Valence, France.

Assessment of the activity

This year SOGEVAL has been very successful in its business. In-tervention units are now being used almost continuously.The protection of the environment is the subject of numerous pe-riodic internal checks (contamination, radiation, air monitoring,waste and effluent management) carried out in accordance withour quality system. These checks meet the requirements of thePrefect and the regulations in force.

The annual regulatory audits carried out by accredited externalagencies show that the gaseous and liquid discharges and thenoise impact and vibrations due to the facility are well below the li-mits set in the bill.

The measures used to assess the radiological impact show thatthe installation complies with the applicable regulations in terms oftransport or radiological zoning. No difference was noted in the re-port of the independent external organisation this year. SOGEDECmeans to stay at the optimum level of control on its impact.

The ergonomics of workstations has been improved and works-paces regularly inspected to check that work sites are organisedaccording to the rules recommended to our staff by the supervisorystaff of the South Activity. The training and awareness courses havealso been an efficient tool to improve this theme.

In terms of dosimetry, doses involved are very much lower than thevalues listed in the decree "Workers" (Decree N°. 2003-296 of 31stMarch 2003 for the protection of workers against the dangers of io-nizing radiation).

With regard to the transportation of dangerous goods, all meanshave been implemented to ensure compliance with the require-ments of the Decree on the Transport of Dangerous Goods byRoad (ADR) through the quality system which was put into placemore than 6 years ago by SOGEVAL and ONET TECHNOLO-GIES.

In order to pursue this rigorous approach, SOGEVAL’s actions havebeen documented in a charter of progress and risk management,which was created after the identification of various factors at thebeginning of its activities. The aim is to implement suitable and eco-nomically viable techniques for current and future activities, whichalso limit the impact of the installation on the environment.

Operations

Throughout 2012, SOGEDEC operated intervention units(cells) by carrying out various projects: dismantling ELUIIIand FLUCIS generators (multi-year contract), doing tests forblocking fusion dust, dismantling containers, sorting obsoleteequipment, processing LECA slabs, processing radioactivewaste from the CABRI reactor, ANDRA (The French Agencyfor Nuclear Waste) super control, reconditioning contamina-ted plant litter.

Generally speaking, the activity is growing steadily, thanks tothe validation by EDF of the use of a covering container so-lution.

The CIS BIO project is still an important part of our business.The generators are composed of non-contaminated packa-ging materials, which is why 94% of the waste generated isrecycled.

2012 shows that the activity has declined in terms of trans-port, particularly the reception of containers which is downsubstantially. This is partly explained by the increasing sto-rage time in the installation. Indeed, a lot of waste is in sto-rage awaiting treatment in the intervention unit.

Review of “Focus on Innovation 03” 2012

The "Focus on Innovation O3" approach, initiated within ONET since 2009, aims to improve our businesses and operating modes by rewarding the most innovative ideas of our employees.

The Focus on Innovation O3 was particularly dynamic in 2012! Annual briefings helped distinguish the winners of the Innovation Challenges O3 as well as the winners of the 2012 Innovation Award O3.

Launched in June 2012, the six Innovation Challenges O3 allowed employees to share their innovative ideas and compete within theircluster. The closing day, organised for December 4th, 2012 attracted the interest of many of our employees to Focus onInnovation O3. 290 Innovation Files were received this year!

To follow the development of innovations in 2012, different categories were defined and project lea-ders designated. All information for innovation is available at present on the intranet portal.Members of the management committees short-listed 10 innovations and employees werethen able to vote on the intranet to elect the best three O3 innovations for the challenge.It was then the turn of the Group’s Executive Committee to vote to retain the three win-ners.

How does innovation meet the challenges of responsible develop-ment? Example of MxR

What can you tell us about the newest of the ride-on scrubber driers:the MxR?

"You do not step onto the MxR, you sit on it!" This scrubber-drierwas born from two issues we encountered.First, it addresses the concerns of our customers in terms of sa-fety at work. After reviewing a lot of feedback we realised thathaving a step on a machine could lead to an industrial accident.Up, down, up, down ... so many repetitive movements may re-present potential risks and loss of time. MxR was born to addressthese needs.In addition, its design and the quality of its services enable it tobe used in many areas, in a comfortable and easy way.

Why choose the MxR over another ride-on scrubber drieror even a walk-behind scrubber drier?

Compared with other machines for the same use, the mainstrength of the MxR is its ergonomics.10 cm lower than a classic ride-on, this little scrubber-drier suf-fers no loss of performance. Quite the contrary: it is possible tocollect waste from the ground and open a door without gettingoff the machine, which is an obvious time-save when performingcleaning services.Moreover, it knows how to combine performance and energy sa-vings: for example, its energy consumption is 53% lower com-pared to a walk-behind while at the same time increasingproductivity by nearly 40%.

What are the main features of the MxR?

In addition to the benefits of a classic ride-on scrubber drier theMxR cleans and dries perfectly along walls, in narrow and clut-tered places and without needing extra manual operating.In addition, it is discreet: in ECO mode, it is very quiet with anoise level below 54dB (A).Finally, thanks to the low base, the operator can access from ei-ther side to then sit down and begin to drive.

At present, sustainable development and the quality process playa prominent role in the environment. How does the MxR fit intothis process?

As a company sensitive to environmental issues, we believe the MxRis a lasting solution to our responsible development approach.Not only does the MxR use less energy for optimal use and has alower sound level in eco mode, but it also allows water savings ofabout 50% and savings on detergent too.Finally, the MxR was designed with a view of the future: the creativeprocess is also an ecological process, as with 36% less CO² emis-sions by design and a structure that uses up to 65% recyclable ma-terials, the MxR is definitely an environmentally-friendlywasher-scrubber!

Innovations from the Technologies Cluster

In 2012, the Technologies Cluster worked on several researchand development projects:

- Sogebor : research project that aims to package in a solid andstable form the evaporator concentrate from radioactive pressu-rized water power reactors. The process will be applied for thefirst time in the ECT project in Kozloduy (Bulgaria).

- DFD (Decontamination For Dismantling) is a decontaminationprocess for the recycling of radioactive waste outside the nu-clear industry and for the decontamination of a primary circuitbefore dismantling. The Technologies Cluster has a license touse this method.

- Magnox Dissolution Process is a process developed in the Uni-ted Kingdom in the early 1980s to treat magnesium radioactivewaste from Magnox reactors by stabilizing and reducing the vo-lume of waste.The Technologies Cluster has improved this process, on the onehand by enabling it to deal with mixed magnesium / aluminiumwaste, and secondly by reducing the size of the equipment nee-ded. These improvements have been patented in the UnitedKingdom.

- The Technologies Cluster has been involved in the develop-ment of ASTRID, in partnership with the Atomic Energy Com-mission (CEA). It is a prototype fourth generation, sodium-cooled fast neutron reactor.

- More efficient Technologies of Non Destructive Testing (NDT)are also being developed. They can detect defects and damagedequipment or structures more easily and more reliably.

- The Technologies Cluster is also working to improve PressureEquipment and Thermal Fluid System Design with the aim of in-creasing the performance, reliability, durability and safety of thisequipment. It is also exploring the possibilities of improving Me-thods of Behavioural Analysis of Structures, Systems and Com-ponents (SSCs) by developing methods of calculations,numerical simulations and especially post-treatment adapted tothe increasingly complex problems posed by the safety of thestructures, systems and components of nuclear power plants.

In 2012, the Services Cluster maintained its scope of certification(10 sites), and 16 companies in the Technologies Cluster are alsoISO 14001 certified, representing 80% of its agencies.

CERTIPHYTOApplication of PhytoPharmaceutical Products (PPP)

In the Grenelle II environmental debate, the Ecophyto 2018 planincludes reducing the use of pesticides in France. To achieve thisgoal, new regulatory requirements have come into effect.

They state that companies who invoice a product or service re-lated to phytopharmaceutical products must obtain official autho-rization for their activity. In order for the authorities to issue theirapproval, it is necessary to successfully complete a specificaudit. The certificate will be mandatory as from 1st October 2013for professionals working in the areas of distribution, servicesand consulting.The Services Cluster has already embarked on this process.

ONET SECURITE: “French Origin Guaranteed” Label
