Executive Summary

The transport sector is the key area for socio‐economic development of a country. The transport sector in developing countries including Pakistan is characterized by the issues of traffic congestion, absence of dignified and sustainable public transport, lack of infrastructure and high levels of vehicle emissions. In order to study and learn about the hi‐tech and modernized sustainable transport CIU‐IUCN under the umbrella of PAKSTRAN project organized an international exposure visit to Seoul Korea.

The delegation of this exposure visit got the opportunity to interact with transport experts and learn about the institutional framework of transport system at South Korea.

During this activity, the delegates learnt about the evolution in the transport sector over the last ten years, based on the implementation of transport specific policies. Also, knowledge and practical use of smart card/T‐Money card, travel on integrated mass transit system. Visit to the Seoul Metropolitan Authority and other relevant institutions added to the learning and exposure during this activity. Moreover, interaction with Korean citizens, visit to historical and traditional places provided cultural exposure. Travel by all kinds of public transport and in particular the modern and fastest transport modes were highly informative for the delegates.


1. Introduction

To achieve the objectives of increased awareness raising and capacity development of project team, CIU‐IUCN organized the international exposure visit of selected delegates. List of participants of the visit is attached as Annex‐A at the end of this report. The participants were selected with the approval of project Implementing Partner/Project Management Unit.

2. Objectives of the Exposure Visit

The exposure visit was planned to study international best practices, planning and implementation of integrated urban transport system of an international city. For this purpose Seoul, Korea was identified for the international exposure visit on Bus Rapid Transit with following the objectives;

To study the international model of transport system and its related socio‐economic and environmental aspects.

To explore strategical recommendations for the implementation of international best

practices on transport system in the context of Pakistan.

To build future collaboration at international level for effective implementation of the

PAKSTRAN project’s work plan as per the project document.

3. Schedule of the International Exposure Visit

The schedule of the exposure visit was planned in consultation with the PMU and Prof. ChaeIllkwon, Resource Person engaged for facilitation. The focus of the visit was to understand the integrated system of Bus Rapid Transit and their operations. The focus was also to understand the smart card system that is called T‐Money Card and how it is integrated in all kinds of public transport. All the key government and non‐government as well as research institutions were planned to be visited, so the delegates can get a complete picture of the system. It was also planned that the participants can learn about the historic perspective and the evolution through which the current system is functioning. Detailed schedule is given in Annex 1.

4. Visit to Seoul Metropolitan Government at Seoul Centre The delegation from Pakistan Sustainable Transport Project arrived at Seoul City at the night of 15th November 2015. The first activity in the morning of 16th November started with a productive meeting with Mr. Park Hyun Soo was the facilitator and guide for the exposure visit on behalf of Prof. Chae Illkwon. After the round of introduction and discussion about the plan of the day Mr. Park lead the delegation to Seoul Metropolitan City for knowledge sharing on the sustainable transport in Korea and Pakistan. The delegates were warmly welcomed and greeted by the officials.

the delegation met with Dr. Joonho Ko, Director, Megacity Research Center, The Seoul Institute. At the start of the discussion session Dr. Saleem Janjua briefly told Dr. Ko regarding the Pakistan Sustainable Transport Project and the purpose of the delegation visiting Seoul. Afterwards Dr. Ko introduced Seoul Research Institute that was established in 1992 by Seoul Metropolitan Government with the objective to support policies and research. It is an independent organization from government with 240 employees including 70Phds and has an annual budget of USD23m; however dependent in some ways. The institute has an executive board comprised of companies and academia both. Currently the institute is involved in city master plans. He gave a presentation on the effective role of Seoul Research Institute in providing technical support to the Seoul Metropolitan Government for strengthening and upgrading of the transport system of Seoul city. It was further briefed about the major policy areas the Research Institute is working on;

Afterwards, Dr. Joonho Ko gave a brief presentation on ‘Public Transportation Reform in Seoul’ in which he explained that government structured and implemented public transportation reform in the city. The achievement includes the instituting of bus routing and operating systems by formulating the semi‐public operation, establishment of trunk and feeder lines followed by creating scientific operation management. Furthermore, the reform resulted in the infrastructural development which included expansion of median bus lanes, improvements in transportation systems and introduction of high quality buses. Also, supporting system comprising of the integrated fare system, information and communication technology is an outcome of the public transportation reform in Seoul.

Dr. Joonho explained an interesting journey of the implementation of Seoul Transportation Systems and Reforms based on three time frame phases. In 1974‐1999 Phase Government focused only on infrastructure building during which transportation network including subways, roads, parking lots and roadside bus lanes were constructed. Afterwards during 2000 to 2012 Phase the focus was on public transport reforms which resulted in the integrated transfer system, upgrade subway service, integrated transit fare system and operationalization of the Seoul TOPIS. In the last phase since 2013 the Government is focusing on Human‐oriented transportation which led to the development of safe and convenient transportation for disabled individuals. Also, the establishment of pedestrian‐ oriented transportation environment and low‐cost, high efficiency operation system is the outcome of the last phase of the transportation reforms of Seoul. Dr. Muhammad Saleem Janjua asked about the kind of projects team is working on. Dr. Joonho Ko responded that the institute work on two types of projects including; project identified by the team themselves and projects committed by Seoul City Government.

Seoul Metropolitan Government, the "control tower" for Seoul City’s transportation system, gathers and processes the city’s road traffic and subway train information real‐time to enable the city to efficiently manage the interval between buses, relieve congestion and take timely action in case of an accident. While addressing a question from the delegates an official at TOPIS informed that main objectives of the system are to attract more passengers to public transportation; to collect traffic information to help alleviate road congestion and respond more quickly and efficiently to unexpected situations; to analyze the accumulated information to devise scientific public transportation policies. While briefing about the implementation of transport policies the official told that Seoul Metropolitan Government had to face with the strong opposition from interested parties such as bus companies and street vendors. The city responded the opposition through the active promotion toward citizens and the consultation with affected parties. The system has allowed to grow bus users' satisfaction and to increase the use of public transportation in the city.

The delegation also learnt about the center where all the transportation system is regulated and monitored. The center is equipped with latest IT equipment and technology. The control center monitors, collect information and disseminate the information of road blocks or under construction places to ensure smooth regulation of traffic in Seoul city.

8. Visit to Korea Transport Institute (KOTI) in Seojong City

On day 4th the delegation travelled from Seoul City Center to another city called Seojong by express bus. The first meeting of the day was organized at the Department of National Transport Strategy Research Center at the Korea Transport Institute, Seojong. Dr. Young‐in Known welcomed the delegation and screened a documentary on the historical


development of the transport system of South Korea. The documentary was an informative learning for the delegation. Afterwards Dr. Young elaborated about the technical aspects of transport system and the implementation of human oriented policy in one decade.

The second visit of the day was at newly established Transportation Information Center at Seojong city. Where delegates were briefed regarding the center and its functions. The delegates raised various questions on the comparison between Seojong transport and Seoul transport system.

9. Lecture by Professor Dr. Joonho Ko at Seoul Research Institute

On the last at South Korea the group of PAKSTRAN delegates had the opportunity to attend a lecture at Seoul Research Institute delivered by Dr. Joonho Ko, Team Leader Transportation Policy Division. During his lecture professor gave an overview of the social, economic and political problems faced by the Seoul city government in improving the transport system of Seoul. He informed that there were pressure groups from transporters and trade unions that had apprehensions on the change in transport system because it was affecting the local businesses. City government used electronic and print media to raise awareness on the transport sector reforms and policies. Also, in order to counter the resistance from social groups government formulated citizens committees in different locations chaired by political representatives.


The citizens committees played an important role in organizing negotiations, talks and discussions with transporters and paved the way forward for successful implementation of the transport sector reforms. During his lecture Mr. Jo also shared the interesting pictures of the outdated public transport system which has been developed into modern and highly technological based integrated public transport system.

10. People, culture, food, traffic, roads and management

The contemporary culture of South Korea developed from the traditional culture of Korea which was prevalent in the early Korean nomadic tribes. By maintaining thousands of years of ancient Korean with influence from ancient Chinese culture South Korea split on its own path of cultural development away from North Korean culture since the division of Korea in 1948. The industrialization and urbanization of South Korea, especially Seoul, have brought many changes to the way Korean people live. Changing economics and lifestyles have led to a concentration of population in major cities (and depopulation of the rural countryside), with multi‐generational households separating into nuclear family living arrangements. Seoul capital region includes the areas of Seoul, Gyeonggi and Incheon having population of 25.6 million which is about 50 percent population of the South Korea. The number of registered vehicles is 7.8million. According to the Seoul Research Institute 37.1% people commute by subways 28% travel by buses, 23.5% use cars and 7% travel by taxi on daily basis within Seoul city district. According to the Research Institute about 30% of energy is consumed by transportation sector whereas 22% of carbon dioxide emissions come from transport sector. Since ancient times, the Korean people have maintained a belief that food and medicine have the same origin and hence perform the same function, following the adage that ‘food is the best medicine’. They believe that health and illness alike come from the food they consume and how they eat it, and this idea has played a crucial role in the development of traditional Korean medicine whose basic principle is that we should use medicine only after food has failed. One of the key words to understanding traditional Korean food is fermentation, a metabolic process that helps food to ‘mature’ so that it has improved taste and nutritional properties and can be stored for a longer period. The Korean foods that best represent the tradition of fermentation developed in Korea include doenjang (soybean paste), ganjang (soy sauce), gochujang (chili paste) and jeotgal (fermented fish sauce), whose fermentation can take anywhere from several months to several years. The degree of fermentation is a key factor in the taste and flavor of food cooked at home and in restaurants of Korea.


11. Key Learning Outcomes

The activity was very useful to study the international model of transport system and its related socio‐economic and environmental aspects

Seoul City Government implemented transport specific policies in different phases during ten years period which evolved the modern traffic management system.

While traveling on Bus Rapid Transit at Seoul the group learnt that the system is equipped with Intelligent Transportation System based on modern technology being operated by technological literate drivers.

The traffic control center established at Seoul Metropolitan Authority Office was playing an important role in the traffic regulation and monitoring by collecting live data. This is an important aspect which should be implemented in Pakistan.

During stay at Seoul the delegation observed the active lifestyle of Korean people as they all were walking and traveling on public transport because of their busy work schedule.

The Koreans are fond of sea food and meat with very little spices. Their eating habits are different from Pakistani people as they have an active lifestyle.
