Why IISS?
• Public sector in general does not invest extensively
in project preparation, and too often, inconsistently
• Private sector is regularly asked to be involved
during the project preparation
• Real need for more projects to be better prepared in
a consistent way
• IISS’ goal is to raise the quality, consistency and
transparency of the public sector’s project
preparation
• IISS aims to improve the interface with financiers
and funders to maximize funding options for the
public sector (public, PPP and private)
What is IISS?
• IISS is a public project management tool
enabling public sector agencies to improve their
project preparation activities
• IISS also guides public sector agencies through
a series of subsector templates
• IISS provides a multi-user, secured and
standardized online workspace
• IISS was pioneered by AsDB and now is led by
an MDB-appointed executing agency (SIF)
• IISS involves all the MDBs (AfDB, AsDB,
BNDES, DBSA, EBRD, IaDB, IsDB, WBG)

Who is SIF?
• SIF is a non-for-profit Swiss Foundation
headquartered in Geneva
• SIF coordinates the provision of IISS to global users
to aid capacity building on a long-term and
sustainable basis
• MDBs involvement come through the SIF’s Advisory
Committee
• International support is coming from the SIF’s
Strategic Partners Committee (OECD, WEF, etc.)
• MDBs lead as funding and technical partners as well
as leading private sector investors and operators
