AGRICULTURE SALE:



Proposed KSK RO is situated on MDR 111 KM 5 TO KM 8 which is highly potential

area for petroleum products. Because the surrounding area of this RO is like village:

Dharodi, Loan, Hamirgarh, Kharal, Rasida, Karamgarh, Kanha Khera, Khanpur,

Phullia Kalan, Phullia Khurd, Julhera, Sulhera etc are an agriculture & animal

husbandry dominated area. Agriculture depends mainly on the source of water. There

is no source to provide the water so farmers totally depend on rain/underground water.

Now the farmers of these Villages go to Narwana for procuring their required diesel

via this location. This road also goes to Tohana Distt. Fatehabad. So there is moderate

traffic on this road. I shall contact to the fleet farmers to encourage them and also

provide some credit facility.

TRANSPORTER SALE:

Proposed KSK RO is situated on MDR 111 KM 5 TO KM 8 where lot of persons is

living in the nearest villages; those have their owned trolly, trucks & trollas, whichthey used in transportation business. I can tie-up with these transporters.

I POONAM GUPTA do hereby submit that I have an experience of the

selling of products & the supervision of personnel. I have worked with my

husband’s business of fertilizers, seeds & pesticides under the Name &Style of M/S AMAR GANGA FERTILIZERS, Narwana since 1995 to

1998 and helped him in the business of same trade with the expansion of

Commission Agents (kachha Artiya) under the Name & Style of M/S

Dharam Pal Mahesh Kumar, Commission Agents, Old Grain Market,

Narwana & VPO Dhamtan Sahib since 1998 to 2007. I also managed the

personnel of about fifty in the business of Rice Mill of my husband in

2008-09 under the Name & Style of M/S GIRIRAJ RICE MILL, Tohana

Road, Narwana. The business of petroleum products is also related toagriculture. The crop needs water to grow up. There is a need to take three

crops in a year to fulfill the demand of food for people & animals. The

atmosphere of India is suffering from global warming. This can be

achieved with water only that can be getting from the under-earth through

diesel.

I & my husband have a good relation to the farmers of this area due

to the business of fertilizers, seeds, pesticides, commission agents, (kachha

In the reference of above cited subject I, Poonam Gupta, do hereby submit

that I have received your letter for declaring the ineligibility for KSK

Dealership at location between km stone 5 to 8 on MDR 111, Tehsil Narwana, Distt. Jind, Haryana by saying that:

“Appendix-A submitted by you is not as per advertisement”.

In this regard I want to say that I have checked the Appendix-A submitted

by me with the advertisement published in Dainik Bhasker (13.08.11). I

found that I wrote as follow:

“That presently I am not having any contract with any oil marketing

company as Service Provider/ Job Contractor for any COCO RO” instead

of Service Provider/ Job Contractor/ Labour Contractor.

This doesn’t mean that my declaration is wrong. This is only misprinting,

which doesn’t change the meaning of any sentence. Even in your

advertisement the same point has written in wrong, which change the

meaning of sentence as follow:

“That presently I am not having any contract with any oil marketing

company as Service Provider/ Job Contractor/ Labour Contractor for any

COCO RO”

OR



“That, presently I am not having any contract with any oil marketing

company as Service Provider/ Job Contractor/ Labour Contractor for one

COCO RO (Name of coco location…….. Distt. ……………

State……...Name of Oil Company………...). I also know that, if I am

selected as a dealer, I will have to terminate this contract before issuance of Letter of Appointment.

Both sentences are the same as used the word “am not” which change the

meaning of sentences as you want. There were some other misprinting’s in

the advertisement which were rectified later.

In case, If I have a contract with any oil company as labour contractor, even

then I am not ineligible for applying the KSK RO because, as per terms, aselected person as dealer he/she will have to terminate this contract before

issuance of Letter of Appointment, as well as:

The selected person is already employed he/she will have to resign from the

employment prior to appointment as dealer.

This undertaking from employed person also did not mention in Appendix-

A in your advertisement.

Therefore, you are requested to declare me as eligible for KSK RO ATMDR 111 KM 5 TO KM 8 / NARWANA/ JIND after consideration of the

above said arguments or give me a chance to appear before you to

conveyance this. I shall be thankful to you.

Narwana, Distt. Jind, Haryana under Hissar Divisional Office, Hissar till

decision on objections.

R/Sir,

In the reference of above cited subject I, Poonam Gupta, do hereby submit

that I have applied for a dealership of a new KSK RO at location MDR 111

km 5 TO km 8 / NARWANA/ JIND/ HARYANA on 14.09.11 vide receipt

no. 31 in Divisional Office, Hissar.

In this regard, I have submitted a letter by registered post on 10.11.11(Annex-1). I received a letter no. HDO/KSK/Ineligible dated 03.12.2011

from Divisional Office, Hissar, which was sent by registered Post vides

registration no. RL 2777 dt. 25.01.12 (Annex-2) received on 28.01.2012, in

which I have been declared as ineligible for KSK RO (Annex-3).

I have filed the objections against declaring the ineligibility to Divisional

Office on 30.01.2012 (Annex-4). After this I have sent a letter (Annex-5)

by registered post regarding above cited subject, because it was notreceived by hand by the officials.

Now I have come to know that all proceeding like land survey, interview,

selection of candidate has been made without any information to me i.e.

before 28.01.2012. So it seems that any conspiracy has been managed by

the officials against me in following respect:-

1. I have submitted a letter by registered post on 10.11.11.

(Annex-1)

2. I contacted to Senior Divisional Manager (R) Mr. Rajesh

Gupta on 24.11.11 personally & handed over a letter to know about the

current status of my application, but got no response.



3. I contacted to DM (R) Mr. Neeraj Rathore on 17.12.11

personally & handed over a reminder letter. They replied that any action

has not been taken yet regarding these applications and said whenever

proceeding will be taken it would be intimated to you by a letter. (Even

letter of ineligibility has the date of 03.12.2011 Annex-3).

4. I contacted to Field Officer (R) Mr. Sunil Kumar on

24.01.12 by telephonic task only then I came to know that my

application has been rejected and the process of interview has also been

completed on 05.01.2012.

5. I received a letter of Ineligibility dated 03.12.2011 which

was sent by registered Post vides registration no. RL 2777 dt. 25.01.12(Annex-2) i.e. after 53 days even between this period I have tried my

best to know about proceedings, but failed.

6. I submitted objections against ineligibility (Annex-4) within

two days after receiving the letter on 30.01.2012.

7. I went to office to submit a letter for stay of proceeding then

I came to know that selection of other applicant has been made withouttaking any decision on my objections.

Now I want to say that all decisions regarding the selection for KSK RO

Dealership i.e. like land survey, interview, etc. of other candidate should be

stayed till decision on my objections against ineligibility; otherwise, a

heavy loss will be occurred to me which will not to be fulfill from any

source.

So, therefore, you are requested to stay all decisions regarding the selectionfor KSK RO Dealership at location between Km stone 5 to 8 on MDR 111,

Tehsil Narwana, Distt. Jind, & give directions to Divisional Office, Hissar

to resolve the objections before any type of proceeding for selection.
