Iowa State Penitentiary

Humidity Project (Phase 2) - $500,000 - modifications to the HVAC piping and controls in Buildings 2 & 3 to better control the humidity in the buildings without affecting the temperature and occupant comfort. Demolition of Industries Building at Old ISP - $5,000,000 – Industries West Wing paapet is starting to fall off on the SW corner and is falling into the pedestrian walkway.

Tunnel Project (old ISP) - $250,000 – The tunnels located on the west side of cellhouse row is in dire need of repair, underside is crumbling. The water, electrical, sewer & steam lines run through these tunnels and damage to these systems would occur if the tunnels were to collapse.

Anamosa State Penitentiary

Water Treatment of Well #3 and Well #4 - $1,000,000 – Elevated levels of radium have been detected per testing by the Iowa DNR in Well #3 (only operational well). The Iowa DNR recommended that ASP immediately start the process to get an engineer on site to design a radium treatment system. If another high reading results next quarter, the Iowa DNR will give ASP 12 months to have a radium treatment system in place and operational. Tuckpointing Priorities 4, 5 & 6 - $1,080,000 – repoint the defective mortar joints on the Administration Building, repoint all mortar joints on the top half of stonewalls, tuckpoint only the defective mortar joints on the bottom half of the stonewalls, repoint all mortar joints 100% on the west wall on the school/storeroom/living unit E Tunnel Replacement Outside Living Unit B & D - $1,500,000 – Replace tunnel entirely including utility piping Tuckpointing Priorities 2 & 3 - $100,000 – reseal all mortar joints and cracks on the walkways of the stonewalls and repair stone masonry and install new coping to the top of stonewall on the SW corner of the south wall

Boiler/Power House Upgrade - $1,320,395 – Replace current boilers and DA tanks to alleviate issues with reduced steam pressure resulting in hot water fluctuations, traps working improperly and heating issues. Also, a boiler evaluation was funded in 2017 to determine scope, budget and urgency of replacement.

Hot Water Systems Upgrade - $501,729 – Only have one domestic hot water tank (original equipment 1968) thus no redundancy and supplies hot water to the older portion of the building and dietary. Tank has had extensive welding on structure as the shell is rusting out. Also, the laundry hot water system fails routinely, with leaks and needed repairs for the water coils. The result is the system is unable to maintain the recommended 120-140 degree temperatures for the laundry.

Iowa Medical & Classification Center

Electrical Upgrade Study - $100,000 – Original building is at or over capacity for electrical usage as computers, freezers, tv’s, microwaves, and other electronic items have been added to the system. Primary and secondary circuit panels need to be updated also to accommodate increased electrical demands. The study would be performed to design what the system actually needs to have done. Air Handler Replacement - $3,196,817 – Original air handling units (1968) in old building, providing heating and cooling to cell houses, dietary, offices, etc. should be assessed and replaced. There is also an air handling unit in the carpenter shop that needs attention as well. When leaks have occurred, we have had to braze internal coils numerous times. To remove and replace air handling units, holes may need to be cut in the roofs.

Living Unit C Roof Replacement - $350,000 – Roof is past end of life and requires constant repairs without success. Living unit D Roof Replacement - $350,000 – Roof is past end of life and requires constant repairs without success.

Replace Kitchen Makeup Air Units - $175,000 – Makeup air units are beyond their life cycle and cannot keep the units running, causing extensive work orders to complete and ongoing costs.

Replace Hot Water Loop Valves - $250,000 – Continued valve issues having a critical impact on facility heating.

Mount Pleasant Correctional Facility

Elevator C - $220,000 – Primary elevator for the medical clinic, door tracking system is extremely worn and has already been retrofitted. Car is past life expectancy and does not have phase one fire recall, vendor deems replacement as critical.

Add A/C to East and West House - $3,350,000 – Add air conditioning to east and west housing units. Spill Containment for Diesel Tank - $100,000 – Proper spill containment consisting of replacement of four single walled tanks with two double walled tanks and add necessary spill containment.

North Central Correctional Facility

Living Unit B and C Floor Replacement - $300,000 – Tile floors have become very damaged and now causing trip hazards and possibility of contamination due to possible asbestos exposure

Repair of Tunnel - $600,000 – Tunnel carrying data cables, water, and steam is in need of immediate repair.

Renovate 2 Boilers - $58,000 – Need tube replacement and convert to 10 gauge boiler tubes to reduce ongoing costs and increased downtime.

Clarinda Correctional Facility

Tuck Pointing Main Building - $2,669,450 – Tuck pointing to include brick façade and missing mortar on the main MHI building.

Demolition of 300,000 gallon water tower - $80,000 – Need to remove 1920’s water tower that is set for demolition.

Iowa Correctional Institution for Women

Replace Unit 9 Control Center Heat Pumps - $14,000 – Control centers are running off of the same air supply as the unit, which would present a problem if the air becomes contaminated (OC, etc.).

Renovate Segregation Unit HVAC System - $12,000 – Air handling system needs to be balanced and unit control center needs a separate heat pump.

Fort Dodge Correctional Facility

Building Roof Replacement (H, Cedar, Boone) - $1,450,000 – Roofs installed in 1996, rubber membrane is dried out and pulling away from the leading edge of the roof, creating leaks into the space below – ongoing repairs as leaks develop.

Fire Panel Upgrade - $203,750 – Replace obsolete system as facility gets false trouble alarms in units every week, very expensive to replace each panel individually, which has already been done for H Unit due to failure. Replace Automation Controls - $280,000 – System is obsolete and cannot upgrade software, software support ended in December 2017.

1st Judicial District

Tuckpoint & Seal WRCF-caulking expansion and control joints - $60,000 – Bricks are falling from side of building in walkways, moisture is penetrating the building and causing structural damage and mold potential.

Replace All Windows at WRCF - $300,000 – Windows not operational in resident rooms and serious damage around windows due to moisture, mold potential.

Replace Cooling Tower at WURF- $120,000 – Original cooling tower (24 years old) that is past the life expectancy and has ongoing repairs necessary.

2nd Judicial District

Replace Heat Pumps at Marshalltown RF - $90,000 – The geothermal system used currently is original to building, heat pump needs to be replaced to maintain functionality and efficiency. Replace Energy Recovery Ventilation Air Exchange System at Beje Clark RF (Mason City)- $175,000 – The current ventilation system has failed, replacement needed for health concerns of residents and staff. Repair Roof/Skylight at Fort Dodge CCC - $20,000 – Roof/skylight area is showing evidence of leak, needs repair to prevent building structural damage.

3rd Judicial District

Replace Restroom/Shower Facilities at LHC - $100,000 – Extensive damage to restroom/showers at LHC.

4th Judicial District

Roof Repair and Gutter Replacement at Residential Treatment Center - $30,000 – Snow currently slides off the roof onto the sidewalk creating ice and safety issues. Resurface Parking Lot at Residential Correctional Facility - $15,000 – Surface is broken, uneven, and cracked creating liability issues. Replacement of Probation/Parole Office interior doors - $10,000 – Doors have outlasted their useful life due to wear and tear.

5th Judicial District

Fire Sprinkler System at Fresh Start Women’s Center - $130,000 – There is not currently a sprinkler system in place creating life, health and safety issues for clients and staff. Replace Air Conditioning Unit at 910/1000 Washington Probation Office - $65,000 – The current unit is past end of life (approximately 30 years old) and is constantly requiring repairs. New Roof for Building 71 at Fort Des Moines - $350,000 – Safety hazard to those working in this building due to several holes in the roof. It was originally a slate roof and would need to replicate the original look if replaced per regulations. New Boilers for Building 68/69/70 at Fort Des Moines - $52,178 – Original boilers were installed in 1999 and require constant repairs and are inefficient.

6th Judicial District

Replace Handicapped Ramp, Rail, and Front Stairs at Gerald Hinzman Center - $50,000 – Front stairs and concrete handicap ramp is heaving and deteriorating making them hazardous for residents and individuals in wheelchairs.

Fire Alarm Panel Replacement at Gerald Hinzman Center - $30,000 – Panel is obsolete and parts are no longer available. Replace 2 Water Heaters/Storage Tank at Gerald Hinzman Center and Larry Nelson Center - $6,500 – Equipment is at end of life and mechanical repairs no longer make economic sense (over 18 years old). Sprinkler Installation at Gerald Hinzman Center - $311,300 – This system needs to be installed to meet life and safety regulations and is required in order to hold federal clients.

7th Judicial District

Replace Davenport RCF- $4,500,000 – Replace or extensively remodel an antiquated and repurposed building with efficient, up to date design to house 64 offenders. Efficiency and functionality in both energy and operational aspects of building could be greatly improved over the existing facility.

7th Judicial District

Restroom Ventilation at Davenport RCF - $50,000 – Inadequate ventilation causing mold and deterioration of finishes in facility restrooms. Insulate Exterior Walls at Davenport RCF - $25,000 – Non insulated brick exterior walls greatly increase heating and cooling costs.

8th Judicial District

Repair Burlington RF SE Addition that is Sinking - $50,000 – Addition is pulling away from the rest of the building.

8th Judicial District

Remove and replace concrete in recreation area at Burlington RF - $16,000 – Concrete patio in recreation area is breaking apart and creating a trip hazard. Replace Intercom System at Burlington RF - $10,000 – Intercom system is no longer operational in most areas of the Burlington RF.
