Telling Plastic to Bag ItbyPatriciaSmith

Seattle is the latest United States city to ban plastic grocery bags out of concern for the environment.

Twoyearsago,adeadgraywhalewashedashoreinSeattle’sPugetSound.Whenscientistsexaminedthecontentsofthewhale’sstomach,theyfoundmorethan20plasticbags.

“Itwasagut-wrenchingexperienceforme,”saysRobbKrehbiel,23,ofSeattle.“Nothingthatweuseforafewminutesshouldeverendupinthebellyofawhale.That’sjustsowrong.”

KrehbielhasbeenworkingonacampaigntobanplasticgrocerybagsinSeattle.ThebanpassedinDecember,2011,andwentintoeffectJuly1,2012.

Paper vs. Plastic

Environmentalgroupssayplasticbags,whicharemadefrompetroleumproducts,increaseAmerica’sdependenceonoilandareachiefcauseoflitter.Ittakesabout12millionbarrelsofoiltomaketheplasticbagsusedintheUnitedStatesannually.Mostplasticbagseventuallyendupinlandfills,whereitcantakehundredsofyearsforthemtodecompose.Butfirst,orinstead,manybecomelitter.

“They’rehangingfromtreesandlitteringourbeaches,”saysEricGoldsteinoftheNationalResourcesDefenseCouncil,anenvironmentalgroup.

Plasticbagsarealsoamajorsourceofpollutionintheocean,wheretheycanharmseaturtlesandotheroceancreaturesthatmistakethebagsforfoodandeatthem.

ButMarkDanielsofHilexPoly,aplasticsmakerbasedinSouthCarolina,callsthebans“badlymisguidedefforts.”

Hesays90percentofAmericansalreadyreuseplasticgrocerybags—asgarbagebags,topackschool lunches,andtostorehouseholditems.

“Movingconsumersawayfromplasticbagsonlypushespeopletolessenvironmentallyfriendlyoptions,suchaspaperbags,whichrequiremoreenergytoproduceandtransport,andreusablebags,whicharenotrecyclable,”Danielssays.

Theplastic-bagmanufacturingindustryemploys10,000Americans,andbansjeopardizethosejobs,theindustrysays.

TheUnitedStatesisnottheonlyplacewherebanshavebeeninstituted.PlasticbagsarenowbannedinseveralnationsincludingChina,Italy,France,Bangladesh,Brazil,andRwanda.Othercountriestaxplasticbagstodiscouragetheiruse.InIreland,forexample,a15-cent-per-bagtaxintroducedin2002hasreducedtheirusebymorethan90percent.

Bans on Plastic Bottles and Bags

Environmentalists inrecentyearshavealsotargeteddisposableplasticbottlesformanyofthesamereasonsthey’vesettheirsightsonbags.ThetownofConcord,Massachusetts;severalnationalparks, includingtheGrandCanyon;andagrowinglistofuniversitiesnowbanthesaleofdisposablewaterbottles.Ahandfulofbigcities,likeSanFranciscoandSeattle,banthesaleofplasticwaterbottles ingovernmentoffices.

Threeyearsago,Seattlecityofficialsapproveda20-cent-per-bagfeeonpaperandplasticbags.Theideawastocreateafinancial incentivetoreducepollution;thefeewassupposedtopromptpeopletobringreusablebagswiththemtoshop.

Butbeforethe2008feecouldtakeeffect,theplastic-bagindustryledapetitiondrivethatforcedtheissueontoacitywideballot.InAugust2009,inthemidstoftherecessionandaftertheindustryspent$1.4milliononthecampaign,Seattlevotersrejectedthefee.It’snotyetclear iftheplastic-bagindustrywillmountasimilarcampaignthistime.

Ifthere’safight,Krehbiel,theSeattleactivist,willbeoneofthosearguingto keep the ban.

“It’snotgoingtobeasilverbulletthatsolvesallourenvironmentalproblems,”hesays.“Butmythinkingisyoudowhatyoucan,whenyoucan,whereyoucan.”
