1 Issue: Consideration of a Resolution making an appointment to the Emergency2 Preparedness Commission to complete an unexpired term.34 Recommendation: Confirm appointment and adopt Resolution No. 14-_.56 Background: Each of the City's Board, Commission, or Committee members are7 appointed to serve a three year term, not to exceed two terms. It is the City's practice to8 create staggered terms, so that turnover within the Board, Commission, or Committee is9 gradual.

1011 The City received three applications for the Emergency Preparedness Commission in12 May 2014 when staff were first given notice of the impending vacancy. Due to the13 summer schedule, it was decided to wait to fill the opening until the fall. In the14 intervening time, one applicant has since moved out of the area is no longer eligible to15 serve on this commission. The two remaining candidates were contacted and asked to16 interview on October 6,2014.1718 Discussion: The current opening was created by an incumbent commissioner, Mr.19 Michael Jacobs, who has moved out of the area making him no longer eligible to remain20 on commission and whose last meeting was April 10, 2014. The Council re-appointed21 Mr. Jacobs in 2013 (after having been initially appointed in 2011) and the new22 appointee will serve out the remainder ofhis term, ending in 2016.

23 Residency:24 It should be noted that the Mill Valley Municipal Code requires that six of the seven25 Emergency Preparedness Commissioners reside within City limits and that a seventh26 may live outside of City limits but within the boundaries of the Mill Valley Elementary27 School District. Currently, all six incumbent members reside within City limits; one of28 the candidates resides within City limits and the other resides outside of City limits but29 within the boundaries of the Mill Valley School District.3031 Orientation:32 Shortly after Council appointment, the new Commissioner will receive an orientation by33 the Mayor, City Manager, the Interim Fire Chief, the Emergency Preparedness34 Commission Chair, and the City Clerk. This orientation will provide an overview on35 matters such as the City Council's Core Values, Key Issues and Priority Projects, City36 organization and Emergency Preparedness Commission roles and activities (a review of37 the Emergency Preparedness Commission's annual report) and significant pending38 efforts, the Brown Act, and Conflict of Interest laws. Staff will strive to schedule this39 orientation meeting prior to the appointee's first regularly scheduled Commission40 meeting.4142 Selection Process:43 Interviews will be held at 6:15p.m. on Monday, October 6th prior to the start of the44 Regular City Council Meeting.4546 Staff requests that the Council make its appointment and adopt the draft resolution47 confirming said appointment.4849 Fiscal Impact: None.5051 Attachments: 1.
