EXECUTIVE DIRECTOR'S REPORT
Associate Executive Director Williams Perkins gave the Mid-Year Executive Director's
Report on the following items: 1) agency processes, personnel, and communication have been
the focus; 2) additional personnel have been added: four investigators, a Director of Licensing,
and a Director of Communications; 3) regularly scheduled staff meetings have been implemented
to improve internal communication; 4) Executive Summaries have been implemented as a means
to convert Board meeting data to information; 5) Board member access to agenda material has
transitioned from the electronic "Board Book" to DropBox with the goal of converting to
ShareFile by the end of 2019; 6) an agency satellite office is now open in Birmingham; 7)
additional space in the Montgomery office has been leased to accommodate staff; 8) payroll and
financial accounting have been outsourced, and vendor files and contracts have been updated;
9) IT developments: fiber installation has been completed, iGov database has been revised to
fully automate renewals and allow for e-checks, online applications for new licensees will soon
be implemented, and the email system has been upgraded; 10) the Executive Director and
Associate Executive Director now serve on the Leadership Committee of the Alabama Association
of Regulatory Boards; 11) approximately thirty bills with potential to impact the agency were
tracked during the legislative session; 12) looking forward: focus on external communication;
update design and branding of website, newsletters, and annual report; convert toe-newsletter;
develop consistent imaging and messaging through all media platforms including social media
and email blasts; 13) Heather Lindemann will be joining the staff of the Medical Licensure
Commission as an administrative assistant; and 14) William D. Flowers, Ill, Director of
Communications, was introduced to the Board.

Senior Investigator Edwin Rogers was called upon to give a brief biography of the four
new investigators, Sam Aiken, Rebecca Daniels, Stephen Lavender, and Devin Whittle, and to
introduce those who were present to the Board.
Board Secretary Amy Dorminey gave an overview of the 2019-2020 Alabama State Board
of Medical Examiners Information Guide, reported on the recent changes to the agenda layout,
and announced that official board portraits will be taken at the August meeting.
MINUTES
Public Minutes of June 19, 2019 The Credentials Committee recommended that the
Public Minutes of June 19, 2019, be approved. The motion was adopted without objection.
CURRENT BUSINESS
Alabama State Board of Midwifery The Credentials Committee recommended that the
report of the meeting of the Alabama State Board of Midwifery be received as information. The
motion was adopted without objection.
Alabama Medical Directors Association Annual Conference The Credentials Committee
recommended that the appointment of Dick Owens, M.D., to represent the Board at the Alabama
Medical Directors Association Annual Conference be ratified. The motion was adopted without
objection.
Executive Committee The Credentials Committee recommended that the Board form an
Executive Committee comprised of the Chairman and Vice-Chairman of the Board, and one at-
large member, to be appointed by the Chairman. Any actions of the Executive Committee will be

presented for ratification by the full Board at the next official meeting of the Board. The motion
was adopted without objection.
MAT Act Standing Working Group The Credentials Committee recommended that the
report of the organizational meeting of the MAT Act Standing Working Group be received as
information. The motion was adopted without objection.
Physician Assistant Advisory Committee Appointment The Credentials Committee
recommended that the appointment of William J. Suggs, M.D., to the P.A. Advisory Committee
be ratified. The motion was adopted without objection.
State Board of Genetic Counseling Pursuant to Act 2019-224, the Alabama Genetic
Counselor Act, the Credentials Committee recommended that Sheri McClellan Jenkins, M.D., be
appointed to the State Board of Genetic Counseling. The motion was adopted without objection.
Items Being Considered by the Joint Committee
Collaborative Practice FTE Limits a. Lift FTE Limits for NPs with more than 2 years (4,000 hours) experience b. Increase FTE from 160 hours to 320 hours The Credentials Committee recommended
deferring to the full Board pending a report from the meeting of the Joint Committee.
After consideration of a report from the meeting of the Joint Committee, these items
remain tabled.
Request for Opinion
Plasma Fibroblast Pen After consideration of a request for a Board opinion, the
Credentials Committee recommended that the Board issue the following opinion: The Plasma
Fibroblast Pen is a device that affects living tissue; therefore, the utilization of the Plasma

Fibroblast Pen is considered the practice of medicine, and its use is regulated under
Administrative Rule Chapter 540-X-11, Guidelines for the Use of Lasers and Other Modalities
Affecting Living Tissue. Any utilization of the Plasma Fibroblast Pen outside the regulation of
Chapter 540-X-11 would be considered the unlicensed practice of medicine. The motion was
adopted without objection.
Qu-Bit 300 After consideration of a request for a Board opinion, the Credentials
Committee recommended deferring a decision on this request. The motion was adopted without
objection.
