Mr. M.F.H. Beg, the founder of Jamia Cooperative Bank Ltd., was a very eminent person. He was highly respected by the people for service rendered to the society in general and to the people of Jamia Nagar in particular. He was well known for his honesty, integrity and devotion to the cause of the weaker sections of the Society. He breathed his last on May 6,2015 at Fortis Escorts Hospital at the age of seventy-nine years. The members of his family were beside him at the time of his demise. He is survived by his wife, four sons and two daughters.
Mr. M.F.H. Beg was born at Azamgarh on January 10,1936. He received his early education at Azamgarh and subsequently shifted to Delhi for higher education at Jamia Millia Islamia, New Delhi. He did his graduation from Jamia Millia Islamia in 1961 and obtained a Diploma in Cooperative Secretaryship from the Delhi Cooperative Union in 1964. He served the Jamia Millia Islamia for a short period and then joined Delhi Govt. Service from which he retired in 1997 as a Gazetted Officer. Even while he was in service, he devoted himself to social work. He found that people staying in Jamia Nagar had acute shortage of dwelling units. He, therefore, formed Dr. Zakir Husain Memorial Cooperative Group Housing Society which constructed 204 flats in a regularized colony called Zakir Bagh which is duly approved by the Government. He devoted himself to the cause of education for all to uplift the uneducated poor masses and established M.A. Beg Girls School and M.A. Beg Degree College at Azamgarh. He started B.T.C., B.Ed., Diploma in Computer Science, Diploma in Electronics and Diploma in Urdu Courses in the College established by him. He also established The Voice of Azamgarh for the transmission of knowledge and information to the peasantry in the region. He was also the President of Maulana Azad Inter College and Kidwai Girls Inter College at Azamgarh. He championed the cause of girls' education. Inspired by Dr. Zakir Husain, he believed that ̀ if you educate a boy, you educate an individual but if you educate a girl, you educate a family'. He devoted himself to uplift the poor irrespective of caste, creed and colour and was an ardent champion of secularism. He was a symbol of humility and known for his compassion and generosity. He impressed everybody with his intellect and arguments. He maintained that people can make progress through mutual cooperation by joining the Cooperative Movement initiated by Pandit Jawahar Lal Nehru. He believed passionately in the Cooperative movement and felt that Cooperative Banks, many of whose members comprise the weaker sections of society, could be of great benefit through provision of loans for education, business and housing, to such people. He received the Eminent Cooperator award twice from the Govt. of Delhi. He was also a member of TAFCUB, North India, and highly valued by the Federation of Cooperative Banks in Delhi. His services to the society and especially to Jamia Cooperative Bank will continue to be remembered in the times to come.
His body was laid to rest in the Jamia Nagar graveyard on May 7, 2015, in the presence of thousands of people. His funeral procession was joined by many prominent persons like Mr. Sirajuddin Qureshi, President, India Islamic Cultural Centre, Dr. Farooque, Chairman, Himalya Drugs Co., Maulana Bilal Thanvi, Maulana Abrarul Haque, Mr. Javed Ali (M.P.), Mr. Zafar Mehmood, Chairman, Zakat Foundation of India, Prof. Asad Ali, Prof Akhtarul Wasey, Mr. Atul Kumar Anjan, Mr. Habib Faqiih and many other important persons. A meeting to condole his sad demise was held on May 9, 2015 at India Islamic Cultural Centre in which many prominent persons including Mr. Sirajuddin Qureshi, Mr. Salman Khursheed and Mr. Justice M.S.A. Siddiqui expressed their grief.
The Board of Directors, Jamia Cooperative Bank Ltd, at its meeting held on May,13,2015 decided to name in memory of late Mr. M.F.H. Beg the existing Human Resource Centre as M.F.H. Beg HRD Centre. At the suggestion of Mrs. Rehana Mishra, Director, the Board decided to display the portrait of Mr. M.F.H. Beg at all branches and other premises of the Bank.

DIRECTORS' REPORT 2014-2015
Banking Malls have been started at Jasola Branch, Batla House Branch and Zakir Nagar Branch. A Banking Mall has an ATM, Cash Deposit Machine, Cheque Deposit Machine and Passbook printing machine for self service. Travel Currency Cards are issued. The Chairman’s hard work and dedication for improvement in customer services and staff welfare measures are commendable.
The Bank has ventured into other Value Added Services (VAS) under the leadership of the youngest Chairman of the Bank Mr. M.Q.H.Beg. He has played a vital role in the technological development of the Bank in a short period of two years. His dream is to make Jamia Co-operative Bank Ltd. a pioneer co-operative Bank in north India, by setting examples for others to follow.
The business of the Bank has crossed more than st` 238 Crore as on 31 March 2015. The Bank has earned
a net profit of ` 3.44 Crore in the year after payment of income tax. This has been possible due to good corporate governance of the Chairman, the efforts put in by the Board of Directors, Officers and all the members of the staff of the Bank. The Board places on record its deep appreciation for their devotion and hard work. The Board remembers with gratitude and appreciation, the contribution of Mr. M.F.H. Beg, Founder, in the reduction of NPAs and also for the progress and smooth functioning of the Bank.
The Board received full support, guidance and encouragement from the Registrar Co-operative Societies, NCT, Delhi and Officers of the Reserve Bank of India. The Board expresses its sincere thanks to them. Finally the Board deems it its duty to place on record its gratitude to the bank’s shareholders who have always stood solidly behind the Board and reposed full confidence in it. The Board assures them that it will always prove itself worthy of their confidence and expectations.
A brief resume of the progress made by the Bank during the year 2014-15 is given below.

stAccounts of the Bank for the year ended 31 March 2015.
You are well aware of the fact that this Bank was established by Mr. M.F.H. Beg with a view to provide banking facilities to the weaker sections of the society inhabiting the Union Territory of Delhi. In furtherance of its objectives, the Bank has established 8 Branches at different unbanked areas.
The Board of Directors places on record its deep appreciation for the efforts made by the Chairman Mr. M.Q.H. Beg, for bringing modern technologies to the Bank like Core Banking Solutions (First Co-operative Bank in North India to adopt CBS on Cloud), SMS (Promotional / Transactional), RTGS, NEFT. A.T.M. Services & Implementation of AML Easy Software for AML/KYC Application. The Bank started issuing RUPAY Debit Card to its customer enabling them to withdraw cash from any Bank’s ATM. Internet Banking (view only facility) and PULL SMS services have been introduced. Aadhar Payment Bridge System (APBS) to receive LPG subsidy has been started.

DEPOSITSDeposits of the Bank Increased from ̀ 127,90.32 Lakh as on 31.03.2014 to ̀ 152,55.19 Lakh as on 31.03.2015.LOANS AND ADVANCESThe total Loans & Advances of Bank stood at ̀ 85,47.76 lakh as on 31.03.2015 as against ̀ 75,19.50 lakh as on 31.03.2014 thereby showing a net increase of ̀ 10,28.26 lakh. There has been substantial recovery in NPAs in the current year.CRARThe RBI in its inspection observed that the Bank has comfortable liquidity as the CRAR of the Bank was 28.24% against the prescribed requirement of 9%.NON-PERFORMING ASSETSThe total amount of NPAs as on 31.03.2015 is ̀ 449.71 lakh as against ̀ 164.26 lakh as on 31.03.2014 Efforts are being made at all levels for recovery of overdues in NPA accounts on priority basis, so that the amount of NPA is reduced considerably.PROPOSED APPROPRIATION OF PROFITThe Board of Directors have proposed appropriation of the profit as under :

MEMBERSHIPThe membership of the Bank continued to rise during the year and, at the end of March, 2015 it stood at 12035 against 11327 on 31st March, 2014.SHARE CAPITAL AND RESERVESThe Share Capital and Reserve of the Bank registered significant increase and the Share Capital increased from 4,72.70 lakh to 5,10.59 lakh & Reserve stood at 19,40.21 lakh as against 18,23.82 lakh last year.DIVIDENDThe Board of Directors is pleased to recommend the dividend at the rate of 18% for the financial year 2014-2015.AUDITThe Bank’s accounts for the year ended 31st March, 2015 were audited by M/s PREM GUPTA & COMPANY. The Bank has been awarded ‘A’ classification by the auditors. The Board of Directors expresses its sincere thanks to the Auditors for their co-operation, guidance and the suggestions made by them during the course of the audit.
INSURANCE COVER FOR DEPOSITORSWe also wish to point out that the Bank has paid premia to the Deposit Insurance & Credit Guarantee Corporation to secure insurance cover upto the value of 1.00 Lakh per depositor.CONCURRENT AUDITThe Bank has, in addition to the Statutory Audit, also engaged internal auditors to conduct concurrent and revenue audits of all its branches. The Bank has adhered to the directive of the state administration and complied with the instructions of the RBI. The Bank have been receiving their full cooperation and for that the Bank thank’s the RCS and all officers of the RBI for their support and guidance.

Report on the Financial Statements st1. We have audited the accompanying Financial Statements of Jamia Co-operative Bank Limited as at 31
stMarch 2015 which comprise the Balance Sheet as at 31 March 2015, the Profit & Loss Account, the Receipts & Payments Account for the year then ended, a summary of the significant accounting policies and other explanatory information.
Management's Responsibility for the Financial Statements
2. Management and the Board of Directors is responsible for the preparation of these financial statements that give a true and fair view of the financial position, financial performance and cash flows of the Bank in accordance with the Banking Regulation Act, 1949, Delhi Cooperative Societies Act, 2003 and the Reserve Bank of India circulars, guidelines and directions. This responsibility also includes the maintenance of adequate accounting records in accordance with the provision of the Act for safeguarding of the assets of the Bank and for preventing and detecting the frauds and other irregularities; selection and application of appropriate accounting policies; making judgments and estimates that are reasonable and prudent; design, implementation and maintenance of internal financial controls, that are operating effectively for ensuring the accuracy and completeness of the accounting records, relevant to the preparation and presentation of the financial statements that give a true and fair view and are free from material misstatement, whether due to fraud or error.
Auditor's responsibility
3. Our responsibility is to express an opinion on these financial statements based on our audit. We have taken into account the applicable provisions of the Banking Regulation Act, 1949, Delhi Cooperative Societies Act, 2003 and the Reserve Bank of India circulars, guidelines and directions. We conducted our audit in accordance with the Standards on Auditing issued by the Institute of Chartered Accountants of India. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement.
4. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor's judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the Bank's preparation of the financial statements that give true and fair view, in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on whether the Bank has in place an adequate internal financial control system over financial reporting and the operating effectiveness of such controls. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of the accounting estimates made by management, as well as evaluating the overall presentation of the financial statements.

5. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion on the financial statements.
Opinion
6. In our opinion and to the best of our information and according to the explanations given to us, the said financial statements give the information required by the Banking Regulation Act, 1949 as well as the Delhi Cooperative Societies Act 2003, in the manner so required for Banking Societies and, on such basis, give a true and fair view, in conformity with the accounting principles generally accepted in India:
st(i) In the case of Balance Sheet, of the state of affairs of the Bank as at 31 March 2015;
(ii) In the case of Profit and Loss Account, of the profit for the year ended on that date;st(iii) In the case of Receipts & Payments Account, of the Cash Flow for the year ended 31 March, 2015.
Report on Other Legal and Regulatory Requirements
7. As required by the Delhi Cooperative Societies Act, 2003 read with the Delhi Cooperative Societies Rules, 2007, the comments on the financial statements of the Bank have been given in Part-A, Part-B and Part-C of the Report.
8. Further to our comments in Annexure referred in paragraph 1 above, attention is drawn towards accounting policy no. 7 regarding accounting of retirement benefits which is not in conformity with AS-15 (revised) issued by the Institute of Chartered of Accountants of India so far it relates to accounting of Leave Encashment on cash basis. Our opinion is not modified in respect of this matter.
9. As required by the Delhi Cooperative Societies Act, 2003 read with the Delhi Cooperative Societies Rules, 2007 andthe Banking Regulation Act, 1949, we report as under:
(a) We have obtained all the information and explanations which, to the best of our knowledge and belief, were necessary for the purpose of our audit and have found them to be satisfactory.
(b) The transactions of the Bank, which have come to our notice, have been within the powers of the Bank.
(c) In our opinion, information received from the branches of the Bank is adequate for the purposes of our audit.
(d) In our opinion, proper books of account as required by law have been kept by the Bank so far as appears from our examination of those books.
(e) The Bank's Balance Sheet, Profit and Loss Account and Receipts & Payments Account dealt with in this report are in agreement with the Books of account.
(f) The Balance Sheet and the Profit & Loss Account have been drawn up in Form A and B respectively of the third schedule to the Banking Regulation Act, 1949 in accordance with the provisions of Section 29 of the Banking Regulation Act, 1949.
(g) In our opinion, there has not been any material impropriety or irregularity in the expenditure or in realization of money due to the Bank.

(A) SIGNIFICANT ACCOUNTING POLICIES:1. General: Financial Statements have been prepared on historical cost convention and on accrual basis, except otherwise stated, based on Going Concern Concept. 2. Advances: The Advances outstanding have been classified under four categories, in accordance with the
guidelines issued by the Reserve Bank of India (a) Standard Assets (b) Sub-standard Assets (c) Doubtful Assets (d) Loss Assets
Advances are shown net of interest not collected/unrealized on Non-Performing Assets. Provision for sub-standard/doubtful/loss assets have been arrived on the outstanding balances, net of interest not collected/unrealized as per the guidelines of Reserve Bank of India.3. Investments: (i) In terms of RBI guidelines, the entire investment portfolio of the Bank is classified under three categories viz. 'Held to Maturity', 'Available for Sale' and 'Available for Trading', which is decided at the time of acquisition of securities. Transfer of scrips, if any, from one category to another is done at the lower of acquisition cost/book value/market value prevailing on the date of transfer and the depreciation, if any, on such transfer is fully provided for. Further, investments are disclosed in the Balance Sheet under two categories, i.e.:
(a) Government Securities (b) Other Trustee Securities(ii) The valuation of investments held in different categories are done in accordance with the guidelines issued by Reserve Bank of India, as mentioned hereunder :-(a) HELD TO MATURITY: Investments under Held to Maturity category are carried at acquisition cost. The excess of acquisition cost, if any, over the face value is amortized over the remaining period of maturity. Profit on sale/redemption of investments in this category is first taken to Profit & Loss Account and thereafter appropriated to the Investment Fluctuation Reserve/Investment Depreciation Reserve Account. The Loss on sale of such securities is recognized in the Profit & Loss Account.(b) AVAILABLE FOR SALE: The individual securities in this category are marked to market. Central Government Securities are valued at market prices or prices declared by Primary Dealers Association of India, jointly with Fixed Income Money Market and Derivatives Association of India (FIMMDA).Demand Treasury Bills are valued at purchase price/book value. Non-SLR securities such as Debentures/Bonds (other than debentures/bonds which are in the nature of advances) are valued at acquisition price.Mutual Funds are valued at market rate or repurchase price or Net Asset Value, in the order, depending on their availability.Securities are valued scrip wise and the depreciation/appreciation under each category is aggregated based on the above valuation. Net appreciation, if any, on the above acquisition price in each sub-category is ignored, while the net depreciation is fully provided for.(c) HELD FOR TRADING: The individual securities are valued periodically, as per RBI guidelines, at market price, as available from the trades/quotes or as per price declared by FIMMDA in respect of each category under this classification.Depreciation, if any, is charged to revenue and net appreciation above the acquisition price, if any, is ignored.(iii) Cost such as brokerage, commission etc. relating to securities at the time of purchase is charged to revenue.(iv) Broken period interest on Debt Instruments/Government Securities upto the date of acquisition/disposal is treated as revenue item.(v) Non-performing Investments are identified as stated below, as per the guidelines issued by Reserve Bank of India.(a) Securities/ Preference Shares where interest/fixed dividend/installments (including maturity proceeds) is due and remains unpaid for more than 90 days.(b) In case, any credit facility availed by the issuer from the Bank is non performing advance, investment in any of the securities issued by the same issuer is also treated as NPI.4. Fixed Assets:- Fixed Assets are stated at their historical cost (inclusive of incidental expenses incurred on acquisition of assets) less accumulated depreciation.5. Depreciation on Fixed Assets: Fixed Assets are depreciated on written down value method at the rates considered appropriate by the management, as mentioned here under:(a) Cupboards & Cabinets/Counters/Tables and other furniture etc. 10.00%(b) Electrical Fittings & Office Equipments 20.00%(c) Strong Room 10.00%(d) Computers/ATM Machines and software 33.33% Depreciation on assets purchased during the year is charged for the entire year, if the asset is purchased and retained for 180 days or more; otherwise it is charged at 50% of the normal rate. No depreciation is charged on fixed assets sold during the year.

6. Revenue Recognition:- Income/Expenditure is generally accounted for on accrual basis, except the following:(a) Income: Interest income on non-performing assets, commission received/paid and locker rent are accounted for on cash basis.(b) Expenditure: Arbitration Charges, Legal Charges and Leave Encashment to Employees are accounted for on cash basis. 7. Retirement Benefits:- (a) Payment of Provident Fund is made to the Commissioner of Provident Fund, at rates prescribed under the Employees Provident Fund and Miscellaneous Provisions Act 1952 and is accounted for on accrual basis.(b) Leave Encashment is accounted for on Cash Basis. (c) The Employees' Gratuity Fund Scheme is funded by the Bank and managed by a separate trust `Jamia Co-operative Employees Gratuity Trust`, which in turn manages their funds through approved schemes of LIC of India. The contribution made by the Bank to LIC/Gratuity Trust is recognized in the Profit and Loss Account in the year in which the same is paid.8. Accounting for Taxes:- Income Tax comprises Current tax and Deferred tax charge or credit (reflecting the tax effects of timing difference between accounting and taxable income for the period as determined in accordance withthe AS-22 of the Institute of Chartered Accountants of India). The deferred tax charge or credit and the corresponding deferred tax liabilities or assets are recognized using the tax rates that have been enacted or substantially enacted on the Balance Sheet date. 9. Impairment of Assets:- As assessment is made at each Balance Sheet date whether there is any indication that an asset is impaired.If any such indication exists, an estimate of the recoverable amount is made and impairment loss, if any is provided. 10. Contingent Liabilities and Provisions:- Past events leading to possible or present obligation is treated as contingent liabilities. Provision is recognized in the case of present obligation, where a reliable estimate can be made and where there are probable out flow of resources embodying foregoing of economic benefits to settle the obligation.11. Earnings per share:- Basic Earnings PerShare (EPS) reported is computed by dividing net profit after tax by the weighted average number of equity shares outstanding at the end ofthe year.12. Appropriation of Profit is made by the General Body on the recommendation of the Board of Directors, as prescribed under Bye-Law no. 44 of the Bank.(B) NOTES ON ACCOUNTS:1. The Reserve Bank of India has in terms of RBI Circular UBD (PCB) BPD Circular No. 47/16.20.000/2008-09 dated 30.01.09 has specifically determined the maximum limit of the deposits that the Bank can have with other banks at 20% of the Depositsand Liabilities of previous year. The Bank has deposits around ̀ 25.03crores (Previous Year ̀ 20.36crores) with other banks and it constitutes around 19.56% (Previous Year14.66%) of the Deposits and Liabilities of previous year. The management of the Bank attributes the higher investment in Bank deposit due to Lakh of growth in Advances & absence of other better opportunities for Investments.2. In the opinion of Management, the amount outstanding in Provision for Bad & Doubtful Assets (included in Bad and Doubtful Debts Reserve), Standard Assets & Investments, as determined in accordance with the guidelines issued by the RBI, is considered adequate. 3. AFS securities except Demand Treasury Bills are marked to market value and the depreciation, being difference between the market value and book value, is provided for in the Profit & Loss account. 4. An amount of ` 17,02,381/- has been utilized during the year out of Bad and Doubtful Debts Reserve towards writing off of bad debts.5. An amount of ` 10,74,909/- out of dividend payable has been transferred to Statutory Reserve, in terms of Bye-laws of the Bank.
st6. Reconciliation of transactions/balances with branches and other banks has been completed up to 31 March, 2015, subject to some old outstanding entries.7. In respect of securities held under “Held to Maturity” Category, premium of ̀ 251,150/- (Previous Year ̀ 275,817/-) has been amortized during the year. 8. Foreign Exchange Transactions: The Bank has made an agreement with Axis Bank regarding travel currency card, Demand Draft, Outward/Inward remittances and foreign currency instruments collection. stThere are no intangible assets determined by the Bank as at 31 March, 2015. (viii) Accounting Standard -28 (AS-28): Impairment of AssetsNo material impairment of Assets has been identified by the Bank and as such no provision is required as per the Accounting Standard.(ix) Accounting Standard-29 (AS-29): Provisions, Contingent liability and Contingent AssetsIn the opinion of the management, no provision is required against contingent liabilities.16. During the year, the Bank has shifted Central Government securities aggregating 1153.02 Lakh (Previous Year : Rs. Nil) from 'Available for Sale' (AFS) category to Held to Maturity (HTM) Category at lower of acquisition cost /book value / market value and booked a shifting loss of Rs. 93.86 Lakh (Previous Year : Rs. Nil ) to the Profit and Loss Account for the year.17. The Bank has earned gross amount of Rs. 27,82,580/-(Previous Year : Rs. Nil) as Profit on Sale of Securities in AFS Category out of which an amount of Rs. 13,77,586/- (Previous Year :Rs. The Bank has made a trust named as Jamia Co-operative Employees Gratuity Trust during the year and hence forth, yearly contribution towards gratuity will be made to the said Trust. The Bank / Trust appointed LIC of India as Fund Manager to the said trust. The contributions to the Trust/LIC(The said trust will further make contribution to LIC), towards funding this gratuity are adequate as per actuarial valuation made by LIC of India and no further provision is required in this regard. The gratuity payable to the employees is worked out byway of two methodologies i.e., as per the Payment of Gratuity Act, 1972 and other as per service rules and the employee is entitled to get maximum beneficial.Accordingly, an amount of Rs. 58.25 Lakh has been paid during the year to LIC of India, towards Gratuity liability of the Bank.Previous year figures have been regrouped or reclassified, wherever considered necessary.
