Hearing Rescheduled for Controversial Left Turn on RM 2222

TheownersofthetractatthesoutheastcornerofRM2222andLoop360havefiledarequestwiththeCitytoallowleftturnsfromwestboundRM2222intotheirplannedshoppingcenter.That left turnwouldbe locatedhalfwaybetween thenew signal atLakewoodDrive and theintersectionofthetwohighways,alignedwiththedrivewayatBullCreekMarket.
Whenthezoningforthetractwasapprovedin1992,theownerssignedarestrictivecovenantwiththeCityofAustinwhichrequiredaccessfromRM2222tobearight-in/right-outonlydriveway,withasolidmedianinstalledtoprohibitleftturnsintooroutoftheproperty.Thecovenantwasaconditionoftheapprovedzoning,andwasrecommendedbythePlanningCommissionandCitystaffandsupportedbythesurroundingneighborhoods.Itwasconsideredamatterofpublicsafetyatthetime.
Fast-forwardtwentyyears:trafficonRM2222isworsethanhadbeenanticipatedandplanstowidenRM2222eastofLoop360havebeenjettisoned.Leftturnsintothepropertywouldbeatleastasdangeroustodayasenvisionedin1992.
TxDOTwillbeinstallingamedianonRM2222eastofLoop360aspartoftheBullCreekbridgeproject.Theywill installasolidmedianunlesstheCityagreestoamendtherestrictivecovenanttoallowleftturns.Ifthecovenantisamended,TxDOTwillinstallaleft-turncutinthemediantoaccommodatetheowners.
AccordingtothemostrecenttrafficcountsavailablefromTxDOT,approximately27,000vehiclestraveleastboundonRM2222dailypastthetract.ThesafetyofthosevehicleswillbeputatriskbyvehiclescrossingeastboundRM2222toturnintotheshoppingcenter,whichisplannedtobeconstructedandinoperationby2015.TheleftturnswouldalsoconflictwithvehiclesexitingfromnorthboundLoop360ontoeastboundRM2222.
VehicleswaitingtoturnleftfromwestboundRM2222willstackupastheywaitforabreakintheeastboundtrafficflow.Ifmorethan3or4vehiclesarewaitingtoturn,thequeuewillblockthe left laneofwestboundRM2222andpossiblyblock the intersectionatLakewoodDrive,especiallyduringrushhourtraffic.
Concernedthatthisleftturnwouldcreateunnecessarytrafficconflictsanddecreasetrafficsafety,manyarearesidentshavesentemailstotheZoningandPlattingCommissionandtheCityCouncil,voicingtheiropposition.2222CoalitionofNeighborhoodAssociations,NorthwestAustinCivicAssociation,CourtyardHomeownersAssociation,andotherareahomeownerandneighborhoodassociationsarealsoinopposition.
ThecasewasscheduledtobeheardbytheZoningandPlattingCommissionandCityCouncilinMarch,buthasbeenpostponed.TheCityCouncilhearingisscheduledforMay12.ArearesidentsandanyonewhotravelsonRM2222canstillvoicetheiroppositiontothischange.The easiest way to do so is to send an email expressing your opposition to the requested amendment to the City Council before their hearing.Belowaretheemailaddressesandcaseinformationwhichshouldbereferenced:

Bull Creek District Park to Remain an On-Leash ParkBy Glen Brown
BullCreekDistrictParkhasbeenthesubjectofadebatewhichhas raged for the past few years about the source of bacterialcontaminationinthecreekneartheoff-leashareaof thepark.ItbeganafterasewagespillinAugust2007upstreamofthepark,whenhealthofficialsreceivedcomplaintsofillnessfromparkpatronswhohadbeenswimminginthecreek.Anintensiveinvestigationfoundhighlevelsofbacterianeartheoff-leasharea,andconcludedthatparkuseandnotthesewagespillwasthemostlikelysourceoftheon-goingfecalcontamination.
Apubliceducationcampaignandvolunteerclean-upactivitieswerenotenoughtobringthebacteriallevelsbelowTexashealthsafetystandards.InJuly2009,temporaryswimmingandwadingbanswereputinplacetodiscouragehumancontactwiththecontaminatedareas,andmonitoringofbacterialevelswasintensified.Thedroughtexacerbatedtheproblem,asthecreekdriedupandleftstagnantpoolsbothat360andintheoff-leashareadownstream.
TheparkwasclosedforrestorationworkfromDecember2009untilJune2010toimprovevegetationandsoilconditionsnearthecreekattheoff-leasharea,aswellascontinuewaterqualitytesting.TheparkreopenedinJune2010asanon-leashfacilityfora6-monthevaluationperiodwhilewatertestingcontinued,duringwhichperiodthebacteria
levelsdeclined.InJanuary2011,publicmeetingswereheldtopresenttheresultsofthewaterqualitytestingatBullCreekParksince2007.
Thestudyconcludedthatthesourceoffecalcontaminationappearstobelocalizedwithinthepark,andthatthecontaminationisnotofhumanorigin.Whileitispossiblethatbirdsandotherwildlifemaybecontributingtothecontamination,theywerenotresponsibleforincreasingbacteriaabovecontactrecreationstandards.Thereisnoevidenceofanon-goingsewageleaktoBullCreeknearthepark.Based on the results, theWatershed Protection and Health andHumanServicesDepartmentsrecommendedthatdogsintheparkremainon-leashonlyandthatwaterqualitymonitoringcontinue.
InFebruary,theParksandRecreationDepartmentannouncedthatBullCreekDistrictParkwillcontinueasanon-leashfacility,statingthat“theweightofevidenceanddatafrommultipleapproachesconcludesthatparkuseandspecificallythedogoff-leashuseisthemostlikelysourceofelevatedfecalbacteriawithinthepark.”TheDepartmentcommittedtolocatinganotheroff-leashsiteincloseproximitytothepark.
Apossibleoff-leashareahasbeenidentifiedatYettCreekPark,offParmerLanejustwestofMoPac.TheCityisevaluatingitssuitabilitywhilecontinuingtoseekopportunitiesformoreoff-leashareasinandaroundnorthwestAustin.

Spendingmostoftheirwakinghourshuntingforflyinginsects,swallowshaveshortbills,strongjaws,andawidegape.Theyfeedatspeedsupto25milesperhourandareselectiveabouttheirprey,tendingtochoosethelargerinsectsratherthanscoopingupeveryinsectaroundthem.Swallowsalsouseaerialflightstoattractamate,andaremonogamousbreeders.Whiletheycanbeterritorial,mostformat least looselyaggregatedcolonieswithboth themaleandfemale jointlyconstructingtheirnests,madeprimarilywithmudandsometimesaddedbitsofdriedvegetation.
SwallowsmigratetoCentralandSouthAmericaforthewinterandthreespeciesofswallowsreturntotheAustinareainlateMarchandApril,withbreedingoccurringsoonafter.ThemostcommonistheBarnSwallow(Hirundorustica),withadarkslateblueback,reddishbrownthroat,cinnamonorbuffychest,anddeeplyforkedtail.Theyprefertonestinsuburbanareas,oftenbuildingtheirmudstructuresundertheeavesofporchesandoverhangs.Maleshave18%longertailsthanfemales,andfemalesgenerallychooseamatebythelengthofitstail.Barnswallowsbeginhawkingforinsectsanhourorsobeforedawn,accompaniedbytheirliquid,energeticchattering.
Foundmostlyflying aroundoverpasses andbridgeswhere theyprefertobuildlargemudnestcolonies,CliffSwallows(Petrochelidonpyrrhonota)haveasquarishtail,buffyrump,darkchestnutthroat,andapaleforehead.Normalflightsfollowarollercoasterpath,withrapidascentsonquickwingbeats,followedbydownwardglides.Courtshipflightsinthespringarefollowedbycopulationontheground.
