Jester Estates Homeowner's Association Newsletter - December 2006 December 2006 Volume 1, Issue 1 Official Publication of The Jester Estates Homeowners Association The Jester Warbler PRESIDENT’S CORNER By Phil Kolman, JHA President At our last JHA annual meeting, we discussed improving our communications with the neighborhood. This is our first newsletter put together by an outside service and mailed to Jester homes. The newsletter will be mailed monthly. We are also looking at a new web site for JHA that will give us much more capability. More on this later. Diana Hempstead has been leading our communications area for a number of years and we thank her for working on these improvements. Please plan on attending our annual meeting usually held in February. You will receive a letter with the details. We will discuss the new development and the landscaping at the RM2222 entrance, other developments and changes along RM2222, JHA’s finances and other matters. As usual the Board will be interested in hearing what is on your mind about our neighborhood. At the annual meeting we will also be electing at least two Board members. And we can always use help on a variety of JHA committees. Please let a Board member know if you are interested. Thanks to Teresa Gouldie and all her helpers for doing a nice job with the Halloween Parade again this year. This is just one of the annual social events JHA sponsors. Happy holidays! The New and Improved Warbler: Our Commitment to Communication! By Teresa Gouldie A MONTHLY newsletter! Isn’t that exciting! We owe a tremendous debt of gratitude to Diana Hempstead, our communications chairman, for her past efforts with our newsletter and for finding this new service. For years Diana, on a volunteer basis, has spent countless hours collecting articles, tracking down ads, formatting, etc. She was often searching for content, waiting for articles promised her, waiting for ads not turned in on time or submitted in the wrong format for print – most people are not aware of the many challenges in producing a newsletter. Throughout all of this, Diana was always looking for ways to save our homeowner’s association money. The newsletters were costly to print, and with postage increases she decided to reduce our costs and pay a service to deliver door to door, only to find that all homes were not receiving them. Now, after research and discussion with other HOA’s, she has found the ultimate way to save us money and insure we have a consistent avenue of communication within the neighborhood. She has introduced us to Peel Inc., a source that will print and mail a newsletter monthly with ZERO impact to our budget. Since 1991, Peel Inc. has created newsletters specific to subdivisions in Austin and Houston, and has been selling advertising and combining the ads with articles and announcements submitted by residents. They provide local advertising; we become their audience. We do NOT solicit or sell advertising. They do it all. They format, they print, they mail - AT NO COST TO US! The board has signed a Memorandum of Understanding with Peel Inc. which states that there will never be questionable advertising in the newsletter, and our addresses will never be used for any other purpose and will never be sold. We can cancel the agreement at any time, for any reason, and without penalty. Jester residents will be given first priority to purchase advertising space in our own newsletter. Personal ads are free for Jester residents in the classified ads section, and business classifieds are $45. Advertisers can also purchase 1/8 to full page ads. Go to the Peel Inc. website, www.peelinc.com, for more information on advertising. This publication will be as valuable as we, the residents, make it. Anyone may submit an article or an announcement that they feel would be of value to the neighborhood. In reviewing newsletters from other communities, we’ve seen many examples of interesting articles and announcements. For instance, you can submit a birth announcement for the birth of your baby or grandbaby and Peel, Inc. will add a cute picture of a stork to it (great as a keepsake for the (Continued on pg 4) View the Jester Warbler online each month at www.PEELinc.com

Jester EstatesWhy Do the Cypress Trees at

the RM2222 Entrance Look So Bad? We have had many problems over the years maintaining theirrigation system that waters the Jester sign planter beds at theRM2222 entrance. The problem got a lot worse in 2005 and 2006.The supply line to the irrigation system is a PVC pipe downthe East side of Jester Blvd. It is exposed in some spots and notburied very deep in others. The line broke, or was broken, threetimes last year and I believe our water bill was over $1,000 each time for two of the breaks. Because of the location the breakscan be difficult to locate and can go undetected for some time. Webelievethelastbreakislocatedunderthestreet.Inworkingonthisproblemwediscoveredsomeimportantinformation.ThereisnopermitforthesupplylinethatrunsthroughCityeasement.JHAdoesnotownthepropertywherethecypresstreesarelocatedonthetwosidesofJesterBlvd.TheowneroftheJesterVillageshoppingcenterownsthepropertyontheEastside.ThepropertyontheWestsideisorwillbeownedbythenewdeveloper(ChampionPartners)of that site. JHA does have an easement for the signs/planter beds. The Champion Partners will landscape and maintain the areawith the treeson theWestsideofJesterBlvd.aspartof thenewdevelopmentwhichisscheduledtostartconstructionsoon.Wehaveaskedthemtoincorporatesomeofthetreesifanyarestillaliveandthey have agreed to supply us with water for the sign/planter bed on thatside.TheJesterVillagefolkshavenotofferedtohelpwiththissituation. We discussed all of this at a Board meeting in the springand decided to leave the water off - and what will happen willhappen. I understand the natural defense for cypress trees is todrop their leaves when there is not enough water, so some maysurvive. It is unfortunate these trees were planted in a locationnot suitable to their needs in the first place. The Board did not want the risk of more large water bills and the cost of finding and fixing the break in a line with no permit, for trees we do not own. Howisthatforarealmess??
