PRESIDENT’S REPORT
At last year’s AGM, the members of Judo Ontario elected a new Board of Directors under the new Board structure. The role of the new Board was to oversee the activities and govern the affairs of Judo Ontario. Along with establishing policies and managing the overall direction of the organization, the Board of Directors continues to serve its members and to give clubs, senseis and their judokas the support and tools to further develop our members, clubs and sport.
Our first order of business was to develop a process for selecting 20 chairs and to develop job descriptions to support the vice-presidents in all their areas of responsibilities. All 20 positions were filled and the new chairs worked with the vice-presidents to develop programs with short and long-term goals for their committees for the 2010-2011 season.
Organizational Priorities
After the review of the town hall meetings’ report, and of surveys conducted by the Membership Committee, the Board identified four priorities that will be the focus over the next two years. The four identified priorities are as follows:
1. Membership engagement
a. Ensure all practicing judoka are members of Judo Ontario.
b. Improve the membership registration process.
c. Improve the web site content and functionality to add more value for our members.
2. Dojoshus’ (Club Owners’/Operators’) engagement
a. Develop an online membership verification system for Dojoshus to track new members and unpaid members.
b. Increase Dojoshus membership services.
c. Implement and facilitate the ability for Dojoshus to contact their students through a web-based tool.
3. Market awareness to increase membership at the local Dojo
a. Increase awareness through social media using sites such as Facebook, LinkedIn and YouTube.
b. Enhance profile through public activities and tradeshows.
c. Increase awareness through established channels such as magazines, news and multimedia outlets.
4. Hiring of a Technical Director/Professional Coach
a. Provide coaching expertise and leadership to Judo Ontario athletes, coaches, club instructors and grassroots participants to enhance the level of judo in Ontario.
b. Ensure positive performance results at Canada Games, Junior National & Senior National Championships.
Highlights of the Year
Here are some of the accomplishments in 2010-2011:
1. Implemented the new Board structure and selected 20 new committee chairs with job descriptions.
2. Developed a new membership plan that now includes recreational membership and other new categories.

3. Ontario to be the first host of the combined Canadian Championships in July 2012.
4. Hosted the Ontario International Open (OIO) at Seneca College, had over 620 participants from across Canada and United States.
5. Organized town hall meetings across Ontario to better understand our members’ needs and concerns.
6. Met with Ontario Athletic Commissioner and MHP to review sanctioning and reporting procedures for tournaments and events.
7. Organized and prepared our Christmas Training Camp along with other various clinics including CWG Training Camp, Jason Morris Technical Clinic, and HPC Seminar for LTAD conducted by Andrzej Sadej and many collaborative trainings held at various clubs. Re-introduced the Ontario Junior Olympics at the Metro Convention Centre in conjunction with the Toronto Pro Super Show.
8. With the Board’s commitment to a balanced budget, approved an increase in Judo Ontario membership fees for the 2011-2012 season across all membership levels.
9. Established a policy on Vulnerable Sector Screening that is mandatory for instructors working with our youth.
10. Successfully obtained financial support and sponsorship for the next four Judo Ontario tournaments and the 2012 Combined Canadian Championships along with secured venues and accommodations for the next two years.
11. Established roles in key positions within Judo Canada to ensure Judo Ontario has representation at the national level.
12. Restructured the Administrative Assistant position to a Technical Director/Professional Coach Position.
13. Strengthened financial operations and established financial security by negotiating a line of credit with the bank.
14. Increased the number of executive meetings throughout the year and posted minutes of the meetings online in keeping with the Board commitment to transparency.
15. Revised the Club Manual to be more user-friendly. Manual also includes agreements between Judo Ontario and club owners.
16. Re-negotiated web site hosting and development agreements and lowered hosting costs.
17. Increased frequency of the newsletter and secured professional design services for the next 3 years.
I would like to thank Domtie Sarpong for her 4 years of dedication to Judo Ontario and wish her the best of luck
in her future endeavors.
As I reflect over the highlights of this past year, I am proud of the dedication, professionalism and hard work of
all members of Judo Ontario—judokas, coaches, referees, volunteers, club owners/operators, staff and the new
Board of Directors. Thanks to you, much has been accomplished.
I also owe thanks to all for your patience and consideration in these changing times. With your continued
support and our shared passion for Judo, we will continue to build Judo Ontario into an organization that we can
all be proud of.

EXECUTIVE DIRECTOR’S REPORT
It is my pleasure to submit the Executive Director Report to the 2011 Annual General Meeting of Judo Ontario.
On August 28, 2010 at the Judo Ontario AGM the membership elected a new Board of Directors and witnessed a significant change in the volunteer leadership. There is something special and exciting about introducing a new Board to an Association. The first critical weeks set the foundation for the new Board and they have made considerable progress and gains in virtually every functional area of our association’s business.
Judo Ontario has fully implemented the revised Board structure. Committees working on behalf of the Board have accepted new challenges and broken new ground. They plan to make positive changes in the future ensuring that athletes, coaches, and referees have improved services and opportunities to achieve the levels to which they aspire.
Change can often be confusing and sometimes frustrating but I request everyone’s co-operation and patience as we strive to make Judo Ontario a stronger organization. Next year will bring more challenges and opportunities. Every opportunity is often the beginning of another great enterprise. I look forward to working with everyone in facing these new opportunities.
As your Executive Director, I wish to thank the many individuals who assisted Judo Ontario over the past year and continue to provide the association with leadership, counsel and support. Thank you to the Board of Directors, Committee Chairs, our members and countless individuals who shape the foundation of Judo Ontario.
Congratulations to each of you and your respective clubs and athletes. You continue to amaze us with respect to your accomplishments despite the many obstacles you face on a daily basis. Your contributions to the sport of judo are greatly appreciated.
As you know, Domtie Sarpong has left Judo Ontario after four years as the Office Administrator. Special thanks to Domtie for her service to the organization. In addition, I would like to thank Tressa Sheffield for her excellent work at Judo Ontario. Tressa worked in the office for seven weeks as part of the Student Experience Program. Jackie Hendriques continues to serve Judo Ontario as the part-time bookkeeper and thanks to her for the continued important work she performs reconciling finances and Nevada Reporting.

Treasurer’s Report - Year ending March 31, 2011
I am pleased to present the financial results for the year ending March 31, 2011. This report will highlight
material changes in the performance of Judo Ontario from the previous year and provide an explanation ofthose
changes.
As a transition year, time was needed to understand the financial operation and position of the organization. A
review of policies and procedures was undertaken to set a plan for changes that will help not only to strengthen
the financial operations but also to provide clarity on how money is managed in Judo Ontario.
Judo Ontario continues to be financially sound at the end of March 2011. Conservative spending in the second
half of the year enabled Judo Ontario to reduce the deficit that was evident at the half way point of the year.
Revenues
Both the base funding and operational grants received by Judo Ontario were lower in 2011 than in 2010. A grant
was received for a coaching seminar but as the costs for the seminar exceededthe amount of the grant, there
was no net gain.
Program and participant revenues were down year-over-yeardue primarily to a significant reduction in NCCP
revenues.
Membership revenues increased in many of the age categories.There were also increases in grading board and
referee program revenues.
Nevada revenues remained fairly stable year-over-yearshowing a small increase of about 5%.
Expenses
Expenses overall remained constant year-over-year. The most notable changes are in respect to Tournaments
and Seminars where the coaching seminar added cost that wasn’t present the year before.
Expenses for Athlete Development were lower in 2011 due to a lower cost associated with the Senior Nationals from the year before. Financial Position
Two items contributed to the lower cash position at the end of March. A single payment was made for insurance
rather than a series of payments throughout the year. Secondly there was an amount outstanding from Nevada
on March 31.
The increase in accounts payable is due almost entirely to monies owed to Judo Canada on March 31.
Overall Judo Ontario sustained another deficit year. While a review of expenses is underway and measures are
being taken to control expense, revenue must be enhanced through more complete registration of members and
clubs and through cost recovery or surpluses on events and programs delivered by Judo Ontario.

VICE-PRESIDENT’S REPORT
As the 1st Vice-President, I worked closely with the President and Vice-President of Technical on a regular
basis. We often discussed HPC, and technical matters as well as grading issues. As a board member, many
legal and policy issues were discussed. Where my opinion was warranted, I made suggestions and
recommendations that from experience made logical sense. Some difficult decisions were made based upon
facts and current policies as outlined in our constitution and or by-laws. In some instances, I have made
recommendations to make changes to both our constitution and or by-laws to bring them up to date with current
trends.
I would like to thank you for the opportunity to assist in the day to day issues with Judo Ontario.
Our goal to make Judo Ontario financially responsible with a balanced budget is essential to the long term
health of Judo. We must continue to rely upon strong dojoshu leadership and participation in order to achieve a
strong Team Judo Ontario. As they say, together everyone achieves more.

REGIONAL DIRECTOR JUDO CANADA
Due to the resignation of Karl Doherty the board has selected me to assume the responsibilities as Regional Director of Ontario. I would like to thank Karl for his dedication and commitment to Judo in Canada and hope to be working with him again soon. At the 2010 Judo Canada AGM, a new board structure was passed to integrate the Board of Governors and the Executive Committee together to create a leaner more efficient Board of Directors. The past position Vice-President of Judo Canada is now called Regional Director. Judo Canada is divided into 5 regions as follows;
1. Newfoundland, PEI, Nova Scotia, New Brunswick (Atlantic Provinces) 2. Quebec and Nunavut 3. Ontario 4. Saskatchewan, Manitoba, Alberta (Prairies) and North West Territories 5. BC and Yukon The new 2011 Board Structure and Directors are as follows;

In February of 2011, we lost Adrien Landry as the Executive Director of Judo Canada and have recently hired in his place a Director of Operation and Finance, Yves Régimbald. In 2012, Judo Canada will be hosting the Pan American Senior Championships in Montreal and in collaboration with Ontario, the combined Nationals in Toronto. This will be the first time that Junior and Senior Nationals will be combined together. In order to better promote Judo and our events, Judo Canada has hired Agnes Manivit as Event and Fundraising Manager. She will organize, promote and coordinate all national and international events hosted in Canada. Judo Canada launched a new web site on August 19
th and it has been well received. Judo Canada is now
developing a new and improved Data Base that will streamline membership registration and information. It will give PSO’s access to membership information. Members will be able to renew and register on-line and view their own profile and eventually the date base will keep records of all their results, events, certification etc. With the increased costs to the RTS Project and monies dedicated towards the elite U20, U17, and U15 National programs Judo Canada has increased some of the membership categories. SECRETARY GENERAL’S REPORT
The first six months were a whirlwind of activity for the new executive. There were a total of 19 teleconferences and the minutes from those meetings were posted on the web site. The Executive Director and Secretary helped us transition into our new roles. The Executive in turn asked for changes at the office to better serve the membership. Committees started keeping minutes of their meetings as have the regions.
A date was set for the 2011 AGM. A review of the policy and procedures was started by all committees and the executive. A rewrite of the Club Manual was started to better suit the needs of the dojos. A revision of the organizational chart occurred to better reflect the responsibilities of the various Board members.
One of our main objectives, to increase the membership, was reflected in the new fee structure.
The process of putting Judo Ontario on a sound organizational footing so that there would be a framework to implement the wishes of the membership became another goal.
After the first six months, the pace did not change. Additional teleconferences were held. The physical size of the office was reduced in order to save funds. The club manual was finished. A great deal of gratitude goes out to Frank Vossen for the wonderful rewrite. An Election Committee was struck and Frank Vossen agreed to chair it. The Constitution Committee capably led by Eric Boutin reviewed the constitution and suggested many housekeeping items as well as changes to improve the cohesiveness of the document. These will be presented at the time of the AGM. We applied for and received a grant for a student intern for the summer and held interviews with five candidates ultimately choosing one to help us in the office.
There is much more to be done. The Policy and Procedures need to be kept up to date with the changing nature of our organization. We need to look at how other sports do business so that we can better serve our members in an efficient and cost effective manner.
I would like to thank Allan Koyanagi and Domtie Sarpong for their help in the transition and their continued excellence since. All members of the new Executive have my thanks for their professionalism and selfless dedication for the best interests of Judo Ontario and its members. Thank you to every member who has answered the call to help us help you the members. Thank you all for your support and input during this past year.

Constitution Committee Report
The Constitution Committee is charged with the review of the constitution and to assist the Board in correcting and adjusting the constitution. The Committee must consider the legal, operational, and governance aspects in all of the changes to the constitution. At times the Board will occasionally request an interpretation or evaluation of the constitution in order to deal with matters under their consideration.
The Committee has dealt with 2 requests for clarifications and proposed two possible constitutional changes to ensure timely delivery of meeting minutes and improve membership management.

VICE-PRESIDENT TECHNICAL REPORT
In addition to overseeing the various committees in the technical portfolio, some specific activities performed by the Vice-President Technical included the following:
Met with Jeremy Cross of the Coaches Association of Ontario in Q4 2010 to discuss the possibility of a Quest for Gold grant to run the Kata Experts Clinic. Applied for and received the grant which made the clinic possible. Final report to be completed soon.
Co-ordinated logistical details and attended the Holiday Training Camp as one of the managers.
Met in January 2011 with Barbara Lyon-Stewart, Brian Kalsen, Adrien Landry, and Allan Koyanagi to discuss options regarding Sport Priority Funding and the Judo Canada RTS position.
Participated in the delivery of the Dojo Instructor Course as a Facilitator-in-Training on January 28-30, 2011 in Bowmanville.
Attended the Kata Expert Clinic in February 2011.
Attended the Canada Winter Games as Team Manager in February 2011.
Prepared and submitted a daily blog on the Canada Games Website while attending the Canada Winter Games. Posted photos to Flickr to give parents and senseis daily access to team photos.
Completed and submitted the Team Ontario Development Grant Program Final Report to the MHP within the allotted timeline.
Attended a seminar in March 2011 with the MHP to review Base Funding and Sport Priority Funding deadlines and criteria.
Provide photos and article suggestions to Anne Wimmi for the Judo Ontario Newsletter on an on-going basis.
Took photos of Ontario Team members at the Senior Nationals and posted to Flickr for access by athletes.
Have all Judo Canada High Performance Updates posted to the Judo Ontario website.
Provided support to various committees/chairs as per V-P Technical portfolio.

High Performance Committee
A Year has passed and the usual has happened, the Quebec Open and Ontario Open were run. They were
well attended. The National Championships were held and they were attended with the usual outcomes. Judo
Ontario ran some events with the usual outcomes. What this all means is that for our high performance
outcomes to change we need to have a major change in our thinking and attitude towards the end result.
High Performance is exactly that, setting the standard high. This starts at the club level with the sensei’s buying
in to a formula that breeds excellence. If we want multiple National Champions and we want to take over the
number one spot nationally, we have to change the way we execute our high performance programs.
It’s disappointing to me that we have people receiving Quest for Gold that don’t show up to Judo Ontario
Training sessions and don’t compete at the National Championships. There is a major flaw in this and it needs
to be fixed. I hope to make major changes in the High Performance Programs in the upcoming year.

National Coaching Certification Program (NCCP) Report
Elections took place quite late this year. Five months into this budget year, we were left with no funding.
So far this year, we held our first Dojo Instructors Clinic at The Maple Leaf Judo Club. This was held January 28th to January 30
th, 2011 with Ron Angus as facilitator. A total of 13 coaches attended, with two coaches
unable to attend.
We were fortunate to be able to have the final changes to the Coach and Reference manuals available for inclusion in this Dojo Instructors course.
This year, I informed the V. P. Technical that I would like to increase the number of facilitators so as to ensure that Judo Ontario would not be put in the position of not having sufficient number of facilitators to carry on with NCCP programs.
I proposed the following previous facilitators, Tracy King and Maurice McDowell along with the inclusion of two female former Ontario National team members, Aartje Sheffield and Sandra Grieves to be trained as facilitators. We were given permission from Judo Canada for this.
We have Ron and Tracy Angus for the Central West region, Maurice McDowell for the West Region, Andrzej Sadej for the East Region, Sandra Greaves in the North West Region with hopefully Tracy Bichon (King) in the future and finishing up with Aartje Sheffield and myself in Central East.
This would leave Judo Ontario with the following facilitators:

Tracy's mother Judy who was one of Judo's major backers in Northern Ontario was ill at the time of the course. We will attempt to have Tracy trained at a later time.
We had two facilitators trained at the Dojo Instructors course January 28th to January 30th in Bowmanville--
Aartje Sheffield and Maurice McDowell.
Andrzej Sadej facilitated a course in Thunder Bay on April 7th to 10th, 2011. This was a DI course. A Dojo
Assistant course was planned as well as the DI course. Unfortunately, there were insufficient numbers registered for the DA course.
A big plus for Judo Ontario this year is that we received a large amount of aid in funding and leadership from the Coaching Association of Ontario (Jeremy Cross) covering the Dojo Instructors course in Thunder Bay. Without the Coaching Association's help we would not be able to run many of these courses. They of course cover other coaching programs as well as the NCCP.
We were also fortunate to have Judo Canada facilitate a level III course this July 22-24th, 2011. This took place
in Montreal. However, we will only have a course in English every two years with one in French taking place in alternate years. Although the course took place in Quebec, the first of the new level three was in English.
I requested input from the Regional Directors in finding out how many members in each region would be interested in the NCCP Coaching courses. So far I have only received input from Sandra Grieves of the North West Region. Requests from Central East Region and the Takahashi Dojo in the East Region were received. These however were not from the Regional Director. Other than Sandra Grieves and stand-in Liz Roach Central East's Secretary, I have not received any input from the other 4 Regional Directors.

Central West Region is looked after with the DA and DI courses that took place in April and May of this year.
I would like to see a course run in the West, North and East Regions. DI and DA courses have been requested for Central East once again. Planning for this will take place shortly.
Courses for DA and DI for the East Region will take place in early autumn. The location is to be chosen later. Locations for this region might be Kingston or Ottawa.

Head Coach’s Report
Some of my responsibilities included the following:
organizing monthly collaborative team training as communicated through HPC (Kevin Doherty and Steven Sheffield) and the V-P Technical (Aartje Sheffield)
ensure that the draws were accurate for both senior and junior events. (this was difficult as there were errors that needed to be made for both Nationals)
organize team meetings coordinated through team managers (Aartje Sheffield, Shu-Tai Cheng)
co-ordinate coaching duties for each mat along with communicating with personal coaches
overlooking possible ―care challenge‖ calls when necessary (difficult to do with shortage of available coaches)
be aware of any injury issues that may impact future matches and draw sheets
be present for all weigh-ins both pre and actual (all members of team Ontario made weight)
co-ordinate and communicate with associate coaches and the HPC during the year on issues that may impact Nationals, that is, individuals training out of country or those injured
recommend selection and possible changes using the Athlete’s Handbook as a guideline and communicate any changes as soon possible (permanent residence and landed immigrant status issues)
be aware of any conflicts of interest and reporting these conflicts to the VP Technical for future discussion, clarification and resolution.
As the selected Head Coach for Judo Ontario I had the pleasure in working with Bob Zettl and Tracy Angus.
Both Bob and Tracy assisted during monthly training sessions at Tora and both have vast experience as fighters
and personal coaches. Tracy also organized and conducted women only training sessions at her home Dojo.
Bob and I have worked together at senior and junior Nationals for over 20 years. We know almost every
competitor and judoka in Ontario.
The Senior Nationals were held in Edmonton, Alberta and they were great hosts. We had few seniors who
regularly came to monthly training and with no funds offered and with no quota most any senior who was in
good standings who participated in two of the designated qualifiers became eligible for senior Nationals. In my
humble opinion, I feel that a minimum number of provincial training sessions along with a minimum number of
qualifiers should be implemented to qualify for senior Nationals. This minimum standard should result in
superior performance results. With the team making their own travel arrangements, it was difficult to assimilate
a ―team concept‖. I would estimate over 90% of seniors were under U20. I believe this trend to be true across
Canada and not just in Ontario. What this means is that just when the greatest potential for our top athletes
arrives, they quit. What are we doing wrong? Why is it that we have many recreation seniors but few
competitive seniors?

Junior Nationals:
Junior Nationals were held in beautiful Sept-Îles. The host city was well financed and well organized. All
matches were streamed live on the internet. The ―care system‖ was fully implemented allowing for discretionary
challenges to be brought forward. In my opinion, we were short of coaches. Even with personal coaches
available, it was difficult to co-ordinate the ―best‖ coach scenario for each individual. Those of us who had
personal competitors had a hard time being there for our own athletes. In many instances, other personal
coaches, not familiar with the athlete, were coaching individuals who did not have their own personal coach in
attendance. In some instances, conflict of interest occurred due to this situation. We must try to do what is best
for all athletes. In my opinion, personal coaches should have guidelines and requirements same as Provincial
coaches. They should be required to participate in a certain number of monthly team training sessions as well
as to attend certain qualifying events. There should be standard requirements regarding weigh-ins and draw
requirements as with provincial coaches. Any conflicts of interest should be brought forward beforehand.
Once again, I am recommending that a minimum number of collaborative team trainings become a requisite
along with certain tournament participation. There should be clarification in the Athlete’s Handbook as how it is
determined what weight category an individual has qualified in. Clearly, it should be stated that the last
qualifying tournament that an athlete competes in is the weight category that he/she has qualified in. As long as
we allow independent travel, it will be difficult to build a ―team concept‖. When asked, the junior team
responded in supporting our two fight-off for Worlds. Nick Brockington lost best of three after golden score flags
and Youssef Youssef lost two straight. The medal count for U15 was down compared to previous years.

Long Term Athlete Development (LTAD) Report
This was the first year in Ontario that the Long Term Athlete Development (LTAD) position has existed. It is an
expansion of the old Junior Development Chair position.
Andrzej Sadej conducted both a Theory and Practical course on the Long Term Athlete Development
Model during the 2010 Christmas Training Camp held in Toronto.
The LTAD model was introduced at all NCCP Courses to both the DA and DI participants.
The Judo Ontario website was updated with a link to Judo Canada’s LTAD model.
Discussions with regards to the LTAD were held at the Town Hall meetings across Ontario conducted
by Joe Serianni.
Judo Canada has given Judo Ontario permission to test a pilot project to introduce 2 NEW belt colors to
Judoka under the age of 8 years olds to keep consistent with the standard of our existing belt structure
for those clubs that choose to have Kinder Judo Programs. More details to follow.

Quest for Gold - Ontario Athlete Assistance Program (OAAP) Report
Quest for Gold – Ontario Athlete Assistance Program 2010-2011 (OAAP) -- is funded by the Government of Ontario through the Ministry of Health Promotion and Sport (MHPS), and is operated through the Sport, Recreation & Community Programs Branch. The overarching goal of the Quest for Gold – OAAP which is directly related to the Enhanced Excellence goals of the Canadian Sport Policy – is to improve the performance and number of Ontario athletes performing at the national and international level; thereby contributing to the improved performance of Canada at international competitions. Specific objectives of the program are as follows:
a) To help athletes continue their pursuit of athletic excellence at the highest levels of national and international competition;
b) To encourage athletes to stay in Ontario to live and train; c) To compensate athletes for earnings lost while training; d) To enable athletes to successfully pursue excellence in sport while fulfilling their educational goals; e) To increase athlete access to improved high performance coaching; and, f) To enhance training and competitive opportunities available to athletes.
The program provides direct financial assistance to Ontario junior-aged athletes through an ―Ontario Card‖ designation. ―Junior-aged athlete‖ is defined as that athlete who fall within the eligible age range for the Canada Games - 11 to 22 years of age. A PSO/MSO with a NSO approved Long Term Athlete Development Model (LTADM) that identifies older athletes in the ―Train to Train‖ and ―Train to Compete‖ categories may apply to MHPS for a variation to this 11-22 age range. A PSO/MSO may choose to allocate a maximum of 30% of its carding allotment to athletes older than 22 years of age who have been identified as a potential next generation national team athletes by the PSO/MSO’s selection process. The intent of the OAAP is to provide funding to individual athletes based on their demonstrated commitment to high performance sport, allowing them to pursue athletic excellence at the highest levels of national and international competition. In accordance with the OAAP guidelines, Judo Ontario was responsible for developing sport specific selection criteria and forming a Selection Committee that applied the criteria to select those athletes who were awarded Ontario Card status in 2010-2011. The Selection Criteria was approved by the Board of Directors and reviewed by MHPS staff. Nominated athletes were required to sign an Athlete Agreement between the athlete and Judo Ontario. Carding status was for one year starting April 1, 2010 ending March 31, 2011. The Ministry of Health Promotion allocated a certain number of OAAP Ontario Cards to each eligible Provincial Sport/Multi-Sport Organization (PSO/MSO). Judo Ontario had been allotted a total of 18 Ontario cards (split evenly as 9 male and 9 Female Cards). Judo Ontario decided to exercise the option made available by MHP to split up to 30% of its carding allotment by issuing 8 half cards to the U17 division. As a result, the 18 cards issued to Judo Ontario, they were allocated as follows:

Ontario Women’s Coach Report
It has been a very exciting and successful season for the Ontario Women’s Judo Team. The teams competed
extremely well in the 2010 Quebec Open, 2010 Ontario Open, and 2011 Senior Nationals and more recently in
Sept-Îles, Québec, the 2011 U15, U17 and U20 National Championships.

Senior Nationals 3 Silver 2 Bronze One of the highlights of the season came when the Ontario Women’s Judo Team took home the 2011 Canada
Games Team Gold medal for the first time since the 1999 Canada Games again by beating Quebec in the final
with an exciting, nail biting, last fight rematch won by Jaya Creavalle.
This season Women’s Team Training was started on a monthly basis with great success and it was great to see
the more experienced girls encouraging and mentoring the younger less experience girls.
Not all successes were measured by medals; I am extremely pleased of the huge improvements made by a
number of our young female judoka boding good success for the future.
A special congratulation goes out to the following achievements:

The 2011 U15, U17 & U20 Canadian Judo Youth Championships and the National Training Camp took place at
the Aréna Conrad-Parent, Sept-Îles, Québec, on July 1, 2 and 3, 2011. The National Training Camp was run by
members of the Judo Canada’s staff Marie-Hélène Chisholm, Ewan Beaton, Scott Tanner, and J. F. Marceau
from Monday, July 4th to Thursday, July 7th. The camp attracted well over 200 judokas from across Canada

Referee Committee Report
At the November Ontario Open, over forty referees attended. The CARE system was utilized successfully. This system is fast becoming the standard and a fact of life for interprovincial tournaments. We hope to implement this system at all future interprovincial tournaments held in Ontario. We're investigating the software required and studying the feasibility of acquiring ownership of the software and hardware required. A home grown CARE system was tested at the fight-off at the Xmas Camp. A clinic was presented including a rules review and Q&A following the fight-off. Ontario referees have participated in the various local tournaments. Coaching and critique have been provided by members of the committee for referee development. Some videos have been distributed as resources to train referees at the regional level. Distribution has been suspended as version 2 is being worked on. The committee appreciates the efforts of Ed Spike in developing these tools. Chuck Lee and Tom Hino were selected to represent the province at the Canada Winter Games in Halifax. Aboriginal Committee Report
Since beginning as chair of the Aboriginal committee in September 2010, many activities have been at least
attempted.
Four main issues were:
1. Connecting Judo to Aboriginal communities
The Odawa Judo Club, which was purposely set up to serve the Aboriginal surrounding communities in the
Ottawa-Gatineau areas, had to move from the Odawa Native Friendship Centre last Fall, due to the building
being sold.
Since that time, not only has the club dropped by more than half of its students, the remaining students only
account for about 1/3 Aboriginal from almost 60% at the previous location.
The upside is the very generous Trillium Foundation grant ($27,000) was awarded to the only Eastern
Aboriginal judo club in Ontario.
This brings to mind, what the new committee could accomplish by reaching out to the other various native
friendship and community centres throughout the province.
2. Judo Ontario Aboriginal Judo Day event
Although it was planned to have this event held in the Toronto area in the Spring of 2011, nothing was ever
accomplished. I expect that it will happen in the Spring of 2012, even far greater than the Morgan/ Tritton
clinic held in Ottawa – June 2010.
3. North America Indigenous games I did contact the NAIG about Judo Ontario members’ participation in the games. However, as many are now
aware the 2011 games were cancelled quite unexpectedly.
Although judo was a considered sport, it was not expected to join this year had the games taken place,
since none of the provincial or federal judo bodies applied.
I’m presently looking into having Judo Ontario judoka be a part of the 2012 games.
4. Used judo equipment for non-profit clubs
We were, and are continuing to look into the possibilities in this regard.

Differently Abled Committee Report
Here is a review of 2010-2011:
During the year various events, clinics, and camps were attended by Differently Abled athletes. Athletes who
attended these events got a chance to continue developing their skills in different areas that include judo skill
level, dojo assistant level, competition level and presentation level.

March 2011, Joe Serianni Judo Clinic (Athletes attended)
Tora Annual Judo tournament (Athlete participated. Placed 1st place)
Camp Olympia subsidy for athlete participating in the Judo camp.
In partnership with Almaguin Highlands Community Living, we offered an ―Introduction to Judo‖ class for the children who are differently abled as well as the public.
IBSA World Youth and Students Games, Colorado Springs, USA. Athlete participated and placed 1st
place.
During the year we have had numerous e-mails and phone calls asking about starting a Differently Abled Judo Program in their areas. With the Differently Abled Committee, we are preparing to give demonstrations in various locations to open new doors for future judo programs in partnership with Community Living Agencies. With the continued support of Judo Ontario, dreams have been made come true as well bringing, new opportunities.
We would like to thank the athletes, the Differently Able Committee, Judo Ontario Board and staff for their endless support and hard work they put into making dreams possible.

VICE-PRESIDENT COMPETITIONS REPORT
This past year has been a busy learning experience from day one. With only a venue and hotel secured, we put together the Ontario International Open in approximately six weeks. Designing the lay-out of the venue to accommodate the requirements of an international shiai meant many hours of design work to make the venue workable while at the same time accommodating the needs of athletes, officials, coaches and spectators. I would like to thank all the volunteers who made this event a success. Negotiations with Seneca College made clear the need for a search for alternative venues to host major shiais. A committee was struck, chaired by Steve Campbell, to search the province for possible venues. This took the committee to many venues in several cities. Negotiations with a number of cities followed and have resulted in our securing two venues in the Greater Toronto area for the next two years. The Ontario Youth International will be held at the Heart Lake Secondary School in Brampton and the Ontario Open at the Mastercard Centre in Etobicoke. The unsuccessful candidates will be kept on file as potential venues in the future. I wish to thank Steve for his hard work in this endeavour. The Sanctioning Committee has also been very active this year. Under the chairmanship of Gavin Blake, this committee has revised and reorganized the Judo Ontario Shiai Standards and Event Sanction Policy 2009. See Gavin Blake’s report for details. The camps and seminars part of the 2009 document was split off and given its own sanctioning document. These documents remain living documents that will evolve even further as evidence of need arises and is addressed. The Fair Play system of refereeing was introduced at shiais this past year. For those unfamiliar with this approach to competition, Fair Play is an attempt to make judo competition more rewarding and enjoyable for junior judokas at the entry level—U9, U11, and potentially U13. Essentially, Fair Play gives each judoka two minutes of judo in each fight. Scores are added up at the end of two minutes and a winner is declared. What Fair Play prevents is the 5-20 seconds fight which is over almost before it has begun. Fair Play is now part of the Sanctioning document. The Asahi Judo Club developed a scoring program for the Fair Play system based on total points scored in a match. This approach has proved to be the most workable in practice, and I would recommend that all future shiais use this system. I would like to thank Gavin for all his hard work in chairing this committee this past year. As Vice-President Competitions, I attended the Senior Nationals, the Am-Can, and the Junior Nationals shiais this past year to observe how each major event was organized and run. Each event gave me a better insight into the running of an international event. What I learned will be applied to next year’s Ontario-hosted events—The Ontario Youth International, The Ontario International Open and the combined Senior and Junior Nationals—to make them the best ever. To all those who corresponded with me, I wish to thank you for your insights. You gave me much to think about and helped shape my decisions regarding the activities under my jurisdiction this past year. Sincerely,

Sanctioning Report
The 2010-2011 season saw several changes to Judo Ontario sanctioning and the way tournaments will be run in the future. The role of Chief Official was clarified. This role has up to now been very vague, falling somewhere between Tournament Director and Chief Referee. Now the Chief Official is Judo Ontario’s representative at any given tournament. It is his/her responsibility to ensure all sanctioning policies are being followed. A number of tournaments this year did not adhere to the sanctioning policy with particular reference to safety zones and combining of weight divisions. ―Fair Play‖ for U9, U11 and possibly U13: Several Fair Play formats have been tried, with varying degrees of success, in order to give our younger players more mat time and hopefully a better competitive experience in keeping with the Long Term Athlete Development model. At the Judo Ontario Junior Olympics in June, Judo Ontario held a trial of a new computerized system and scoreboard. This new system was very well received by all those in attendance and it is hoped that this system will become the standard for Fair Play scoring in the future. There were a few more minor changes made to the sanctioning document, designed to make it easier to interpret. There is now a much clearer definition of what constitutes a dojo, regional or provincial tournament. A separate document has been created to address sanctioning of camps and seminars. A closer watch has been put on the scheduling of tournaments in order to not have back-to-back weekends. Venue Chair Report
On behalf of Brian Kalsen and Dave Robb, I am pleased to present this report to the membership and executive of Judo Ontario.
The Venue Chair position was created by the new Judo Ontario executive as a proactive measure. The mandate was to establish contacts and to review, visit and evaluate suitable venues, related facilities and amenities Judo Ontario would select from, for future Judo Ontario sponsored shiai.
A major challenge of planning major events is securing suitable venues well in advance of scheduled shiai dates. Facilities are in high demand by many organizations.
Interestingly, throughout the search, we discovered that although there appears to be diverse and plentiful choices of venue, the opposite was found to be true. Plus, quite frankly, the majority of potential venues were plainly too expensive.
Criteria, such as but not limited to parking, change rooms, spectator galleries, food services, size of competition area and budget constraints were taken under consideration. Other factors considered included medical facilities, transportation, accommodation, and area restaurants.
No less than 18 facilities were evaluated from Brampton, Mississauga, Toronto and Oshawa through to Kingston. A similar number of hotels were evaluated as an integral component of the mandate. As an example, the Judo Ontario International Open is a major shiai. We can attract through comprehensive marketing and promotion along with first class facilities and amenities upwards of 800 competitors. Event organizers now have a comprehensive list of facilities to choose from for future shiai.

1. I would like to thank Chris Brown, Anne Wimmi, Sandra Greaves, and Mitch Belleau for their volunteering
and chairing various functions for the Judo Ontario in the Marketing and Promotions group. Without their
dedication and perseverance, most of what was accomplished during 2010-2011 would not have occurred.
I am indebted to their work efforts for making this year a successful one. This was a particularly
challenging year given the limited and constrained budget and the challenge of keeping the Judo Ontario
membership engaged. With improved budget for 2011-2012 we will see improved member services across
the board.
2. 2010-2011 saw the introduction of a new fee structure more in line with other provincial organizations:
a. introduced Recreational level membership
b. segmented fees based upon age categories and
c. re-launched the schools and eclipse programs
3. A senior member of Judo Ontario, Joe Serianni, conducted town-hall meetings to gain insight and feedback
on value provided by Judo Ontario. Depending on budget and Board approval, addressing the
observations and feedback will be the focus, in whole or in part, during the 2011-2012 fiscal year.
4. In addition, the newsletter report has become an electronic only newsletter thereby keeping costs down.
5. I attended judo events to promote membership activities seeking and feeding back information to Judo
Ontario for its consideration . I acted as ombudsman for judokas. This was perhaps the toughest role to
undertake on the team. A special thanks to Sandra for her dedication and commitment to such a
challenging task.
6. I attended the Toronto Pro Sports Supershow at no incremental costs to Judo Ontario. This activity served
as a trial to determine if we should attend other like shows in the future.
7. I issued and closed an RFP for web hosting services over a 3 year contract period, thereby providing lower
cost of services. As outlined in the Website Committee Report, quoted services will address key items
identified within town hall meetings such as the following:
a. Ability for Judo Ontario to take on virtually all of the day to day website updating and the ability
to delegate people outside the Judo Ontario office to publish content as well. This will eliminate
the previous issues about waiting for content to get posted.
b. Website search function that will make it easier for people to find what they’re looking for.
c. Bread crumb system. This is a feature that allows the website user to see where they are in the
site at all times.
d. Tools for the Dojoshus (including certificate and ad templates and a communications platform).
The certificate and ad templates are self-explanatory, but the communications platform would
allow the Dojoshus to send messages to all their members and increase the level of
communications within the clubs.
e. Ability to indicate ½ belts in the site. This is a given. Member’s ranks are tracked on the site and
not having that ability diminishes the accomplishment for the members.
f. Integrate Social Media Platforms like Facebook and Twitter

Website Committee Report
I would like to thank Allan Koyanagi, Ron Angus, and Rudy Fisher for all their help and efforts over the last year. During the year, the Committee reviewed the current website and the related challenges. The Committee also undertook a formal Request for Proposal project to potentially select a new web hosting/graphic design firm to assist Judo Ontario with the website and newsletter.
At the end of this process, the current provider, Citrus Media, was selected as they provided the most value to meet Judo Ontario’s requirements. Members can continue to expect a great professional looking website and newsletter. In addition, members can expect the following enhancements to the current website:
Ability for Judo Ontario to take on virtually all of the day to day website updating and the ability to delegate people outside the Judo Ontario office to publish content as well. This will eliminate the previous issues about waiting for content to get posted.

Membership Committee Report
The Membership Committee is pleased to report an increase in overall membership from 2,732 for August 1, 2009 through to June 27, 2010 to 2,944 on August 1, 2010 through to June 27, 2011.
A new membership plan was implemented in November 2010 to address the concerns of members who felt that membership should be more accessible.
Town Hall meetings were organized across Ontario to listen to the concerns of our members and to act accordingly. A report was submitted by Joe Serianni and a plan has been put in place to address our members concerns.
I congratulate the new Board on all of their efforts and wish the new membership committee chairperson the greatest success.
I would like to thank my committee members Derek Robertson, Kevin Ausman, David Miller and Kim Boaro for their support and feedback.

I am pleased to provide you with the Newsletter Committee’s Report for the period October 2010 to August
2011. Since the fall of 2010, five newsletters have been published every two months (November 2010, January
2011, March 2011, May 2011 and July 2011). The September issue is due out soon.
I would like to extend a sincere thanks to the following:
Chris Brown for his assistance in the early days when I first assumed the role of Newsletter Chair;
Rudy Fischer, Brian Kalsen, Allan Koyanagi and Chris Trubela for their ongoing guidance and support throughout the whole process from initial contact with contributors through to publication; and

Media Committee Report
I would like to thank all the Marketing and Promotion chairs for their continued support. This report is based on several group meetings by phone and the actions taken. As Media Chair, I participated in several group meetings hosted by Rudy Fisher, Vice-President of Marketing and Promotions, to discuss the various priorities concerning the individual chairs and marketing. We produced several press releases in regards to the results of tournaments, upcoming events and athletes’ achievements. I have listed below some of the activities throughout the year:
contacted several Toronto sports stations to appear at the Ontario Open;
requested and received from Shelley Crawford, CSEE, a media contact list and a sport contact list for the media in Toronto who we could share the press releases with for the Ontario Open and other upcoming events;
prepared press releases on athletes competing for Ontario; and
prepared press release for the Ontario Open. One of the main tasks of the Media Committee is to improve the visibility of judo and promote and celebrate our athletes’ achievements. Some of the tasks we feel will help achieve this for next year are as follows:
prepare an outlined agenda to follow, i.e., prepare a list in advance of the year’s coming events and also potential judokas to focus attention on;
get more direction and information from the coaching and tournament committees about upcoming events, tournaments and athletes to focus on;
create different dynamic templates for future press releases to accommodate any rush information that
may appear;
draw more attention and attract new clients to our clubs through media and advertising. Through articles and media outlets, educate the masses. How? I suggest we put a judo spin on the very popular mixed martial arts theme.
send out mass press releases to media outlets and offer limited password access to the Judo Ontario website to a possible media only component. We can then use passwords to track who is using the site if any. In order to draw them to the site, have good interesting articles about today’s judo and popular judo practitioners in the sport and MMA. The articles could be judo’s contribution to today’s MMA, history of judo, and judo into modern BJJ. Once hooked, draw attention to all the good things that judo has to offer as well as the success of our judokas and our tournaments.

VICE-PRESIDENT, OPERATIONS REPORT
It is my pleasure to report to the Annual General Meeting the activities of the Operations portfolio for the past
year. I would like to begin by commending Frank Vossen and the Discipline Committee for their excellent work
this last year. Each case has been treated seriously and investigated thoroughly with satisfactory resolutions.
There are two outstanding cases that Judo Ontario is currently investigating. I am not permitted to elaborate
any further on these issues out of respect for confidentiality.
In addition, Judo Ontario is responding to an Ontario Human Rights complaint for which it has hired a lawyer to
help with a response and to represent us if needed.Judo Ontario continues to be involved in a court case that is
historical in nature. Again, in both cases Judo Ontario has been advised by counsel not to discuss the details of
either investigation.
As Vice President of Operations, it is also my responsibility to ensure the implementation of Judo Ontario’s Vulnerable Sector Screening Policy. This has been overlooked for far too long and will be introducedto the membership in the new season.

VICE-PRESIDENT REGIONS REPORT
The last twelve months have been interesting for me at Judo Ontario. On September 15, 2010, I participated in a conference call meeting with the other regional representatives and the President, Brian Kalsen. At that meeting, I was voted in as the Vice-President Regions.
On October 27, 2010, I organized a conference call meeting with the other regional representatives. We discussed the new fee structure, regional funding, and any other concerns they had.
I participated in Board conference calls to discuss the business and operation of Judo Ontario and other issues that were on the agenda. These calls were two to three hours long every two to three weeks. They have made me realize all the involvement and time commitment required by the many volunteers of Judo Ontario.
I participated in initiating the first town hall meeting with Joe Serianni in Thunder Bay on November 27, 2010.
One regional representative resigned for personal reasons, so I ensured that a replacement was appointed.
Regional funding was kept in the budget for next year.

East Region Report
A year ago I accepted the position of Regional Representative and Regional Director for East Region. I attended
the Judo Ontario election, and reported to the region at a planning meeting.
During a conference call I voted for a Vice-President of Regions.
Takahashi Dojo hosted a clinic and successful grading in September.
In December Lycée Claudel Judo hosted a clinic given by Jason Morris. The mats were full of Judoka
of all ages and ranks working out together.
In the New Year, Joe Serianni traveled through bad weather to give a Referee Clinic free to East Region
members and conducted a town Hall meeting, both were well attended.
As per a request, I forwarded the numbers of members interested in a level I or level II NCCP coaching
coarse.
I'd like to thank all the East Region competitors, officials and coaches who travel to competitions and events
every year both in and out of the province you keep Judo alive.
I am pleased to be a small part of East Region that has a proud history and a bright future.

North Region Report
I would like to thank our athletes, Regional Board, volunteers, coaches, referees, Judo Ontario staff and the
Board of Directors for all your support and contributions for the successful accomplishments we have had for
this year.
During summer 2010 we had our Annual Judo Day Camp. Judokas from the main stream and special needs
had tremendous learning experiences. Thank you, sensei Lym, for taking leadership!
We had athletes with special needs participating at a tremendous judo demonstration at Ontario Open last
November. Congratulations to Ben, Dwayne and Jacob! Keep working hard!
We are continuing judo classes for children with special needs in partnership with Almaguin Highlands
Community Living. It has been great! We had a great opportunity to send two athletes to a Summer Camp!
We had a judo clinic last March 19 featuring Joe Serianni. We learned much about refereeing, as well as
recreational and competitive judo skills. Great job, Sensei!
Lee Frappier from Atikameksheng Judo Club held an Annual Judo Open House last April. It was a great
experience for the 50 attendants that enjoyed many judo games, skills and randori contests. Thank you sensei
Lee for doing such a great job to spread judo to the Aboriginal population!
We had one athlete on the Ontario Team who attended the 2010 Junior Nationals in Lethbridge, Alberta.
Congratulations to Priscilla Campos for winning the Gold medal!
I am also grateful for the opportunity I had during this year to be in different committees for Judo Ontario.

Central West Region Report
This has been a successful year within our region. We have hosted many great shiais and have promoted judo
in our area. Judokas from our region have proven their worth in capturing many top positions in Ontario as well
as nationally.
Our strengths include strong representations at every shiai as referees and coaches. The NCCP program is
ongoing to train our coaches and instructors. Hosting team training at several clubs has proven successful.
Membership has been a concern. A better job in getting all members registered in Ontario is our major obstacle
to making judo grow in our region. Attention to this at the club level is the best way to increase our numbers.
I look forward to 2011-2012 and to continued success.

North West Region Report
In the last year, the region had three tournaments. On December 3, 2010, there was a referee clinic attended by 18 people. December, 2010, saw a town-hall meeting and the Thunder Bay Mac Open tournament. A Kata clinic was also held at the Thunder Bay Judo Club on December 5, 2010 and on April 8, 9, and 10, 2011, there were 12 participants attending the NCCP D.I. course. Marathon held its tournament on April 23, 2011. Participants who came all the way from Toronto were very appreciated. Thank you to Bill, Chuck and Keith for fighting the snowstorm. Kenora held the Lake of the Woods tournament on May 7, 2011. Judoka were from North Western Ontario and Manitoba. We have one new club in Thunder Bay, Tokage Budokan, which everyone is still trying to figure out how to pronounce. Mario Rodrigue, North West Regional Representative

Since the last report the following has happened in the CE region:
1. Anna Rabjon had to resign due to personal obligations, so the balance of the committee has just carried on. 2. Jim Walker hosted a great NCCP Dojo instructor course at his club – instructor Ron Angus. He is working
on a First Aid course. 3. We held the annual Masters’ tournament – turnout was a little disappointing, but will be holding the next
Masters’ tournament in March 2012 and hoping for a great turnout. 4. Dale Rasmussen and Roger Hui hosted a great beginners’ referee clinic – turnout was great, but
unfortunately it was members from one club. 5. Our Terry Watt clinic had to be cancelled due to health reasons with Mr. Watt’s wife. 6. New elections will be coming up soon – all dojos will be informed – please attend.
