The Buchanan County Board of Su-pervisors met in special session as the Board of Canvassers at 9:00 a.m. on Tuesday, June 9, 2020 telephon-ically with Gary Gissel, Chairman in the Chair and Clayton Ohrt present. Don Shonka absent. The meeting was held electronically due to con-cerns with COVID-19 and social dis-tancing which makes an in-person meeting impossible or impractical.

The Board proceeded to canvass the votes cast at the June 2nd Prima-ry Election with the following candi-dates nominated: Democrats: Board of Supervisors – Joe Payne; County Auditor – No candidate; County Sher-iff – No Candidate; County Treasurer to fill vacancy – No candidate. Re-publicans: Board of Supervisors – Clayton Ohrt; County Auditor – Kris Wilgenbusch; Sheriff – Scott Buzyns-ki; County Treasurer to fill vacancy – Gina Mether.

Abstract of Votes were completed and forwarded to the State of Iowa. Motion by Ohrt second by Gissel to place the Official Canvass on file with the County Auditor. All in favor, motion carried.

Motion by Ohrt second by Gissel to approve the claims filed with the County Auditor for payment in the amount of $5,479.42. All in favor, mo-tion carried.

Call to Order: The regular monthly meeting of the Board of Trustees of Inde-pendence Light & Power was called to order at 9:21 a.m. on May 28, 2020 in the administrative office building. Chairman Stephany Harvey presided via au-dio/video. Present at the meeting via audio/video were Trustees Gerald Stelter, Lance Fricke, Mike Lenius and Amber Hunt. Absent: None. Also, present were Kevin Sidles, Linda Kress, Josh Vandenburg, Melissa Hearn and Lans Flick-inger. Votes were unanimous unless indicated otherwise.

Consent Agenda: Inclusive of the minutes of the April 30, 2020 regular meet-ing, Bills #42506-2535, #42537-2557; electronic payments #8803185-3218, and direct deposit advice #42536, #9905113–5136; Month end and operations reports were approved with a motion by Stelter, second by Fricke.

Business Conducted: 1) No public request or comment. 2) Sidles provided an overview of first quarter Month End reports. 3) Kress reported Income Offset matches at approximately $14,000 through May 20, 2020; Winter Moratorium/Public Health Emergency proclamation expired May 27, 2020 with IUB phasing in interruption practices. 4) Discussion on waiving reconnection fee(s) and the continuation of waiving late penalty fee(s) until July 15, 2020. 5) A motion by Fricke to waive reconnect fee(s) and late penalty fee(s) until July 15, 2020, second by Hunt. 6) Kress reported soft opening of front lobby area scheduled for Monday June 1, 2020. 7) Discussion occurred on reopening standards with Board consensus to proceed with soft opening on Monday June 1, 2020. 8) Kress reported NorthStar go-live date has been adjusted to August 31, 2020 due to staff training constraints related to COVID-19; Currently in mock-up stag-es of new customer statement. 9) Hearn reported winners of the ILPT Scholar-ships were chosen by WPPI Scholarship Committee: $1,000.00 Public Power Scholarship won by – Makenzie Homan; $1,000.00 Public Power Scholarship won by – Parker Sweeney; $500.00 Public Power [Telecommunications] Schol-arship won by – Emma Hansen; $500.00 Power Line Program Scholarship won by – Bryn Jones. 10) Sidles reported switch gear installation West Substation 4th circuit completed; Directional bore under Wapsipinicon River north of First Street bridge completed. 11) An outage occurred on the SW side of town Sat-urday May 23, 2020 affecting 18 customers for 32 minutes due to a tree branch in the power lines. 12) Assistance provided to Coggon Municipal Light Plant on May 11, 2020. 13) No Old Business. 14) WPPI Energy Community Recharge Program discussion. 15) A motion by Fricke to donate 50% of WPPI Energy Community Recharge Program funds to Independence Area Food Pantry and 50% of WPPI Energy Community Recharge Program funds to Champs Cup-board, second by Hunt. 16) The next regular Board meeting will be Thursday June 25, 2020 at 9:00 a.m. 17) An upcoming meeting has been set for Thursday July 30, 2020 at 9:00 a.m. 18) Moved for adjournment at 9:52 a.m. with a motion by Stelter.

Telecommunications Utility was called to order at 9:02 a.m. on May 28, 2020 in the administrative office building. Chairman Stephany Harvey presided via au-dio/video. Present at the meeting via audio/video were Trustees Gerald Stelter, Lance Fricke and Mike Lenius. Absent: Amber Hunt. Also, present were Kev-in Sidles, Linda Kress, Josh Vandenburg, Melissa Hearn and Lans Flickinger. Votes were unanimous unless indicated otherwise.
