The KEYER is published monthly by K6MEP, the Ventura County Amateur Radio Club, Inc. as a means of providing club members the minutes from K6MEP’s monthly general membership meetings, the monthly board of directors meetings, acalendar of events and articles of interest on amateur radio.

Layout and logos are the property of The Ventura County Amateur Radio Club, K6MEP. The stories printed in this journal remain the property of the writers, without whom we would not have a publication. Permission to reprint articles should be obtained from the authors. Articles from the ARRL are reproduced with permission.

Greetings Current & Prospective Members:Happy New Year and all the best in 2018. It has to be

better than the enormous damage due to the Thomas fire of December, right? Let's hope so! And let's show our EMComm support by wearing our yellow shirt uniforms, OES, ARES, as available, for those ARES/ACS members among our Club members.

For our January meeting we will have not 1, not 2, but 3 presentations: ARRL Southwestern Director Dick Norton, N6AA, will be first with his topics, Q & A, etc., then Avi Carmi, K6AVI, will share his 2017 Eclipse experiences, then Bob Byl, KD6UDA, will present on Tracking Satellites.

There were over 80 different Fire and Response agencies who came to Ventura and Santa Barbara Counties. I sawbrush trucks from as far away as Oregon. These are a few of the emblems I have been able to capture.

I have a ICOM IC-730 HF transceiver with a Drake MN7 matching network (tuner). It comes with a Alda 12 volt power supply. I would like to sell them together as it would make for a good starter set up. I am asking $150.00 for all three. If necessary I will throw in some used coax.

I also have a couple of lengths of used RG-8 coax. Asking $5..0 to $20.00 per piece.

Also have some RG-59 72 ohm coax. New still on the reel. Cheap.

Upcoming FCC Exam Sessions

ON EXAM DAY BRING THE FOLLOWING ITEMS:1. A legal photo ID (driver's license, passport). 2. When no photo ID is available, two forms of identification must be presented:

a. non-photo ID/driver's license (some states still have them)b. birth certificate (must have the appropriate seal)c. social security cardd. library carde. utility bill, bank statement or other business correspondence that specifically names the person; or a postmarked

envelope addressed to the person at his or her current mailing address as it appears on the Form 605.3. Students may bring any of the above items and/or a school ID, minor's work permit, report card, or a legal guardian may

present a photo ID.4. Bring your Social Security Number (SSN) or your FCC issued Federal Registration Number (FRN). VEC's are required by

FCC to submit either your SSN or your FRN number with your license application form. If you prefer not to give your SSN,then you may use your FCC issued FRN, if you have one. For instructions on how to register your SSN with the FCC andreceive a FRN, visit the FCC's FAQ page and the FCC's registration instructions page.

5. If applicable, bring the original and a photocopy of your current Amateur Radio license and any Certificates of Successful Completion of Examination (CSCE) you may hold from previous exam sessions. The photocopy(s) will not be returned.

6. Two number two pencils with erasers and a pen. 7. A calculator with the memory erased and formulas cleared is allowed. You may not bring any written notes or calculations

into the exam session. Slide rules and logarithmic tables are acceptable, as long as they're free of notes and formulas. Cell phone must be silenced or turned off during the exam session. The phones' calculator function may not be used.

8. Bring a check, a money order or cash to cover the exam session fee(s). Check the ARRL VEC's current exam fee.

Due to assignment and coordination of several D-Star Repeaters, TASMA, the southern California Two meter amateur frequency coordination body, has had to re-align several frequencies. Among these changes are the channelization (15 KHz spacing) of the 145.5 - 145.6 simplex allocation and reassignment of several frequencies from simplex to other uses.

None of the local Ventura County repeaters are directly affected; however several previous simplex frequencies are now in use either as repeater inputs or outputs. New County ARES Packet frequency is 145.050 Mhz;

ARRL offers online training for hams who want to participate in the Amateur Radio Emergency Service.

The time for training is before a disaster...not during one.

The former Amateur Radio Emergency Communications (AREC) series of three training courses has been reconfigured into two courses: An introductory course and a course for leaders and managers.

Introduction to Emergency Communication(#EC-001)

Revised in 2011, this is an update of the former Level 1 course. It is designed to provide basic knowledge and tools for hams who want to serve as a Public Service volunteer. It provides an opportunity for non-hams who rely on communications in emergency situations to learn about Amateur Radio and its unique role in emergencies.

The course is offered online using the Moodle learning platform. The Introduction to Emergency Communication course has six sections with 29 lesson topics and a 35 question final assessment. Participants should plan on completing the course in approximately 45 hours over a nine week period. This is a mentored course, in which you may work according to your own schedule. Cost is $50 for ARRL members and $85 for non-members.

Public Service and EmergencyCommunications Management for Radio

Amateurs (#EC-016)Launched in 2010, this course is designed for Amateur

Radio operators who will be in leadership and managerial roles, organizing other volunteers to support public service activities and communications emergencies. Participants will learn how radio amateurs prepare to support local communityevents and, when working in coordination with governmental and emergency response organizations, how to deploy their services. PR-101: ARRL Public Relations (EC-015)This is a basic training course for PIOs and anyone

interacting with the media and promoting Amateur Radio.This course is designed to give hams a quick overview in

public relations activities. It uses the skills of experts in various aspects of public relations to provide volunteer Public Information Officers with the basic skills and expectations thata PIO needs to know to be effective in their home region.

PR-101 covers everything from the basic news release to Web sites and video work.

I have shared with many of you my thoughts on how the ARRL Board of Directors is no longer representative of the membership. I would really rather be wishing you Glad Tidings of Joy but this arrived in my inbox from the Traffic Handlers forum. Seems to me that it is time we start letting our Directors know how they should vote. If the members want it then FiduciaryResponsibility be damned. Last time I checked the ARRL was an organization for its members and not for financial profit.

President and Vice Presidents. Note that the ARRL President and Vice Presidents are not elected by the members. They are Directors who are elected to their offices by the Board of Directors. Currently, the President, and 3 Vice-Presidents do NOT have voting privileges. Mr. Lisenco, in his motions, desires to give "Directorships" to the holders of these positions.

As detailed below this unbalances the representation of the ARRL Board of Directors among the Divisions.

In my opinion - the motions by Mr. Lisenco are nothing more than an effort to move the control of the ARRL away fromthe members and more into the hands of those who have too much control already. I urge you to contact your Division Director, indicate that you want him as your elected representative to vote no on these motions and that you want a recorded vote on the motions so that you know how your Director voted.

And personally, I think that Mr. Lisenco's doing this in the December time frame when we are all focused on the Holiday smacks of the political maneuvering that we abhor in Washington. It is about time he stops writing these motions that will do nothing more than power consolidation and start writing a motion to rescind the Board's Standards of Governance and have a version written that will respect the members.

And one more 'and'. We got this way because of the apathy of the membership about what goes on in Newington. Either we change now or forget the ARRL ever being a membership organization again.

ARRL Hudson Division Director Mike Lisenco, N2YBB, the same Director who negotiated the flawed Amateur Radio Parity Act, is now proposing a major change to the longstanding voting rules of the ARRL Board of Directors. Instead of 15 Directors having sole voting privileges, one per ARRL Division, he is proposing to give additional voting privileges to the ARRL President (K5UR) and the three (3) ARRL Vice Presidents (K0GW, N5ZGT, K0QB), none of whom are elected directly by the membership. Effectively, the Dakota Division (ND, SD, and MN) would get 15.8% of the voting power (3 out of 19 votes) even though they represent less than 3% of the ARRL membership. It also means that even if all five Directors up for election this summer are replaced, instead of a potential 8 to 7 majority in favor of more BoD openness, they would now represent an 8 to 11 minority.

To review, these five directors (including N2YBB) all supported the revised Amateur Radio Parity Act, they all voted in favor of the flawed Code of Conduct, and they all voted in favor of the censuring of N6AA.

The Secretary has received the attached seven changes to the Articles of Association and By-Laws than Director Lisenco will be making at the January board meeting.Ã? They have been received and circulated more than 30-days before the January 19th meeting.

Mike has asked that we include his brief statement (below) as part of this notification.

I am introducing a number of amendments to the Articles of Association and the By-Laws that are designed to grant voting privileges to the President and the three Vice-Presidents. They would have voting equality with the Directors on all matters with one notable exception. They would not be able to vote in elections for the officer positions.

I believe that this is long overdue. We look to elect from the Board those who we feel would be the best leaders of theBoard, yet we take their vote away as the price of admission. That diminishes their authority and their ability to lead. It also makes the potential officer talent pool smaller as, perhaps, the best person for the job won’t run for an officer positionbecause they lose their vote.

It doesn’t make sense to me to continue this practice. Let’s get away from the that’s how we always have done it mentality.

It make sense that we allow the officers the right to vote. Yes, it does change the political landscape but I think it’s for the better and it will make the Board stronger.

I’d be interested in what you think on the matter. We have over a month to come to a consensus.

New IARU Region 2 Intruder Watch Coordinator Named

12/19/2017Carlos Beviglia, LU1BCE, of Buenos Aires, Argentina, takes over as the International Amateur

Radio Union Region 2 (IARU R2) Monitoring System Coordinator on January 1. The Region 2Monitoring System has been inactive recently.

Licensed at age 16 in 1979, he represents the third generation of radio amateurs in his familythat began with his grandfather, LU2BJ, in 1927, and that he hopes will continue with his own children. He prefers to operate CW and is active on all HF bands.

Beviglia served as president of the Radio Club of Argentina from 2007 until 2017 and participated in the club’s 2016 Summer Antarctic Campaign at LU1ZI — Carlini Base, South Shetland Islands, Argentine Antarctica.

FCC Penalizes Marketer of Ham-Band Drone Audio-Visual Transmitters

12/19/2017The FCC has imposed a $180,000 civil penalty on a Sarasota, Florida, company that had been

marketing noncompliant audio-visual transmitters intended for use on drones in violation of theCommission’s Amateur Service and marketing rules. In an Order released on December 19, the FCCexplained that Lumenier Holdco LLC (formerly known as FPV Manuals LLC) was advertising andmarketing uncertified AV transmitters capable of operating on both amateur and non-amateurfrequencies, including bands reserved for federal government use. Some of the transmitters alsoexceeded the 1-W power limit for Amateur Radio transmitters used on model craft, the FCC said.

“Moreover, entities that rely on amateur frequencies in operating compliant AV transmitters musthave an amateur license and otherwise comply with all applicable laws for such operation,” the FCC said in the Order. The FCC said that while it generally has not required amateur equipment to be certified if it operates solely on Amateur Radio frequencies, certification is required if a device can operate outside of the ham bands.

Last January, in what it called an “extremely urgent complaint” to the FCC, ARRL targeted the interference potential of a series of audio/video transmitters used on unmanned aircraft and marketed as Amateur Radio equipment. ARRL General Counsel Chris Imlay, W3KD, said those transmitters used frequencies intended for navigational aids, air traffic control radar, air route surveillance radars, and global positioning systems.

In addition to paying a civil penalty, Lumenier, which has admitted to marketing the noncompliant AV transmitters, will enter into a Consent Decree with the FCC to settle the enforcement proceeding and terminate the investigation.

The case stemmed from complaints received by the Enforcement Bureau’s Spectrum Enforcement Division. “The investigation revealed that some of the AV transmitters marketed by Lumenier were capable of being operated outside of the authorized Amateur Radio Service bands, including on frequencies reserved in whole or in part for federal agencies, but were not certified or otherwise compliant with the rules,” the FCC said in its Order. “These AV transmitters are considered intentional radiators and must comply with the Commission’s Equipment Authorization and Marketing rules.

The FCC said that Lumenier ceased marketing the noncompliant transmitters after receiving a Letter of Inquiry from the FCC last April. The Consent Decree accompanying the FCC Order requires Lumenier to admit that it violated equipment authorization and marketing rules and establish a compliance plan to ensure that the company complies with FCC rules in the future.

Amateur Radio Volunteers Active in Latest Round of California Wildfires

12/11/2017The massive and barely contained Thomas Fire in Southern California has consumed

more than 230,500 acres, and the emergency has caused residents in fire-threatened areasto evacuate. Amateur Radio volunteers remain active supporting communication forAmerican Red Cross shelters in Ventura County. More evacuations are likely, although theneed for Amateur Radio assistance remains dynamic. Cal Fire said today (December 11)that evacuation operations will occur ahead of westward fire growth, speeded by lowhumidity and gusty Santa Ana winds, which will push the fire further into Santa Barbara,County. One of several fires that have broken out across Southern California, the ThomasFire is far and away the largest.

Ventura County Auxiliary Communication Service (ACS)/ARES activated a week ago to support Red Cross shelters there, providing communications between shelters. Radio amateurs also have deployed to the Ventura County Emergency Operations Center (EOC). ACS/ARES expects to be deployed while shelters are open. According to ARRL Ventura County District Emergency Coordinator Rob Hanson, W6RH, the ACS/ARES volunteers are staffing four evacuation centers, in addition to the EOC.

Santa Barbara Section Manager Jim Fortney, K6IYK, told ARRL, an Amateur Radio digital network (ARDN) MESH video network has been live streaming images from several sites, as long as the network remains up.

“Loss of primary power has required using the solar power backup capabilities, but, unfortunately, the heavy smoke has made that backup less than fully reliable,” he said. In addition some sites are down because of power outages, and atleast one hilltop site was overrun by fire.

“The Santa Barbara District ARES organization works closely with Santa Barbara County OEM [and] is prepared to support any requests as the Thomas Fire continues to burn into Santa Barbara County,” Fortney said.

Rich Beisigl, N6NKJ, reported that the Fallbrook Amateur Radio Group and other groups in the North County (San Diego) are providing communication at some evacuation centers, and the Red Cross has activated its Amateur Radio group. He said a group in Carlsbad also was providing shelter communication support.

In addition to power loss to repeater sites, solar panels charging off-grid batteries have been affected by the huge plumes of smoke blocking the sun.

ARRL Los Angeles Section Manager Diana Feinberg, AI6DF, said little official use of Amateur Radio was made during the fires in her Section. “All city and county governmental radio systems, commercial cellphone networks, and landline phone systems operated normally throughout the three fires in Los Angeles County, with just a few minor power outages of short duration.” At one point, the ARES-LAX Northwest District was very briefly in standby mode when it was thought that power might become intermittent at a hospital in the Santa Clarita area.

Feinberg said the City of Los Angeles Fire Department ACS opened a net for any traffic resulting from the small Skirball Fire, which claimed a half-dozen expensive homes and shut down a major freeway during the morning commute.

Radio Amateur Receives Patent for "Cloaking" Technology

Nathan “Chip” Cohen, W1YW, of Belmont, Massachusetts — the founder of Fractal Antenna Systems Inc and inventor of the fractal antenna — has been granted a patent for deflective electromagnetic shielding — essentially “cloaking” technology to defend against detection by radar and similar technologies.

“Ham radio experimentation can lead to some pretty cool innovations!” Cohensaid in response to a recent QRZ forum post about the patent. “Let’s keep that spiritalive in 2018.”

The patent covers electromagnetic cloaking/deflection of, among other things,satellites, rockets, towers, antennas, vehicles, body coverings, ships, spacecraft,and even people.

“Much time and effort has been devoted to the quest for so-called invisibilitymachines,” the patent’s background information states. “Beyond science fiction,however, there has been little, if any, real progress toward this goal.”

According to the detailed description, the technology “provides one or moresurfaces that act or function as shielding and/or cloaking surfaces for which at leasta portion of the surface includes or is composed of ‘fractal cells’ (small fractal shapes, functioning as antennas or resonators) placed sufficiently close to one another, so that current present in one fractal cell is replicated or reproduced to an extent in an adjacent fractal cell. Without being limited by any theoretical explanation, surface plasmonic waves are believed to cause such replication in conjunction with evanescent waves.” The resulting surface would deflect around an object.

In terms of backscatter, upon which radar systems depend, Cohen has explained it this way: “The incoming wave reflects off a boundary condition at the object. Its reflection is out of phase and phase-cancels with the incoming wave. Bye-bye, backscatter.”

Fractal Antenna Systems first publicly demonstrated “person invisibility” in 2012 for a Radio Club of America audience.He also has demonstrated invisibility cloaks at Hamvention® and at the ARRL New England Division Convention. According to the company’s BusinessWire release, “Uses of the newly patented technology extend to commercial needs such as towers, antennas, people, and shielding, but it may also be used in defense and intelligence arenas.”

According to the BusinessWire release, the technology “produces the desired effects without any requirements on special orientation, composition, or shape of the object. The cloak/deflector can be very thin, and the effect can happen over a wide bandwidth.”

The company noted that “cloaking” applications concentrate on microwave and infrared wavelengths, “although the technology and patents apply to visible light as well.” Stated Cohen, “Cloaking at visible light has limited needs. Camouflage and projection methods are easier and cheaper at making something disappear to the eye. But at radio and heat wavelengths, the cloaking technology is an important enabler.”

Cohen, 62, applied for the patent in 2012. An ARRL Life Member and active DXer, he has been a radio amateur for more than 50 years.

Radio Amateurs Continue to Plumb the Spectral Depths

David Bowman, G0MRF, reports that he and Dave Riley, AA1A, have completed what is believed to be the first transatlantic contact on 630 meters since the MF band was released to US radio amateurs this past fall. They used JT9 digital mode to complete the more than 5,160 kilometer (approximately 3,200 miles) contact during the early hours of December 23.

On the UK end, G0MRF was running a modified Icom IC-7300 with a filtered preamp and a 60-W amplifier to a 250-foot wire configured as an inverted L. AA1A benefited from his near-Atlantic Coast location in Marshfield, Massachusetts, Bowman said.

Elsewhere, Dex McIntyre, W4DEX, continues to extend the limits of what is possible at VLF by achieving two significant results at 8.270 kHz. A record transatlantic message length of 42 characters resulted from an overnight transmission on December 25/26, received by Paul Nicholson in Todmorden, UK. The distance covered was 6,194 kilometers (approximately 3,840 miles), and the information rate of 24.6 bits/hour was reported to be about 70% of the channel capacity (signal bandwidth was 0.133 Hz).

The following night, a three-character message (“QRZ”) from W4DEX was received in Cumiana, Italy by Renato Romero, IK1QFK, achieving a new world-record distance of 7,173 kilometers (approximately 4,447 miles) for message

decoding at VLF. The signal-to-noise ratio on the Italian end was on the order of –70 dB. W4DEX operated with an ERP of just 100 µW. The mode used was EbNaut coherent BPSK with transmitter and receivers phase locked to a GPS-derived timing signal. McIntyre needed no license to transmit in that region of the spectrum, since the FCC has not designated any allocations below 9 kHz — a region known as “the Dreamers’ Band.”

In June 2014, running on the order of 150 µW ERP, W4DEX transmitted the first sub 9-kHz transatlantic message by aradio amateur, also detected by Nicholson. W4DEX and IK1QFK already hold the world record distance for VLF signal detection, and this latest result extends that to message decoding.

In Newfoundland, inveterate VLF experimenter Joe Craig, VO1NA, has been transmitting the letter S in CW, starting at2100 UTC each evening on 8.2700075 kHz.
