SUBJECT: FY2017‐2021 Integrated Five‐Year Work Plan (IFYWP) ‐ Early Issues Commission Work Session – May 11, 2016

Executive Summary The Integrated Five‐Year Work Plan (IFYWP) is the District’s five‐year plan of projects and activities, which provides common direction internally, and strives to establish stability and consistency for the District and its partners, as ACHD implements its mission. After Commission feedback during the work session, staff will finalize the prioritization ranking (technical scores) and begin programming for the Initial Draft. The Integrated Five‐Year Work Plan is updated annually and its schedule is coordinated with the preparation of the budget to provide a seamless transition between the fiscal years covered by the budget and the subsequent years programmed in the IFYWP. The purpose of this work session is to update the Commission and affirm direction on emerging issues to be addressed during the upcoming IFYWP. Planning Framework ACHD is in the process of developing a Strategic Plan to provide an umbrella framework for all work done by the District. A key focus of this effort is ensuring ACHD is properly managing and maintaining the public’s transportation assets, while investing in additional infrastructure needed to accommodate growth within Ada County and its six cities. This iteration of the IFYWP includes the principles and basic direction provided by the Commission through the Strategic Planning effort to date. Further, the IFYWP is the tool used to implement ACHD’s long‐term plans. This includes the:

IFYWP Schedule and Milestones Significant dates for the IFYWP schedule:

October 26: 2017‐2021 IFYWP adoption hearing Draft Revenue Assumptions Revenue projections used in the development of the IFYWP included revenue assumptions being used in the development of the FY2017 Budget as well as the assumptions included in the ACHD Strategic Plan. In basic terms, the revenue projections assume the following:

Property tax adjustments (if any) as approved by the Commission for the FY2017 Budget; 3% plus growth FY2019‐FY2023

3.0% annual increase for impact fees and sales tax revenue

2.5% annual increase for the highway user fund. Includes the approved state transportation funding increase (HB312)

2.0% annual increase in labor and operational expenses

1% annual growth for vehicle registration fees

Agency Requests This year, ACHD received a total of 409 transportation requests from Ada County, five cities (no new requests submitted by Garden City), and the Boise, Kuna and West Ada School Districts, including:

263 community programs requests (89 school district requests)

138 road and intersection project requests

8 study requests (6 pathway feasibility requests) Attachments to this memo include a complete summary of the project requests and staff’s proposed response. The original request letter is also provided. These are organized by each individual jurisdiction. Staff makes the proposed responses based on existing policy and practice, with an effort to collaboratively support agency partners wherever possible. Staff seeks Commission confirmation of the proposed responses during the work session. Economic Development Projects In FY2013, the Commission directed staff to set aside up to $2 million per year in funds for the development of an Economic Development program in the IFYWP. During the FY2014‐2018 update to the IFYWP, projects requested by the cities filled the 5 years of the Plan. Staff did not solicit additional economic development projects the last three years (including 2016), in order to allow the projects approved by the Commission in the FY2014 update to move forward and the program to be analyzed for its effectiveness. Many of the first group of projects will be completed by FY2017. Staff anticipates seeking additional requests during the FY2018‐2022 update cycle.

Priority Corridor Update During previous IFYWP efforts, the Capital Improvement Citizens Advisory Committee (CICAC) recommended and the Commission approved several priority corridors. Priority corridors are those corridors where significant investment has occurred, and will be a focus of future programming due to high prioritization. These corridors were also recommended to help focus resources and complete all work in a strategic way. The current status of those priority corridors is as follows:

Cloverdale, I‐84/Chinden: All major intersections are complete; improvement of segments is under construction with Franklin/Fairview, followed by Fairview/Ustick in 2018, Ustick/McMillan in 2019, and McMillan/Chinden in 2020.

Fairview Avenue Corridor (Linder/Orchard): The Commission adopted the Fairview Avenue Corridor Management Plan February 2013. On March 25, 2015, this project was put on hold indefinitely by the Commission. That said, ACHD has two intersection projects in the IFYWP: Fairview/Cole in 2017 and Fairview/Locust Grove in preliminary development.

Five Mile (I‐84/Chinden): Fairview/Ustick is slated for construction in 2016. This would complete Five Mile as a priority corridor.

Franklin (Black Cat/Five Mile): Completed to Ten Mile; Black Cat/Ten Mile and the Black Cat intersection slated to begin in 2016. This would complete Franklin as a priority corridor.

Meridian Split Corridor: Complete.

State Street (Glenwood/27th): Veterans Parkway/36th St intersection is in the right‐of‐way phase, with construction currently slated in 2018. Collister intersection is in design, with construction currently programmed for FY2019. The Pierce Park intersection is slated to begin concept design in FY2017. The Glenwood intersection will be put on hold during this IFYWP update due to the inability to obtain financial partnership on the project at this time from ITD. Widening of the roadway segments will not occur until triggers are met as set forth in the State Street TTOP.

Ten Mile (Overland/Ustick): All major intersections are complete from Overland to Chinden; segments are completed from Overland to Cherry, with Cherry/Ustick under construction now. The remaining 2 miles (Ustick/Chinden) are both programmed in preliminary development.

Ustick (Ten Mile/Cole): Completed Cole/Locust Grove. Linder/Locust Grove and the Meridian intersection are slated to begin construction in 2016. These projects are top priorities based on the adopted prioritization system.

With the planned completion of multiple priority corridors, Staff has proposed additional corridors for consideration by the CICAC. The Committee is scheduled to make their official recommendation on these new corridors at their meeting on May 16, 2016. During the work session, staff will review the draft corridors for consideration pending CICAC recommendation. Programming Targets/Considerations Staff recommends continuing the following programming targets/considerations:

A robust shelf strategy will be presented in the IFYWP draft, increasing efforts in design and right‐of‐way phases and allowing construction phases to be “on shelf” as changes occur in revenues or project costs. The goal will be to have a shelf list of projects whose construction phases represent up to 20% of the capital budget in the out years of the IFYWP. Coupled with a robust list of capital maintenance projects, this strategy will allow the District to move more nimble as conditions change.

Staff recommends maintaining the target of $7‐$9 million per year for Community Programs. This target includes:

o A minimum of 5% of the capital budget toward Core Community Programs.

o Half of the increase in vehicle registration fee revenues approved in 2008.

o ACHD’s Safe Sidewalk program. (About $1.1 million/year)

o Up to $2 million per year for the Economic Development program.

Staff recommends maintaining the target of $10‐$14 million per year for Capital Maintenance.

April 1, 2016 Kent Goldthorpe, President Ada County Highway District 3775 Adams Street Garden City, ID 83714 Re: Annual Transportation Requests ACHD Integrated Five Year Work Plan FY 2017-2021 Dear President Goldthorpe: The Boise City Council recently approved the attached annual, prioritized list of transportation projects for consideration to be included in the Ada County Highway District’s 2017-2021 Integrated Five Year Work Plan. The list of council priorities includes capital improvement projects, community program projects and studies. We are particularly eager to begin working with ACHD on the South Orchard Street Realignment Study. The realignment and extension of this roadway will provide much needed connectivity to Southwest Boise and offer additional mobility choices for residents of that area. Also, as you are aware, the City of Boise is preparing the final version of its Transportation Action Plan (TAP). The TAP includes a prioritization matrix to better align the City’s transportation priorities with its values and vision of a sustainable, modern transportation system that offers choices. We plan to introduce the matrix in next year’s prioritization process. A major component of the TAP’s vision is improving transportation infrastructure that promotes bicycle and pedestrian modes. In the past, bicycle and pedestrian improvement projects on non-arterial streets have been limited to the funds within ACHD’s Community Programs. These projects contribute highly to our residents’ quality of life. As ACHD completes each new Neighborhood Bicycle Pedestrian Plan, the list of potential Community Program Projects greatly increases. The City of Boise finds the current funding level for Community Programs low and disproportionate to the amount of need. The City is dedicated to increasing the amount of funds for complete streets on collectors and local streets to improve bicycle and pedestrian connectivity

throughout the city. We are not making an official request this year to increase funding for Community Programs by shifting funds from Capital Projects. However, we anticipate that future project requests to ACHD will emphasize these values and that additional Community Program funds will be necessary. PM; and 3:40-4:00PM). The crosswalk at this intersection will be used more as

the subdivisions are developed on the West side of Linder Road. For students
