Eng. - Hydraulic Structures) PROFESSIONAL SKILLS AND EXPERTISE My professional experience covers a variety of activities including research, teaching, organisation, resource mobilisation, developing and maintaining working contacts with both Italian and foreign institutions, relevant United Nations bodies and water related ministries and institutions, especially in the developing countries. I was the Co-ordinator of the Water Resources Research and Documentation Centre (WARREDOC) from its inception in 1985 until 1994 during which I co-ordinated both the scientific and technical activities and also the secretariat. From 1994 to date, I became the scientific Co-ordinator with supplementary responsibility as the Acting Director till 2002. My professional activities include amongst others, formulation and organisation of research programmes in collaboration with both local and foreign institutions; collection, analysis and dissemination of information related to water resources management in developing countries; organisation of advanced courses and graduate programmes tailored to regional or country needs and also organisation of seminars and workshops relevant to hydrology, and water and environmental resources management. Through these activities, I have progressively acquired advanced level of knowledge in water and environmental resources management within a multidisciplinary context and developed a rich documentation system on water resources, especially covering Africa and Asia. Since 1985, I have also maintained regular collaborative relationship with such water related institutions in Ghana like, the Water Research Institute, Water Resources Commission and the Ministry of Water Resources, Works and Housing and contributed in an advisory capacity to the final editions of the African Water Vision, Ghana Water Vision, the Draft Ghana Water Policy and the recent Draft IWRM Strategies and Policy Document of Ghana At the international level, I have followed with deep interest the various international fora from Dublin to the Hague in the unfolding events towards the preparation of the World water Vision, in particular the African Water Vision and their respective Framework for Action and also the activities of the Global Water Partnership (GWP) and for the past 5 years been collaborating with UN Water Africa as a resource person. For the past 29 years, I have acquired an extensive experience in co-ordinating multidisciplinary and multicultural working teams in water resources management activities with special reference to human resources development and capacity building for developing countries. The Italian Ministry for Foreign Affairs approved a training Course proposal on Integrated Water ResourcesManagement for Sub Saharan African Countries which I prepared based on the Dublin Principles, AfricaWater Vision and the Hague Ministerial Declaration. The 6-month course was held from 23rd September 2002to 23rd March, 2003.The activities of the Water Resources Research and Documentation Centre (WARREDOC) under my co-ordination have brought together about 300 engineers, hydrologists, geologists, agronomists, and others inwater related fields from 37 African countries, 17 countries of Asia, and 7 Latin American countries underthe umbrella of the International Advanced Course on Water Resources Management. I have also organisedfollow-up workshops in Addis Ababa and New Delhi.I have also established working network of experts and personnel from various water resources agenciesworldwide, especially in developing countries and also with relevant UN organisations. I also have a highpropensity for public relations and for travelling.

Computer knowledge: Extensive use of Data Bases and MSOFFICE package with networking abilities,including desktop publishing. Various computer applications in water resources and hydrological modellingincluding GIS related software.

April 1970-Aug.1972: Senior Technical Assistant, Water Resources Research Unit (now Institute), Councilfor Scientific and Industrial Research, P.O.BOX M32, Accra, Ghana.Duties included Collection and elaboration of hydrometeorological data in Ghana. Carried out reconnaissancesurveys for the selection of suitable rainfall and water level gauging stations. For the first time in Ghana, Isuccessfully designed and constructed stilling wells and installed automatic water level recorders over them.Carried out intensive instrumentation of the Densu basin in Ghana, as a representative basin, and effectuatedmeasurement campaigns for rating data at selected control sections. I also successfully calibrated a neutronprobe for soil moisture measurements at selected sites in the Densu basin. Carried out basic statistical analysison discharge data on rivers of Ghana under the UNESCO/IHD programme. Supervised 18 technical assistantsand field workers. I also carried out tests and calibration of geophysical instruments for surveying of aquifersand location of boreholes and actually carried out investigation of groundwater resources in a coastal town inGhana, Senya Beraku, where I led a drilling team to drill boreholes and test their yield characteristics.
