1 NEWSLETTER December, 2014 Vol. 1.1 NRO Session in Kudumbashree Anniversary The 16th State Annual Conference of Kudumbashree was held in Thiruvananthapuram during 12th-14th Au- gust 2014. On the second day of the conference, NRO organised a session ‘Experience sharing of NRO – NRLM Representatives.’ Community leaders from Assam, Bihar, Jharkhand, Karnataka and Odisha participated in the session and shared their experiences of being members of community collectives. A compilation of the experiences of these women in Malayalam and English named “Narratives” was distributed among the audience during the session. Minister for Rural Development & Pancha- yati Raj, Government of Karnataka, Sri. H K Patil was the Chief Guest. Minister for Panchayats and Social Justice, Government of Kerala, Dr. M K Muneer presided over the session. Sri. K P Mohan- an, Minister for Agriculture and Animal Husbandry, Government of Kerala was present along with elect- ed representatives to the State Assembly and Local Governments and members of the Kudumbashree Governing Body. Two publications of Kudumbashree NRO - ‘Kudumbashree NRO January 2013 – April 2014’ and ‘The ordinary extraordinaire’, an English compilation of nar- ratives of Kudumbashree women were released during the function. The MoU for the MEC Project, Karnataka was signed by Smt. K B Valsalakumari, Executive Director, Kudumbashree and Sri. D. V. Swamy, Mission Director, San- jeevini – Karnataka State Rural Livelihoods Promotion Society. He offered an initial sum of 100 crore for this initia- tive. The SVEP has been entrusted to NRLM for implementa- tion. The MEC (Micro Enterprise Consultant) Project is rec- ognized by NRLM as a best practice and will be one of the core approaches under the SVEP. What is new? Induction for Young Professionals comes to a close Cohort 2 of the NRO Young Professionals Programme completed their induction training in August 2014. The 18 YPs who joined NRO in May 2014 underwent a three-month induction comprising of field immersion in various districts of Kerala to understand Kudumbashree’s work, orienta- tion to NRO’s work in various domains and on-job training in partner-States of NRO. The induction training concluded with presentations by the YPs on their field learning and a review of the entire induction program. The YPs, at the end of the induction, were given opportunity to identify the NRO themat- ic areas/States they were interested to work in and have been assigned re- sponsibilities as part of the regular functioning of the NRO. Sri. Vinay Pan- dey, State Programme Manager, Jharkhand (JSLPS) attended the workshop as a special invitee along with Sri. Rajib Mohanty, State Anchor Person, Jharkhand MEC Project. Review by Minister Minister for Panchayats & Social Justice, Government of Kerala and Chairman Kudumbashree reviewed the progress of activities of Kudum- bashree NRO at the NRO office on 26 August 2014. NRO Session in Kudumbashree Anniversary The 16th State Annual Conference of Kudumbashree was held in Thiruvananthapuram during 12th-14th Au-gust 2014. Highlights: August - November 2014

Intensive Participatory Planning Exercise (IPPE)

The Intensive Participatory Planning Exercise (IPPE) has been envisaged in 2,500 backwards Blocks in the country to enable more participatory planning for MGNREGS. The IPPE involves a door-to-door exercise covering various vul-nerable sections to realistically estimate the demand for work. Programme Updates

Mentor Review workshop in Palakkad

A three-day review workshop for the Mentor Resource Persons of Convergence Project was organised in Yuvakshetra Training Centre, Pa-lakkad during 16th-20th August 2014. The experiences of Mentors also helped the NRO Anchors, Coordinators and Young Professionals improve their understanding of the various facets of the Convergence Project. State-wise teams developed action plans for the period till March 2015.

Orientation workshop for Block & District level officials

An Orientation workshop for the Block and District level officials of the pilot areas under Convergence Project was organised in Thiruvan-anthapuram during 28th August-1st September 2014. There were also field visits organised to five panchayats in the districts of Kollam and Pathanamthitta to understand Kudumbashree and convergence activities in Kerala. The program was attended by S.M. Vijayanand, Additional Sec-tretary, MoRD, Sarada Muraleedharan, Joint Secretary, MoPR and Philip Mathew, National Mission Manager, NMMU. The concluding day of the workshop was also attended by state level officials from various SRLM and immediate plan of action for pilot Blocks was finalised.

Selection of New Mentors

The selection of Mentor Resource Persons was held at Kottayam during 24th-26th September 2014. Sixty six women from the Kudum-bashree network participated in the selection process. At the end of the three day process, ten persons were identified as Mentor Resource Persons (RPs) for the NRO. Another round of selection was held at in Kannur dur-ing 16th-8th October 2014. Nearly fifty women participated in the selec-tion process of which eight of them were chosen to be mentor RPs. The new Mentors will be deployed in the states of Assam, Odisha and Jhar-khand.

PRI - CBO Convergence

Enterprise Development

Exploratory Visit to Odisha  Based on the interest shown from Odisha Livelihood Mission for Kudumbashree’s technical support for enterprise development, NRO team including Program Manager and Thematic Anchors visited Odisha from 2-5 September to study the context for the MEC project.

Mentor Review Workshop

Review workshop of the Mentor MEC was conducted in Ernaku-lam during 19-20 September 2014. This workshop focused on team build-ing amongst the Mentors and the discussions helped enhance the under-standing of the NRO team of the issues related to the MEC project in Jhar-khand.

Stakeholder discussion and staff orientation - Karnataka

As part of the project initiation activities one day orientation to the different stakeholders and staff from state, district and block were con-ducted on 25 September 2014 at Bangalore. COO, PM, Thematic Anchors, MEC and YPs from NRO attended the programme. The project activities and immediate calendar were discussed.

Selection of New Mentor MEC

Fourth round of Mentor MEC selection workshop was organized at Water works training Center, Trivandrum on 11th and 12th October 2014. Out of the 40 MEC attended 26 MECs were selected for the next round. They will be deployed in states including Maharashtra, Gujarat and Odisha de-pending upon the project initiation.

Formation of TED (Training in Entrepreneurship Develop-ment) training team

Experienced trainers from the Mentor MEC pool was selected as TED trainers for imparting various trainings under the domain such as GOT, TED and Blossom to the MECs in the partner states.

Consultation Workshop on Start-up Village Entrepreneurship Programme

NRO team consisting of COO, Programme Manager, Thematic Anchor, Mentor Core Group member and two entrepreneurs from Waya-nad district attended the SVEP Consultation at National Institute of Rural Development and Panchayat Raj (NIRDPR) Hyderabad during 26-27 September 2014. About 30 organizations from across India attended the Consultation and shared their approaches and activities in promotion of rural micro enterprises. The MEC model in Kerala and adapted forms in Bihar and Jharkhand were presented by the NRO team. The two entre-preneurs also presented their experiences to Additional Secretary (RL) and Mission Director NRLM.

Stakeholder discussion and staff orientation - Maharashtra

As part of the project initiation activities one day orientation to the different stakeholders and staff from state, district and block were conducted on 30 October 2014 at Navi Mumbai. COO, PM, Thematic Anchors, MEC and YPs from NRO attended the programme. The project activities and immediate calendar were discussed.

Project Orientation training to Mentors

Eight day orientation training was conducted for the newly selected Men-tor MECs in Trivandrum. Familiarization of MEC project, team building and motivation session were covered along with spoken Hindi orienta-tion.

Exploratory Visit to Maharashtra 

NRO team including Program Manager, Mentor Core Group, Thematic Anchors and YPs visited Maharashtra from 27-30 November to study the existing context for the MEC project.

Participatory Assessment of Entitlements (PAE) in Maharashtra

The Results Framework of Convergence Project defines the pa-rameters for the project activities and the results envisaged to be achieved by the project. It largely deals with participation in Gram Pan-chayat activities, participation in Gram Sabha and the implementation and reach of schemes. Based on the Results Framework, NRO has de-veloped a module for Participatory Assessment of Entitlements (PAE). It will help in analysing the current situation on ground. The process is envisaged as SHG level group discussions, and there would be mutual exchange of information regarding the above mentioned topics. It would be carried out by the Local Resource Group members supported by the Mentors and would cover all SHGs in the pilot Gram Pancha-yats. A pilot exercise was done in the three pilot Blocks in Maharashtra. The PAE module has been finalized and the process has begun in Ma-harashtra. It would be soon undertaken in the other partner states.

Enterprise Development

In Odisha, CBO and PRI

orientation is completed in all

four pilot blocks. In most of the

Pilot GPs, Palli Sabhas and Gram Sabhas are conducted

under IPPE where LRG members were involved in facili-

tating the activities. The next activity planned is

‘Participatory Assessment of Entitlements’. With the help

of LRGs and PRI members new initiatives are taken up

like opening of bank account and Job card Registration of

all SHG members.

Odisha

In Bihar, with the completion of

Capacity Building activities, the

MEC project is now in Business

Plan and Policy phase. In September, the Quarterly Review

was conducted in Patna, where the MEC group registration

and their engagement with RSETI and Jeevika were discussed in addition to the discussion on integration of SVEP with the MEC project. MECs have

been formed into self-reliant enterprise groups called Micro-Enterprise Consultancy and Marketing Agency (MECMA) under their respective areas of

operation viz. zones, for providing enterprise development services to the community.

The MECs have been provided with training to prepare Micro-Credit Plans and have also prepared the same for SHGs in both pilot districts.

Benchmarking data has been collected from Bihar and further steps are being taken to rectify the issues concerning Benchmarking software. Entrepreneur

Policy for Bihar has also been prepared and shared with BRLPS. The subsequent quarterly review for both Gaya and Muzaffarpur District was conducted

on 21st November at Muzaffarpur wherein starting new enterprises for SHG women was envisaged as the immediate level intervention by the MECs in

their respective zones.

In October, Blossom a team

building exercise was conducted for

the MECs by the MCG. The activity

saw enthusiastic participation from the MEC’s especially in

the district of Ranchi. Blossom was followed by two days

of Analysis workshop organized by NRO. In this, a consolidation of the data collected from SHGs, existing entrepreneurs and markets was done, this is

being used for preparing a draft Business Plan for the MEC groups. A second Checkpoint was held in December to review the activities that would lead

to the formulation of MEC Business Plans. The MECs under the guidance of the mentors are exploring various markets, enterprises and SHGs for the

same. For the Benchmarking activity, data entry for all three districts has been completed. Data is being fed into the software and benchmark values are

expected to be out soon. MECs in Pakur and Ranchi have successfully started new enterprises, intervened in existing enterprises and revived dormant

business in the month. A plan for video documentation of the MEC project in the state till date has been discussed and shared with JSLPS for further

feedback.

This section brings to you a brief profile of the Mentors who work in the pilot Blocks of various States supporting Kudumbashree NRO in rolling out the project. They provide support to the concerned SRLMs, the community and other stake holders in project implementation at ground level.

Swapna Shaju

Swapna Shaju is from Annamanada Gram Panchayat in Thrissur district of Kerala. She has been a KAASS member since 2008 in Thrissur. She is currently working in Lahorighat Block of Morigaon District.

Sheela K

Sheela K is from Panangad Gram Panchayat in Kozhikode District in Kerala. She has been a CDS ex-officio member and District Resource Person with the Kudumbashree Mission since 2008. She is currently placed in Lahorighat Block of Morigaon District.

Sasikala A

Sasikala A is from Kozhikode District. She has been serving as a Kudum-bashree CDS chairperson since 2004. She is currently a mentor RP in La-horighat Block of Morigaon District.

Subha Naveen

Subha Naveen is from Muzhappilanvad Gram Panchayat in Kannur Dis-trict. She is a Stree Shakti Portal Master Trainer and a District Resource Person with Kudumbashree Mission. She is a mentor RP in Bajiagaon Block in Nagaon District.

Radha K

Radha K. is from Azhiyur Gram Panchayat in Kozhikode District. She has been serving as a Kudumbashree CDS chairperson since 2008. She is currently a mentor RP in Bajiagaon Block in Nagaon District.

JHARKHAND

Antony A.L

Antony is currently a mentor RP in Ghatsila Block of East Singhbhum district in Jharkhand. He is a Block Panchayat member in Thrissur dis-trict of Kerala.

Deepa

Deepa is a mentor RP in Bundu Block of Ranchi district in Jharkhand. She is from Thrissur district of Kerala and has been a trainer with Kudumbashree Mission in her district before joining Kudumbashree NRO.

Jagadamma P.G

Jagadamma is a mentor RP in Bundu Block of Ranchi district in Jhar-khand. She is from Idukki district of Kerala and was a Resource Person with the Kudumbashree district mission prior to joining Kudumbashree NRO.

Jessy George

She is from Kannur district of Kerala. She is an ADS member in Sreekandapuram Gram Panchayat in Kannur. She is currently working as a mentor RP in Khuntpani block of West Singhbhum district in Jhar-khand.

Omana Satheesh

Omana is a mentor RP in Ghatsila Block of East Singhbhum district in Jharkhand. She is also Kudumbashree CDS Chairperson of Thodupu-zha Gram Panchayat in Pathanamthitta district of Kerala.

Saramma Johnson

Saramma is a mentor RP in Bundu Block of Ranchi district in Jhar-khand. She is also a Kudumbashree CDS member in Vechuchira Gram Panchayat in Pathanamthitta district of Kerala.

Sheeja Radhakrishnan

She is currently working as Mentor RP in Balisankara Block of Sundargarh district. She is also the Kudumbashree CDS chairperson of Kadappara Panchayat in Pathanamthitta district of Kerala. She is also a gender resource person with Kudumbashree Mission since 2007.

Ambili. K

She is currently working in Balisankara Block of Sundargarh district, Odisha as a Mentor Resource Person. She is the Kudumbashree CDS chairperson of Pandalam Thekekkara Gram Panchayat in Pathanamthit-ta district of Kerala. Before that, she was the panchayat president in the year of 1995 - 2000. Thus she was part of the People's Plan Campaign and the Literacy Movement in her panchayat.

Susan Philip

She is the CDS chairperson of Ayiroor Gram Panchayat in Pathanamthitta district of Kerala. This is her third term as CDS Chair-person. She is also a Balasabha Resource person with Kudumbashree Mission. She was an active participant in the Literacy Movement activ-ities in her panchayat. She is currently working with Dharamsala block of Jajpur district, Odisha as Mentor RP.

Lekha Suresh

She is currently working as a mentor RP in Dharamsala block of Jajpur district, Odisha. She is the CDS chairperson of Seethathodu Gram Pan-chayat in Pathanamthitta district of Kerala. She was also a gender re-source person with the Kudumbashree Mission.

Renjith Kumar

He is working as a Mentor RP is Balisankara block of Sundargarh Dis-trict, Odisha. Before joining NRO as a mentor RP, he was working as a Balasabha Resource Person with Kudumbashree – Trivandrum District Mission for three years.

MAHARASHTRA

Ani Anil

She is the state level trainer and active member of Kudumbashree training group known as Stem-ins. Earlier she was President of ADS and she had worked as NREGS Mate. She has experience of working in Panchayat Helpdesk for various services. Presently she is a mentor RP at Deoli block of Wardha district.

Rema Anil

She was the President of her NHG for 6-7 years. She had worked as the Health Volunteer of NHG and NREGS Mate. Presently she is posted at Shahpur block of Thane district.

Shani Ponnan

She is the CDS member. Earlier she had worked as gender RP in Pathanamthitta district and Ashraya Coordinator in her panchayat. Presently she is posted at Shahpur block of Thane district.

Sindhu Renin

She was the Secretary of her NHG and Kudumbashree RP at pancha-yat level. Presently she is posted at Mohol block of Solapur district.

Sujatha Mohan

She is the former Ward member and RP of the Panchayat. She was member of the Working group for Local Economic Development. Presently she is the President of ADS and member of Agriculture De-velopment Cooperative Society. Now she is posted at Mohol block of Solapur district.

Suma S Dharan

She is the Secretary of her NHG and Vice Chairperson of the ADS. She has been with Kudumbashree since 1996 and she had worked as NREGS Mate. She owns experience of working as Village Secretary of All India Mahila Association, Member in Coir Producers Group, Ward Sanitation Committee and in Panchayat Working group for Ag-riculture and Animal Husbandry. Presently she is posted at Deoli block of Wardha district.

Beena was a CDS Auditor for three years and also a Micro Enterprise Consultant with Kudumbashree Mission. She is currently working as a Mentor MEC in Ranchi district of Jharkhand.

Vijin C.K

Vijin is working as a Mentor MEC in Ranchi district of Jharkhand. He was a mentor MEC with Kudumbashree Mission for eight years before joining Kudumbashree NRO.

Chinamma John

Chinamma is from Ernakulam district of Kerala. She was Kudum-bashree ADS President for six years and CDS Executive member for three years. She has been an entrepreneur herself. She had also been a trainer with EKSAT prior to joining Kudumbashree NRO. She is placed as Mentor MEC in Ranchi district of Jharkhand.

Ajithakumari

Ajithakumari is a Mentor MEC in Ranchi district of Jharkhand. She was CDS Auditor for six years, NHG President for three years and NHG Secretary for six years prior to becoming mentor MEC.

Sulaiman P

Sulaiman is a Mentor MEC in Ranchi district of Jharkhand. He was MEC with Kudumbashree Mission in Malappuram for eight years and also a Resource Person for MKSP prior to joining Kudumbashree NRO.

Sudhakar Shetty

Sudhakar is currently working as a Mentor MEC in Pakur district of Jharkhand. Prior to joining Kudumbashree NRO he was working with NGOs and was involved in SHG promotion activities in Kasargod dis-trict of Kerala for nearly seven years.

Aleyamma is a Mentor MEC in Pakur district of Jharkhand. She was a Kudumbashree CDS Chairperson for four years,a Faculty member in EKSAT, and a trainer with AWAKE training group of Kudumbashree Mission

Bindu was a Kudumbashree CDS member for three years, and a Micro Enterprise Consultant for five years in Kerala. She is currently a Men-tor MEC in Pakur district of Jharkhand.

KT Babu

Babu is a Mentor MEC in Pakur district of Jharkhand. He was working as a MEC with Kudumbashree Mission in Kottayam for two years be-fore joining Kudumbashree NRO.

Shailaja was working as MEC in Kottayam for three years before join-ing Kudumbashree NRO. She is currently Mentor MEC in Pakur dis-trict of Jharkhand.

Alex Varghese

Alex is currently a Mentor MEC in Gaya district of Bihar. Prior to this, he has been a MEC for eight months with Kudumbashree Mis-sion in Kottayam district of Kerala.

Manju is currently a Mentor MEC in Gaya district of Bihar. Previous-ly she was the Accountant of her CDS in Pooyapally Gram Panchayat in Kollam district of Kerala. She was also ADS chairperson and CDS internal auditor. She has worked as MEC in Kollam District Mission of Kudumbashree.

Preetha is currently a Mentor MEC in Gaya district of Bihar. She was a KAASS member in Thrissur district of Kerala for six years. She was also a CDS member and a Resource person with her CDS.

Shamla is working as Mentor MEC in Muzaffarpur district of Bihar. Prior to this, she has worked as MEC with Kudumbashree Mission for six years. She was also a Resource Person for MKSP, Bala Sabha and Gender in her CDS in Kottayam district of Kerala.

Sumeth is a Mentor MEC in Muzaffarpur district of Bihar. He was a trainer at EKSAT in Alappuzha district of Kerala before joining Kudumbashree NRO.

Rachel Stephen is Mentor MEC in West Singhbhum district of Jhar-khand. She is Kudumbashree ADS Vice Chairperson from last 4 years, NHG Secretary since 2002, CDS Internal Auditor from 2012 and a trainer with ARISE training group in Ernakulam from 2008.

Radha is Mentor MEC in West Singhbhum district of Jharkhand. She is Kudumbashree CDS Chairperson from last 4 years, KAAS member since 2008, ADS Secretary for last 4 years, and NHG Secretary since the year 2000.
