Introduction

This outreach activity was the second after the first activity held in Gulu in September 2010. The outreach activities are carried out as part of the MSI project with the aim of reaching out to the public and especially secondary school teachers of science and mathematics to enhance their capability to use ICTs to improve on their teaching. The Mbale outreach opened with a word of welcome from the Master of Ceremonies for the day, Dr Jude Lubega who also recognized the presence of the DEO Mbale and Chief Guest Mr. Michael Nangosya, and the Headteacher Mbale SS represented by the headteacher Mr. Okono Francis. This was followed a by an opening prayer by one of the participating teachers and the singing of the National Anthem. The programme for the day was as follows.

Introductory Remarks from Principal Investigator (PI), Dr. Sam Obwoya Kinyera

The PI gave a brief background, aims, specific objectives, target group and implementation of the project. He particularly mentioned that outreach activities include workshops like the Mbale one and are meant to popularize the training of mathematics and science teachers through Distance and e-learning modes. This was also an initiative to attract students to the science disciplines by demystifying the teaching of these subjects through the use of ICTs, school outreach campaigns and a science open week held once a year at each of the five upcountry centers of the project.

Remarks From Headteacher Mbale SS

The headteacher welcomed everybody to Mbale SS and particularly to the MSI workshop. He urged teachers to embrace the project and tap into the benefits that help them in their teaching. The headteacher pointed out that Mbale SS already had the Cyber School program and hoped to benefit more from MSI. He then invited the DEO to address the participants.

Official Opening of Workshop by Guest of Honour

The DEO appreciated the invitation to be part of the workshop and said Mbale was greatly honoured to be among the first districts in Uganda to host the MSI outreach activity. He hoped that by introducing ICTs, this would help the teachers to make even better what SESEMAT was doing. The DEO was especially happy that whereas the norm is that teachers are required to have some basic qualification to get into a university to be trained, this workshop had enabled them to get training without being in a university. He was enthused by the fact that Grade V teachers were the core target group for the project and invited the teachers to indulge in full participation of the program so as to transform society through improved teaching of science and mathematics and also take personal initiatives to use ICTs without waiting for school involvement.

The DEO urged Heads of departments present to make it known in their budgets that departments in secondary schools need laptops to ease their work and asked Headteachers to purchase equipment for virtual experiments. He requested the MSI team to intensify its research activities, possibly reaching out to the teachers on a termly basis, extend the activities to PTCs and also invite teachers from private schools to take part in the outreach activities. On this note, the DEO and Chief Guest declared the workshop open.

Vote of Thanks

A vote of thanks to the DEO was moved by Dr Juma Kasozi who noted the inspirations and challenges in the access and use of ICTs. Dr Kasozi expressed the participants’ gratefulness to the DEO for having found time to come and officiate at the opening of the workshop.

Presentation by Dr. Jessica Aguti

Dr. Jessica made a presentation on “Increasing Access Through ICT and Distance Education”. She told participants that:

• Distance education and e-learning should be seen as possible alternative strategies to meeting the demand for and providing flexible education.

• ICT bridges the gap between teachers and learners

• ICT demystifies the inbreeding/localization of our education system where a child will for example attend Amuria Primary school, Amuria secondary school, Amuria PTC and work as a teacher in Amuria Primary school without exposure and interaction with other people and localities.

Dr. Jessica urged participants to use ICTs to capture the science activities in the community like ‘enguli’ distillation and local salt filtration processes then use them to teach. She implored them to do read widely and do research as ICTs allow access to a wide selection of literature, online support and supervision and group interaction through chat rooms and blogs. Dr. Jessica concluded by challenging universities to position themselves to fully exploit the ICT and Distance Education potential. And she had this as food for thought!

Presentation by Bernard Mugeni

Mr. Mugeni showed participants how to use videos to teach and explain any subject content. He used a demonstration of how to build a personal computer which included and encouraged teachers to use music or other forms of humor in their lessons.

GROUP WORK

The teachers present were each randomly assigned to one of four groups and the MSI project team members were also assigned a group. Each group was given guiding questions to help them discuss the assigned question as outlined in the programme for the day. Each group then presented its work in a plenary session. The outcomes of the group work are presented below.

GROUP 1

Topic for discussion: The role of Science, Technology and Innovations in the development of Uganda in the 21st Century

Guiding Questions and findings

The role of Science, Technology and Innovations in the development of Uganda in the 21st

Century was categorized into nine sectors.

• Agriculture with genetically modified products

• improved communication

• preservation and conservation of the environment

• application of scientific knowledge to things like energy saving stoves, biogas generation, soap making and food preservation

• improved security

• population control

• enhanced business with e-commerce

• improved sanitation

• utilization of natural resources that include the discovery and extraction of oil and precious metals like gold.

The state of Science, Technology and Innovations in our secondary schools was described as “bad” because of:

• Unwillingness of teachers to change their teaching to ICT approach and/or lack of accessibility to ICTs

• Inadequate equipment/apparatus, with most schools having 1 or 2 computers for every 100 students

• Lack of trained manpower in handling ICT work

• Little exposure to computers for both teachers and learners

• Unreliable power supply, electric and solar

• Abstract nature of the science concepts taught in science

• Lack of facilitation by school administrators

• High cost of running and maintaining ICT programmes and computers

The group had the following suggestions as ways of improving on of Science, Technology and Innovations in our secondary schools.

• Sensitize stakeholders in secondary school education about the role that can be played by ICTs

• Teachers should improvise equipment/apparatus using locally available materials

• Teachers be given access to internet services

• There should be study trips and tours for teachers and learners

• In-service training and workshops for teachers

• Review of the curriculum content vis-à-vis the number of periods allocated to the sciences

• Give opportunities for learners to have exhibitions, science fares and competitions on use of ICTs

• Introduce project work as part of assessment

Topic for discussion: Challenges facing the teaching and learning of Science in Uganda secondary schools today

Guiding Questions and findings

The following were identified as some of the Challenges facing the teaching and learning of Science in Uganda secondary schools today.

• Inadequate teaching materials – apparatus, chemicals, textbooks

• Inadequate science teachers

• Lack of trained laboratory technicians

• Heavy teaching load

• No support from school administrators

• Inadequate funds to purchase (expensive) science equipment

• Imbalance in staff deployment, where a science teacher may be transferred and is replaced by say a teacher of English language

• Lack of or unstable electric power

• Slow adjustment of teachers to modern teaching methods and use of ICTs

• Examination oriented teaching

The group suggested the following strategies to help overcome the identified challenges.

• Deployment of more science teachers

• Ministry of Education and Sports (MoES) to purchase science equipment and materials for the schools

• Schools to do proper budgeting and put aside money for buying science equipment and materials

• Science teachers be motivated through improved pay, housing while learners should have science fares and visit people and places in their communities that put science to work

• Teachers to encourage and sensitise learners about importance of learning science

• Increased intake of science students in tertiary institutions

The role of ICT in the teaching/training and work performance of Science teachers:

• Improves the teaching and learning of science

• Lessens teacher preparation

• Offers current information

• Simplifies science concepts

• Enhances timely completion of school syllabus

• Demonstrations can be done easily

• Opportunities for professional development of teachers

• Provision of online materials

• Regular workshops

• Teaching using ICT equipment

• Use of ICT to share information among teachers

• Use of ICT in evaluation and assessment

• Use of ICT in recording and monitoring

Other Questions/ Matters of Concern Raised By The Participants

The following questions (Q) came up during the plenary session. The corresponding responses(R) are given after each question.

Q1: Are we as teachers going to benefit from the government policy to increase allowances for scientists?

R1: This was not the right fora for this question.

Q2: Could science students receive free tuition at tertiary institutions as a way of encouraging students to study science?

R2: How do we interest children in our homes to become scientists? Are we role models?

Q3: Hasn’t government policy of automatic promotion of children in UPE and USE schools compromised the quality of education?

R3: There is need for a change of attitude beginning with us. “We” are the government.

Matters of Concern

• Conditions of service are very hard for the teachers. They cannot afford to buy computers from their salary!

• There is a lack of well trained, competent science teachers in the secondary schools. Whereas the teachers could benefit from in-service training, students complete their university education without work ethics and with poor attitudes to work!

• One wonders - Do we have the right teachers, teachers by choice?

As a general piece of advice, teachers received some tips:

• Avoid having pineapple faces when in class – a pineapple is very rough outside although very sweet inside

• Find time to tell stories, crack jokes, exercise, use music clips and other ice-breakers in the teaching of science and mathematics

• Make science and mathematics appear as ordinary as possible

• Do not rush the content

Subject Group Interactions

Each subject was allocated a room where the MSI team demonstrated to the teachers how ICTs can be used to ease the teaching of content otherwise deemed abstract and/or difficult to teach in a particular subject. The content demonstrated by subject is summarized below.

Mathematics

Dr. Juma Kasozi demonstrated to the teachers how they can use a software called “Cabri” to teach and explain difficult concepts in 2-D and 3-D geometry. The teachers appreciated the power of ICT and wished they had computers/laptops to enable them access and use the demonstrated (and other available) software.

Way Forward, Conclusions and Recommendations

• Headteachers and teachers should be creative and innovative as they plan to stock schools with computers to enhance the teaching of science and mathematics. They could consider having the students make a small contribution once a year. Suppose a school has 2000 students and each student contributes UGX 5000 per year towards buying computers, how many computers (either new or used) will the school get?

• The next outreach will be in Western Uganda

Workshop Evaluation

The teachers were given a questionnaire to fill and they all handed in their responses before leaving the venue.
