1 Purpose 1.1 To define the Requirements for the design and construction of traction substations and tie

stations for the Melbourne Metropolitan railway.

2 Scope 2.1 This Standard applies to the design and construction of all new traction substations and tie

stations to be provided for the metropolitan railway.

2.2 The Standard applies to works on the Infrastructure Lease and to traction substations and tie stations works undertaken on other land which are intended to expand or enhance the provision of passenger rail services and to form part of the Infrastructure Lease.

2.3 The Standard applies to the transformers, switch gear and equipment forming an industrial substation where the industrial substation is integral to a traction substation such as applies at a train maintenance depot.

2.4 This Standard does not apply to substations solely providing industrial supplies.

2.5 The provisions of this Standard are mandatory.

2.6 This Standard takes precedence over other documents relating to the design, construction and operation of traction substations and tie stations.

4 Definitions Shall Is used as the descriptive word to express a requirement that is

mandatory to achieve conformance to the standard.

Infrastructure Lease

Is defined as the meaning in the Franchise Agreement.

Substation The building and all equipment including transformers and rectifiers providing energy for the metropolitan railway.

Tie Station The building and all equipment including DCCB’s for the sectioning of the traction power system.

5 References & Legislations

5.1 General 5.1.1 Traction substations and tie stations shall be designed and constructed in

accordance with this Standard, relevant MTM Standards and Australian, Rail Industry and International Standards.

5.1.2 The design and construction of the substations and tie stations shall comply with all legislative requirements and codes.

5.1.3 This Standard Supersedes the following Standards:

VRIOGS 010.3 - Railway Traction Substations Design Standard – 2009 (Rev. A),

VRIOGS 010.4 - Railway Traction Substations Construction Standard – 2009 (Rev. A), and

PTC Substations Design Standard - 1993 (Issue 3).

7 Safety and Environmental 7.1 Safety and risk assessments shall be undertaken for substation and tie station projects,

addressing all areas of specification, design, construction, operation and maintenance of the substations and tie stations.

7.2 The design, construction and operation of the substations and tie stations shall be based on the principle of providing a safe and functional electrical traction supply in so far as is reasonably practical.

7.3 Where new materials or systems are to be introduced with the design and construction of the substations and tie stations, the materials and systems shall be subject to type approval for use on the metropolitan train network.

7.4 The design, construction and operation of the substations and tie stations shall comply with the MTM Environmental Management Plan.

8 Functionality 8.1 The traction substations and tie stations shall deliver the functionality described following

and in accordance with the details of MEMF 000002-01 Traction Substations and Tie Stations Functional Requirements Form.

8.2 The traction substations and tie stations shall be designed and constructed to deliver power at the voltages specified in MEMF 000002-01 Traction and Tie Stations Functional Requirements Form.

8.3 The traction substations and tie stations shall also be designed and constructed such that any first order failure of equipment has no unacceptable impact on the provision of rail services.

8.4 Where an industrial substation is integral to a traction substation supplying a train maintenance depot, it shall also be designed and constructed such that any first order failure of equipment has no impact whatsoever on the provision of rolling stock maintenance.

9 Substation and Tie Station Buildings

9.1 General 9.1.1 Traction substations and tie stations shall be sized to accommodate the equipment

necessary to deliver the functionality as given in MEMF 000002-01 Traction Substations and Tie Stations Functional Requirements Form.

9.1.2 The structure of a substation shall comprise an enclosed building and a walled open area for high voltage transformers designed for outdoor use. The enclosed building and the walled open area shall be designed and constructed as an integral structure to appear as a single building. Tie stations only require an enclosed building.

9.1.3 The building shall be an industrial standard construction of concrete tilt up slab, bricks, concrete block or sheet metal walls on a steel structure with a metal roof. Where sheet metal cladding is used, it shall be of long life protected material. Copper cladding and roofing is not acceptable.

9.1.4 Traction substation and tie station structures shall be designed and constructed with a useful serviceable life of 60 years.

9.1.5 Timber shall not be used in the construction of the traction substations and tie stations with the exception that personnel access doors may be of solid timber.

9.2 Location 9.2.1 Substation and tie station buildings and associated earth grids shall be wholly

contained within the Infrastructure Lease or be constructed on land that is to form part of the Infrastructure Lease on completion of works.

9.2.2 Traction substations and tie stations shall be located as close as is practical to that location determined in accordance with the L1-CHE-STD-012 - MTM Standard Electrical Networks.

9.2.3 Where the building is located at or near the boundary of the Infrastructure Lease and metal fences, protection against step and touch potentials shall be taken into account with the design and construction.

9.3 Specific Structural Requirements 9.3.1 The substation and tie station earth grid shall be constructed beneath the building

and in the case of the substation, also under the walled open area. Additionally, the earth grid may extend beyond the building footprint. The structure shall be designed and constructed having regard to the requirements of the earth grid.

9.3.2 The reinforcing in the floor slab shall be electrically continuous with the reinforcing rods welded together at not more than 2 metre intervals. Where weld mesh is used, it shall be welded to the reinforcing bars at four points per sheet (standard sheet size 6.0m by 2.4m). The reinforcing shall be bonded to the substation or tie station earth with 70 sq mm copper cable.

9.3.3 Prior to construction of the floor slab and the foundation of the wall of the open area, the entire area is to be treated for termites by a recognised termite control organisation. An additional perimeter control is to be established for initial and ongoing treatment against termite attack, 300mm from the structure.

9.3.4 The floors of substation and tie station buildings shall be of concrete designed to support the movement and location of the heaviest item of equipment within the building and at a height of 200 mm above the surrounding natural earth or constructed ground level. The floor shall be sealed with a recognised sealant to contain dust and facilitate cleaning.

9.3.5 The floors of substation and tie station buildings shall be of concrete and flat overall within the tolerances specified by the suppliers of the switchgear for the operation of that equipment.

9.3.6 The open walled area is designated as the transformer bay. It shall have concrete foundations designed and constructed to support the transformers. The general ground area is to be concreted and suitable for pedestrian traffic.

9.3.7 Where oil filled transformers are to be installed, the design shall incorporate oil containment measures to hold the oil in the event of leakage or spillage.

9.3.8 The open walled area shall also have a designated position for a 2.4kW portable generator to be used to supply the substation battery charger for maintenance and emergency.

9.3.9 External walls shall be concrete, brick or sheet metal clad with plasterboard lining. Concrete block construction if used, shall be of the type that is not porous and meets the design life requirement of 60 years.

9.3.10 Walls shall not have windows or other openings except as required for access, installation and exchange of equipment and ventilation. Glass bricks constructed integral to the building structure are permissible. All openings shall be secure against vermin, vandalism and illegal entry.

9.3.11 Openings for the installation and exchange of equipment shall be provided by industrial quality, electrically powered, heavy duty roller shutter doors. Openings shall have an overall allowance of 300mm minimum around the largest item of equipment within the substation.

9.3.12 The design and construction shall provide for the exchange of equipment over the life of the building and the method of equipment exchange shall be documented. Mobile cranes, trolleys and like equipment may be used. A crane is not required to be integral to the building.

9.3.13 The installation and exchange of equipment in the open walled area shall be made by crane. Roller shutter doors are to be provided for the exchange of equipment. The area adjacent to the substation shall be capable of providing access and support for the crane.

9.3.14 Solid ceilings are not required. Galvanised metal mesh supporting foil insulation and thermal insulation to the building code is to be provided.

9.3.15 The roofs of substation and tie station buildings, including all roof plumbing material, shall be constructed of long life proven roofing products. Roofs shall be free of penetrations of any type. The design and construction shall provide for free draining of rain water. Internal guttering and box guttering are not permitted.

9.3.16 The drainage system shall prevent water pooling and retention in the walled open area surrounding the transformers.

9.4 Substation Rooms 9.4.1 The substation shall be formed with separate rooms as detailed following:

(a) High voltage AC equipment;

(b) Rectifier;

(c) DC equipment;

(d) Protection, electrolysis and electrical services;

(e) Signalling HV supply switchboard;

(f) Communications equipment; and

(g) Amenities.

9.4.2 The rectifier, auxiliary and signalling transformers shall be located in the walled open area as a transformer bay.

9.4.3 Where an industrial substation is integral to a traction substation, the industrial supply transformers shall be located in the transformer bay.

9.5 Tie Station Rooms 9.5.1 The tie station shall be formed with separate rooms as detailed following:

(a) DC equipment; and

(b) Amenities.

9.5.2 Where required for the accommodation of a signalling high voltage supply switchboard, a separate room within the building is to be provided.

10 Room Access and equipment 10.1 The nature of the work and the necessary authorisations limits the access of personnel to

specific rooms in the substation or tie station. The location of equipment in the various rooms shall be in accordance with the following;

10.1.1 The high voltage AC equipment room shall contain the HVAC switchgear only.

10.1.2 The rectifier room shall contain the rectifier(s) and the rectifier control cubicle(s).

10.1.3 The DC equipment room shall contain the HVDC switchgear.

10.1.4 The protection, electrolysis and electrical services room shall contain the substation protective relays, the electrolysis mitigation equipment, the substation 400/230 volt switchboard and the substation battery and associated switchboard. Where required, the electrical metering shall also be located in this room.

10.1.5 The signalling HV supply switchboard room shall contain the distribution and protection devices for the signalling power supply.

10.1.6 The communications room shall contain the RTU and communications equipment.

10.1.7 The amenities room shall be of at least 12 square metres in area and contain a sink and bench for a kettle to stand. The amenities room shall also have a table and chairs with seating for 5 persons. A cupboard is to be provided for the storage of drawings and records of the substation. A phone is to be provided.

10.1.8 A toilet and hand basin shall be provided and accessed from the amenities room. Hot water supply is not required.

10.2 Access to the designated room or area shall be available only to the personnel indicated as detailed in Table 1.

11 Building Access and Security 11.1 Access to the building shall be via a door which connects directly with the amenities room.

The door shall be opened with a key and fitted with an electrical lock release system. The electrical lock release system shall be capable of being operated by a proximity card system and the SCADA system as specified in MEMF 000002-01 Traction Substations and Tie Stations Functional Requirements Form.

11.2 Access to the substation rooms shall be from the amenities area. Similarly, access to the HV equipment in a tie station shall be through the amenities area.

11.3 The roller shutter doors and any other doors required shall be firmly locked and only opened from inside the substation.

11.4 All external doors shall be heavy duty, self closing, fitted with pin hinges located within the building and with a cover plate for the lock and door jamb. Roller shutter doors shall be positively locked inside the building or the walled open transformer area.

11.5 The rooms of the substation and tie station shall be fitted with doors which shall be normally closed. The doors may be secured in the open position for maintenance purposes but shall be closed at all other times.

11.6 Two means of egress for use in emergency shall be provided from rooms containing the HVAC equipment, the rectifiers and associated control equipment and the HVDC equipment. One egress from each of the rooms shall be to the exterior of the substation. Emergency egress is not required from the transformer bay and the transformer bay shall not be regarded as a refuge for emergency purposes. Doors shall be fitted with panic bar opening devices.

11.7 Doors shall be fitted with locks as specified in MEMF 000002-01 Traction Substations and Tie Stations Functional Requirements Form.

12 Building Ventilation and Temperature Control 12.1 The substation building shall be air conditioned to support the reliable operation of the

equipment. The air conditioner shall be designed and constructed to maintain the maximum air temperature within the substation to not more than 40 degrees Celsius with the external air temperature at 46 degrees Celsius.

12.2 The air conditioner is not required to heat the building. The thermal losses from the equipment will maintain the air temperature.

12.3 The room housing the communications equipment shall be fitted with a separate air conditioner to maintain the temperature in the room in the range of 18 to 30 degrees Celsius under all conditions.

12.4 The air conditioners shall be split units with the compressors and condensers mounted on the building roof or in the transformer walled area.

12.5 The door to the open walled area and the doors within the building shall be capable of being held in the open position to provide ventilation for personnel during maintenance activities.

12.6 The main area of a tie stations is not required to be fitted with an air conditioner.

12.7 If a roof ventilation opening is required in the building it shall not be placed above HV or other equipment.

13 Building Services 13.1 Substations and tie stations shall be provided with water, sewage, telephone and electric

services.

13.2 Where reticulated water and sewage are not available, water tanks and septic tanks may be installed in accordance with the requirements of the relevant authority.

13.3 The electric supply for the substation building shall be taken from an auxiliary transformer. The electric supply for the tie station building shall be from the local street supply.

13.4 Electrical general purpose outlets shall be provided throughout the buildings and in the walled open area for maintenance purposes. The location and number of outlets shall enable power to be sourced with the minimum use of extension leads.

14 Interior and exterior Lighting 14.1 The interior of substation and tie station buildings shall be illuminated by fluorescent lights

providing a near uniform lighting level of 200 Lux. The walled open area shall be illuminated by fluorescent lights to a level of 100 Lux.

14.2 Light fittings shall not be placed directly above high voltage apparatus or in locations where a person may come in contact with the light fitting and equipment at negative potential.

14.3 The interior of the buildings shall be provided with emergency signage and lighting in accordance with the relevant regulations. The emergency lights shall be powered from the substation battery. The emergency signage and lighting shall only be operating when staff are present in the building.

14.4 The exterior of the substation or tie station shall be illuminated to provide safe access from the roadway or footpath to the building and between the building and any external electrical switches associated with the substation or tie station. Fluorescent lighting fittings or other efficient lighting, designed for external use and mounted high on the building to minimise vandalism, are to be provided. An average level of 20 Lux is required for the roadway and footpaths.

15 Building Fire Ratings 15.1 External walls and doors shall have a minimum fire resistance level of 120/120/120 in

accordance with the BCA.

15.2 Internal walls and doors shall have a minimum fire resistance level of 120/60/60.

16 Substation and Tie Station Earthing 16.1 The substation earthing system shall comprise an interconnected grid of electrodes driven

into the earth beneath the building and also beneath the walled open area. Additionally, as necessary to achieve the required earth resistance, the earth grid may extend beyond the building footprint. The electrodes shall be copper clad of a minimum diameter of 16mm and minimum length of 3000mm, connected together by a bare copper conductor of 70mm2 cross sectional area. All connections shall be braised or cad welded.

16.2 The earth grid shall be constructed at a depth of a minimum of 500mm below the foundations for the structure.

16.3 Tie station earth systems shall be designed to meet the lighting and power supply requirements of the tie station. If the long term traction system design proposes that the building remain as a tie station, nothing further is required.

16.4 Where it is confirmed that the tie station will be converted into a substation within five years from the time of construction of the tie station, the earth grid shall be designed and constructed below the tie station building in accordance with the substation earthing grid requirements.

16.5 The earth grid and the earthing system shall be designed and constructed in accordance with AS 2067 and AS 3000.

16.6 Where it is required that the earth grid extend beyond the building structure outline to achieve the necessary electrical parameters, the grid shall be protected and designated by signage.

16.7 All concrete reinforcing steel and the steel structure of the building shall be electrical continuous with welded connections between sections.

16.8 The substation and tie station shall be provided with an earth bar bonded to the earth grid which shall have the following apparatus connected to it.

(a) HVAC switchgear enclosures;

(b) HV current transformers secondary circuits;

(c) HV transformers metal enclosures, (direct connection to the earth grid is permitted);

(d) Auxiliary transformer neutral terminal;

(e) HV signalling switchgear;

(f) HVAC cable screens;

(g) 400/230V switchboard;

(h) Remote Terminal Unit of the SCADA system.

16.9 The following apparatus shall be connected to the earth bar through an earth leakage relay (Device 64 A).

(a) Rectifier cubicle; and

(b) Rectifier control cubicle.

16.10 Provision shall be made for the connection of the building concrete reinforcing steel and the steel structure to the earth bar. The requirement for the connection shall be determined following commissioning of the substation or tie station.

17 High Voltage Alternating Current Apparatus 17.1 The HVAC switchgear shall be metal clad indoor switchgear rated for the load and fault

currents applicable to the substation in accordance with AS 3000 and AS 62271. Switchgear using Sulphur Hexaflouride as the insulating medium is not permitted.

18 Rectifiers 18.1 The rating and number of traction rectifiers shall be as determined from an analysis of the

voltage and current demand on the network to support the reliable delivery of passenger services and given in MEMF 000002-01 Traction Substations and Tie Stations Functional Requirements Form.

18.2 Traction supply rectifiers shall be diodes, two or four quadrant controlled rectifiers as given in MEMF 000002-01 Traction Substations and Tie Stations Functional Requirements Form.

18.3 The positive output of the rectifier shall be connected to HVDC switchgear and the negative connected to the negative bus bar.

19 High Voltage Direct Current Apparatus 19.1 The HVDC switchgear shall be metal clad indoor switchgear rated for the load and fault

currents applicable to the substation or tie station.

19.2 The MTM standard DCCB equipment is UGL KDA type circuit breakers.

20 Negative Connections 20.1 The negative bus bar forms the primary negative connection point for the substation or tie

station. The bus bar is fully rated for the load and fault currents at the location and insulated from earth to a minimum level of 3000 volts.

20.2 The following apparatus shall be connected to the negative bus bar;

(a) Rectifier negative power cables;

(b) Track feed cables;

(c) HVDC switchgear cubicles;

(d) Mounting bases of HVDC line isolators (where mounted on the building); and

(e) Electrolysis mitigation equipment as required.

21 Rail to Earth Potentials and Protection 21.1 The rectifier cubicle and the rectifier control cubicle shall be insulated from earth by being

mounted on insulated plinths. The insulation resistance between the cubicles and earth shall be a minimum of 1 mega ohm (MΩ) at 500 volts. The cubicles shall be earthed through the earth leakage relay.

21.2 The HVDC switchgear shall be insulated from earth. The switchgear shall be designed and constructed such that withdrawing or replacing the circuit breaker does not earth the switchgear. The insulation resistance between the switchgear and earth shall be a minimum of 1 mega ohm (MΩ) at 500 volts. The switchgear frame shall be bonded to the negative bus bar.

21.3 The substation and tie station shall be designed and constructed to prevent the inadvertent or deliberate connection between earth and negative potentials. The design and construction shall incorporate the following;

21.3.1 The HVDC switchgear shall have an insulated floor surrounding it upon which workers shall be insulated from earth;

21.3.2 A minimum distance of two metres shall be maintained between the HVDC switchgear and any earthed object, including the building floor and structure;

21.3.3 The two metre distance between the HVDC switchgear and any earthed object shall be maintained during the withdrawal and reinstatement of the circuit breakers while the circuit breaker remains in contact with equipment at rail potential;

21.3.4 The negative bus bar shall not be within two metres of any earthed object. The floor shall be insulated within two metres of the bus bar;

21.3.5 Non conducting material may be used to prevent contact with earthed objects but shall not have screws or other metallic mounting devices penetrating the material within two metres of equipment at negative potential; and

21.3.6 Permanent notices shall be installed in the interior of rectifier cubicles and rectifier control cubicles worded, “Rail to Earth Potentials – Do not bridge rectifier to cubicle”.

21.4 A negative to earth monitoring relay shall be designed and constructed to continuously monitor the voltage between negative and earth. The relay shall provide an output to the substation or tie station SCADA system if the voltage between negative and earth exceeds 60 volts.

21.5 In the event that the rail to earth voltage exceeds 120 volts instantaneously or 60 volts for a continuous period of more than 300 seconds, the rail shall be connected to earth through a contactor. The operation of the contactor shall generate an alarm via the SCADA at the electrical control centre. The opening of the contactor shall require manual intervention.

22 High Voltage Cabling 22.1 All cables shall be fully rated for the load current and fault current applicable.

22.2 MTM standard cables shall be used.

22.3 The screens of HVAC cables shall be connected to earth at the supply cable end only.

22.4 The screens of HVDC positive cables between the rectifier and the HVDC switchgear and between the HVDC switchgear and the track connections shall be bonded to the negative strip within the switchgear. The cable screens at the ends remote to the negative strip within the HVDC switchgear shall not be used.

22.5 The cable ends at which the cable screens are not used shall be insulated and sleeved to prevent connection with earth or other potentials. The insulation level shall be that applicable to the voltage rating of the cable.

22.6 Negative cables external to the substation shall have two layers of insulation. Cables will not have screens.

23 Battery and Battery Charger 23.1 The preferred substation and tie station battery voltage is 48 volts.

23.2 Should specialised equipment require other direct current voltages, only recognised standard nominal voltages shall be used. The requirements of the specialised equipment shall be as given in MEMF 000002-01 Traction Substations and Tie Stations Functional Requirements Form.

23.3 To provide redundancy and mitigate against the failure of a complete substation, substations with multiple rectifiers shall be fitted with at least two batteries. The batteries shall be arranged to be independent and to provide diversity of supply to the various equipment to protect against the loss of traction power with the failure of a battery.

23.4 The battery shall have the capacity to enable the substation or tie station to operate normally with the loss of power to the battery charger for a period of not less than 10 hours.

23.5 The MTM preferred battery and charger is Thytec.

23.6 Battery chargers shall be 230 volt single phase supplied by the white phase of the auxiliary transformer in the substation. Tie stations shall normally be supplied by single phase. However, if three phase power is supplied to a tie station, the battery charger shall be 230 volt single phase supplied by the white phase.

23.7 To maintain the battery condition during a loss of the normal supply to the battery charger for a period in excess of 10 hours, the design and construction of the substation and tie station shall enable a portable generator to be used to supply the charger.

23.8 A socket wired to the white phase and neutral to accept the supply from the portable generator shall be located in the walled open transformer area. At a tie station a suitable external location shall be provided and the 230 volt input socket shall be covered and secured from within the building.

23.9 The 400/230 volt system shall be provided with a manually operated change over switch that will isolate the battery charger and a lighting circuit from the normal supply and connect the white phase and neutral to a 230 volt input socket. The input socket shall accept a single phase 230 volt, 50 hertz, 10 amp generator supply. The battery charger and lighting circuit demand shall not exceed 8 amps.

24 Monitoring and Control 24.1 The electrical systems in the substation or tie station shall be monitored and controlled for

the provision of traction power, signalling power and related electrical services by the SCADA system. The requirements shall be as given in MEMF 000002-01 Traction Substations and Tie Stations Functional Requirements Form.

24.2 Additionally the substation or tie station shall be monitored and controlled for the following items:

24.2.1 Fire monitoring – fire detectors shall be provided in all areas of the buildings;

24.2.2 Intruder monitoring – security shall be provided by detectors on doors and within the buildings;

24.2.3 Door position – doors are to be proven closed;

24.2.4 Access door operation – the access door may be released remotely;

24.2.5 External lighting – the lighting may be operated remotely.
