Municipality createswork opportunities

Unemployment and skills development are two ofthe biggest problems hampering the Langeberg mu-nicipal area.

The municipality, together with the ExpandedPublic Works Programme (EPWP), and the Munici-pal Infrastructure Grant (MIG), have invested morethan R12 million over the past financial year in jobcreation and skills development within the area.

The Langeberg area is an agrarian society andits labour force is highly dependent on job creationwithin the agriculture sector. The disadvantage ofjob created through the agriculture sector is thatthis sector operates only seasonally and workersare laid off during “off-season”.

The government’s Expanded Public Works Pro-gramme (EPWP), which was introduced under pres-ident Thabo Mbeki’s reign and came into effect inApril 2004, aims to alleviate poverty and reduceunemployment, while creating labour-intensive jobopportunities. The EPWP will achieve this aimthrough the provision of work opportunities andtraining.

What other aims does the EPWP have?) To bring the unemployed into a temporary

working environment.) The unemployed will obtain skills and gain

work experience.

) The unemployed will receive a stipend (allow-ance).

) To enhance their chances of future employ-ment and/or trigger their “entrepreneurial spirit”.

If there is a team of municipal workers in yourtown or area who is currently repairing residentialstreet potholes, chances are good that they areemployed as part of a EPWP project. A recent Coun-cil decision on the wages for these workers conclud-ed that they now earn an increased wage of R105per day.

It should be noted that a “work opportunity”, asidentified by government, refers to any continuousperiod of employment of a person from one dayto three months. Therefore, if one person workson an EPWP project for one day, it counts as a“work opportunity”. If the same person works forone day and is then laid off for a week and thenworks again for one day, it will be considered astwo “work opportunities”.

However, if a person is employed through themunicipality’s EPWP programme for three to sixmonths, that is considered as full-time employment.It is also important to keep in mind that EPWP work-ers do not necessarily perform “new” work, but rath-er work that had to be done anyway. The only distinc-tion is that the EPWP is labour-intensive. For exam-

ple, where two people and a machine may normallyhave done the repairs to a pothole, the EPWP ena-bles the same work for perhaps four people andno machines.

All the job opportunities created through theEPWP, would probably still have been created, butprobably with fewer workers.

When the government refers to labour-intensiveopportunities, it refers to EPWP infrastructureprojects, including:

) Using labour-intensive construction methodsto provide employment opportunities to local andunemployed people.

) Providing training or skills development tothose locally employed workers.

) Building cost-effective and quality assets.Opportunities for implementing the EPWP

projects have been identified in the infrastructuresector (13 projects), environmental sector (9projects) and the social sector (3 projects). In theinfrastructure sector the emphasis is on creatingadditional work opportunities through the introduc-tion of labour-intensive construction methods.These methods involve the use of an appropriatemix of labour and machines, with a preference forlabour where technically and economically feasible,without compromising the quality of the product.

pal area each selected a poverty alleviationproject which employed unemployed workersfrom the respective towns through the EPWP pro-gramme. Council members of all twelve wardsreceived an allocation of R100 000 to be usedtowards a specific project within their respectivewards.

1.This R100 000 per ward was spent on twothings: the material to build the project and topay the wages of the workers employed to performthe work duties.

The EPWP projects were subjected to certainconditions. These conditions included that allprojects should be poverty alleviation projects,they should be implemented during off-seasonand should commence during the 2012/2013 fi-nancial year.

The Langeberg municipal council also specifiedthe following process to identify EPWP partici-pants:

2.The ward councillor and the ward committeemembers will identify the project and submit awritten request to the responsible director.

3.The ward councillor and the ward committeemembers must identify all households within theirwards who have no source of income whatsoeverand submit their IDs to Human Resources whowill compile a database for each ward.

4.When the request is received from the wardcouncillor, employment is done from the databaseof the respective wards.

5.The concerned director will authorise the ap-pointment in writing and such appointments willbe made from the database of the respectiveward.

6.Human Resources must not accept anynames from any source other than from the re-sponsible director.

7.The Human Resources department must giveconfirmation that the participants have not partici-pated in a recent municipal project.

The municipality’s EPWP target for the new fi-

nancial year is to create 413 work opportunitiesand 77 full-time employees. Since 2009/2010, theLangeberg Municipality has created 1 255 workopportunities and 269 full-time employees.

The Langeberg Municipality’s Local EconomicDevelopment Manager, Peter Salman, believesthat the municipality’s EPWP is making a big con-tribution to job creation within the area. “TheEPWP projects are mitigating the seasonality ofthe jobs within our area. Our people are very de-pendent on the agriculture sector and are usuallyunemployed during off-seasonal times. Throughthe EPWP projects we are able to fill that gapbetween the season and off-season and still makea contribution to our local economy,” he said.

“It should be noted that the EPWP projects aresimply a temporary measure to assist householdsand provide temporary disposable income andskill people in the process. People who partakein the EPWP project can add their experienceon their CVs when applying for a new job.The EPWP is simply a steppingstone to aid those employeesto find a more permanentmeans of employment.”

Die munisipaliteit, in samewerkingmet die Expanded Public Works Pro-gramme (EPWP) en die Munisipale In-frastruktuur-toekenning (MIT), het dieafgelope finansiële jaar meer as R12miljoen aan werkverskaffing en vaar-digheidsontwikkeling in die gebied be-stee.

Die Langeberg is ’n landelike omge-wing en sy werkerskorps is grootliksafhanklik van werkverskaffing binne dielandbousektor.

Die nadeel daarvan is egter datwerksgeleenthede in dié sektor sei-soengebonde is en dat werkers buitedie seisoen afbetaal word.

Die doel van die regering se EPWP-program wat gedurende oudpresidentThabo Mbeki se termyn ingestel en inApril 2004 van krag geword het, is omarmoede te verlig, werkloosheid te ver-minder en arbeidsintensiewe werksge-leenthede te skep.

Die EPWP se doelstellings is ook om:) Tydelike werkers geleenthede in

die werksomgewing te bied.) Werkloses geleenthede te bied

om vaardighede en werksondervindingop te doen.

) Om werkloses van ’n salaris/be-soldiging/betaling te voorsien.

) Om werkloses se kanse op toe-komstige werksgeleenthede te verbe-ter en/of hul entrepreneurstalente aante wakker.

As daar in jou gebied munisipale wer-

kers is wat tans slaggate in woongebie-de se strate herstel, is die kanse goeddat hulle deel van die EPWP-programis. By die afgelope raadsvergaderingis besluit dat dié werkers se salaris naR105 per dag opgeskuif word.

Kennis moet geneem word dat dieregering ’n werksgeleentheid omskryfas ’n aaneenlopende tydperk van eendag tot drie maande. Met ander woor-de, wanneer ’n persoon vir net een dagwerk in ’n EPWP-program doen, vir ’nweek afgelê word en dan weer vir eendag werk, dit beskou sal word as “tweewerksgeleenthede”.

Wanneer ’n persoon in die munisipa-liteit se EPWP-program vir ’n tydperkvan drie tot ses maande werk, worddit as ’n heeltydse werk beskou. Daarmoet ook in gedagte gehou word dat

EPWP-werkers nie noodwendig “nu-we” werk verrig nie, maar werk doenwat in elk geval gedoen moet word. Dieenigste verskil is dat die EPWP arbeids-intensief is, byvoorbeeld waar tweemense en ’n masjien gewoonlik die her-stelwerk aan ’n slaggat gedoen het, laatdie EPWP toe dat dieselfde werk deurvier mense sonder ’n masjien gedoenword. Werksgeleenthede wat met dieEPWP geskep word, sou waarskynlikin elk geval geskep gewees het, metdié verskil dat minder werkers gebruikword.

Wanneer die regering na arbeidsin-tensiewe geleenthede verwys, wordverwys na EPWP-infrastruktuur-pro-jekte insluitend:

) Die gebruik van arbeidsintensie-we konstruksiemetodes om werksge-

leenthede vir plaaslike en werklosemense te skep;

) Om opleiding en arbeidsvaardig-hede aan plaaslike werknemers te ver-skaf;

) Die bou van koste-effektiewe,kwaliteit-bates.

Geleenthede om die EPWP-projektete implementeer is saamgevat in ver-skillende afdelings: infrastruktuur (13projekte), omgewing (9 projekte) enmaatskaplik (3 projekte). Wat infra-struktuur betref, word klem gelê op dieskep van ekstra werksgeleenthededeur arbeidsintensiewe konstruksie-metodes. Dit behels die aangewesekombinasie van arbeid teenoor mega-nika waar dit tegnies en ekonomiesvoordelig is sonder om kwaliteit in teboet.

het elk ’n armoedeverligtingsprojek geïdentifiseerwat werklose mense van die onderskeie dorpe deurmiddel van die EPWP-projek in diens geneem het.Raadslede van al 12 wyke het ’n toelaag vanR100 000 ontvang vir spesifieke projekte binne hulwyke. Dié geld is aangewend om die materiaal virdie projekte aan te skaf en om die werkers watdaarvoor in diens geneem is, te betaal. Die EPWP-projekte is onderhewig aan sekere voorwaardes:

hulle moet almal armoedeverligting ten doel hê; ditmoet buite die seisoen uitgevoer word en in die2012-2013-boekjaar afskop.

Die Langeberg se munisipale raad het ook dieriglyne vir die identifisering van EPWP-deelnemersneergelê, wat insluit:

) wyksraadslede en wykskomitees se lede dieprojekte identifiseer en ’n skriftelike versoek aandie verantwoordelike direkteur rig;

) wyksraadslede en wykskomiteelede alle huis-houdings in hul wyke identifiseer wat geen bronvan inkomste het nie en hul identiteitsdokumenteaan die menslike hulpbron-afdeling gee wat ’n data-basis vir elke wyk moet opstel.

Die EPWP se teiken vir die nuwe finansiële jaaris die skep van 413 werksgeleenthede en die in-diensneming van 77 voltydse werknemers. Die mu-nisipaliteit het sedert 2009-2010 al 1 255 werksge-leenthede geskep en 269 voltydse werknemers indiens geneem.

“Mense wat deel van die EPWP-projek is, kandié ondervinding op hul CV’s plaas wanneer hulleaansoek doen om ’n nuwe werk. Die EPWP is net’n afspringspunt om mense te help om ’n meer per-manente werk te vind.”

Current EPWP projects in the LangebergThe current EPWP projects that are tak-ing place within the Langeberg municipalarea are mostly projects that rolled overfrom last year. They will continue intothe new financial year (2013/2014), andinclude:

) The upgrading of the open publicspace in Burwana Street, in Nkqubela(Ward 2).

During the last financial year, theLangeberg Municipality, in collaborationwith the Department of Public Works,and with MIG funding, contributed overR12 million towards EPWP projects.

The designated groups who have ben-efited from the 2012/2013 EPWP

projects include 70 women, 77 youngpeople and four people with disabilities.

The Langeberg Municipality recognis-es the massive need for job creation andskills development, especially amongthe youth, within the area.

The EPWP programme is one projectinto which the municipality has investedmuch money, in order to help employand skill people.

It should, however, be noted that thisprogramme is simply a temporary mech-anism and beneficiaries should use it on-

ly as a stepping stone and not as a per-manent means of employment.

As mentioned earlier, the EPWP pro-gramme is aimed at increasing thechances of future employment and/or totrigger people’s entrepreneurial spirit.

The Langeberg Municipality would liketo encourage work seekers to continueto look for a more permanent means ofemployment, or to start their own busi-ness.

And although the municipality has in-vested a lot of money into the EPWP

programme, it is evident that much moreis needed.

The municipality needs the public tomeet it halfway in creating jobs withinthe Langeberg area.

It is only once more jobs are created,that the Langeberg economy can func-tion optimally.

Unemployed people and jobseekersare welcome to approach the ward coun-cillors within their respective wards formore information about the municipali-ty’s EPWP programme.

Montagu shows off transfer stationMontagu shows off transfer stationThe Langeberg Municipality built a new transferstation in Montagu after the Bessieskop landfillsite reached capacity earlier this year. “We hadto find another way to accommodate residentsand the municipality decided to build a transferstation which was completed in May this year,”the manager of solid waste, Dirk Steyn, said.

The station has been fully operational since 1June, and many residents within the area haveutilised it to drop off recyclable material, as wellas domestic waste. The new transfer station offersthe following services:

)Distribution of green waste – This waste istransported to the Robertson site for compost pro-duction.

)Non-recyclable or domestic waste – This typeof waste is transported to the Ashton landfill site.

)The municipality has made provision for recy-clable waste, including glass, plastic and paperto be placed in marked containers at the transferstation – This waste is transported to the MaterialsRecovery Facility (MRF) in Ashton for further sort-ing and processing.

)There’s also been made provision for hazard-ous or e-waste which contains dangerous chemi-cals that is non-recyclable. These include itemssuch as batteries and other electronic products.This type of waste will eventually be transportedto a special dumping site, as the municipality doesnot have the means to process it.

“It is important that the public knows of the serv-ices offered by the transfer station and I wouldlike to reiterate that the service is open to everyonewithin the Langeberg area,” Steyn said. “The focuson the sustainable design of the transfer stationis also what has ensured that the facility be wellreceived by the local communities and well uti-lised.

“The two-bag system has been in place for quitea few years now but people are still hesitant torecycle.” The July 2013 recycling figures showthat residents from Montagu are still the biggestrecyclers.

From boardroom to classroomLangeberg municipal manager SoyisileMokweni exchanged the boardroom forthe classroom for a few hours as headdressed the matric class of theMasakheke Combined School inNkqubela, Robertson on 16 August.

Mokweni joked that he was onceplaced in front of a full class to lecturefor four hours at the University of theWitwatersrand, but said that teachingcomes naturally to him. Also a nativefrom Nkqubela, Mokweni recalled hischildhood education as one that had

many difficulties. “I was one of the firstchildren from Nkqubela to have attend-ed school,” he said.

“At the time, we were kicked out ofthe coloured school and the peoplefrom Nkqubela came together andformed an informal school. Sometimesit used to be in a church and we usedto wait for most of the day for an adultto come from his day-time work to teachus how to read,” Mokweni said.

Mokweni attributed a substantial partof his speech to the need for technologi-

cal development and the effect this hason the labour market. “Businesses aredriven by technology. In South Africa,we are part of a global village, we nowcompete with people from Asia andAmerica.

“Manual labour is decreasing andeverything is automated today. And forsomeone wanting to work with machin-ery, you must at least have a matriccertificate,” he said.

“The agriculture sector has shrankwith around 10 000 job cuts per year

due to industrialisation,” he said.“The pool of unskilled labour is

shrinking and if you’re hoping to be em-ployed one day, you must be educated,and you must be skilled,” Mokweni said.He also highlighted the unemploymentrate within the Langeberg area whichcurrently stands at about 40% amongstthe youth.

“There are certain social ills that trapus into poverty,” he added. “Substanceabuse and teenage pregnancies arepoverty traps. Equip yourself with the

necessary tools to fight poverty and un-employment,” Mokweni urged the stu-dents.

Mokweni shared his secrets toachieving success: work hard, have aplan of action and be faithful to yourplan.

“The world is full of distractions, eve-ryone is competing for your attention,they are the thieves of time. It requiresgreat discipline, but you will succeedif you are faithful to yourself. Take yourfuture into your own hands.”

Van raadsaal tot klaskamerDie bestuurder van die Langeberg Munisipaliteit,Soyisile Mokweni, het onlangs die raadsaal vir dieklaskamer verruil toe hy die matriekklas van dieMasakheke Gekombineerde Skool in Nkqubela,Robertson op 16 Augustus vanjaar vir ’n paar uurtoegespreek het.

Mokweni het grap-penderwys vertelhoe hy een keer virvier ure lank moesklasgee vir ’n klompstudente by die Uni-versiteit van die Wit-watersrand (Wits).Maar, het hy gesê,onderwys gee is ’nnatuurlike ding virhom.

As boorling vanNkqubela, onthou hysy skoolopvoedingas een met baie pro-bleme.

“Ek was een vandie eerste kindersvan Nkqubela omskool toe te gaan,”het hy vertel.

“Destyds is ons uit die bruin skool geskop. Diemense van Nkqubela het bymekaar gekom en ’ninformele skool gestig. Soms was ons in ’n kerken moes ons dikwels heeldag wag vir ’n grootmensom uit die werk te kom om vir ons te kom leerhoe om te lees.”

Mokweni het ’n groot deel van sy toespraak gewyaan die behoefte aan tegnologiese ontwikkeling endie effek wat dit op die arbeidsmark het.

“Sakeondernemings word deur dietegnologie gedryf. Ons in Suid-Afrika is deel van ’n wêreldwyeekonomie (global village) enons kompeteer teen mense

van Asië en Amerika.“Handearbeid is aan die afneem en alles is geou-

tomatiseerd vandag. Iemand wat vandag met masji-nerie wil werk, moet minstens ’n matrieksertifikaathê,” het hy gesê. “Werksgeleenthede in die landbou-sektor het met sowat 10 000 poste per jaar vermin-

der as gevolg van in-dustrialisasie.”

“Die poel van onge-skoolde werksge-leenthede is aan diekrimp en as julle hoopom eendag werk tekry, moet julle julskoolopleiding voltooien ’n vaardigheid aan-leer.”

Mokweni het ook nadie werkloosheidsyferin die Langeberg ver-wys en gesê dié syferonder die jeug staannou op ongeveer 40%.

“Die wêreld is vol afleidings en versoekings, almalstoei vir jou aandag. Hulle is die diewe wat jou

tyd steel.“Dit verg streng dissipline, maar jy sal sukses

Educational gifts donated by deputy mayorThe Langeberg Municipality’s deputymayor, Councillor Khanyile Klaas, visit-ed the Sakhikamwa Early ChildhoodDevelopment Centre in MandelaSquare, Ashbury on 29 July. In the spiritof Mandela Month, the deputy mayordonated educational gifts for the youngchildren.

“We often fail to acknowledge the

people in our communities who haveestablished themselves and in the proc-ess made great contributions to ourcommunities,” Councillor Klaas said.

“Ouma Dalsie of this education cen-tre is a natural leader and an exampleof the spirit of ubuntu.

“She has Madiba’s vision of a betterlife for all. She really cares for her com-

munity and it’s evident by the way sheruns this education centre,” Cllr Klaassaid.

Ouma Dalsie Winegaard explainedthat her education centre survives onlyon funding as parents do not have themoney to pay for their children’s school-ing.

“Sometimes we get around R2 000

per month from the Department ofHealth. We’ve also received somefunding from a few other donors.

“But most of the time my helpers gohome without a wage or salary at theend of the month,” Ouma Dalsie said.

She also showed off her beautifulvegetable garden where she grows herown vegetables to feed the children.

“I am very proud of this garden, as ithas made the headache of providingfood to the children a lot less. It is muchcheaper and very sustainable,” shesays.

“Sy gee werklik om vir haar gemeenskapen dit wys duidelik in die manier waaropsy die sentrum bestuur,” het Klaas gesê.

Ouma Dalsie Winegaard het verduidelik

“Ek is baie trots op hierdie tuin, want ditmaak die kopseer van kos voorsien aan diekinders heelwat minder. Dit is baie goedko-per en volhoubaar,” het sy gesê.
