PERUTUSAN PENGERUSI
Tahun 1979 merupakan satu tahun pertumbuhan dan perkembangan dalam mana telahmembawa banyak perubahan-perubahan dalam kualiti dan kuantitl perkhidmatan yang di-tawarkan oleh Pusat Daya Pengeluaran Negara.
Dalam tempuh Rancangan Malaysia Kedua sejumlah 12,585 peserta yang terdiri dariorang-orang awam dan sektor swasta telah mengambil bahagian dalam 805 rancangan la-tihan yang diselenggarakan oleh Pusat Daya Pengeluaran Negara. Sehingga akhir tahun ke-empat Rancangan Malaysia Ketiga, bilangan peserta telah berganda menjadi 27,901. Jum-lah rancangan latihan yang dijalankan di beberapa tempat di negara ini juga bertambahmenjadi sebanyak 1,320.
Pertumbuhan di dalam suasana ekonomi yang dinamik ini membuktikan Pusat DayaPengeluaran Negara boleh mengikut peredaran masa, menyesuaikan perkhidmatan yangmakin bertambah daripada sektor perniagaan dan perusahaan di Malaysia dalam melak-sanakan polisi-polisi kerajaan.
Saya merasa bangga untuk mengumumkan usaha-usaha yang dibuat oleh Pusat iniuntuk meninggikan mutu penyelidikan dan pengurusan kaum Bumiputra seperti yang di-bayangkan dalam Rancangan Malaysia Ketiga, terutama sekali dalam usaha-usaha menam-bahkan lagi pengetahuan perniagaan kepada kaum Bumiputra melalui Rancangan Pem-bangunan Usahawannya.
Semenjak pelancaran Rancangan Pembangunan Usahawan pada bulan Julai 1976 hing-ga 1979 sejumlah 9,184 peserta mengikuti 361 kursus yang telah dijalankan di beberapatempat di seluruh negara.
Perkhidmatan-perkhidmatan susulan dalam bentuk khidmat nasihat dan perundinganperniagaan telah melahirkan sebanyak 815 perniagaan. Adalah dianggarkan, angka iniakan bertambah selaras dengan perkhidmatan latihan dan perundingan yang telah dijalan-kan oleh Pusat Daya Pengeluaran Negara.
Pertambah permintaan untuk rancangan-rancangan yang diatur khas (In-plant/TailorMade) dan persediaan tempat-tempat baru untuk latihan juga turut memberi sumbangandalam perkembangan perkhidmatan Pusat Daya Pengeluaran Negara. Dari tahun 1975-1979 permintaan terhadap rancangan tersebut telah bertambah sebanyak 50%. Perkem-bangan ini adalah satu tanda yang baik bagi Pusat Daya Pengeluaran Negara kerana ia me-nunjukkan pengiktirafan industri-industri di Malaysia terhadap latihan-latihan yang lebihkhusus.
Kesedaran terhadap pentmgnya latihan dan rancangan pembangunan oleh kakitangan-kakitangan Industri Perhotelan dan Restoren telah terbukti dengan pelancaran RancanganSijil Penyelian Hotel-Restoren yang dijalankan selama 10 minggu dalam tahun 1979. Prog-ram ini akan menambahkan kursus yang sedia ada dijalankan untuk Industri Perhotelan dinegara ini.
Satu rancangan baru, iaitu pembentukan Yunit Teknik Kos Rcndah (Low Cost Auto-mation) dilancarkan dalam tahun ini. Yunit ini diharap dapat diperkenalkan kepada se-semua jenis industri terutama industri kecil dan sederhana.
Untuk memenuhi permintaan yang kian bertambah terhadap perkhidmatan yang di-berikan oleh PDPN maka cawangan di Kuching ditubuhkan untuk memberi khidmat ke-pada negeri-negeri Sarawak dan Sabah, dan ini menambahkan pejabat wilayah kepada 4cawangan. Pejabat Wilayah Sarawak ini akan memenuhi keperluan latihan dalam bentukoengurusan, penyeliaan dan keusahawanan dengan lebih berkesan lagi.
Sekarang usaha-usaha ini melibatkan jentera pentadbiran yang lebih besar dan matang.Saya yakin pada tahun-tahun akan datang lebih ramai lagi pegawai-pegawai yang berke-layakan dan matang akan diambil untuk memikul tanggungjawab ini.
Tugas Pusat Daya Pengeluaran Negara pada masa-masa yang akan datang memanglahjelas. Dengan mempunyai pegawai-pegawai yang berdedikasi serta kerjasama yang berpan-jangan daripada orang ramai dan sektor swasta, saya tidak ragu-ragu bahawa Pusat DayaPengeluaran Negara boleh mencapai matlamatnya.

BAHAGIAN I
PENDAHULUAN
Pusat Daya Pengehiaran Negara Malaysia
Pusat Daya Pengeluaran Negara telah ditubuhkan daiam tahun 1962 sebagai satuprojek bersama oleh Kumpulan Wang Khas Bangsa-bangsa Bersatu dan Kerajaan Per-sekutuan dengan Pertubuhan Buruh Antarabangsa sebagai pentadbirnya. Mengikut Ran-cangan Gerakan projek itu, Pusat Daya Pengeluaran Negara akhirnya akan berkuasasendiri.
Dalam tahun 1966 Akta (Memperbadankan) Majlis Daya Pengeluaran NegaraNombor 19 tahun 1966 telah diluluskan oleh Parlimen dan majhs menjadi sebuah badanyang berkuasa sendiri mulai daripada Ihb. Mac 1966. Akta ini dipinda oleh Akta (Pin-daan) (Memperbadankan) Majlis Daya Pengeluaran Negara 1975 (Akta A305 tahun 1975)sejajar dengan usaha-usaha perkembangan Pusat ini.
Tugas Majlis ini telah menubuh dan menyelenggarakaii Pusat Daya PengeluaranNegara bagi maksud:
— Meninggikan mutu pengurusan termasuk penyelian pada segala peringkatdalam perdagangan dan perusahaan di Malaysia;
— Memperbaiki kecekapan perjalanan perusahaan, jualan-jualan dan pemasarandengan memberi perhatian khusus kepada kaedah-kaedah menambah dayapengeluaran, memperbaiki mutu keluaran, mengurangkan belanja-belanjadan memberi latihan dan nasihat mengenai perhubungan antara buruh denganpengurusan;
— Mengadakan latihan dan rancangan-rancangan lain yang boleh sebaik-baiknyamengisi kehendak-kehendak tertentu dan kehendak-kehendak tempatan dannegara pada seluruhnya;
— Menerangkan maksud-maksud, tujuan-tujuan dan usaha-usaha Pusat dan men-dapatkan kerjasama daripada kumpulan-kumpulan majikan dan pekeija;
— Menasihatkan, sebagaimana kakitangannya berkelayakan, Menteri dan per-tubuhan-pertubuhan persendirian, pertubuhan-pertubuhan atau orang per-seorangan mengenai perkara-perkara yang meliputi segala segi cara dayapengeluaran;
— Berkhidmat sebagai suatu foram untuk membincangkan masaalah-masaalahpenubuhan, pengurusan dan penyeliaan dalam perdagangan dan perusahaan;
— Membuat penyata tahunan kepada Menteri berkenaan dengan kemajuan danmasaalah-masaalah meninggikan daya pengeluaran dalam perdagangan danperusahaan dalam negara serta membuat syur-syur mengenai cara bagaimanamasaalah-masaalah itu boleh diuruskan;
— Mengada dan menguruskan perkhidmatan-perkhidmatan perunding;— Mengadakan dan mengekalkan perhubungan-perhubungan dengan pertubuh-
an-pertubuhan kebangsaan mahu pun antarabangsa;— Menjalankan usaha-usaha perniagaan untuk mendapat keuntungan bagi mak-
sud penjalanan kerja-kerjanya di bawah Akta ini; dan— Membuat apa-apa perkara sebagaimana yang bersangkutan dengan atau ter-
libat daripada perjalanan kerja-kerja di bawah Akta ini.
RINGKASAN KEGIATAN-KEGIATAN MAJLIS PENGELUARANNEGARA
A. Sepanjang tahun 1979 Majlis telah bermesyuarat sebanyak 10 kali dan di antaraperkara-perkara yang dibincangkan ialah:
(1) Belanjawan:— Meluluskan anggaran belanjawan pengurusan sebanyak $3,678,441 untuk
tahun 1980.
(2) Kakitancan— Pengambilan 2 orang Penolong Pengarah, 2 Pegawai-pegawai Latihan Pe-
nyiasatan Kanan dan 22 orang Pegawai-pegawai Latihan, 4 orang Pe-nyiasatan, seorang Pembantu Teknik, 2 orang Pegawai Kerani, 2 Jurutreng-kas, 2 Jurutaip, seorang Juruteknik Rendah, 5 orang Pelayan Pejabat, danseorang Operator Mesin.
— 2 Orang Pcnasiliat Afltarabangsa telah diambil berkhidmat dengan PusatDaya Pengeluaran Negara untuk jangkamasa setahun 3 bulan.
(3) Rancangan Kemajuan dan Latihan— Rancangan Pembangunan Usahawan untuk Bumiputra— Kemajuan Institut Latihan Perhotelan/Restoren— Rancangan Pembangunan Sumber Tenaga Manusia— Penubuhan Pejabat Cawangan PDPN di Kucing— Pembelian tanah untuk tapak Pejabat Johor dan Kuantan.— Persendirian PDPN untuk Rancangan Malaysia Keempat
(4) Kemajuan Kakitangan— Latihan tempatan dan seberang laut untuk Pegawai-pegawai Kanan— Kursus Institut untuk Pegawai-pegawai— Latihan tempatan untuk Kakitangan Rendah.
(5) Bantuan Teknikal daripada Kerajaan Asing dan Organisasi Antarabangsa— Dalam tahun 1979 Pusat Daya Pengeluaran Negara telah menerima ban-
tuan untuk membolihkan 25 orang Pegawai-pegawai Kanan mengikutibeberapa rancangan latihan diseberang laut dan juga 2 orang PenasihatAntarabangsa untuk Perkhidmatan jangka pendek.
B, Mesyuarat
Mesyuarat-mesyuarat berikut telah dijalankan disepanjang tahun 1979:

TINJAUAN UMUM
Kegiatan-kegiatan Latihan
Kursus-kursus Latihan
Seramai 8,717 peserta telah mengikuti 367 rancangan latihan yang dijalankan diseluruh negara. Lebih dari 50% dari jumlah kegiatan-kegiatan latihan ini telah dijalankandi Pejabat-pejabat Wilayah Pusat Daya Pengeluaran Negara di Kuantan, Pulau Pinang,Johor dan Kucing.
Selaras dengan keupayaan pertumbuhan dan keperluan peniaga-peniaga kecil, 98kursus Melahirkan dan Membina Usahawan telah dijalankan untuk 2,597 peserta dibeberapa tempat diseluruh negara.
Kursus-kursus dan Seminar Khas
Dalam tahun 1979 ini Pusat Daya Pengeluaran Negara telah mengadakan 22 seminardalam berbagai-bagai bidang seperti Pengurusan Perakaunan dan Kejuruteraan Perusahaan.
Untuk memenuhi permintaan Perusahaan Perhotelan yang kian bertambah, saturancangan 10 minggu "Sijil Penyeliaan Hotel dan Restoran" telah dilancarkan dalamVulan April.
Seperti tahun-tahun dulu, satu lagi Rancangan Pembangunan Sumber TenagaManusia untuk jawatan penyelia telah dijalankan. Ini merupakan rancangan keempatdalam siri ini, dan telah dihadiri oleh 25 orang peserta.
Dalam masa yang sama, Rancangan Diploma Ketiga dalam Pengurusan Pemasarantelah dilancarkan oleh Pusat Daya Pengeluaran Negara dengan kerjasama Persatuan DayaPengeluaran Malaysia. Seramai 46 orang peserta dari beberapa pertubuhan mengikuti ran-cangan 1^ tahun ini.
Kursus Latihan yang dibentuk khas: (Tailor-Made)
62 rancangan kursus yang dibentuk khas telah dijalankan untuk berbagai pertubuh-an di seluruh negara untuk memenuhi keperluan latihan perniagaan dan perusahaan yangkian bertambah.
Ceramah-ceramah
Tayangan filem dan perbincangan atas tajuk Pengurusan juga dibuat atas perminta-an organisasi-organisasi di seluruh negara untuk memenuhi keperluan-keperluan utamamereka.
Kursus-kursus PDPN/Persatuan Daya Pengeluaran Malaysia
Pusat Daya Pengeluaran Negara dengan kerjasama Persatuan Daya PengeluaranMalaysia, telah menjalankan kursus-kursus dan seminar luar di seluruh negara. 65 ran-cangan telah disusun dengan kerjasama Persatuan Daya Pengeluaran Malaysia.
Khidmat Nasihat dan Perundingan
Tahun ini Khidmat Nasihat dan Perundingan Daya Pengeluaran Negara telah se-penuhnya ditumpukan untuk menolong peniaga-peniaga bumiputra khususnya dalambidang pengurusan perniagaan kecil. Perkhidmatan tersebut telah diberi kepada 1,934orang peserta kursus Melahirkan dan Membina Usahawan tahun 1978.
Perkhidmatan Perundingan jangka panjang juga disediakan untuk peniaga-peniagasederhana dan besar dalam bidang Perakaunan, Sistem Penentuan kos, Pemasaran danKajian Kerja.
Kegiatan-kegiatan Wilayah
Selaras dengan matlamat Pusat Daya Pengeluaran Negara untuk memperluaskanlagi kesedaran daya pengeluaran ke seluruh negara, satu lagi Pejabat Wilayah telah di-tubuhkan di Kucing dalam bulan Ogos, untuk merangkumi negeri-negeri Sabah danSarawak. Ini menjadikan 4 buah Pejabat Wilayah.
Dengan pertambahan pengiktirafan untuk latihan pengurusan di kawasan-kawasandi luar Selangor, Pejabat Wilayah bersama-sama menyumbangkan kira-kira 50% daripadasemua kegiatan-kegiatan latihan Pusat Daya Pengeluaran Negara.
Tapak Pejabat
Memandangkan pertambahan kegiatan-kegiatan Pusat Daya Pengeluaran Negara,tapak pejabat yang baru telah disewa dari Perbadanan Kemajuan Negeri Selangor di Sg.Way, Subang. Tapak pejabat baru ini meliputi ukuran luas lantai sebanyak 17,620 kakipersegi, akan menempatkan bahagian Perkhidmatan Bumiputra, Bahagian PerkhidmatanPerusahaan Kecil, Bahagian Kejuruteraan Perusahaan dan Yunit Teknik Kos Rendah.

Di bawah ini adalah satu tinjauan kegjatan-kegiatan yang telah dijalankan olehBahagian Perkhidmatan Bumiputra, Pusat Daya Pengeluaran Negara dalam tahun ini.
1. 98 kursus Melahirkan dan membina Usahawan (EDP I) telah dijalankan untuk2,597 orang peserta di seluruh Malaysia.
2. 6 kursus Melahirkan dan Membina Usahawan (EDP I) telah dijalankan untuk122 orang Pegawai-pegawai Pembangunan dari Kementerian Kebudayaan Beliadan Sukan, RISDA, MADA dan Yunit Penyertaan Bumiputra, Sabah.
3. 11,109 surat-surat susulan telah dihantar kepada bekas-bekas peserta yangbelum lagj menceburkan diri dalam perniagaan.
4. 10 buah Seminar Susulan Sehari untuk 1946 orang peserta telah diadakan.
5. 402 yunit-yunit perniagaan di Perlis, Kedah dan Pulau Pinang telah menerimalawatan Khidmat Nasihat 3 Jam sebagai langkah pertama dalam rancanganKhidmat nasihat dan perundingan, Bahagian Bumiputra ini.
6. Khidmat Nasihat 10 hari sebagai langkah kedua rancangan ini telah ditawarkankepada 37 yunit perniagaan di Perlis, Kedah, Perak, Selangor, Pahang danTrengganu.

7. Khidmat Perundingan yang mendalam telah ditawarkan kepada 4 Yunit Per-niagaan di Kedah dan di Pulau Pinang.
8. Bahagian Perkhidmatan Bumiputra Pusat Daya Pengeluaran Negara telah ber-mesyuarat 5 kali dalam kedudukannya sebagai Sekretriat diJawatankuasa Ber-sama Pembangunan Usahawan peringkat Kebangsaan yang dianggotai oleh Ke-menterian Kebudayaan Belia dan Sukan, RISDA, DARA, UDA, BahagianBekas-bekas Tentera Kementerian Pertahanan dan PDPN sendiri.
9. 285 Orang peserta dari Negeri Perils, Kedah, Pulau Pinang, Perak, Kelantan,Trengganu, Negeri Sembilan dan Sabah telah mengikuti 9 buah Seminar WangBuat Wang.
10. SO Orang Usahawan telah dapat dilahirkan sebagai hasil usaha Melahir danMembena Usahawan dalam tahun 1979. Inimenjadikanjumlahusahawan yangtelah dilahirkan sebanyak 815 orang semenjak rancangan ini dimulakan padapertengahan tahun 1976.
11. Bahagian Perkhidmatan Bumiputra juga menyediakan panduan-panduan untukpeniaga bumiputra dalam menyediakan kertas prqjek untuk permohonan pin-jaman.
12. Apabila diundang bahagian ini juga menawarkan perkhidmatan pegawai-pegawainya untuk memberi ceramah dalam tajuk 'Tembangunan Usahawan".
13. Pusat ini juga mengambil bahagian dalam beberapa perbincangan Kementeriandalam 'Teranan Bumiputra dalam Perniagaan dan Perusahaan".
14. Ahli Jawatankuasa Bersama Pembangunan Usahawan telah membuat 2 lawatansambil belajar di Lembaga Kemajuan Jengka di Pahang dan KEJORA di.Johor.
Rancangan-rancangan yang dilaksanakan bersama oleh PDPN dan Persatuan Daya Penge-hiaran Malaysia.
Pusat Daya Pengeluaran Negara sentiasa bekerja rapat dengan Persatuan DayaPengeluaran Malaysia sebagaimana di Ibu Pejabat begitu juga di Cawangan-cawangan yangterletak di negeri-negeri Pulau Pinang, Pahang, Sarawak, Sabah, Johor, Perak dan Melaka.
Pegawai-pegawai PDPN membantu dalam berbagai-bagai rancangan Latihan Persatu-an Daya Pengeluaran Malaysia di cawangannya di seluruh negara. Rancangan-rancanganpermintaan dan ceramah-ceramah yang diminta khas begitu juga kursus-kursus yang di-rancangkan telah dilaksanakan oleh Persatuan ini dengan kerjasama Pusat Daya Pengeluar-an Negara dan Pejabat Wilayah-wilayahnya.
Persatuan ini bersama Panel Penasihat Peniaga-peniaga kecil bekerja rapat denganPusat Daya Pengeluaran Negara dalam bidang Melahir dan Membena Usahawan. Panel initerdiri dari Pengurus-pengurus yang pakar dalam bidang masing-masing. Mereka dapatmengesan masalah-masalah dan memberikan penyelesaian yang mungkin kepada usaha-wan.
Rancangan Diploma Ketiga dalam Pengurusan Pemasaran telah dflancarkan padabulan Oktober untuk 46 orang peserta. Rancangan ini ditujukan kepada eksekutif pe-masaran yang sedang berkembang supaya dapat menyelaraskan persekitaran yang bertam-bah komplek di Malaysia ini.

Bahagian Pengurusan Perundingan
Bahagian Pengurusan Perunding sentiasa menyumbangkan khidmat khas dalambidang Petakaunan dan Kejuruteraan Perusahaan. Oleh kerana tahun 1979 merupakantahun yang aktif, bahagian ini terpaksa bergantung sepenuhnya kepada bantuan pakar-pakar dari bahagian lain PDPN. Sebagai tambahan kepada khidmat bahagian nasihat yangditawarkan, bahagian ini juga menyempurnakan projek-projek di bawah ini:
1. Satu rancangan kajian kerja yang lengkap telah dicadangkan dan dijalankanuntuk sebuah syarikat pengeluar barang-barang getah yang besar.
2. Satu rancangan pemasaran telah dibentuk untuk sebuah syarikat pengeluarbarang-barang plastik (sanitory) yang kini sedang berjalan.
3. Satu sistem yang lengkap mengenai Perakaunan, Penerangan Pengurusan danFiling telah dibentuk untuk sebuah Lembaga tempatan yang besar.
4. Satu sistem penentuan kos yang standrad telah dibentuk dan dilaksanakanuntuk sebuah pengeluar kabel yang besar.
Yunit Teknik Kos Rendah
Yunit Kos Rendah telah ditubuhkan dalam bulan November. Matlamat utamanyaialah untuk memperkenalkan konsep dan penggunaan teknik automation yang mudah danboleh dikawal.
Antaranya adalah pnuematik, haidrolik, komponen-komponen elektronik, Ini sen-tiasa akan membantu pengurusan dan mengurangkan kerja-^kerja yang berulang jugamengurangkan risiko pekerja-pekerja jentera apabila mereka mengendalikan operasi-operasi berbahaya.
Yunit Teknik Kos Rendah ini juga akan menentukan mutu keluaran dan menolongmenambahkan kecekapan boroh.
Pengurusan Penyelidikan Dan Peikhidmatan Penerangan (MARIS)
MARIS berterusan menerima banyak pertanyaan-pertanyaan dari orang ramai danberbagai-bagai organisasi di dalam sektor swasta. Ini menjadi bukti untuk meningkatkan

kesedaran Pusat ini dalam usaha-usahanya meningkatkan kesedaran daya pengeluaran dikalangan pengurusan. Pertanyaan-pertanyaan bertulis dan lisan, mendapatkan maklumatterhadap perkara-perkara berhubung dengan Perhubungan Perusahaan, Jualan dan Pe-masaran, Latihat Pengurusan dan lain-lain lapangan pengurusan yang tertentu dan yangseumpamanya. Selain daripada itu MARIS juga menyediakan maklumat khas dan per-tolongan kepada berbagai-bagai Bahagian Latihan dan Pejabat-Pejabat Wflayah.
Satu Pusat maklumat yang lengkap mengenai kegiatan PDPN dan peserta-pesertamasih dikekalkan oleh MARIS untuk tujuan-tujuan penilaian dan perancangan dan untukpenyampaian taklimat. Dalam masa setahun sebilangan lapuran-lapuran berdasarkan ke-pada maklumat-maklumat seperti yang disebutkan di atas telah disediakan untuk berbagaiAjensi-ajensi Kerajaan.
MARIS juga telah diamanahkan bagi menguruskan senarai nama-nama perusahaanmengikut jenis dan tempatnya untuk tujuan surat menyurat. Senarai surat menyurat ituadalah terhad kepada perusahaan-pemsahaan yang terktak di Wilayah Persekutuan,S clangor, Perak dan Negeri Sembilan. Manakala hegeri-negeri lain diuruskan oleh PejabatWilayah yang berkenaan. Senarai itu sentiasa dikemaskinikan dan digunakan untuk meng-hebahkan maklumat termasuk kegiatan-kegiatan PDPN.
Sebagai tambahan MARIS juga memperoseskan permintaan-permintaan oleh Ba-hagian Latihan PDPN untuk pembelian filem-filem latihan pengurusan. Di dalam men-jaga pertumbuhan kegiatan dan keperluan Pejabat Wilayah, sebanyak 20 buah fflem tam-bahan telah dibeli. Kebanyakan filem-filem itu mengenai Perakaunan, Perhubungan Per-usahaan, Jualan dan Pemasaran, kemajuan Pengurusan dan Keselamatan Perusahaan.Dengan penubuhan Yunit Teknik Kos Rendah ini akan menambahkan lagi usaha-usahauntuk menambahkan junilah filem-filem dalam bidang Kejuruteraan Perusahaan. Padamasa jni PDPN mempunyai 165 filem-filem Pengurusan.
Dalam masa suku akhir tahun 1979, satu kajian mengenai ahli-ahli organisasi Per-satuan Daya Pengeluaran Malaysia telah dijalankan dengan permintaan Persatuan itu sen-din. Tujuan kajian ini adalah untuk mengetahui lapangan-lapangan pengurusan dimanalatihan sangat diperlukan oleh ahli-ahli Persatuan itu.
Satu lapuran sedang disusun berdasarkan analisa yang dibuat daripada borang-borang soal-selidik yang telah slap. Apabila bidang latihan ini siap dikesan, Ahli-ahli Per-satuan akan dapat menggunakan hasil-hasil danpada itajian itu dan Pusat ini akan seterus-nya dapat membantu perancangan Jadual Latihan untuk kemajuan kakitangannya dalambidang penyeh'aan dan pengurusan.
Perpustakaan
Tahun 1979 menyaksikan penambahan kepada aktiviti-aktiviti latihan di PDPN.Ini bermakna perkhidmatan-perkhidmatan yang diberikan oleh Perpustakaan juga ber-tambah. Dalam tahun tersebut, sejumlah 1,896 buku-buku pengurusan dan 25 buahjernel telah ditambah. Ini mewakili pertambahan sebanyak 20% daripada tahun 1979;dan sekarang telah menjadi jumlah buku-buku pengurusan kepada 11,046 buah, 678jernel, 148 buku-buku yang dijilid serta 25 keping pet a.
Satu perkhidmatan khas kepada Pejabat Wilayah telah diperkenalkan dalam tahunini dengan mengedarkan 3 buah jernel pengurusan secara bergilir-gilir.
Sejumlah 41 rujukan pertanyaan daripada pertubuhan-pertubuhan dan individu-individu telah dikendalikan sepanjang tahun ini. Tambahan kepada itu 6 orang pelajardaripada universiti-universiti Tempatan telah diberi kemudahan untuk membuat penye-

lidikan di Pusat ini untuk Kertas Kerja mereka.
Panduan Perpustakaan mengenai perjalanan dan penggunaan telah diberikan kepadakakitangan perkeranian PDPN ini, termasuk juga kepada mereka di Pejabat Wilayah.

Jumlah pembaca-pembaca yang berdaftar adalah seramai 561 orang dan ini tidaktermasuk peserta-peserta kursus yang juga menggunakan kemudahan rujukan dan memin-jam buku. Mereka telah meminjam sejumlah 3,768 buku-buku dan jemel. Ini menggam-barkan peningkatan sebanyak 20% di dalam pembacaan dan 30% peminjaman dalamtahun 1978.
Perhubungan Awam dan Publisiti
Melalui aturcara-aturcara yang dirancangkan mengenai perhubungan awam dan pub-lisiti, aktiviti-aktiviti dan kemajuan Pusat ini telah disebarkan kepada orang ramai melaluimedia-media percitakan, radio dan talivisyen.
Penerangan mengenai berbagai aspek kemajuan daya pengeluaran serta risalah-risalah mengenai perkara-perkara yang bersangkutan telah disediakan untuk meluaskankonsep Daya Pengeluaran melalui Pembangunan Sumber Tenaga Manusia.
PDPN juga memainkan peranan sebagai tuan rumah kepada pelawat-pelawat tem-patan dan luar negeri dan mengendalikan taklimat-taklimat untuk pelawat-pelawat yangdatang ke Pusat ini.
Pejabat Wilayah
Tahun ini menunjukkan pertumbuhan yang baik dalam kegiatan keempat-empatPejabat Wilayah. Penubuhan Pejabat di Kucing memudahkan perkembangan kesedarandaya pengeluaran di Sabah dan Sarawak. Pertambahan yang dimainkan oleh PejabatWilayah dalam perkembangan tenaga manusia dapat dilihat dengan pertambahan kursus-kursus yang dikendalikan dan kegiatan-kegiatan latihan pengurusan yang bertambah luastelah dijalankan.

Bantuan Daripada Negara Asing
PDPN terus mendapat faedah dari Rancangan Bantuan Teknik Kerajaan RepublikJerman Barat, Belanda dan United Kingdom. Organisasi-organisasi seperti UN1DO, ILOdan ITC/GATT/UNCTAD/ESCAP di bawah rancangan pembangunan Bangsa-bangsa Ber-satu, organisasi Daya Pemgeluaran Asia dan organisasi Pegawai-pegawai Eksekutif Canadaberterusan menyokong kegiatan-kegjatan Pusat ini, dengan menyediakan kemudahankemudahan latihan dalam bentuk biasiswa dan pakar-pakar latihan.
Sepanjang tahun ini PDPN terus mendapat khidmat daripada Penasihat-penasihaAntarabangsa yang berikut:—

Y.B. DAtuk Zahari bin Abd. Rashid, Timbalan Ketua Setiausaha^ dmenterian Per-dagangan dan Perindustrian telah membuat lawatan resmi ke PDPN dan telah diberitaklimat mengenai kegiatan-kegiatan Pusat ini oleh Pengarahnya.
2. Pembukaan Seminar oleh Setiausaha Parlimen, Kementerian Perdagangan danPerindusterian — 5hb. Mac
Y.B. Encik Abu Hassan bin Hj. Omar, Setiausaha Parlimen, Kementerian Per-dagangan & Perindusterian meresmikan pembukaan Seminar Dua Hari mengenai "Under-standing & Using Your Accounts to Improve Your Business" di Pusat ini.
3. Expo Latihan dan Seminar — 19hb. Mac
Y.B. Dato' Lew Sip Hon, Timbalan Menteri Perdagangan dan Perindusterian mem-buat pembukaan resmi Expo Latihan 5 hari dan Seminar Sehari yang mana telah di-hadiri oleh kira-kira 200 orang kakitangan latihan dari berbagai pertubuhan.
4. Upacara Penyampaian Sijil Tahunan - 7hb. Aprfl
Y.B. Dato' Lew Sip Hon, bagi pihak Y.A.B. Dato' Sen Dr. Mahathir, Timbalan Per-dana Menteri dan Menteri Perdagangan dan Perindusterian telah menyampaikan Sijil-sijilkepada lebih dari 500 orang peserta kursus yang telah diadakan di Selangor dan negeri-negeri berhampiran.
5. Lawatan oleh Duta Austria ke Malaysia — 22hb. Mei
T.Y.T. Dr. Robert Marschik bersama Dr. George Reich, Pengerusi perwakilan Aus-tria ke mesyuarat UNCTAD 1979 di Manila, telah melawat PDPN dan diberi taklimatmengenai aktiviti-aktiviti Pusat ini dengan penekanan khas kepada Hotel PDPN/InstitiutLatihan Restoren.
6. Pembukaan Kursus Latihan oleh Timbalan Menteri Kewangan — 1 Inb. Jun
Y.B. Datin Paduka Rafidah Aziz, Timbalan Menteri Kewangan, membuka denganresminya kursus empat hari **Modern Internal Auditing " dianjurkan bersama oleh PDPNdan Persatuan Daya Pengeluaran Malaysia.
Datin Paduka Rafidah Aziz kemudiannya telah diberi taklimat oleh PengarahPDPN mengenai kegiatan-kegiatan Pusat ini.
7. Lawatan oleh Perkumpulan Perniagaan Indonesia (HIMPI) - 13hb. Jun
Sekumpulan 20 orang dari Perkumpulan Perniagaan Indonesia dalam rangka lawat-an ke Malaysia telah diberi taklimat oleh Pengarah PDPN ini berkenaan aktiviti-aktivitiPDPN khasnya di bidang Rancangan Pembangunan Usahawan.

8. Lawatan oleh Duta Canada ke Malaysia - 5hb. September
T.Y.T. Mr. James Ross Francis, Duta Canada ke Malaysia telah membuat lawatanke PDPN di mana beliau telah diberi taklimat oleh Pengarah PDPN.
9. Pembukaan Resmi Kursus-kursus Latihan oleh Ketua Pengarah Jabatan Perkhid-matan A warn — 17hb. September
Y.B. Tan Sri Hasyim bin Aman, Ketua Pengarah Jabatan Perkhidmatan Awam telahmembuka dengan resminya 5 kursus yang telah diadakan serentak di PDPN.
10. Lawatan Oleh Pesuruhjaya Tinggi British ke Malaysia — 22hb. November
T.Y.T. Sir Donald Hawley, Pesuruhjaya Tinggi British ke Malaysia, telah membuatlawatan resmi ke PDPN dan telah diberi taklimat mengenai kegjatan-kegiatannya denganpenekanan ke atas Bantuan Teknik yang telah disediakan oleh Kerajaan British.
11. Makan Malam Tahunan — 30hb. November
Y.A.B. Dato' Sen Dr. Mahathir Mohamad telah menjadi Ketua Tetamu Kehormatdi Majlis Makan Malam Tahunan yang telah diberikan oleh Majlis Daya PengeluaranNegara untuk Ahli-ahli dan Kakitangan PDPN.
12. Pembukaan Seminar oleh Ketua Setiausaha Negara - 4hb. Dis.
Y.B. Tan Sri Abdullah Ayob, Ketua Setiausaha Negara telah membuka denganresmi Seminar dua hari bertajuk "Industrial Engineering Strategy for Higher Produc-tivity" di PDPN.

CHAIRMAN'S MESSAGE
1979 was a period of growth and expansion, which brought many changes both tothe quantity and quality of services offered by the Centre.
During the 2nd Malaysia Plan period, a total of 12,585 personnel from the publicand private sectors had participated in 805 training programmes organised by the Centre.Up till the end of the 4th year of the current 3rd Malaysia Plan, the number of partici-pants doubled to the extent that 27,901 personnel attended a total of 1,320 programmesconducted in various parts of the country.
This growth in the face of a dynamic economic environment attested to the Cen-tre's flexibility as well as resilience to adapt its services of Training and Consultancy tothe growing needs of Malaysian business and industry and in implementing governmentalpolicies. In this respect, I am particularly pleased to highlight the Centre's efforts in up-grading Bumiputra managerial and supervisory skills as envisaged in the 3rd MalaysianPlan and especially its efforts in increasing business knowledge and acumen among theBumiputras in the Entrepreneurial Development Programme.
Since the launching of the Entrepreneurial Development Programme in July 1976,up till 1979, a total of 9,184 participants attended 361 courses conducted in various partsof the country. Follow-up services in the form of advisory visits and business consultancyresulted in the creation of 815 businesses. It is anticipated that this figure will increasesubstantially-as more intensifed training and consultancy services are carried out by theCentre.
The increased demand for in-plant/tailor-made programmes and the provision ofnew areas of training also contributed to the expansion of the Centre's services. Theperiod from 1975-1979 saw a 50% increase in the number of in-plant/tailor-made pro-grammes requested. This trend augurs well for the Centre as it indicates a growing recog-nition in Malaysian industry for more specialised forms of training.
The growing realisation of the importance of training and development programmesby personnel of the Hotel, Restaurant and Related Industries was seen in the launching ofa 4-month Hotel/Restaurant Supervisory Certificate programme in 1979. This programmewill supplement the existing courses run for the Hospitality Industry in the country.
The year also saw the finalisation of plans for the setting up of a Low Cost Automa-tion Unit in the Centre. The Unit will facilitate the introduction of Low Cost Automationtechniques into Malaysian industry, particularly to the medium and smaller industries,.
The increasing demand for the Centre's services resulted in the establishment ofanother Regional Office in Kuching to cover the States of Sarawak and Sabah, bringingthe total number of Regional Offices to four. This office will effectively cater to the man-agerial, supervisory and entrepreneurial training needs of the region.
All these projects will obviously involve a more mature and englarged administrativemachinery. I am confident that the year ahead will see the recruitment of many qualifiedpersonnel to undertake these various projects.
The task ahead is clear. With a dedicated staff and the continued co-operation ofboth the public and private sectors I have no doubt that the Centre will achieve its tar-gets.

National Productivity Council
PART I
INTRODUCTION
The National Productivity Centre of Malaysia
The National Productivity Centre was established in 1962 as a joint project by theUnited Nations Special Fund and the Federal Government with the InternationalLabour Organisation as the executing agency. According to the Plan of Operation ofthe Project, the Centre would ultimately become autonomous.
In 1966, the National Productivity Council (Incorporation) Act No. 19 of 1966was passed by Parliament and the Council became an autonomous body effective as fromMarch 1, 1966. The act was subsequently amended by the National Productivity Council(Incorporation) (Amendment) Act 1975 (Act A305 of 1975) to keep in line with theexpanding activities of the Centre.
The Functions of the Council
The functions of the Council are to establish and maintain the National Produc-tivity Centre for the purpose of;
- raising the standard of management, including supervision at all levels incommerce and industry in Malaysia;
- improving the efficiency of industrial operations, sales and marketing, withparticular reference to methods of increasing productivity, of improvingquality of output, of lowering costs and giving training and advice on labour-management relations;initiating training and other programmes that would best serve specific andlocal requirements of the country as a whole;
- publicising the aims, objectives and activities of the Centre and obtaining thecooperation of employer and employee groups;
- advising the Minister and private organisations, institutions or individuals on.matters covering all aspects of productivity techniques within the compe-tence of its staff;
- serving as a forum for discussing organisational, managerial and supervisoryproblems in commerce and industry,
- reporting annually to the Minister on the progress and problems of raisingproductivity in commerce and industry in the country and making recom-mendations on the manner, in which such problems may be dealt with;
- undertaking and performing consultancy services;- establishing and maintaining contacts with similar or other agencies, both
national and international;carrying on business undertakings for profit for the purposes of the dischargeof its functions under this Act, with approval of the Minister;
- doing all such matters and things which may be incidental to or consequentupon the discharge of its functions under this Act.
SUMMARY OF COUNCIL'S ACTIVITIES
A. During the year, the Council met 10 times and amongst other matters, dealt withthe following:
1. Budget— Approval of an operational budget estimate of $3,678,441 million for 1980.
2. Staffing— Recruitment of 2 Assistant Directors, 2 Senior Training and Investigating
Officers, 22 Training & Investigating Officers, 1 Technical Assistant, 2 Cleric-al Officers, 2 Stenographers, 2 Typists, 1 Junior Technician, 5 Office Boysand 1 Machine Operator.
— 2 International advisers were assigned to the Centre for a period of 1 year and3 months respectively.
3. Development and Training Programmes— Enterpreneurial Development Programme for *Bumiputras.— Development of the Hotel/Restaurant Training Institute— Human Resources Development Programme— Establishment of a Regional Office in Kuching— Purchase of land for office sites in Johor Bharu and Kuantan— Preparation of Fourth Malaysia Plan for NPC
4. Staff Development— Overseas and local training for senior staff— Institute courses for officers— Local training for junior staff
5. Technical Assistance from Foreign Governments and International Organisations— During the year, the Centre received assistance from foreign governments and
international organisations for 25 senior staff members to attend varioustraining programmes overseas and acquired the services of 2 internationaladvisers for short-term assignments.

GENERAL REVIEW OF ACTIVITIES
Training Activities
Training Courses
A total of 8,171 personnel attended 367 training programmes conducted through-out the country. More than 50% of this total training activity was carried out at theCentre's Regional Offices in Kuantan, Penang, Johore Bharu and Kuching.
In keeping with the growing potential and needs of small businesses, 98 Entrepre-neurial Development Programmes were conducted for 2,597 participants in various partsof the country.
Specialised Courses/Seminars
During the year the Centre organised 22 seminars on various subjects ranging fromManagement Accounting to Industrial Engineering.
To meet the growing demands of the Hotel Industry, a ten-week Hotel and Restau-rant Supervisory Certificate programme was launched in April.
As in previous years, another programme on "Human Resources Development forSupervisory Positions" was conducted. This was the fourth programme in the series andwas attended by 25 participants.
During the same period, the 3rd Diploma Programme in Marketing Managementwas launched by the Centre in conjunction with the Malaysian Association of Producti-vity. 46 participants from various organisations are attending the 1# year programme.
Tailor-made Training Courses
62 special and tailor-made programmes were conducted for various organisationsthroughout the country to meet the growing training needs of Business and Industry.
Film Talks
Film talks on various management subjects were held at the request of organisationsthroughout the country to meet their specific needs.
NPC/MAP Courses
Die Centre, in conjunction with the Malaysian Association of Productivity, con-ducted out-station courses and seminars throughout the country 65 such programmeswere organised in collaboration with the Association.
Advisory and Consultancy Services
During the year the Centre's advisory and consultancy efforts were largely directedat helping Bumiputra businessmen, especially in the area of small business management.Such services were provided to 1,934 participants of the 1978 Entrepreneurial Develop-ment Programme.
Consultancy Services covering longer periods were also provided to medium and
large-sized businesses in the areas of Accounting and Costing systems, Marketing andWork Study.
Regional Activities
In keeping with the Centre's objectives of spreading productivity consciousnessthroughout the country, another Regional Office, located in Kuching, covering the Statesof Sarawak and Sabah, was established in August. This brings the total number of Re-gional Offices to 4.
With the increasing recognition for management training in areas outside Selangor,the Regional Offices together contributed to 50% of the Centre's total training activity.
New Premises
Due to the growth in the Centre's activities, new office premises were rented outfrom the Selangor State Development Corporation (PKNS) at Sg. Way Subang in Sela-ngor.
The new premises, covering a floor area of 17,620 sq. ft., will house the Bumiputra-Services Section, the Light Industry Service and Industrial Engineering Sections and theLow Cost Automation Unit.

Bumiputra Participation
The following is a review of the activities carried out by the Bumiputra ServicesSection of the Centre during the year:
(1) 98 Entrepreneurial Development Programmes (EDP I) were conducted for2,597 participants throughout Malaysia.

(2) 6 Entrepreneurial Development Programmes were conducted for 122 Devel-opment Officers from the Ministry of Culture, Youth and Sports, RISDA,MARA and the Bumiputra Participation Unit of Sabah.
(3) 11,109 follow-up letters were sent to ex-participants who had not yet ven-tured into business.
(4) 10 one-day Follow-up Seminars were held for 1,946 participants throughoutthe country.
(5) 402 business units in Perlis, Kedah and Penang were provided with a 3-hourfollow-up advisory services as a first step of the Programmes.
(6) A 10-day Advisory Service as the 2nd Step to the programme was renderedto 37 business units in Perlis, Kedah, Perak, Selangor, Pahang and Trengganu.
(7) In-depth Consultancy Services were rendered to 4 business units in Kedah andPulau Pinang.
(8) The Centre's Bumiputra Services Section convened 5 meetings in its capacityas the Secretariat of the National Joint Committee for Entrepreneurial Devel-opment, comprising NPC, Ministry of Culture, Youth & Sports, RISDA,DARA, *UDA and the Veteran Affairs Department of the Ministry of De-fence.
(9) 9 seminars on "Wang Buat Wang" or "Money Makes Money" were attendedby 285 participants in the States of Perlis, Kedah, Pulau Pinang, Perak, Kelan-tan, Trengganu, Negeri Sembilan and Sabah.
(10) 80 new entrepreneurs were created as a result of the Centre's entrepreneurialdevelopment efforts in 1979. This brings the total number of. created entre-preneurs to 815 since the inception of the programme in mid-1976.
(11) The Bumiputra Services also provided guidance to Bumiputra businessmen inthe preparation of project papers for loan application.
(12) The Section also offered the services of its officers for talks on the subject of'^Entrepreneurial Development".
(13) The Centre also participated in various Ministry discussions on "The Role ofBumiputras in Business and Industry".
(14) The National Joint Committee on Entrepreneurial Development made twostudy visits to the Jengka Development Corporation in Pahang and "Kejora"in Johore.
Programmes jointly organised by the Centre and the Malaysian Association of Producti-vity
The Centre continued to work closely with the Malaysian Association of Produc-tivity both at its Headquarters as well as at its branches located in the States of Penang,Pahang, Sarawak, Sabah, Johore, Perak and Melaka.

Training Officers of the Centre assisted in the various training programmes of theAssociation in its branches throughout the country. Specially requested programmes andtalks as well as scheduled courses were organised by the Association in co-operation withthe Centre and its Regional Offices.
The Association with its Small Business Advisory Panel worked closely with theCentre in the area of Entrepreneurial Development. The Panel consisting of practisingmanagers who are specialists in their own areas, identified problems and offered solutionsto the Entrepreneurs.
The 3rd Diploma Programme in Marketing Management was launched in Octoberfor 46 participants. The programme is aimed at developing marketing executives tohandle the increasingly complex marketing environment in Malaysia.

Management Consultancy Section
The Management Consultancy Section continued to provide its services especiallyin the Accounting and Industrial Engineering fields. Since it was an active year, the Sec-tion had to rely heavily on the assistance of specialists from the other Sections of theCentre. In addition to advisory services rendered, the Section completed the followingprojects:
1. A comprehensive work study programme was proposed and carried out for alarge manufacturer of rubber products.
2. A marketing plan was designed for a manufacturer of plastic sanitary pro-ducts.
3. An integrated system of accounting, management information and filing wasdesigned for a large local authority.
4. A standard costing system was designed and implemented for a large cablemanufacturer.

Low Cost Automation (LCA) Unit
A Low Cost Automation Unit was set up in November. The primary objective ofthis unit is to introduce the concept application and utilisation of simple controlledautomation techniques.
Among these are penumatic, hydraulic and electronic components. These will assistmanagement in reducing manual repetitive work and minimise risks to operators whencarrying out dangerous operations.
The Low Cost Automation Unit will also ensure product quality standards and helpto increase labour efficiency.
Management Research and Information Service (MARIS)
MARIS continued to receive a large number of enquiries from members of the pub-lic and from various organisations in the private sector. This attests to the increasingawareness of the Centre and its activities by the public, and augurs well for the Centre inits efforts to promote productivity consciousness among management circles. Enquiriesboth written and oral, sought information on matters relating to Industrial Relations,Sales and Marketing, Management Training and other areas of management which werespecific as well as general in nature. Apart from that, MARIS also provided specific infor-mation and assistance to the various Training Sections and Regional Offices.
A comprehensive pool of information on the Centre's activities and participants isbeing maintained by MARIS for purposes of evaluation, planning and for presentationat briefings. During the course of the year, a number of reports based on the above-men-tioned information, were prepared for various government agencies.
MARIS is also entrusted with maintaining the Centre's mailing list according toindustry and location. The mailing list is confined to those industries located in the Fe-deral Territory, Selangor, Perak and Negeri Sembilan, while the other States were coveredby the respective Regional Offices. This list is constantly being updated and is used fordisseminating information pertaining to the Centre's activities.
In addition to the above, MARIS also processed requests by the Centre's TrainingSections for the purchase of management training films. In keeping with the growing acti-vity and the needs of the Regional Offices, 20 additional training films were purchased.These were mainly in the areas of Accounting, Industrial Relations, Sales and Marketing,Management Development and Industrial Safety. With the establishment of the Low CostAutomation Unit, there will be a step-up in the efforts to acquire more films with empha-sis on industrial engineering. The present collection of films stands at 265 titles.
During the last quarter of the year a survey of the organisational members of theMalaysian Association of Productivity (MAP) was undertaken at the request of MAP. Theobjective of the survey was to locate the areas of management where training is most re-quired by member organisations.
A report is being compiled based on the analysis of the completed questionnaires.Once these training areas are identified, member organisations will be able to utilise theresults of the survey and the Centre will then be able to assist in the planning of theirtraining programmes for the development of their supervisory and managerial staff.

The Library
The year saw a further expansion of the Centre's training activities with the resul-tant increase in the services rendered by the Library.
During the year a total of 1,896 management books and 25 journals were added tothe stock. This represents a 20% growth over that of 1978, and the present collection ismade up of 11,046 management books, 678 journals, 148 bound volumes and 25 sheetmaps.
A special service to the Regional Offices was initiated during the year by routingthree management journals on a regular basis.
A total of 41 reference enquiries from organisations and individuals were receivedduring the year. In addition, six students from local Universities were allowed facilities todo research for their project papers.
Library instruction on library routine and usage was given to the Centre's clericalstaff, including those from the Regional Offices.

The total number of registered readers was 561 excluding the course participantswho also made use of the reference and loan facilities. A total of 3,768 books and jour-nals were borrowed throughout the year. This reflects an increase of 20% in readershipand 30% in loans over 1978.
Public Relations and Publicity
Through a concerted programme of public relations and publicity, the Centre's acti-vities and progress were disseminated to the public through the media of the Press, Radioand Television.
Talks on various aspects of productivity improvement as werl as brochures on rela-ted subjects were provided to spread the concept of productivity though Human Re-sources Development.

The Centre also played host to various local and overseas visitors and organisedbriefings for dignatories who visited the Centre.
Regional Offices
The year saw a steady growth in the activities of the four Regional Offices.
The establishment of an Office in Kuching facilitated the spread of productivityconsciousness to Sabah and Sarawak. The growing recognition of the role of the RegionalOffice in Human Resources Development was seen in the increase in the number ofcourses conducted and a wider range of management training activities being undertaken.
These included the hosting of workshops and seminars, special lectures and talksand the provision of advisory and consultancy services.

THE NATIONAL PRODUCTIVITY COUNCIL
Structure of the Council
As provided by the National Productivity Council (Incorporation) Act of 1966 andthe National Productivity Council (IncorporationXAmendment) Act 1975, the Chairmanand Members of the Council are appointed by the Minister of Trade and Industry. TheDirector who is the chief executive of the Centre, appointed by the Council, with theapproval of the Minister, is also a member of the Council. The members of the Council,other than the Chairman and the Director of the Centre, are representatives of govern-ment, management, institutions of higher learning and management institutions, labour,employers, commerce, manufacturing industries, financing and industrial developmentinterests.

OPERATIONAL ACTIVITIES
Operational Units
The Centre comprised a Training Division of 9 sections, a Management and BusinessConsultancy Service, a Low Cost Automation Unit, a Management Research and Informa-tion Service and an Administrative Unit (Appendix F).
Staffing Position
The Centre had a staffing strength of 164. (Appendix Gl)Promotion — 2 Training & Investigating Officers (TIOs) were promoted
as Assistant Directors and 1 TIO as Senior Training & Inves-tigating Officer (STIO). (Appendix G2)
Recruitment — 1 Senior Training & Investigating Officer, 22 Training & In-vestigating Officers and 18 Junior Staff members. (Appen-dix G2-3).
Resignations — 10 Training & Investigating Officers §nd 1 Junior Tech-nican. (Appendix G3-G4).
Staff Development
In an effort to upgrade the knowledge and training skills in the areas of manage-ment, supervision and entrepreneurial development, members of the senior staff wereexposed, through a programme of overseas and local training, to various modern manage-ment techniques and skills.
25 members of the senior staff, including the Director of the Centre, attended va-rious training programmes sponsored by the Federal Government, foreign governmentsand international bodies. (App. G5-G7).
Foreign Assistance
The Centre continued to benefit from the Technical Aid Programmes of the Go-verments of the Federal Republic of Germany, Netherlands and United Kingdom. Orga-nisations such as the UNIDO, I.L.O. and ITC/GATT/UNCTAD/ESCAP under the UnitedNations Development Programme, the Asian Productivity Organisation and the CanadianExecutive Service Organisation continued to support the activities of the Centre by pro-viding training facilities in the form of fellowship and training expertise.

1. Visit by the Deputy Secretary-General of the Ministry of Trade & Industry-12thFebruary
The Deputy Secretary-General of the Ministry of Trade & Industry, Y.B. Datuk Za-hari bin Abdul Rashid, made an official visit to the Centre and was briefed on its activitiesby the Director.
2. Seminar Opening by Parliamentary Secretary to Ministry of Trade & Industry - 15thMarch
The Hon. Encik Abu Hassan bin Hj. Omar, Parliamentary Secretary to the Ministryof Trade & Industry, officiated at the opening of a two-day seminar on "Understanding &Using Your Accounts to Improve your Business", at the Centre.
3. Training Exposition & Seminar -19th March
The Hon. Dato' Lew Sip Hon, Deputy Minister of Trade & Industry, officiated atthe opening of a five-day Training Exposition and one-day Training seminar which wasattended by about 200 training personnel from various organisations.
4. Annual Certificate Presentation Ceremony —7th April
The Hon. Dato' Lew Sip Hon, on behalf of the Hon. Dato' Seri Dr. Mahathir, Depu-ty Prime Minister and Minister of Trade & Industry, presented certificates to more than500 participants of courses held in Selangor and the neighbouring States.
5. Visit by Austrian Ambassador to Malaysia - 22nd May
H.E. Dr. Robert Marschik, Austrian Ambassador to Malaysia accompanied by Dr.George Reich, Chairman of the Austrian delegation to the 1979 UNCTAD meeting in Ma-nila, visited the Centre and were briefed on its activities with special emphasis on the Cen-tre's Hotel/Restaurant Training Institute.
6. Training Course Opening by Deputy Minister of Finance - 11 th June
The Hon. Datin Paduka Rafidah Aziz, Deputy Minister of Finance, officiated at theopening of a four-day course on "Modern Internal Auditing" jointly organised by theCentre and the Malaysian Association of Productivity.
Datin Paduka Rafidah Aziz later attended a briefing given by the Director on theactivities of the Centre.
7. Visit by Indonesian Business Group (HIMPI) - 13th June
A 20-man Indonesian Business Group on a visit to Malaysia was briefed by theDirector on the Centre's activities, especially on the area of Entrepreneurial Development.
8. Visit by the Canadian Ambassador to Malaysia — 5th September
H.E. Mr. James Ross Francis, 4he Canadian Ambassador to Malaysia, paid a visit tothe Centre where he was briefed on its activities by the Director.

Y.B. Tan Sri Hashim bin Aman, the Director-General of the Public Services Depart-ment, officially declared open 5 courses that were simultaneously being held at the Cen-tre.
10. Visit by the British High Commissioner to Malaysia - 22nd Nov.
H.E. Sir Donald Hawley, the British High Commissioner to Malaysia, made an offi-cial visit to the Centre and was briefed on its activities, with the emphasis on technicalassistance provided by the British Government.
11. Annual Dinner of the Council — 30th Nov.
YA.B. Dato' Seri Dr. Mahathir Mohamad was the chief guest of honour at the An-nual Dinner given by the National Productivity Council for its members and staff of theCentre.
12. Seminar Opening by Chief Secretary to the Government — 4th Dec.
Y.B. Tan Sri Abdullah Ayob, Chief Secretary to the Government, officiated, at theopening of a two-day seminar on "Industrial Engineering Strategy for Higher Productivi-ty" at the Centre.
