1.0 INTRODUCTION

GAIL (India) Limited is planning to construct a new 12” NB dia x 43.0 kms length (approx.) cross country

Pipeline from GAIL's DBNPL Network to M/s HPCL Mittal Energy Limited (HMEL), Bhatinda in the

Punjab region.

The proposed 12” pipeline, with a flow capacity of 1.0 MMSCMD, will have a Dispatch Terminal at

Bathinda, Receipt Terminal at HMEL and One (1) SV station in between.

The proposed 12’ Pipeline will be laid in new ROU. The proposed gas pipeline route runs cross-country,

through marshy soil and paddy fields and crosses areas falling under Location Class 1, 2 and 3.

This document establishes the basis for Process Design and Engineering for the proposed 12” inch x 43 km

Pipeline from RT Bhatinda of Bhatinda spur line of GAIL’s DBNPL Network to proposed receiving station

at HMEL premises at Bhatinda, in Punjab region and the associated equipment / station facilities proposed to

be installed, along with the Pipeline.

2.0 CODES AND STANDARDS

The Codes, Rules and Standards that are mandatory by law in India shall be applied.

Basically, the following are applicable:

� Laws - Codes & Rules as mandatory under the legislation of India

� The set of Laws - Codes & Rules that have been agreed between GAIL and the Authorities for the

implementation of the high-pressure system wherever applicable;

GUIDING CODES & STANDARDS

Latest applicable editions of the following Codes, Standards, Regulations and Guidelines shall be followed

for the Design of this Pipeline system, as the Guiding Codes & Standards:

• PNGRB Notification – G.S.R. 808 (E), Nov’2009. : PNGRB (Technical Standards and

Specifications including Safety Standards for Natural Gas Pipelines) Regulations

• ASME (ANSI) B 31.8 :American Code "Gas Transmission and Distribution Piping Systems" and

relating US codes applicable to similar facilities;

• "OISD 226" : "Oil Industry Safety Directorate" – Natural Gas transmission Pipelines

• Water & Gas ROU (Acquisition) Act, 2000;

• Railways/Highways/Forest/Other Pipelines –Statutory Regulations, Terms & Conditions as applicable;

• Petroleum Rules;

In case of discrepancies, whichever is stringent, shall prevail.

3.0 PIPELINE DESIGN BASIS

the sections falling in Location Class-1 and

Location Class-2.

Location Class-3 shall also be used for:

- all Location falling in Class-3

- all Station Piping

- all crossings done by HDD

- some crossing in Class-2 which require design

factor of 0.5

Location Class-4 shall be used for:

- Railway crossing, and for pipeline laid within the

‘risk radius’ on both sides of Railway Crossing.

• Corrosion Allowance : ‘1.0’ mm for Mainline Pipe and ‘1.6 mm’ for Station

Piping

• Pipe Coating : Yes, external - 3LPE.

• Pipeline Burial Depth : 1.2 meters

• Pipeline Design Life : 30 years

4.0 PELINE ROUTE PROFILE

The proposed 12’ Pipeline will be laid in new ROU.

The Proposed route takes off from RT station, Bhatinda spur line of GAIL’s DBNPL Network and Terminal

point is proposed at existing HMEL Premises, Punjab.

The proposed gas pipeline route runs cross-country, and crosses through marshy soil and paddy fields. Land

is mostly cultivated.

Terrain along the pipeline is flat along its entire length. The elevation at start point is 197.89 m above MSL

and end point is 201.86 m. The highest elevation 203.85 m @ Ch. 35+492.20 km and the lowest elevation is

197.28 m @ Ch. 23+885.13 km.

The route of the proposed pipeline crosses 02-Railway Crossing, 02-National Highway, 08-Asphalted Road,

10-Other Roads, 10-Canals and various utility & Power cables etc.

The proposed 12” Pipeline shall be laid in new ROU of width 15 Meter.

5.0 PROJECT SCOPE AND BATTERY LIMITS

The project envisages laying a 43 km (approx.) Pipeline from RT Bhatinda of Bhatinda spur line of GAIL’s

DBNPL Network to proposed receiving station at HMEL premises at Bhatinda, in Punjab region.

Project Scope :

The scope of this project comprises Engineering, Procurement, Construction, Testing and Commissioning of

12” diameter x approximately 43 kilometres long, Natural Gas Pipeline and associated station facilities, from

RT Bhatinda of Bhatinda spur line of GAIL’s DBNPL Network to proposed receiving station at HMEL

premises at Bhatinda, in Punjab region.

All engineering and design / construction related activities, required to be carried out within the described

battery limits, for successful completion of the project. The activities include Design, Engineering,

Procurement, Fabrication, Construction, Installation & Testing, Pre-commissioning and commissioning of

the Pipeline and all associated Station Faculties, included in the battery limits of this project.

Brief Scope of work is as follows:

• Construction of New Dispatch Facility at RT Bhatinda of Bhatinda spur line of GAIL’s DBNPL

Network, in the plot / land provided by GAIL within their premises. Gas supply for the proposed

pipeline will be taken from Tap-Off Valve provided by GAIL within their premises.

• The dispatch terminal shall have the pig launching facility for the proposed pipeline. The gas from

GAIL’s existing Tap Off valve shall be fed into the new pipeline.

• Construction of 12” NB x 43 km buried natural gas pipeline from Dispatch station to Receiving

Facility at HMEL, along with construction of all associated station facilities, and laying of OFC along

the pipeline route.

• Construction of 1 No. SV station, at plot provided by GAIL, along the pipeline Route.

• Construction of receiving facility at HMEL Premises. The new Receiving station shall be developed

in a plot, provided by HMEL, within their premises for RT.

• A metering skid shall be installed downstream of the pipeline pig receiver, for metering the flow,

before feeding it into the HMEL pipeline.

• All associated Civil, Mechanical, Electrical, Instrumentation & Control, and Cathodic Protection

related works and associated facilities etc. are included in scope of project.

Battery Limits:

At Dispatch Station:

Project Battery Limits starts from downstream of existing 12’’ Tap-Off Valve of GAIL at RT, Bhatinda spur

line of DBNPL Network. The piping feeding to the new Pipeline shall be hooked-up to this supply point.

The proposed new Pipeline shall take gas from this Tap-Off point, and the same shall be supplied to HMEL

through the proposed 12” x 43 km Pipeline.

At Receiving Station:

The 12’’ proposed pipeline will terminate at HMEL premises. The metering skid shall be installed

downstream of the pipeline pig receiver, and Piping shall be Terminated with a Valve and Blind Flange

which will be the Battery Limit of this project. The gas from the pipeline shall be fed into the HMEL’s

network through this hook-up point. The Piping downstream of this point shall be in HMEL Scope.

6.0 PIPELINE SIZING AND DESIGN

The pipeline sizing has been determined by the Client, based on in-house engineering. The pipeline size has

been selected as 12” NB, for a Flow of 1.0 MMSCMD, and a pipeline length of 43 km.

Based on the above, the following is proposed for the Pipeline:

1. Construct new dispatch facility for the proposed new Pipeline at within existing premises of existing

GAIL Station at NFL, Bathinda.

2. The dispatch terminal shall have the pig launching facility for the proposed pipeline. The gas from

existing 12’’ Tap Off shall be feed into the new pipeline.

3. Laying a 12” inch NB x 43 km (approx.) Pipeline from DT to RT for supplying 1.0 MMSCMD gas

flow, to HMEL. An OFC shall also be laid along with the pipeline.

4. The Gas will be supplied from GAIL’s Tap Off Point, within GAIL’s Terminal.

5. 1 No. SV-stations is planned along the Route, to be constructed on the plot provided by GAIL.

6. Receiving Station shall be developed in a new plot, within the premises of HMEL.

7. A Filtering, Metering and PRS skid, shall be installed at receiving station, for Filtering and metering the

gas flow received through the proposed 12” Pipeline, and regulating the pressure before supplying to

customer, in addition to Pig receiving facility for the pipeline.

8. 3 nos. 12” NB Tap-Off Points shall be provided on the pipeline, at DT, SV and RT for future

connectivity.

The next sections describes the recommended configuration of proposed 12” Pipeline.

7.0 PIPELINE SYSTEM CONFIGURATION

The Pipeline System configuration was finalized based on Route Survey details and the location of

intermediate SV Station were determined based on ASME B 31.8 requirement, and availability of plot /

location.

Accordingly, One SV Station (SV-1) is proposed to be constructed along the Proposed Pipeline route. In

addition some equipment is proposed to be installed at various stations.

The Table below summarizes the Location Chainage of each station, and a summary of equipment / facilities

proposed at each station, along the proposed 43 km Pipeline:

8.0 STATIONS / FACILITIES ON THE PIPELINE

Following is a summary of facilities planned at the stations:

• Dispatch station : The Gas shall be taken from existing Tap-Off Valve provided by GAIL, within their

premises. The Following Equipment/Facilities are planned at Dispatch Station :

1. Pig Launcher : The Pipeline is proposed to be a Piggable Line. Accordingly, a Pig Launcher is

proposed to be installed at Dispatch Station for Launching the Pigs.

2. Hook-up Piping : Hook-up Piping from existing Tap-Off valve o the Pig Launcher of proposed 12”

x 43 km Pipeline.

3. Blow Down Facility : Blow Down Facility for Depressurizing the Pipeline /Section of a Pipeline as

per requirements, or in case of emergency, as per dispersion analysis.

4. Associated Piping and Station Work : All Associated Piping and station works including Piping

Supports, Platforms and Crossovers, Civil Structures and Electrical work as required.

5. Instrumentation and Controls : All Instrumentation and Controls as per the requirements of project

Specifications, PIDs and Instrumentation Design Basis. Adequate instrumentation shall be provided

for safe and efficient operation. The pipeline shall be monitored & controlled through SCADA. All

transmitters shall be smart type. Local panel shall be provided at all stations.

6. Location : The proposed Dispatch Facility, along with all Piping and associated installations, as

mentioned above, shall be constructed in plot /area provided by GAIL, adjacent to its facilities at

RT, Bhatinda spur line of GAIL’s DBNPL Network

• Sectionalizing Valve (SV) Station : SV Station shall be provided with bypass and venting arrangement.

The spacing of the SV station confirms to the requirements of ASME B 31.8. The Following

Equipment/Facilities are planned at SV Stations :

1. Sectionalizing Valve : Sectionalizing Valve with Bypass. The SV will be a Remote Operated, Gas

Over Oil Actuated (GOOAV), Full Bore Ball Valve, with Double Block and Bleed Arrangement

and Equalising / Bypass Line.

2. Blow Down Facility : Blow Down Facility for Depressurizing the Pipeline /Section of a Pipeline as

per requirements, or in case of emergency, as per dispersion analysis.

3. Associated Piping and Station Work : All Associated Piping and station works including Piping

Supports, Platforms and Crossovers, Civil Structures and Electrical work as required.

4. Instrumentation and Controls : All Instrumentation and Controls as per the requirements of project

Specifications, PIDs and Instrumentation Design Basis. Adequate instrumentation shall be provided

for safe and efficient operation. The pipeline shall be monitored & controlled through SCADA. All

transmitters shall be smart type. Local panel shall be provided at all stations.

5. Location : The proposed SV station, along with all Piping and associated installations, as mentioned

above, shall be constructed in the plot finalized by GAIL, along the proposed pipeline route.

• Receiving station : The Gas supplied through 12” Pipeline shall be received at HMEL Station, which

will be the ‘Receiving Station’ for the Pipeline. Here, the Pipeline shall be hooked-up to a metering skid,

from which the gas will be fed to HMEL.

• The Following Equipment/Facilities are planned at proposed HMEL Receiving Station, to be developed

as part of this Project:

1. Pig Receiver : Since, the Pipeline is a Piggable Line, a Pig Receiver is proposed to be installed at

Receiving Station, for Receiving the Pigs after Pigging Operation.

2. Station Piping : All interconnecting Piping from Pig reviver of proposed 12” x 43 km pipeline to

metering skid.

3. Filtering, Metering and PRS skid : A combined Filtering, Metering and PRS Skid shall be installed

for Filtering and metering of the gas received from 12” Pipeline, and for regulating the gas pressure

before supplying to the customer.

4. Blow Down Facility : Blow Down Facility for Depressurizing the Pipeline /Section of a Pipeline as

per requirements, or in case of emergency, as per dispersion analysis.

5. Associated Piping and Station Work : All Associated Piping and station works including Piping

Supports, Platforms and Crossovers, Civil Structures and Electrical work as required.

6. Instrumentation and Controls : All Instrumentation and Controls as per the requirements of project

Specifications, PIDs and Instrumentation Design Basis. Adequate instrumentation shall be provided

for safe and efficient operation. The pipeline shall be monitored & controlled through SCADA. All

transmitters shall be smart type. Local panel shall be provided at all stations.

7. Location : The proposed Receiving Facility, along with all Piping and associated installations, as

mentioned above, shall be constructed in a new plot, provided by HMEL, adjacent to their existing

facilities.

• Future Tap Off Points (TOP) : 3 Nos. 12” NB Tap Off Points (TOP) are planned, at DT,SV and RT for

future connection. The Tap-offs valves shall be 12” NB Full Bore Ball Valve with Blind Flange installed

at the Downstream. This shall be used for future connectivity.

The Pipeline and all associated station facilities, shall be designed for an economic service life of 30 years.

9.0 PIPING, CIVIL, ELECTRICAL AND INSTRUMENTATION WORK

All Pipeline and Piping work, Civil, Electrical, and Instrumentation & Control work, to be carried out and

installed as part of this project, shall be as per the following documents :

1. All Pipeline and Piping related work including all Design, Installation and Testing shall be as per -

‘Design Basis – Piping and Pipeline’, Doc No : P.013828 D 11062 001

2. All Civil work including Design and Installation shall be as per -

2009) over & above ASME B31.8 (latest edition).

A combined skid, comprising of modular skid units, as per configuration described below, is proposed to be

installed, at Receiving facility, on the downstream of the proposed 12” Pipeline :

• a ‘Knock out Drum’ and ‘Filtering unit’ first, for filtering the gas, and removal of liquids, if any

• followed by a ‘Metering unit’ for metering the flow of gas.

• downstream of the Metering system, the skid will have a ‘Pressure Regulating unit’, followed by the

‘Flow Control Valve’, for regulating the pressure and flow of gas into the pipeline,

• The metering block will provide feedback to the Flow Control Valve for regulating the flow of gas as per

the requirement

• The gas from downstream of this skid shall be fed into the HMEL pipeline.

11.2 Process data for skids - to be installed at Receiving Stations

The proposed skids comprising of Filtering, Metering, Pressure Regulating and Flow Control Unit, at HMEL

Bhatinda Receiving Station, shall be designed as per the process parameters given below:

11.2.1 Filtering, Metering, Pressure Regulating and Flow Control Skid, at RT:

• Inlet Diameter : 12”

• Inlet Connection : Downstream of GAIL Tap Off Valve

• Location : Receiving facility at HMEL,

• Inlet Pressure : 54-95 Kg/Cm2g (from GAIL)

• Outlet Pressure : To be confirmed by Client

The skid will have the following units :

• Knock out drum : As per Specification / Datasheet

• Filtering unit : As per Specification / Datasheet

• Metering unit with GC : As per Specification / Datasheet

• Pressure Regulating unit : As per Specification / Datasheet

• Flow Control Valve : As per Specification / Datasheet

• Check Valve : As per Specification / Datasheet

11.2.2 Design Data applicable for the skids:

• Design Flow rate (Max.) : 1.2 MMSCMD (See Note) *

• Design Pressure : 99.9 Kg/Cm2g

• Design Temp : -29°C / 65°C

• Station Location Class : 3

• Skid Pressure Rating : ANSI 600# Pressure Rating (both sides - upstream and downstream

of PRV).

The skids will have other features such as :

12.0 DESIGN BASIS FOR FILTERING, METERING, PRESSURE & FLOW REGULATING

The skids proposed at station facilities, shall be designed as per the following design basis :

12.1 Filtering

Gas Quality shall be ensured by Filtering the gas to remove any particulate present. The Filtering shall be

done through a Coalescing type Filtering unit. The Filtering Unit shall be a part of the Metering and Filtering

skid, to be installed at dispatch station.

12.2 Custody Transfer Metering (USM Type Metering)

Custody transfer flow metering with Ultrasonic Flow Meters, will be provided before the gas is transferred to

the end users. These metering stations will be identified as and when the Gas Transfer Agreement (GTA)

with the end users is signed. The custody transfer metering system shall have Ultrasonic / Turbine / Sr.

Orifice meters.

The flow meters will be connected to a flow computer which calculates the mass flow and corrects for

temperature and pressure. Gas quality and gas compressibility data is provided to the flow computer by a gas

chromatograph located at the dispatch station, for the gas coming from ONGC.

At dispatch terminal, custody transfer meters with spare run (100% redundancy) shall be provided. Turbine /

Sr. Orifice meters shall be provided for flow rate of less than 0.3 MMSCMD & USM for 0.3 MMSCMD and

above. Flow computers shall be provided for computation of flow at terminals.

12.3 Pressure Regulating

Pressure regulating skid shall be provided where required, for regulating the Pressure received at receiving

station, to the required pressure inside the plant. The Pressure regulating skid shall have Active, Monitor and

Slam-shut valves in each stream for effective pressure control. The PRS skid shall be installed downstream

of filtering and metering units at dispatch station.

13.0 HAZARDOUS AREAS

The classification of hazardous areas is in accordance with IS 5572, PNGRB and API RP 500.

Electrical equipment shall be located outside the hazardous area unless the equipment is directly connected

to the process. Equipment within the hazardous area shall be suitably rated for the area.

For details Electrical Design Basis document No. P.013828 D 11064 001 to be referred.

14.0 CATHODIC PROTECTION

The underground pipeline shall be protected against corrosion to ensure its continued safe operation. The

pipeline would be coated outside with a high quality three layered Polyethylene (PE) coating and provided

with cathodic protection to ensure corrosion protection.

Both TCP and PCP shall be provided for the Pipeline. TCP shall be provided during construction and PCP

after completion of pipeline construction. For specifications of the Cathodic Protection System, please refer

to ‘Design basis – Cathodic Protection’, Doc No : P.013828 D 11064 002

15.0 PIG LAUNCHER AND RECEIVER

A Pig Launcher and a Receiver shall be installed at Dispatch and Receiving Stations respectively, to

facilitate the pigging operation of the Pipeline. The Pig Launcher /receiver shall be suitable for all types of

Pigging Operations, including Intelligent Pigging of the Pipeline. All Pig Signallers shall be Non- intrusive

type.

16.0 PRESSURE SAFETY DEVICES

Any equipment / skids containing Natural Gas in the form of trapped volume shall be protected against

excessive pressure developed due to rise in surrounding temperature by installing suitable safety relief

valves. Pressure safety valves of sufficient capacity and sensitivity and other safety devices / system (as

applicable) shall be installed to ensure that the pressure inside the system / equipment does not exceed the

prescribed limits.

For all critical equipment like Filters or Pig Barrels, the PSV shall be set for Fire case i.e. for 21% over

pressure, so that the pressure inside the equipment does not exceed 21%, of the Maximum Allowable

Operating Pressure (MAOP) in any case.

All such safety relief valves shall have lock open type isolation valve upstream of relief valve. The PSVs

shall be sized for fire case.

17.0 VENT LINES

Vent line shall be designed and installed to vent out the gas from relief valves, if provided, to atmosphere.

Blow down piping connected to vent line should extend to location where the discharge of gas shall not

create a hazard to the station or the surrounding area.

The Blow Down system shall be designed in accordance with the requirements of applicable codes / industry

standard.

The discharge from safety valve shall be vented vertically upwards to atmosphere at an elevation of 3 meter

(minimum) above working level or the tallest structure within a radius of 15 meters whichever is higher for

effective dispersion of hydrocarbons. In this case, isolation valves on downstream of safety valve are not

required. Isolation valve shall be provided downstream of safety valve if the safety valve discharge line is

connected to flare header.
