Good Morning,
It is my pleasure to welcome you to the Women in Communications & Energy (WICE) Annual
Spring Conference, Leadership in Power! Our most recent conferences have focused on
professional development, highlighting Women in the Board Room and how to Power up your
Communications, and I’m excited that today we will build on these successes with a day that will
bridge both technical and professional development.
From how our energy is generated to our interaction and communication with end users, the
industry around us is changing and New York State is leading that charge. Today, our speakers,
respected thought leaders in their own right, will help us better understand these changes and
how they impact the environment around us so that we may too help forge ahead.
As part of today’s activities, we will also continue our history of integrating professional and
personal development in our conferences with a personal testimonial on leadership and a
workshop that will help us all enhance how we exercise our own power.
I’d like to thank the planning committee for their efforts in making today happen – a full list of
the committee can be found on page three. They’re an amazing group of women from diverse
organizations, whose dedication to today’s conference has translated into a rich agenda and for
that, I am truly thankful. I would also like to thank today’s speakers. The wealth of knowledge
that you bring today will enrich our careers and our organizations.
Finally, thank you to our audience for coming here today to spend a day with WICE. I’m thrilled
to be a part of such a committed organization that provides our membership with opportunities
such as this to come together to develop our skills and network with our peers. I encourage you
all to take full advantage of the day and the vast amount of knowledge and experience in this

Rachel Friedman
Fleet Operations Manager

President, Women in Communications and Energy
Rachel Friedman is the Fleet Operations Manager at Consolidated Edison Company of
New York (Con Edison). She oversees a group responsible for providing logistics support
for materials delivery and hazardous waste transport throughout the company.
Prior to her current position, Rachel worked in positions of increasing responsibility at
Con Edison. Most recently, she worked in the Environment, Health and Safety group
supporting the identification of potential risks and vulnerabilities across the company
and working with user organizations to programmatically develop risk mitigation and
management solutions. Prior to that, she was the Project Manager for a new Demineralized Water Treatment
Plant at one of the company’s Steam Generating Stations. She has also supervised technicians monitoring boiler
chemistry and performance, provided technical support and guidance at the company’s Waste Water Treatment
Plant, and overseen crews performing repairs to the electrical system.
Rachel received a Master of Business Administration from New York University and a Bachelor of Science in
Chemical Engineering from Columbia University. She holds a High Pressure Boiler Operators License and a Project
Management Professional certification.
Tabitha Robinson
Senior Account Executive
New York Power Authority (@NYPAenergy)
Conference Chair, Women in Communications and Energy
Tabitha Robinson is a Senior Account Executive with the New York Power Authority
(NYPA) and manages NYPA’s relationships with some of New York City’s largest
governmental entities’ agencies, such as the City of New York and the Metropolitan
Transportation Authority. During her time at NYPA, she has held positions in Business
Allocations and Compliance, launching the ReCharge New York Program economic
development power program, and in Business Development for NYPA’s Energy Services
Program.
Before her time at NYPA, Tabitha worked as an Energy Analyst for the NYC Department
of Correction while pursuing her graduate degree, supporting the 15MW Riker’s Island Cogeneration Project.
During that time she also conducted research on renewable energy markets for Global Change Associates. Prior to
moving to New York, Tabitha worked as both a Project Manager and a Distribution Engineer for Florida Power and
Light. She also has experience in energy efficiency through her undergraduate work with the US DOE’s Industrial
Assessment Center and study abroad experiences in Santiago, Chile.
Tabitha holds a BS in Industrial Engineering with minors in Business and Sales Engineering from the University of
Florida, and has a MBA in Marketing and Finance from Baruch College. She is also a Certified Energy Manager and
has been an active member with WICE over the past five years.

Audrey Zibelman
Chair
New York State Public Service Commission
Audrey Zibelman was confirmed as a Commissioner of the New York State Public Service
Commission on June 19, 2013, and was named Chair on September 3, 2013. Her term turns
through February 1, 2018.
Ms. Zibelman has extensive experience in the public, private and not-for-profit energy and
electricity sectors. She is a recognized national and international expert in energy policy,
markets and Smart Grid innovation.
As PSC Chair, she sits on the State Energy Planning Board. She is also Chair of the New York State Board on Electric
Generation Siting and the Environment. She sits on the board of the New York State Energy Research and
Development Authority (NYSERDA), the board of the Regional Greenhouse Gas Initiative Inc. (RGGI), the Audit
Committee of RGGI, the New York State Disaster Preparedness Commission, and the Bureau of Ocean Energy
Management Task Force. Ms. Zibelman was appointed to the National Association of Regulatory Utility
Commissioners (NARUC) Board of Directors, and is a member of NARUC Committee on Electricity. She is also a
member of the U.S. Department of Energy's Electricity Advisory Committee and Lawrence Berkeley National
Laboratory’s Future Electric Utility Regulation Advisory Group.
Ms. Zibelman received her B.A. from Pennsylvania State University and her J.D. from Hamline University School of
Law.
Jim Gallagher
Executive Director
New York State Smart Grid Consortium
Named Executive Director of the New York State Smart Grid Consortium (NYSSGC) in
April 2013, James T. Gallagher brings over 35 years of energy policy and industry
experience to his role.
As Executive Director, Gallagher oversees the Consortium and its members as they
work toward broad statewide implementation of a safe, secure, and reliable smart grid
to modernize New York’s energy infrastructure. Gallagher is the architect of the
NYSSGC’s priority initiatives, which are designed to modernize New York’s electrical grid to improve reliability and
resiliency, lower long-term costs, and identify best practices for meeting the evolving energy service needs of
consumers. He is currently co-facilitator of the stakeholder process for Market Design and Platform Technologies
for the NY Public Service Commission’s Reforming the Energy Vision (REV) Proceeding.
Prior to joining the NYSSGC, Gallagher served as Senior Manager for Strategic Planning at the New York
Independent System Operator (NYISO), where he was responsible for establishing the long term strategic direction
for the NYISO, which operates New York’s electric transmission system and wholesale power markets. Before
joining the NYISO in 2011, Gallagher served as Director of Energy Policy for the City of New York, and he was the

lead energy advisor to the Office of Mayor Michael Bloomberg. Prior to working with the City, he was Director of
the Office of Electricity and Environment for the New York Public Service Commission, where he enjoyed a 21 year
career, and held senior energy policy positions at Northeast Utilities, the Pennsylvania Governor’s Energy Council,
and in the late 1970’s, the Tennessee Valley Authority (TVA). At TVA he developed and led the organization’s
pioneering “Solar Homes for the Valley” program.
Gallagher is a member of the Advisory Board of Grid4EU, the largest smart grid project funded by the European
Commission. Through this effort, Gallagher collaborates with international energy and technology experts to learn
and create best practices and technological solutions for grid modernization. Gallagher also serves on the EPRI Grid
Modernization Advisory Group and sits on the Board of Directors for the Advanced Energy Research and
Technology Center. He is on the Executive Advisory Committee for the U.S. Department of Energy’s State and Local
Energy Efficiency Action Network.
He earned a B.S. in Business and Economics from Lehigh University, and an M.S. in Energy Management and Policy
from the University of Pennsylvania.
Kristin Barbato
Vice President, Customer Energy Solutions
New York Power Authority (@NYPAenergy)
Kristin Barbato was named Vice President of Customer Energy Solutions at the New
York Power Authority (NYPA) in May 2014. She is responsible for the development
and management of energy services for NYPA’s various public sector customers
throughout New York State. Energy management programs include capital and
operational solutions such as energy efficiency, distributed generation, advanced
technology, data analytics, and planning.
Previous to this position, she was appointed to Deputy Commissioner / Chief Energy
Management Officer for New York City during the Bloomberg administration. Her
team managed a total budget of $1.3B which includes $800M for the City’s annual
utility budget. With primary implementation responsibility of PlaNYC, New York City’s long-term sustainability
plan, they managed a portfolio of projects which encompassed efficiency, renewables, emerging technologies,
energy education, and building performance for the City’s 4000+ facilities. Before this appointment, she was
Director of Business Development for a global energy and environmental services company, Veolia Environnement.
Ms. Barbato also worked for Con Edison and Florida Power & Light investor owned utilities in departments
including Strategic Planning, Customer Operations, Engineering, and Information Technology.
Ms. Barbato graduated with a B.S. in Civil Engineering from Cornell University. She also holds a M.S. in
Organizational Leadership from Mercy College and in May of 2008, she completed her MBA from Columbia
University.

Heather Adams
Director, Electric Distribution and Standards
Central Hudson (@CentralHudson)
Heather M. Adams is the Director of Electric Distribution and Standards at Central
Hudson Gas & Electric in Poughkeepsie, NY. In addition to general supervision of
Electric Distribution Planning, Operations, and Construction Standards Engineering,
Heather oversees the development of new programs and projects to improve electric
service reliability and efficiency, including Smart Grid/Distribution Automation.
Heather is actively involved in the implementation of the Demand Response and
Microgrid REV demonstration projects at Central Hudson. She also has responsibility
for the interconnection of renewable resources, as well as the Stray Voltage & Inspections programs.
Heather graduated with a B.S. in Electrical Engineering from Lehigh University with high honors and an MBA from
New York University’s Stern School of Business with distinction. She holds a Professional Engineering license in the
state of New York and is a certified Lean Six Sigma green belt. She is a resident of Yorktown Heights, NY along with
her husband, Jonathan, and son, Jamison.
Deidre Altobell
Director, Utility of the Future Team
Consolidated Edison Company of New York (@ConEdison)
Deidre Altobell is one of the directors of Con Edison’s Utility of the Future Team,
responsible for the Company’s implementation of the objectives associated with the
Commission’s Reforming the Energy Vision (REV) proceeding. Prior to joining the
Utility of the Future Team, Ms. Altobell was Director of Con Edison’s Resource
Planning, Energy Management Department responsible for developing daily and long-
term demand forecasts for the electric, gas, and steam systems of New York City and
the surrounding boroughs, developing long-term economic forecasts for the Con
Edison and O&R service areas, and for performing analytical studies related to the reliability and economics of the
bulk power system. Ms. Altobell represents Con Edison within the NYISO stakeholder processes, has chaired the
NYISO Business Issues Committee and is the current chair of the NYISO Management Committee.
Ms. Altobell’s experience includes a variety of positions at Con Edison and at its subsidiary, Con Edison Energy. She
has served for several years as a Senior Policy Advisor promoting changes to state and federal regulatory policies.
Additionally, she was Manager of Wholesale Electric Origination at Con Edison Energy where she structured long
and short term power transactions around assets owned and leased in the Northeast markets, developing market
intelligence, and evaluating arbitrage opportunities across the regions. Finally, Ms. Altobell spent some time in
operating positions at Con Edison as a Power Dispatcher in its Energy Control Center, economically dispatching
generation to meet system load, and as a field supervisor in Con Edison’s fossil and nuclear plants, directing field
forces and providing technical support during the overhauls of various steam turbines and electric generators.
Ms. Altobell is a graduate of Columbia University where she earned a Bachelor’s Degree in Metallurgical
Engineering. She has also completed GE’s Power Technologies course.

Emilie Nelson
Vice President, Market Operations
New York Independent System Operator
Emilie Nelson is the Vice President of Market Operations for the New York Independent
System Operator (NYISO), which operates New York's high-voltage transmission
system, manages the state's wholesale electricity markets, and conducts
comprehensive power system planning.
Ms. Nelson started her career in power generation and joined the NYISO in 2004.
During her time at the NYISO, she has held various roles in market monitoring, energy
market design, and the operation of wholesale electricity markets. In her current position, Ms. Nelson is
responsible for NYISO's Installed Capacity Market Operations, Demand Response Operations, and Operations
Performance and Analysis departments.
Ms. Nelson earned a Bachelor of Science in Mechanical Engineering from Tufts University and a Masters of
Business Administration from Pace University.
Caroline Angoorly
Managing Director and Chief Operating Officer
NY Green Bank
Caroline Angoorly joined NY Green Bank as Managing Director and Chief Operating
Officer in March 2014. Caroline is a senior energy and environmental industry
executive with over 20 years of domestic and international experience in business-
building, strategy, operations, project and asset management, investment, project
finance and M&A. She knows the energy, resources and environmental sectors,
especially power and fuels markets and diverse projects across generating
technologies and clean tech, as well as environmental instruments, markets,
regulation and policy.
Prior to joining NY Green Bank, Caroline led GreenTao LLC, a specialized business
growth, project development, financing, strategy and execution firm providing integrated business, operations,
transaction and advice, strategies and implementation. She was also previously Head of Environmental Markets –
North America for J.P. Morgan, Senior Vice President & Head of Development, Northeast and Vice President,
Environmental & New Business at NRG Energy, Vice President & General Counsel at EnelGreenPower, Chief
Financial Officer of Line56Media, and a Partner in the Global Project Finance Group at Milbank, Tweed. She
started her career with Ashursts in Melbourne, Australia and holds geology, law and business degrees.
Caroline’s experience also includes being a Director of publicly-traded Sorbent Technologies as well as positions on
the Board of Turning Earth (an organics recycling and energy company) and as Advisor to both Third Power (an
energy storage company) and Karbone (an environmental markets and renewable energy firm). She is also the
energy and resources expert to The Gail Fosler Group (an economic strategy, advisory and markets analysis firm).
Caroline has lived and worked in Australia, the US, Singapore and Hong Kong – doing business in all these places, as
well as the Philippines, India, China, Taiwan, Myanmar, Thailand, Japan, Indonesia, Guatemala, El Salvador, Mexico
and Western Europe. Since 2001 she has proudly called New York City home and in 2010 became a US citizen.

Karren Bee-Donohoe
Executive Director, Office for Capital Facilities
State University of New York System Administration
Karren Bee-Donohoe has over 30 years of experience in the male dominated field
of facilities management. Currently Karen is the Executive Director of the Office for
Capital Facilities at the State University of New York System Administration where
she began in 2009. Karren has SUNY Systemwide responsibilities for Energy
Management, Energy Purchasing, Environmental Health and Safety, Residential and
Community College Capital Management, Real Estate, Start UP NY, and Capital
process and procedures. Karren is also responsible for the facilities management of
the beautiful SUNY System Administration headquarters in downtown Albany.
Previously, Karren was the Director of Long Term Planning in the Facilities office of Binghamton University where
she began in 1984. Karren holds a Bachelor’s in Landscape Architecture from Cornell
University, is a licensed Landscape Architect, certified in NYS Building codes and is
currently pursuing an MBA.
Rossana Rosado
President
RoRo Solutions, Inc. (@RoRosado)
Rossana Rosado is former Publisher & CEO of El Diario La Prensa, a position she held
for 14 years until her exit on the 100th anniversary of the oldest Spanish-language
newspaper in the country. She was responsible for over $20 million in annual
revenue.
Prior to becoming publisher, Ms. Rosado was Editor in Chief of the paper where she
also worked as a reporter in the early 80’s covering the Bronx, City Hall, and writing
editorials and a weekly column. She was the first woman to hold both the Editor and Publisher positions. Her 18
year stint at the paper was marked by her fierce advocacy on immigration and other major Latino issues.
In 1988, she joined WPIX, Inc. as a producer of Public Affairs programming and became Public Service Director,
responsible for the creation and placement of hundreds of Public Service Announcements on the air. She won an
Emmy in 1992 for the production of a series of PSA’s for the “Care for Kids” campaign. Rossana served on Mayor
Bloomberg’s transition team in 2001 and was one of six co-chairs for Governor Eliot Spitzer’s transition team in
2006 as well as Governor Andrew Cuomo’s transition team in 2010. This year she chaired Tish James’ transition
team and co-chaired Melissa Mark Viverito’s transition team.
She founded RoRo Solutions, Inc. in 2010 and has worked as an Executive Coach to non-profit leaders focusing on
strategic planning, building social capital and staff training.
Rossana was appointed by Governor Cuomo to the prestigious board of the Port Authority of NY/NJ and is a
Trustee of the board of John Jay College of Criminal Justice. Beginning in the fall of 2014, she was appointed
Distinguished Lecturer at John Jay College.
She received her B.A. in Journalism from Pace University in White Plains, New York and an honorary Doctorate of
Letters from Baruch College.
