Introduction

Welcome to the Leicestershire Learning Disabilities

Partnership Board.

The Partnership Board and its members are committed to

making things better for people with learning disabilities and

their carers in Leicestershire. We will work together to offer

support and guidance to people who buy services and

people who provide services. We will try and make sure

that people with learning disabilities have a voice and are

able to make a contribution to their communities.

As a member of the Board, you have a special contribution

to make in raising awareness of the issues faced by people

living with a learning disability to help them live a full life and

make their contribution. You will have access to a network

of “experts by experience” and professionals who are

“working together to make things better”.

Health and Wellbeing Board (H&W)

The Health and Wellbeing Board is made up of councillors, doctors, managers from Adults and Communities, Children and Young People's Services and Public Health, as well as representatives of patients and the public. Its role is to help improve the health and wellbeing of the population of Leicestershire, by making sure people work together to provide good services.

Adults and Communities Management Group The Partnership Board Steering Group reports annually to the Adults and Communities Management Group who are responsible for agreeing the funding for the Board.

What does a Representative on the

Partnership Board do?

We have written these guidelines to help everyone understand what they need to do to be a good Partnership Board representative.

The representatives at the Partnership Board come from lots of different groups and organisations.

They all know different things about services for people with learning disabilities and their families in Leicestershire.

By working well together, in the Partnership Board. Groups, organisations and Partnership Board representatives can help to make sure Valuing People principles work well in Leicestershire.

What we need you to do

Know about Valuing People Principles and the Valuing People Now paper and help other people to understand what they are about.

Share the things you know and your experience with the Board

Come to as many meetings as you can.

If you know you can’t come to a meeting, let the Chair know and find someone else who can come in your place.

Make sure you are ready for the meeting by reading the papers, talking about them in your group or service and thinking about what you want to say at the meeting.

Join in at the meetings – speak up, say what you think and ask questions.

Be the representative from your group or service at the Board. This means telling the Board what your group or service is doing about the important things in Valuing People principles and Valuing People Now.

Be the representative from the Partnership Board in your group or service. This means telling your service about the work of the Partnership Board and making sure the things the Board decides are happening in your group or service.

Speak up about the lives of people with learning disabilities and their families, and the work of the Partnership Board in other groups and meetings.

Meetings Partnership Board meetings are held every 3 months at County Hall from 10:00 am to 1:00 pm.

Visitors Visitors with a learning disability and their supporters are very welcome to join us.

Presentations There will be presentations at the Board Meetings by people who want to tell us about things that are linked to our themes and priorities. People who want to present to the Board must make their request through the Administrator who will pass on to the Steering Group.

We expect you to send your

apologies if you are unable to attend and send a representative in your place if you can.

Please let the Administrator know.

We expect you to arrive on time and sign the attendance sheet

At the end of the meeting, please leave the room tidy by taking your papers and any rubbish with you.

Communication - during meetings

At the Partnership Board everybody is equal. We are all important and it’s important that we all join in and say what we think.

We need to make sure we do this by using easy words and no jargon.

Please hold up the yellow card if you want to speak or ask a question.

Please do not speak until you are asked to do so by the Chair

Hold up the red card when there is

something you don’t understand or if people are talking too fast.

Anyone can hold this card up at any time. As soon as you see the red card, please stop talking.

Making things easy to understand is

a difficult job. At each meeting we will ask someone to help make it easier for everyone to join in. We call this person the Word Police.

Please remember the Word Police is there to help us all.

The Steering Group

What does it do?

Helps support and give guidance to the Partnership Board and to check that they are doing a good job.

Anyone wishing to make a presentation to the Partnership Board must ask the Steering Group who will either agree or pass on to the appropriate person at County Hall.

The Steering Group will receive regular updates from the subgroups and locality groups so that they can check that groups are doing what they said they would and how they are getting on.

This helps us write any reports needed to tell other people or groups what we are doing and how they can help us make things better.

The Steering Group checks that the money that has been given to subgroups and Locality groups is being used to make things better by checking what has been spent and what difference this has made to people’s lives.

Making decisions There will be at least 4 people at the meeting to make decisions. If there are not 4 people, the decision will be made at the next meeting. If a decision is urgent, the Administrator will contact the Chair and e-mail the question to everyone and tell them what the choices are. The e-mail will say when everyone has to choose by.

Locality Groups

Locality Groups are sub-groups of the Board.

Their main role is to find out the needs and priorities in their local area.

They collect information about local services and opportunities and

Find out what people with learning disabilities and their families think needs to change

Each Locality Group will include a

Board member who will make sure that the group knows what is happening in the Board and can feedback issues to the Board on behalf of the Group.

Each Locality Group writes a simple Action Plan each year. The plan helps them focus their work, monitor progress and feed back to the Board and other sub groups.

Locality Groups have a wide

range of members and involve local groups who are not represented on the Board.

Each Locality Group has an open membership policy. This means that anyone who is committed to improving life opportunities for people with learning disabilities is welcome to come to their meetings

They welcome people with learning disabilities as active members and use simple language and avoid jargon and abbreviations in their meetings and papers.

Groups need to show that they have spent their money well and that this has made a difference to the lives of people with learning disabilities.

Charnwood Action Group

This group looks at things that happen in Charnwood and if there is a problem in Charnwood that affects people with learning disabilities we try and get it sorted.

We help or do stuff with people with learning disabilities that they want to know more about. We get speakers in to tell us more about things we are interested in and about government strategies and Leicestershire strategies that affect people’s lives such as transport issues.

Harborough Action Team (HAT)

Harborough Action Team works in Harborough District. This includes Harborough town itself, Lutterworth, Broughton Astley and Great Glen as well as lots of villages. It is one of the biggest of the district council areas. We have members with learning disabilities, families and professionals of all kinds. We welcome anyone with a learning disability and anyone who is interested in helping us make things better for people with learning disabilities. We share information, discuss problems people find and talk about good things too. Many of our members are from Harborough town and we would welcome people from other places in the District.

Hinckley a Bosworth Locality Group Hinckley and Bosworth Locality Group has lots of members with learning disabilities. We share information to make sure we know what's happening in the area. We have just started a magazine to help share information about services, health, transport and other things. We ask people to come and speak to the group about new services, changes and to get more information. We would like to get more parents, carers and people that work for community organisations and services to attend our group.

Action in Melton

Action in Melton meets so that people in Melton with Learning Disabilities can have their say about things that are important to them, in a group where people understand what we need and want in our lives. It is good to meet with other people who can help us to make lives better in lots of different ways for people with Learning Disabilities and their Carers. We talk about things that are not working so well and we share things that are good, between ourselves and other Locality Groups. We share ideas about what Actions we can take to make our voices heard …. and we do it!

North West Leicestershire Locality Group

The group is made up of people with learning disabilities, parents and carers and people that work for community organisations, teams and services.

We share information about things that are happening in the North West Leicestershire locality. We try to make sure that people with learning disabilities are included in all the things that happen in the local area and we help to make information easier to understand for services.

Oadby, Wigston, and Blaby Locality Group

At the meetings we talk about any updates from the Partnership Board and also anything we want to tell them. We have different speakers who come to talk to the Wigston Locality group members about what job they do and see if we can get involved as a Locality group in our area.

We also have an action plan which we have to update to make sure we can see the changes that we make. These meetings are very helpful and interesting and we have a news share of anything we want to talk about.

We always welcome new members to the group.

The Blaby, Oadby Locality Group is currently being set up. If you know anyone who would like to attend the group meetings please contact Karen Davis.

Better Health

The Leicestershire and Rutland ‘Better Health Group’ aims to make sure that local health services meet the needs of people with learning disabilities.

This will help people with a learning disability to lead healthy lives and get good health services.

Family and Carers

The family carer group wants to help all families and unpaid carers of people with learning disabilities in any way we can. We also want to help all people who provide services to do it in a family friendly way. We will try to keep up to date with important things which affect families and our relatives. We will use the website to reach some people and look for other ways to reach others. We will talk to the County Council and the Partnership Board about things that affect families, listen to any ideas they have and explain to them how such ideas may affect families. We welcome ideas and inputs from Family Carers of Learning disabled adults. Chair: No current chair at the
