High visibility is when people (stakeholders & users)..
Having visited a third of England’s 151 library services, Sieghart stressed that many who express strong views about libraries often have not been to one in years. They have little concept of the modern library, and so libraries have an image problem. People need to understand what libraries do, said Sieghart, and also what they could do in the future.
