    ITEM No. 1: CONFIRMATION OF THE MINUTES

    Minutes of 470th meeting of Operation & Coordination Sub-Committee of WRPC

    held on 13th April 2015 at Lucknow were forwarded vide letter No. WRPC/OPN/OCC-

    Minutes/2015-16/3613 dated 22.04.2015.

    No comment has been received. Sub-Committee may confirm the same.

    ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF APRIL2015.

    2.1 Frequency Particulars

    The average frequency during the month of April, 2015 was 49.99 Hz. The

    maximum instantaneous frequency was 50.55 Hz at 03:37 hrs on 25th April-15

    while minimum instantaneous frequency was 49.50 Hz at 11:47 hrs on 07th April-

    15. The frequency profile during April, 2015 was as under:

    2.4 U/F Relay OperationsAs per WRLDC records during April 2015 the system frequency didn’t touch 49.2 Hz

    and no UFR operation has been reported by WRLDC.

    2.5 Power Cuts / Load Restrictions

    Details of Power Cuts and Regulatory measures during April 2015 as furnished by

    3.2 OUTAGE PROGRAMME OF TRANSMISSION LINES/ELEMENTS

    Maintenance programme for transmission lines during the months of May 2015 &June 2015 is given in Annex 3.2 B.

    ITEM NO. 8.1: QUARTERLY REVIEW OF CRISIS MANAGEMENT PLAN

    All the constituents are requested to submit the CMP report for the fourth quarter

    (January 2015 to March 2015) for the year 2014-15.

    WRLDC intimated that as per mandatory requirement of IEGC the Black start capableunits need to conduct mock black start exercises once in every 6 months. WesternRegion has 29 generating stations with black start capability. As per the informationavailable with WRLDC only 2 Black Start stations have completed the Mock exercisein the year 2015. Concern representative may update the status and plan for pendingMock-dill exercise. The

    ITEM NO. 8.3: READINESS OF SLDC AT GOA, OTHER SLDCs AND WRLDC FORUPGRADATION OF EXISTING SCADA/EMS SYSTEMDuring 28th WRPC meeting it was decided that the status of progress of SLDC’s &

    Back-up SLDC’s of WR constituents /WRLDC would be regularly monitored in monthly

    OCC meeting.

    The present status of progress of SLDC’s & Back-up SLDC’s of WR constituents

    /WRLDC attached at Annexure – 8.3. All the constituents are requested to update inattached format.

    The constituents may like to update the status.

    ITEM NO: 8.4 MOUDA UNIT#1 PG TEST FOR TURBINE & BOILER FROM01.06.15 TO 03.06.15.DGM, NTPC intimated vide letter dated 06th May, 2015 that Mouda Unit#1 PG test for

    Turbine & Boiler is pending due to non availability of stable injection Schedule for

    Mouda units.

    M/s BHEL has communicated to NTPC that they would conduct the PG test, if they

    get the firm date and various load conditions of PG test, however for final preparatory

    work i,e installation of PG test instruments, they need 3 week advance intimation.

    Therefore, NTPC requested to arrange and ensure the required Schedule for Mouda

    STPP as per given below time schedule and load condition for conducting PG test in

    Unit#1:

    PG test commencement date 01.06.2015 and completion date 03.06.2015A. On 1st June'15:1.Unit load : 500 MW- If one unit on bar :Schedule at least 472 MW/If two units on bar :

    Schedule at least 750 MW :- Time duration from 09:00hrs to 14:00Hrs

    B. On 2nd June'15:1.Unit load : 500 MW- If one unit on bar : Schedule at least 472 MW/ If two units on bar :

    Schedule at least 750 MW :-Time duration from 09:00 hrs to 14:00hrs.

    2.Unit load : 525 MW- If one unit on bar : Schedule at least 495 MW/ If two units on bar :

    ITEM NO: 8.5 SHUTDOWN AT WALUJ (MSETCL) SUB-STATION :Shutdown on 400 KV D/C Aurangabad (POWERGRID) to Waluj (MSETCL) line was

    requested several times during the last one year. The shutdown could not be granted

    by MSETCL. The shutdown is for replacement of lower rating equipments like CT,

    Isolators which is to be completed on urgent basis in order to avoid frequent failure of

    equipment in the sub-station. PGCIL have requested to grant shutdown on 400KV

    D/C Aurangabad- Walunj line immediately so that the balance replacement of

    equipments can be completed on priority. The new proposed date for outage is 25 and

    26th May for ckt- I and 27 and 28th May for Ckt-2 from 7:00 hours to 19:00 hours.

    The Sub-Committee may like to discuss.

    ITEM NO: 8.6 SCHEDULING OF SOLAR POWER FROM MP TO CHATTISGARH

    CE, SLDC Jabalpur intimated vide letter dated 07.05.2015 that Solar Energy Corporation

    of India (SECI) has signed PPA with Solar generators installed in MP and for sale of power

    to Chattisgarh / Other States. Accordingly, SECI has signed an agreement dated 16-04-

    2015 for Long Term Access (LTA) for 70 MW with PGCIL for transferring of solar power

    from MP to Chattisgarh / Other States. Accordingly, SECI has furnished day ahead

    forecast from 30 MW solar power project installed in MP by M/s Clean Solar Power (Dhar)

    Pvt. Ltd. for scheduling of power to Chattisgarh on 29-04-2015 for scheduling of power for

    30-04-2015. As no methodology is available in the prevailing regulations for settlement of

    imbalance and computation of deviation charges for solar generators, SLDC has

    suspended the scheduling activity of above power and called a meeting on 05-05-2015

    with SECI, MPPMCL, MPPTCL, Discoms and Solar Generators to discuss and finalize the

    scheduling procedure and imbalance settlement. In the meeting, the following

    methodology is decided for scheduling of power from MP to Chattisgarh till the regulations

    are notified by the CERC / MPERC –

    Scheduling -1. The solar power project shall forecast their generation for the next day (n+1)th day with

    high level of accuracy with an interval of 15 minutes time block and furnish the same to

    MP SLDC on nth day at 10.00AM. The solar generators may forecast by themselves or

    choose to appoint a Renewable Energy Management Centre (REMCs) which are

    equipped with advanced forecasting tools to forecast their generations.

    2. MP SLDC shall forward the load forecast data to WRLDC after deducting applicable

    transmission losses. If the generator is connected at 33KV level through dedicated

    feeder or at 132KV and above level actual MP Transmission losses shall be deducted.

    3. WRLDC shall schedule the power to other state (in the instant case Chhattisgarh) by

    subtracting from MP schedule and adding the same to Chhattisgarh schedule after

    considering all the applicable POC transmission losses i.e. (MP injection losses and

    Chhattisgarh withdrawal losses).

    4. The concerned site officials will send the actual 15 minutes block-wise data recorded in

    ABT meter to SLDC on weekly basis (on every Tuesday for the previous week ending

    on Sunday) and SLDC will send the same to WRLDC.

    5. WRLDC will send the actual data to WRPC for replacing the schedule with actual data

    as WRLDC does in case of SSP and Atomic Power Plants which are not within the

    purview of ABT mechanism.

    MPPTCL have requested to approve the above methodology for scheduling of solar

    power from MP to Chhattisgarh so that scheduling could be initiated by MP SLDC.

    The Sub-Committee may like to discuss the same.

    ITEM NO. 9 : ITEMS FROM WRLDC:

    9.1 STATE DATA REPORT NEEDS TO BE SENT TO WRLDC IN *.csv FILEFORMAT.

    WRLDC intimated that presently Utilities are sending their daily data report to WRLDC

    via email in different file formats, like Gujarat is sending the report in rtf word format,

    Maharashtra in *.csv format and rest of the utilities in Ms Excel format. The mapping of

    data from different file formats into WRLDC data base is not possible. So, the data is

    stored at WRLDC end either through manual entry or through predefined macro

    wherever possible. The manual entry of huge data on daily basis is prone to error.

    WRLDC compiles the utilities data and sends its report to NLDC and MoP on daily,

    monthly and annual basis. Moreover, these data are frequently being referred by

    WRLDC for the requirement of different agencies like CEA, NLDC, MoP and

    Parliament etc.

    Hence, it is envisaged to stream-line the report preparation at WRLDC and to avoid

    discrepancy of data caused due to manual entry. Hence following are requested.

    All utilities send their daily data report file to WRLDC in *.csv file format only.The Ms excel file is easy to handle, but it has hidden tags which makes it

    difficult to map with the database.

    The structure of the *.csv file format must be fixed The cell having content should not shift its location, so that, file with specific

    parameter may be correctly mapped in database.

    The sample *.csv file format of Maharashtra is attached at Annexure 9.1.

    9.2. MULTIPLE TRIPPING AT 400KV BABLESWAR ON 5-MAY-15

    WRLDC informed that there was grid incidence on 5th May, 2015 at Bableswar S/s. It

    was reported that Grading capacitor of R-Ph pole of reactor-1 breaker at 400kV

    Bableswar got burst at 09:33 Hrs of 5-May-15. This has led to the bus bar protection /

    LBB operated at 400kV level ,leading to tripping of all 400kV Lines connected to

    Bableswar and three 400/220kV ICTs.

    Details during the Event:

    All 400kV seven lines and three 400/220kV ICTs tripped at 9:33 hrs,

    connected to the Bableswar on Bus Bar protection / LBB operation.

    After the tripping, 400kV Aurangabad(MS)-Pune-D/c (Twin Moose, Reliance

    Line) was caring 848MW on each circuit. The 400kV Aurangabad(MS)-

    Pune-2 tripped at 9:45hrs due to jumper failure at 12 km from pune end.

    The other line tripped due to over current.

    Jaigad Unit-4 (300MW) and Uran unit-5(110MW) have tripped during the

    events

    The Maharashtra Over drawl has increased to 1400MW for considerable

    duration of time.

    Due to Continuous over drawl my Maharashtra the flow on 400kV Wardha-

    Parli(PG)-D/c was carrying 1040MW each.

    SPS of 400kV Wardha-Parli-D/c were operated seven times. Due to SPS

    400MW generation was backeddown at Tirroda, but there was no

    generation backdown at Mouda though the signal was received at Mouda.

    The voltage has dropped too low during the event like 765/400kV

    Solapur(PG) was 726/374kV, 400kV Parli(PG) was 359kV, 400kV Padghe

    was 357kV, 400kV Pune was 355kV, 400kV Kalwa was 370KV

    Koyna Generation was increased from 1300MW to 1850MW

    The power flow on 765kV Pune(GIS) – Solapur was reversed from 37MW

    toward 765kV Solapur to -704MW towards 765kV Pune(GIS). The flow on

    765kV Solapur-Raichur were reverse from 207MW to -397MW each circuit.

    Issues—Following issues need detailed deliberations/ analysis andaction Plans to arrest such critical situations in future…

    The telemetry from Maharashtra was not available at WRLDC at various

    places like Tapthitanda, Bhuswal, Deepnagar, New Lonikhand, Chandrapur

    Stg-II and Jejuri. WRLDC control Room does not have any visibility at these

    locations.

    Issue—Critical telemetary issues are being highlighted since last one year.

    It is required to be taken up in SCADA Committee and Maharashtra SLDC to

    indicate the present Status at SCADA Committee.

    Slow response from MSETCL, the Maharashtra overdrawl from the grid was

    in the range of 1200MW to 1400MW for considerable duration of time.

    i.This has led to over loading of 400kV Wardha-Parli-D/c beyond the SPS

    limit of 850 MW and each line was caring 1040MW.

    ii.Voltage was around 350 KV– 360 kV at important nodes during the

    heavy Overdrawl by Maharashtra.

    iii.Delay in picking the Koyna Generation to reduce overdrawal and support

    line loading.

    400kV Aurangabad-Pune –D/c was caring 848MW each for 12 minutes,

    Than the Jumper of 400KV Aurangabad-Pune-2 nearly 12km from Pune has

    failed well below thermal limit (1079MW for 75 deg C conductor).

    Issue—when Thermal limit is 1079 MWthen why it has melted at 848

    MW required to be analyzed.

    Major load centre need UVLS (Under Voltage Load shedding) Scheme.

    Load tripping would have resolved the issue of over drawl from the Grid and

    very low voltage at important nodes.

    Issue—this part of Maharashtra is facing the isssues of low Voltages

    repeatedly. Requirement of UVLS scheme requires to be explored.

    Issue-SPS Signal was received at Mouda but there was No back-down.

    9.3 PROPOSAL FROM SLDC,MSETCL FOR CONTINGENCY ARRANGEMENTFOR OVERLOADING OF 220KV BOISAR(PG)-BOISAR(MS) BYPASSINGTARAPUR

    As per letter received from SLDC, MSETCL (Copy enclosed) Apr'15) , 220kV

    Boisar(PG)-Boisar(MS) D/C lines are continuously loaded high and touches 300MW

    during day hours.

    MSLDC has proposed for additional circuit of 220KV Boisar(PG)-Boisar(MS) by

    passing TAPS 1&2 . The SLD of 220kV TAPS 3&4 and TAPS 1&2 is given below:-

    The present connection of lines from 220kV Tarapur 1&2 are as follows:

    1. 220KV Tarapur 1&2- Vapi

    2. 220KV Tarapur 1&2-Bhilad

    3. 220KV Tarapur 1&2-Borivili

    4. 220kV Tarapur 1&2-Boisar(MS)

    5. 220kV Tarapur 1&2-Tarapur 3&4

    220kV Taps3&4 is connected to Boisar(PG) through a single ckt which is used for

    auxiliary consumption of 3&4 units. From SLD above, it is observed that for the said

    contingency proposal ,220kV Taps3&4 –Boisar (PG) has to be bypassed at Taps3&4.

    The above arrangement needs to be discussed with Taps1&2 and Taps 3&4 for their

    view and consent .
