Although it’s one of the smallest counties in District 4, the workforce is constantly accomplishing big things. Mahoning County is the home of Youngstown, but also many rural areas in the southern portion of the county, presenting the workforce with some of the most diverse conditions across the state. The county is responsible for 729 lane miles including one of the busiest stretches of truck traffic in the country along Interstate (I) 80 in Austintown Township. Other important routes in Mahoning County include I-76 to the west, State Route (SR) 11 which runs north and south and US 224 which moves east and west through Canfield, Boardman and Poland. Besides the county garage in Canfield, ODOT crews work out of four strategically placed outposts located in Sebring, North Lima, South Avenue in Youngstown and on Bailey Rd., in Milton Township. The county workforce has a strong history of excelling in culvert replacements. Their culvert crew consists of a six person team including Edward Kane, Fred Bussard, John May, Rich Filicky, Ellen Borchers, and Rich Larson. They can replace any culvert up to 48 inches in diameter. Mahoning County replaces at least six culverts in any given year. The county has also added a “basin crew” which includes Kevin Woolley and John Keller. The basin crew and culvert crew have their own separate trailers holding all the necessary equipment and tools to take to each individual job site leading to increased productivity. Another strong suit in the county is their snow and ice removal. Mahoning County was one of the first counties in the state to use a Tow Plow. The Tow Plow is used in partnership with District 11 and helps plow SR 11 from the Trumbull County line all the way to the Ohio River near East Liverpool. The Tow Plow is also used along I-80 and I-76 from the Portage County line all the way into the City of Youngstown where it is also utilized along I-680. The county is also responsible for maintaining one of the busiest interchanges in the state where I-80/I-680 and SR 11 all come together.

Mahoning County Shows Off ODOT at State’s Second Largest Fair Mahoning County forces have been involved with the Canfield Fair for over 30 years. County employees have always taken pride in the opportunity to talk to the traveling public and showcase the projects the crews have worked on, whether its culvert replacements, paving work, new equipment, the Paint A Plow Program, upcoming future projects or just distributing information.

Each year county personnel meets with the fair board and all of the local law enforcement to determine what is needed for traffic control. Mahoning County provides cones, signs, messages boards and light plants to assist with traffic control.

Last year, over 2,500 people visited the Mahoning County ODOT tent where several trucks were displayed, along with the distracted driver simulator.

Each year the county partner with the City of Youngstown for their “Great American Clean-up” which takes place in the early

spring. This is an event where the city and ODOT partners to pick litter around the city of Youngstown. This year, 82 bags of litter were picked by ODOT crews during

the event.

Mahoning County has one of the most proactive sign shops in the state. The

sign shop is ran by Michael Valko HT-3 and Kevin Woolley HT-1. Mike & Kevin

aggressively replace signs throughout the county while continuously checking on the quality of the signs for reflectivity,

damage, and needed upgrades as necessary.

Mahoning County is one of the best counties at using transparent boundaries.

They have partnered with the City of Youngstown for over five years taking over the removal of snow & ice along mainline

SR 711,the Madison Ave. and Himrod Expressways, while the city does snow

and ice removal along all ramps on these routes. The county also partners with the Cities of Struthers and Lowellville,

Elllsworth Township and the Mahoning County Engineers Office on tree trimming

and ditching.

Last winter, Mahoning County used 15,791 tons of salt and 273,833 gallons of salt

brine.
