The use of engine brakesin Manchester will now beprohibited after an amend-ment to the village's noiseordinance passed council
approval Monday.Large trucks often utilize
a device that saves wear on
brakes by releasing enginecompression. This createsa level of noise, at pointswhere trucks slow downentering the village, whichhas long been a source ofresident complaints.
The council discussedap-proaches to modify-ing the village ordinanceconcern-ing outdoor seat-
ing and cafe service. Theconsensus was to keep thissimple and to primarily use
the language of the existingordinance.
The main reason fora change, according toVillage Manager JeffWallace, is to more clearlyspecify requirements forinsurance and to protectthe village against liability

The ManchesterTownship Board of Trusteesapproved a contract with theClinton Fire Department,which will increase theamounts ManchesterTownship pays for emergen-cy and fire assistance.The new contract will runfor two years, with a basefee of $3,200, increased from$1,320. Medical calls will bebilled at $375 and fire callsat $750.At last month's meeting,Clinton village managerKevin Cornish said thatthe fire department hadrefrained from raising ratesfor several years, but nowhad to make a substantialincrease to reflect the actualcosts of providing the ser-vice.Supervisor Gene DeRossettrecognized that this wasinevitable, given risingcosts, and suggested thatManchester Township willhave to raise the rates itcharges for similar mutualaid arrangements with sur-rounding townships.
The board authorized thecounty road commission toapply three brine treatmentsto unpaved roads in thetownship, for dust control, ata cost of $44-to-46 thousand.Matching funds will coveraround $14,000 of this. Thesearrangements are similar tothose in previous years.
