Our 2016/17 Financial year got off to a quiet but relaxed start (except for two members who had a bit more excitement than anticipated—whoops), and included our AGM at lunch time. The rally was held at Woady, as planned, due to the Ballarat PC hosting their horse trials at our grounds on our rally day. Those who were able to attend the AGM will already be aware that there are some major changes afoot in regards to the lo- cation of our future rallies and ‘home’ for BARC. Membership numbers are a bit down at this time of year, and we look forward to past members re-joining very soon. We do indeed hope that they will join before the Golden Spurs Series begins at the end of January, in time to help out and also par- ticipate at our big weekend! As always we look forward to new members joining our club as well, and hope that everyone makes the time to get to know them and make them feel wel- come! PRESIDENT’S REPORT BARC AGM 27TH NOVEMBER 2016 (as read by Kristy Irons at AGM)

Dear members,

Once again we have had an eventful year but, as the year for the club closes, so does my role as president and I am delighted welcome the new president for the next 2 years. It has been an honour to lead this devoted group of horse riding enthusiasts, as both fellow members and friends, and I hope that I have been of some useful service to the club.

Taking on the role, it was my ambition to make the club more ‘user-friendly’ and accommodating. In trying to achieve these things, the club has introduced a variety of membership types which has enabled many members to continue enjoying rallies and competing as members of The Ballarat Adult Riding Club, although at times, these more flexible memberships have led to greater finan-cial stress for the club and the need to watch our pennies of even deeper concern.

As president, I have introduced new instructors to join us. In doing so, some members have been disappointed with the changes, other members are pleased to welcome new instructors but as you can see, you can never please everyone. On the note of instructors, I would like to extend a very big thank you to all who have instructed here; it is never an easy task to ‘make the difference’, but believe me, any one who has ever instructed at the club has helped us all in many ways, whether it is involving improving our horsemanship skills or just our confidence.

There may be a considerable amount of doubt about our relationship with the Ballarat Pony Club and the use of its grounds; a suitable agreement between the two clubs has been difficult to estab-lish and the situation may well continue for at least this financial year, but in time and with a firm approach the club will secure the regular use of grounds that suit our situation or at best, grounds that will suit our riding and financial needs.

I know I bang on about our committee but the truth is that this present committee is united, hard-working, resourceful and totally devoted to the club. Their work may not always be obvious but nothing would happen here without them. They are responsible for the innovative ideas that are proposed and activated, accommodating rallies are conducted, safety is upheld, money is raised, difficult situations are tactfully dealt with, personalities are considered, social aspects of the club are realised, ambitions are recognised and rejoiced, and competitions are smoothly run. And this is only a brief summary of their commitment.

On this note, I would like to wish the incoming committee all the best in their role, knowing that they have the support of all members of this wonderful club.

As you will be aware, our AGM was held at the November rally, where all po-sitions were declared vacant and up for grabs.

As usual we owe a debt of gratitude to all the hard working members of our club, from the Executive, General Committee, those with official titles, and

also to those without, who all worked hard to give us the great experiences Ballarat ARC provides. Thank you to everyone who has put in time and dedi-

cation.

We farewelled our ‘captain’ Sally Balson who has served as our President for the previous

(almost) 2 years. Sally has been motivational and always encouraging and thankful to all who have served the club. Her leadership and strength has helped guide the club well over the last couple of years. Thank you Sally.

Sally’s second in command, Kristy, has stepped in many a time to open/close the club rooms and grounds for us, as have Ian and Suzie. The Executive have been a very supportive team for

each other and looked after the members well. Thank you all.

After more than 30 years of Ballarat ARC being at the Ballarat Pony Club grounds in Victoria Park, it seems our club will be making the switch to hosting nearly all of its rallies at Woady Equestrian

Centre in Smythesdale!

It appears to be the end of an era. For many of us, Ballarat PC grounds have been ‘home’ for a

very long time. We’ve seen and been involved in the development of the grounds which were once just a big grass area with a few trees. Many were involved with the planting of trees, build-

ing of jumps, erecting the new gateway on Winter Street, providing the original surrounds to the 4 sand arenas, then providing the new chains to same arenas, donating to the steel yards’ con-structions on the lower fields, and no doubt the list goes on.

But, unfortunately, it has become financially un-viable for us to hold our usual 12 rallies and competitions at these grounds. We were notified (on the morning of our AGM), that the fees

have gone up again. As the HRCAV financial year begins on November 1, the club had not had the opportunity to make any arrangements for this price hike.

As you would have seen in the November newsletter, the ground hire fees that BARC have been paying in recent years has been a very large component of the club’s costs. BARC has in fact been having to pay a far greater ground hire fee in comparison to what other clubs are paying.

So...... The executive, and in particular, Ian Milne, our Secretary, have been busy sourcing alter-

natives for our club, so that we can reduce our overheads and maintain a high level of instruction and quality resources. We have indeed been extremely fortunate that we have been able to book Woady Yaloak EC for the majority of our rallies next year! It is short notice to have to book

a new venue for a club’s regular rallies, and the facilities at Woady are excellent. It might unfor-tunately add an extra 10-15 minute drive for a few members, which we apologise for, but, the club has had to take prompt action.

There are going to be many advantages that come with this move. Many people have already noted the relaxed atmosphere they felt at Woady. The club rooms are new, very well appointed

(with heating for winter—yippee!), the yards are CLOSE to the club rooms, parking is on a prop-erly developed groomed car parking surface, there are designated poop areas and wheel barrows with scoopers, we have access to the regular show jumping equipment which is left out, as well

as some fancier stuff on request! The access codes to the grounds are changed on a 3 monthly basis and users are notified of the changes (we’ve been having some access issues at BPC.)

Water and horse washes are included in the ground hire fee. We will be paying less than 1/2 the ground hire fee compared to BPC (which means keeping our fees down and having to do less ex-tra fundraising). There will also be other benefits to BARC if the club becomes a ‘user group’;

more to follow on that in the future.

Dates and venues for the club’s rallies will be set out clearly on a calendar by Ian, our Secretary.

DECEMBER RALLY—SATURDAY 10TH!!

Our December rally is THIS SATURDAY AT BALLARAT PC grounds. If you’re intending to ride, you should have already contacted Kristy to book your lessons. If you haven’t, please do so

NOW (hopefully there are still some spots available).

Lessons on the day will run at:

9am

10am

11am

Lunch will be between 12 and 1.30

Last lesson at 1.30pm

Lunch will be a shared affair. There’s a list going on fb where you can see who is bringing/making what.

There will be cans of soft drink available, provided by the club. Some of us are leaving our ponies (and cars) at home and

bringing wine!! (you can expect some heckling from the side-lines )

Unfortunately 3 of our regular instructors are unavailable on Saturday, but we will have Robert Hammond and Pam Shepherd there. We’ll look

forward to seeing horses and riders with their Christmas hats and bells on!

MEMBERSHIP RENEWALS

All current members should have received the membership forms for the 2016/17 HRCAV finan-cial year, by email from Ian, last month. The forms have been posted on the club’s website and

facebook page.

Please note that the annual HRCAV disclaimer must be signed and provided at time of join-

ing/renewal EACH YEAR, as outlined by the HRCAV.

You also need to ensure that you get your green membership card stamped, signed and dated. This is your job - nobody else’s responsibility. Without the necessary verification, you will be unable to compete (without paying day insurance, if the host club allows it). Much easier to

get it done straight away and not risk it!!

BARC looks forward to having you along for another ride in the new HRCAV financial year!

NB: Lea Mullins has kindly advised us that the best BSB number for our account is the 633 000 one. On most occasions the 633 108 works but for some members that one doesn't. Anyway to avoid any delays or problems please use 633 000.

2017 GOLDEN SPURS DRESSAGE JACKPOT DAY

SATURDAY 28TH AT WOADY YALOAK EC

The 2017 Golden Spurs Series will be upon us before we know it. Our fundraising committee member, Carrin, has been hard at work securing sponsorship and prizes for our big day already!

The booty is lookin’ good!

We are trying something different next year. We are piggy-backing with Smythesdale ARC and

hosting a weekend of Dressage at Woady Yaloak EC! The goal is to have more entries and a shared workload.

Ballarat will host their leg on Saturday the 28th of January, and Smythesdale will be on Sunday 29th. There is a rather large number of cross over memberships between our two clubs, so

combining our events should provide one big weekend of fun!!

Please be aware that with the anticipated increase in entries, we will require more pencillers

than usual. If you have a friend or relative who could help us out, please ask them!

We will also be having working bees on Thursday and Friday to set up the pipe arenas on the

big sand arena and on the lower grass fields. Thursday is a Public Holiday.

As always, EVERY SINGLE MEMBER is required to help out. This is a HUGE fundrais-ing event for our club, and it is this event that keeps our fees down. Please don’t leave it to everyone else to do the work that keeps our club afloat, and costs down.

Members can ride and help out on the day. Jobs will be allotted around riding times.

If you can do a bit a couple of times, that will help heaps. If you can do lots on one day, that will help heaps. If you are washing your cat over the entire weekend, perhaps you could arrange a donation so that we can pay someone to perform your jobs please, or purchase food. Keep in mind that some of us will be working all 4 days and wishing

to ride too. Some are giving up riding to get the jobs done. Just sayin................

BOOKING LESSONS– in case you’ve forgotten

It appears that our President and Rally Co-ordinator, Kristy Irons, is still encountering the prob-lem of members booking lessons according to their time preference and not their level.

When booking your lessons, there are 3 things that get considered-

• Choice of instructor

• Time of lesson/s

• Level of horse and rider combination

In previous years, we have allowed members to jot their name down in a slot that suited their needs and wishes. This generally worked out okay, but some members were disadvantaged.

Some disadvantages noted in this system were-

• Too much variation in rider/horse combinations in one lesson. This makes it hard for in-structors to give maximum benefit to everybody in the lesson, and also makes it difficult for them to plan lessons in advance

• Some members continuously got to have their preferred time/s, as they were able to access the rally plan early, while others consistently missed getting their

first choice

• Some members often got to have a lesson with their preferred instructor, while others

found those spaces already full when they went to book

The club attempted to reduce these inequities by adding a Level guide with each riding place. The levels and times were put on a rotating system so as to be fair. For example, if you choose to ride with Instructor A each rally, and are a level 4 combination with your horse, one month

you would have the choice to ride at 10am, and 2.30pm. The next month it would have rotated to 11am and 2.30pm. This is to allow a fair system. Some members were consistently having to ride at 10am and 2.30pm, making for quite a long day and with an early start EVERY rally.

So, from now on, you will need to contact Kristy directly to book your lessons . You will need to give Kristy-

• Your level assessment for that horse (if you are not assessed, a guess will be made)

• Your preferred instructor

• Your preferred time/s to ride

Every effort will be made to accommodate these preferences, but members will no longer be al-

lowed to put themselves in whichever lesson they want regardless of the Level guideline.

This system is being put in place to allow fairness for ALL members.

If you have a better idea of how to make everyone ‘play nice’ then please come along to a meet-

ing and share your thoughts!

Medical Armbands You will be aware already that it is a requirement to wear your medical armband whilst mounted at the BARC rallies.

But, have you checked to make sure your details are still correct?

Have you changed vehicle or float since you filled in the details?

Have you moved?

Have you got a new phone number (or has your contact person)?

Might be a good time to check it out and make sure everything’s still up to date and correct.

In response to the review of the EN1384 standard for equestrian helmets the HRCAV has amended the rules relating to approved helmets.

General Rule 9.2 now reads:

Insurance cover is voided if an accident occurs whilst mounted and the rider is not wearing an approved equestrian helmet with a fixed harness. Approved equestrian helmets must comply with the following standards: AS/NZS 3838 (AU), ASTM F 1163 (USA), PAS 015 (UK) and VG1

(Europe). The EN 1384 (Europe) standard is only acceptable for helmets which were manufac-tured prior to 2016.

Event Rule 9.3 now reads:

An approved equestrian helmet with a fixed harness MUST be worn at all times whilst mounted. The required standards for helmets at HRCAV competitions will be AS/NZS 3838 (AU), ASTM F 1163 (USA), PAS 015 (UK) and VG1 (Europe). The EN 1384 (Europe) standard is only acceptable

for helmets which were manufactured prior to 2016.

Members are reminded that helmets should be replaced following a fall and that the

generally accepted usable life of most helmets is 5 years. Please check the label in your helmet to ensure that it complies with the new rules.

The helmet approved standards list has been updated in the Equestrian Australia (EA) General Regulations as from 19 October 2016.

Current American standard SNELL E2001 and British standard PAS 015 have been added to the list of approved safety stan-dards to offer a wider range of choice for our members.

The new Australian ARB HS 2012 standard has been added to the ongoing and current AS/NZS 3838 Australian standard. This

standard has been published by Racing Australia in 2012.

EA’s responsibilities include maximising safety in our sport. That is why from now on, except where Sport Rules allows other-wise, riders and drivers competing in an EA competition, must wear an approved helmet with the chin strap fastened at all

times. The same is recommended when riding a horse at any time.

Judy Fasher, Chair of EA says “Equestrian Australia is pleased to have aligned our rules with international standards for riding

helmets. The new rules offer variety, combined with the most advanced technology available in the production and design of riding helmets.”

Following the withdrawal of the safety standard EN1384 in Europe during 2014-2015 EA had followed the movement in Febru-

ary 2016 by informing members that the EN1384 standard would not be permitted as of 1 January 2017 and that in addition, the new VG1 was a new approved standard on the list. The year notice gave riders time to purchase new helmets if necessary.

As per the EA General Regulations, Article 122.2: Dress and Salute, the following will apply:

Except where Sport Rules allows otherwise, riders and drivers competing in an EA competition, must wear an approved helmet with the chin strap fastened at all times. The same is recommended when riding a horse at any time.

Protective headgear must conform with one of the current approved safety standards:

- Current Australian standard AS/NZS 3838 (2006 onwards) provided they are SAI Global marked.

- New Australian standard ARB HS 2012 provided they are SAI Global marked - Current American standards ASTM F1163 (2004a or 04a onwards) provided they are SEI marked, or SNELL E2001.

- Current British standard PAS 015 (1998 or 2011) provided they are BSI Kitemarked. - Interim European Standard VG1 (01.040: 2014-12) provided they are BSI Kitemarked

NEWSFLASH—STRANGLES OUTBREAK!

Members need to be aware that there have been reported cases of Strangles in the Ballarat region.

As with any contagious condition, we should exercise extreme caution and em-

ploy sensible bio-security measures when we take our horses out in public.

You MUST NOT BRING YOUR HORSE if your horse (or any horse yours has been

in contact with) has ANY

Clinical Signs/Symptoms Classic signs (within 3 to 8 days of becoming infected) of strangles include:

• rapid on-set of high temperature (39.5 to 40.5 degs),

• loss of appetite,

• discharge of yellow pus from the nose,

• symmetrically enlarged glands of the head and neck that often form abscesses,

• coughing, and difficulty swallowing

What is strangles? Strangles is a highly contagious infectious disease of the upper respiratory tract. It is caused by a bacterium called Streptococcus equi (S.equi) and affects horses, ponies and donkeys.

Transmission The incubation period of the disease is usually about 1 week, but may be up to 3 weeks.

Transmission occurs through both oral and nasal routes. Infection can occur via direct contact between indi-vidual horses and/or through indirect contact in several ways. Contaminated feed, water, bedding, stables, stable utensils and transport vehicles are important in the spread of infection. S. equi can survive for long periods in the environment. For example, it can survive in pus and purulent discharges for many months and in nasal discharges for several weeks. Careless horse handlers can make a significant contribution to transmission of strangles between horses.

Bacterial shedding usually ends rapidly after clinical recovery and can be confirmed by negative culture of swabs from the back of the throat (nasopharyngeal swabs). However, shedding may be intermittent and the occasional horse can become a long-term carrier. Therefore, before any convalescent horse or any in-contacts of any infected horse can be considered likely to be free of infection, a series of negative swabs are needed

Vaccination Vaccination for strangles does not always prevent disease in individual horses, but can assist control by reducing the severity and duration of clinical disease and the spread of disease in an outbreak. An initial course of 3 injections two weeks apart is necessary. Booster vaccinations are recommended every 6 months as the duration of immunity following vaccination is short.

It would probably be wise for members to tie horses at the floats or within the

yards to prevent nose to nose contact. Also avoid touching each other’s horses and gear and follow good hygiene practises.

EVERY month The Haymarket provide Ballarat Adult Riding Club with a $25 Gift Voucher which we raffle off. Tickets are available at lunch time, and the winner drawn after the lunch meeting. Tickets cost $2 each or

3 for $5.

Thank you to everyone who supports this raffle. It’s a

great little fundraiser for the club.

The Haymarket are on the corner of Market St (opposite the Library) in Ballarat, and are also on La Trobe Street (James and Son/Castlegate). Look for the

banners and flyers out on the front fence!

They sell all sorts of stock produce, dog and cat food and supplies (including a huge range of dog beds, toys and equipment, things for chickens/poultry, horse sup-plements, herbals supplies etc. They are also part of the

Tucker’s Place group and have regular catalogue sales.

Saddleworld Ballarat are also now donating a gift voucher ($20) to our club to be raffled at the lunch

time meetings!

All proceeds from our raffle go straight back to our club

and help pay for our expenses.

Members have been getting into the winning spirit and we’ve had lots of happy winners.

Thank you to the members who are remembering to contact Kristy if they need to cancel their rally lessons. Doing so in a timely manner allows us the opportunity to best utilise funds and lessons. It also helps to keep the day run-ning smoothly. If you are unable to attend lessons that you have booked, PLEASE CONTACT KRISTY ASAP (even if it is the morning of the rally), by text is fine. Doing so might save the club money, or provide better access to instruction for our members. Your communication is very much appreciated.

Yep, POOP! Unfortunately not everyone cleans up after their horses, which means that sometimes when you go to put your horse in a yard, it is already dirty :(

Thank you to those members who are taking the time and care to clean up, not only after their own horses, but also taking care of the mess that less considerate people have left behind.

There was previously an obvious place to put the manure, but that seems to have been missing in action the last couple of rallies. You might need to just find a pile that other people have been constructing, and add to it. Please avoid putting your horses’ poop on the fenced-off trees. This might have a detrimental effect on them, and we’re looking forward to the shade these trees will one day provide.

Please also clean up any mess your horses make when tied up in the parking area.
