Mindanao used to be the Phl Land of Promise, and that was becoming a reality – until the Muslim War erupted more than three decades ago. As a result, the disruptive military actions of a few groups – with varied ulterior motives, wrought havoc on the lives of the impoverished minorities. They are the people who will benefit from lasting peace so they are also the ones who must work to preserve that improved peace and order situation.

DONATIONS: The news headlines last week delved on rumors that a certain healing priest has lost the trust and confidence of its major donor-sponsor, believed to be San Miguel Corporation. The major consequence was the alleged cancellation of the deed of donation of a sizable tract of property (in Alfonso, Cavite) intended as site for a Catholic Marian shrine which should have been erected since five (5) years ago.

The sad development highlights the

need for recipients of donations in whatever form – to continually observe commitments to maintain trust and confidence of the public. In the case of the Kamay ni Hesus Healing Church (Lucban, Quezon), the initial land area belongs to the Roman Catholic Bishop of Lucena (RCBL). Additional areas and infrastructures were funded by donors – many of whom owed their health recovery to healing priest Fr. Joseph A. Faller.

ACCOUNTING: Small donations received as love offering are the ones needing regular reporting – not only to the diocesan head but more so to the multitude of donors. It is for this critical requirement that a CPA-Lawyer (yours truly) was appointed by the RCBL as KNHHC Operations Manager. The bishop want KNHHC’s financial affairs to be updated and above board – thru accounting and periodic audits.

Construction of the existing church was initiated twelve years ago by a Foundation formed by church and laity. As devotees and cash flows increased, the bishop directed that KNHHC be supervised and managed by the clergy of Lucena Diocese. The set-up is more reliable and trustworthy since the formal organization is operating under diocesan authority. As of now, both local and foreign pilgrims flock to “Kamay”. The shrine again expects millions of them this Lent season. Welcome!

BANGSAMORO: The establishment of the Bangsamoro Region which replaces the Administrative Region of Muslim Mindanao (ARMM) pursuant to the agreement between the GPH and MILF (now being legislated) is expected to usher in speedy business development in Mindanao. The new region has close relationships with our Muslim neighbors- Brunei, Malaysia and Indonesia. In fact, trade dealings with these countries usually bypass Metro-Manila.

Tawi-Tawi, Sulu and Basilan stand to benefit from this new regional set-up (under the Comprehensive Agreement on the Bangsamoro (CAB) since these island provinces are very close to both Indonesia and Malaysia. Unfortunately – current trade relations favor our neighbors with free-flowing goods that are transported mostly by small boats that seldom pass through Customs. Our outward exports consist mainly of seaweeds, copra and high value fish products.

SECURITY: Save for certain recalcitrant Muslim groups that apparently prefer war over peace (there’s big profit in war!) the CAB will iron out long-term disagreements and misunderstandings which are mostly rooted in religious differences. The progressive co-existence of old between Muslims and Christians in Mindanao will be restored as both sides realize that

women legislators to pass a law that will require schools to teach the Art of self-defense for one week every school year to elementary and high school students. So many rape cases are reported and the victims are usually murdered so they cannot file cases against the rapist. It can help the girls to know what they can do whether it happens outside or inside of their homes. Teachers on self-defense can be requested from the Philippine National Police and other law enforcing agencies. They can even prepare CDs on this matter for instruction to female students. I hope this suggestion will merit the consideration of lawmakers as it would be for the good of all families and our society.

* * * * *Last Sunday, the Bureau of Internal

Revenue’s tax campaign appeared in the Philippine Daily Inquirer showing female doctor riding piggy bank on a female teacher. The physicians earned P1,075,080.52 but paid only P7,424.00 (0.7 percent) in taxes while the teacher whose annual salary was P852,169.48 paid P221,694.23 (26 percent) in taxes.

President Dr. Leo Olarte, reportedly said that the advertisement was “absolutely unfair” to show the entire nation that doctors were tax cheats.

Collecting taxes is the job of the Bureau of Internal Revenue in order to have money for the government’s operation and the citizens should pay taxes to support the government. This shame campaign of the BIR is a strategy to collect taxes. It is but natural that those targeted in that ad will be hurt or angry.

If I pay my taxes correctly, I will not be bothered by TV ads like that. But Dr. Olarte is right to defend the doctors as the President of the Philippine Medical Association.

The result of this shame campaign remains to be seen. But anything is sure. It is antagonizing those in the medical profession. There are rumors that there will also be a similar ad on lawyers and engineers. Commissioner Kim Henares, while enjoying her power and position will continue to create more enemies if she does that.

The government really needs money to implement so many projects all at the same time in the last two years of President Nonoy Aquino’s administration. I recall when former President Gloria Arroyo presented her mega projects as her legacy in her last State of the Nation Address, former Budget Secretary Benjamin Diokno said on TV: “Mega projects means mega kickbacks.” I wonder why Diokno will say this time.

“This year’s Ash Wednesday falls on March 5, 2014. It is the start of the season of Lent, the season of prayer, penance and reflection before the Resurrection of Jesus Christ on Easter Sunday, forty days later. When priests or religious and lay ministers mark our foreheads with a sign of the cross, they say, “Turn away from sin and be faithful to the gospel or Remember you are dust and to dust you will return.”

I’m sharing this reminder taken from the “Tempo” dated March 5, 2014 to remind us of our mortality and that we are only travelers on earth.

Women’s Month. Let’s thank God for Women. What would our world be without women? What if they all strike at the same time? Who will cook in most of the homes, do the laundry, wash the dishes, do the house-keeping, be the nurse of the children and husbands in the family? I can imagine many will be hungry. Same with the women teachers, doctors, nurses, government officials, lawyers, judges, secretaries, bank tellers, servers in the restaurants, sales ladies, workers in offices. How would it be without them?

The absence of a secretary or a clerk in an office can delay business transactions. And most of all, what would homes be without the mother or housewife? Many of them are also bread-winners. I am just highlighting what women do which are often taken for granted.

I am not minimizing the importance of men. They are important in our lives. The world cannot be complete without man and woman. But on this International Women’s Month, let’s show our love and appreciation to women.

The Raul Roco Library will host a monthly poet-ry event dubbed as Naga City Library Public Po-etry Project (NCLPPP) which will feature lectures, poetry readings, perfor-mances and books, among others. Main organizers include Naga-based writer Jose Jason L. Chancoco, AdNU-POEM moderator Elsie Albis and City Li-brarian Riko Vinluan. The first installment, a lecture

by Chancoco on Bikol po-etics, was held on Febru-ary 28, just in time for the closing of the National Arts Month.

Chancoco, a known or-ganizer of literary events in the city, is the person behind the WG and VerSosimo. Said poetry projects were held monthly at the now defunct Wharf Galley Rock Café un-til it moved to Sosimo Bar. The Public Poetry Project will have almost the same

format as the previous poetry gigs, featuring multimedia and performance poetry, but this time there is a lecture-workshop element.

For the month of March, the NCLPPP will be a Cirilo F. Bautista Tribute. Poems by the incoming National Artist for Literature will be read on March 14 at 4-6pm. An open-mic segment will also follow. Interested parties may contact the organizers at hagbayon(at)gmail(dot)com.

LEGAZPI CITY – The Department of Labor and Employment (DOLE) re-gional office here has allo-cated some P7.3 million to fund 12 livelihood projects in Bicol six provinces un-der the Reconstruction As-sistance on Yolanda (RAY) program up for implemen-tation within the first quar-ter of this year.

Project RAY is a national government effort as a con-vergence program which implementation is led by the National Economic and Development Authority (NEDA) with close coordina-tion with other national gov-ernment agencies and local governments.

In Bicol, DOLE and the Department of Science and Technology (DOST) will pursue special convergence program under Project RAY to create sustainable liveli-hood for the survivors of ty-phoon Yolanda in the Visayas region.

DOLE Bicol regional di-rector Nathaniel V. Lacambra said the implementing agen-cies will employ strategy utilizing the livelihood funds from DOLE and apply the recent existing and available technology for the specific livelihood project in the re-gion in order to increase and simplify production of goods and products.

“Any project developed and proven successful under this program, in any region nationwide, will be dupli-

cated in areas heavily hit by typhoon Yolanda to form part of the livelihood restoration program code named Project

Albay launches Guidebook for Tourist GuidesBy SALLY A. ATENTO

LEGAZPI CITY –The provincial government of Al-bay launched Tuesday (March 6) a Guidebook for Albay Tourist Guides at the Climate Change Academy (CCA) here to help boost tourism in the province.

Albay governor Joey Sal-ceda said the book recogniz-es the importance of the role of tour guides in the promo-tion of tourism as they pro-vide the initial impression of tourists of the province.

“The tour guides intro-duce the tourists to the first stories they hear, places they visit, products they purchase, food they eat and people they meet. Through the tour guides the visitors learn about the history, the culture, the arts of the prov-ince and its people,” Salceda said.

He added that for tour guides to become true rep-resentatives of the province and its people, it is important that they should be properly trained and educated espe-cially in answering the basic questions asked by tourists.

The book was written by Albay poet laureate and con-sultant Abdon M. Balde Jr. together with the members of his Historico-Cultural Committee and the Warm Albay Group, Albay Social Media Team and Provincial Tourism and Cultural Af-fairs Office.

Balde said the book is the first attempt at standardizing information dissemination in the tourism industry in the

province. “As a tourist guide, it is

your duty to provide assis-tance, accurate information, and cultural, historical and technical interpretation to tourists on organized tours or as individuals at any com-mercial and educational cen-ter, historical and religious sites, arts and entertainment centers, museums, natural sites and other significant tourist destinations, “Balde said.

The guidebook includes the road map of the cities and municipalities compris-ing the province.

Information on the prov-ince and its exciting tourist destinations are written in direct, simple language to be easily assimilated by tour guides with limited school-ing and have been simply trained on the job.

The book also features iconic pictures of tourist destinations under the three priority areas of tourism in the province.

These areas include the Green Zone or eco-tourism sites, Silk Road or trade and souvenir centers and El Camino Colonial or the colonial road that takes the tourist down the history lane of the province.

Numbers, Calculators. Worksheets. Bulk of books. Analysis, Computations. Mathematics. These are some words that people automatically say when they heard the word Accounting…the world of debits and credits. Many people would even say that they don’t like this world because they hate numbers. And numbers don’t like them either.

During my freshman days in college, I can definitely say that the new world I was going into was not an easy road to tread. I found the world strange. Transactions and terminologists and everything associated with accountancy seem confusing and complicated. Like a runner, my thoughts were filled with questions…how I can start the race right? How can I finish it strong?

As months passed by, I still cannot make up my mind whether I was for this world or not. I found it very challenging. I was bombarded with books and assignments, quizzes, surprise recitations, these I had to hardle well to maintain my scholarship. Needless to say, professors were strict. They drove me away from my focus and determination to pursue my family’s dream course for me.

But starting right means keeping an eye on the goal. Where you will be in the future is where you are in the present.

The world of debits and credits gave me priceless realizations. Hardships are part of life. Without them, there is no meaningful journey; you will not be strong enough to face the bigger challenges in the future. In a similar vein, in accounting, if you are not bent to comprehend, analyze and solve, you will never come up with the right answers. Committing mistakes at times is inevitable. What matters most is how to keep moving with dedication and perseverance. Giving up must not be your option because it is just an escape. Overcoming odds will bring fulfillment. I realized that where one I was yesterday and where he is today is not a guarantee that he finishes strong. Consistency matters. Character will take you up one step closer to your goal. How you see circumstances is all about your choice. Life gives us the freedom to choose. Choose well. And the best way to make your choice is to pray.

The world that is feared and hated and avoided by many…this is the world that I almost gave up but this is the world that taught me to see a glass of water neither .half full or half empty but balance…the world fo debits and credits.

UNEP hosts Nora Aunor Forum

Moraleda, and the International Circle of Online Noranians(ICON) recently conducted a forum on the nomination of Nora Aunor as a National Artist under the Film and Broadcast Industry category. Manunuri ng Pelikulang Pilipino chair and Ateneo de Naga University Professor Tito Valiente delivered a lecture on the Iriguena’s contribution to Philippine cinema, while ICON members sat in a panel discussion on the status of her nomination. The forum was organized by Bicol Experts Sharing of Time and Talent(BEST) head, Frank Penones Jr.

IRIGA CITY – The Uni-versity of Northeastern Philippines(UNEP) , the International Circle of On-line Noranians (ICON) and the Bicol Experts Sharing Time and Talent (BEST) jointly sponsored a forum on the nomination of Nora Aunor as a National Artist, on March 7 at the UNEP Gymnasium.

UNEP President Atty. Remelisa A. Moraleda said that “hosting the Nora Aunor for National Artist forum is UNEP’S contribution to the promotion of culture and the arts in Iriga and the Bicol region. It is our way of cel-ebrating Nora’s contribution not only to Philippine cinema but to Asian and World cin-ema. We hope to inspire our students and our community to be like NA who dreamt, worked hard, and achieved her dream.

The forum featured a lec-ture of Manunuri ng Peliku-lang Pilipino and Ateneo de Naga University professor, Tito Valiente on Nora Au-nor’s Contribution to Phil-ippine Cinema; as well as a panel discussion on the Iriguena actress’ nomination as a National Artist.

De Guzman is the editor of the book, Si Nora Aunor sa mga Noran-ian, Placido is the moderator of Aunor’s Facebook group, Sabido, a grandson of the late Polangui senator Pedro Sabido is Aunor’s youngest supporter; while Antolin, an architect by profession, pre-pared the documentation for Nora’s National Artist nomi-nation.

The ICON members, later donated a new set of Nora-nian materials to the Iriga City Public Library where they started what is perhaps the country’s only Noraniana books and research materials repository.

According to BEST head, Frank Penones Jr., the new Southern Luzon Coordina-tor for the Literary Arts of the National Commission on Culture and the Arts, the fo-rum was meant to dispel the Biblical adage of the non-appreciation of locals of their native prophets.

“We recognize and are proud of Nora’s achieve-ments and unequalled artis-tic excellence for which she should be rightly recognized as and enshrined among the country’s roster of National Artists,” said Penones who organized the forum.

DAET, Camarines Norte – Some P36M worth of farm- to -market road proj-ects was endorsed by the Provincial Peace and Or-der Council (PPOC) to the Department of Agriculture (DA) for funding alloca-tion under the PAyapa at MAsaganang PaMayaNan (Pamana) for 2014.

Pamana pursues commu-nity resiliency,and peace-building projects focused on the development of conflict-affected areas and vulnerable communities with this prov-ince as one of the recipients of the OPAPP.

Governor Edgardo Talla-do, chair of the PPOC Cama-rines Norte, said the projects include the upgrading and re-habilitation of 3.0 kilometers farm –to- market road at Villa Aurora in Capalonga amount-ing to P21 million; and con-creting of 2.14 kilometers of Matacong, San Isidro, San Ramon and Salvacion roads of San Lorenzo Ruiz town amounting to P15M.

Earlier this year, the De-partment of Interior and Local Government (DILG) similarly allocated some P81 M worth of projects of the Pamana during a two (2) day Workshop on Local Peace and Development Planning held recently here.

The Pamana projects, funded by the Presidential Adviser on the Peace Process (OPAPP) have been started here in 2011. LEGAZPI CITY -- The Philippine Hydro, Inc., a multimillion-peso bulk wa-ter supplier in this city, has sunk P15-million worth of investment to build a state-of-the-art reverse osmosis (RO) facility in this city, a ranking company official said on Thursday.

“Once operational, the RO facility will be the big-gest of its kind in the Bicol. It will have the capacity to treat five million liters per day (MLD) of raw water from a developed spring be-tween barangays Pawa and Bogtong in this city,” said Engineer Sofronio G. Adel-antar, PhilHydro president

and chief executive officer (CEO),

Adelantar, who led the ground breaking ceremonies for the new structure that will house the RO assembly, said it is expected to be op-erational by the end of the year.

He said that the Phil-Hydro is adopting the RO technology to help address the high level of iron, man-ganese, calcium, sulfur, and magnesium content in the city's raw water sources.

"We've done a lot of technical studies to better understand the raw quality situation -- from chemical to engineering to volcanic.

It appears that the high min-eral concentration is due mainly to Mayon volcano," he said.

He explained that this will be done through re-verse osmosis, a water pu-rification technology that al-lows the capture of mineral and contaminants by forc-ing water to pass through a semi-permeable membrane.

Minerals and contami-nants that are too large to fit through the membrane's mi-croscopic pores are removed from the water.

Adelantar said that aside from the P15-million invest-ment for setting up a RO fa-cility, Maynilad has already

invested about P19 million to improve its operations and water supply facilities since it took over PHilHydro management two years ago.

He said the company plans to further infuse some P64.7 million additional investment for facility im-

provements like the replace-ment of leaking 350 mm spi-ral pipe, construction of deep well, pipes and pumps, im-pounding reservation, instal-lation of water clarifi er, two multi-bag fi lters and devel-opment of springs as an ad-ditional water source. -PNA
