IV. CHECK IN Lena thanked Bob Ohlemiller, Jennifer Fillmore, Christine Kerl, Tyler Bowles, Lucia Sheehan, and Andy Fogle for participating in the co-design call. The agenda for each full MCRC meeting is developed by members of the MCRC on the co-design call, which ensures that what ends up on the agenda is a reflection of what’s happening in the community. If you want to be involved in creating the agenda, you are welcome to participate in the co-design calls. An invitation is extended to all members of the MCRC in advance of the call. Lena reviewed the agenda and asked members to check in with their neighbors.

V. RBA/RBF TRAINING UPDATE Lena thanked the members who participated in the RBA/RBF training and reminded everyone that this is a required training for all active members. Another training opportunity will be scheduled in the next few months and will be communicated to members once scheduled.

VI. DATA Reasons for Return to IDOC Data Summary Members received a TRV data summary that was used in the development of the Resource Center plan. Lena reviewed each graph with members, which indicated the overall technical rule violation (TRV) return rate and the TRV rate by age group. Overall, the data show that more people are going back for TRVs than new charges. Members indicated that they would like to better understand the most common TRVs, or reasons why people are returning, so they can tailor strategies based on the data in the work groups.

VII. POLICY WORK GROUP UPDATES 2015 IGA Agenda Presentation 2015 IGA Bill List Andrew Cullen, Vice President of Public Policy for United Way of Central Indiana and member of MCRC, presented a summary of the criminal justice bills for the 2015 legislative session. A link to the presentation and a summary of all the criminal justice bills is provided at the beginning of this section. HB1006 (Criminal Justice Funding) is a follow-up to HEA1006 (Sentencing Reform.) HB1006 would prohibit level 6 felonies from going to IDOC. Currently, the legislature is debating how the funding will be allocated. In the coming weeks, Andrew said that we should see an amendment that outlines how the money will be allocated. HB1269 requires that IDOC (and allows local jails) to be the authorized Medicaid for individuals who are incarcerated. It will require IDOC to sign individuals up for Medicaid prior to release. Under ACA, states were allowed to use Medicaid for incarcerated populations and Indiana had opted out of this until now. HB1302 adjusts the requirements for expungements to make the process easier to navigate.




VIII. 2015 RE-ENTRY CONFERENCE 2014 Marion County Conference on Re-entry Feedback Summary Teresa Wessel, Executive Director of Horizon House, was asked by the MCRC Steering Committee to Chair the 2015 Marion County Conference on Re-entry and accepted. She provided members with a brief summary of last year’s conference and planning activities for this year. Teresa explained that the goal of the conference last year was to build capacity and provide networking opportunities to re-entry providers.

398 people from 198 agencies registered 306 people from 155 agencies attended Received feedback from approximately 50% of attendees:

o Overall people were pleased with the conference o Thought the speakers were great o People requested longer breakouts, printed handouts to take notes, and to hear how

MCRC is influencing policy and programs The first planning session for the 2015 conference will be held on March 20 at 3pm in the Conference Room at Horizon House. The group discussed the need to raise funds to support the conference this year. It was extremely difficult to provide the conference with no budget last year, and having a budget will allow the planning committee to make some necessary improvements. Andrew Cullen asked if the committee could create the “ask” for him and others to distribute. The goal is to raise approximately $30,000. The members quickly brainstormed potential funders and identified members to reach out:

United Way of Central Indiana (Andrew) Central Indiana Community Foundation, Crime Prevention Funding (Lena) Indiana Judicial Center (Andrew Indiana Criminal Justice Institute (Andrew, Rhiannon) PEN Products – in kind contribution (Mary)

If members think of a potential funder, they should send their name and contact information to April. She will complete a sponsorship request letter and send it back to you to distribute.

IX. RESOURCE CENTER PRESENTATION Marion County Resource Centers Presentation Brian Reeder, Director of Re-entry for the City of Indianapolis, presented on the proposed Marion County Resource Center Network. Currently, there is no funding attached to this initiative, but there will likely be funding to support the effort in the future. After the presentation, Brian, Rhiannon, and Teresa took questions from the group. Q: Can resource centers cap how many people they serve? A: This is still being discussed and has not been decided. Q: Would work release be eligible? A: Yes




Q: Will there be a focus on specific age groups (e.g. 18-24 year olds)? A: We will be making sure that we have agencies that can serve high need/high risk groups like 18-24 year olds. We will have to balance agency restrictions with client needs. The goal is to have a place for everyone, regardless of their offense, that is easily accessible. Q: Will this be by referral only or will walk-ins be permitted? A: Walk-ins will be accepted, but we realize that some agencies will have to require clients to come in on a different day to complete an intake/orientation. We want to ensure that there is strong communication between agencies and information sharing so that they can work collaboratively to meet client needs. Our intention is to ensure that everyone will know what to expect when they go to a resource center. Q: What is the timeline for launch? A: We would like to have 3 resource centers in place by June.

X. UPDATES FROM STRATEGY GROUPS Update on Steering Committee The Steering Committee met once already and elected Bob Ohlemiller as Chair at that meeting. The group will continue to meet during the months that the full MCRC is not meeting. Lena asked work group leads to facilitate a work session with members. After the session, the leads reported out to the full group on their top priorities. XII. ANNOUNCEMENTS AND CHECK OUT Mary Leffler: IDOC received a large TANF grant for parolees and other people returning to community. The funding will be used to provide supportive services for families in 10 counties, including Marion County. Mary will keep the group updated as things develop. Marion County Community Corrections is identifying people that meet the criteria and developing a special caseload to address their needs and the needs of their families. The services provided have to support the TANF result, which is “healthier families”.

The membership criteria will be revisited at the January 19th meeting and will include a process to apply the criteria, specifically regarding clarity around bullet 4. Additionally, on the co-design call, participants will look through the most current LAP attendance roster and figure out who will reach out to those not present at the RBF refresher to see who has an interest in being part of MCRC.

Appendix C: MCRC Membership Criteria The MCRC has established the following membership levels:

ACTIVE Member o Completes MCRC orientation and Results Based Accountability training o Actively participates in at least one work group (attend 75% of meetings) o Minimum attendance at full MCRC (attend 75% of meetings)

SUPPORTING Member o Participates in at least one work group o Receives all email updates
