Project Initiation Document Closest Unit Dispatch for Fire/EMS

Date: July 18, 2017

Issue: CAD currently recommends Fire and EMS units based on the station order provided by the departments. With implementation of Closest Unit Dispatch (CUD) recommendations/responses are based on the current location or last known location of all units.

How Closest Unit Dispatch Works:

For a particular call type the CAD system can recommend a unit resource based on the unit’s GPS location relative to the incident calculated by the cost (in time) to transverse the street network.

System Requirements for VCC

1. Scenario Playback Workstation – Captures all location information on GPS enabled vehicles using the MobileCOM CAD application.

System Requirements for Partner Agencies

1. Reliable and secure connection to Valley Com CAD system via air cards in vehicles. Most of our Partner Agencies have this connection today, but we don’t know the level of reliability they experience. This connection becomes more critical with CUD, since the response for the incident is derived from all the Partner Agency vehicle’s locations.

2. To maximize CUD capabilities, a GPS device that communicates with MobileCOM needs to be installed in all possible responding vehicles. Otherwise the vehicle’s current location, defaults to last known location, i.e. (in quarters, on scene at incident, etc)

How is closest unit determined? Closest Unit Dispatch, refers to CAD’s ability to recommend units based on distance and time necessary following the road network from their current location to the location of the call. The unit’s location may be taken from their last known GPS location, or from the latitude/longitude of their last known verified location, including their station location, if they are set to Available in Quarters. Call types must be individually set up to allow closest unit dispatch. Also, each map box must be set up to recommend closest units by setting a value for number of feet to check for units, up to a maximum of 12 miles. Units and Vehicles can be set to a maximum speed to adjust the recommendation based on units that could arrive first. Once the units are selected, CAD will present the recommendation for closest units on the command line, and will display that recommendation and the station order recommendation in the Dispatch Display window.

Any map box that will be using Closest Unit Dispatch must be set with a search value in feet. This value will be the greatest distance that units should be searched to provide a unit recommendation. The maximum value in this field is 63,360 feet (12 miles). Both units and vehicles can be set with a “Speed” value, which sets the maximum relative speed of the unit or vehicle. This will have an effect on unit recommendation, causing CAD to recommend units that could reach the call faster, even if it means passing other units along the way. Valid values in this field are 1 to 250 (mph), with 1 being the default. Once you start making changes in this field, all units unchanged will act as a 1 mph unit. An entry in this field can change recommendation for both closest unit and station order dispatching, and should be used with extreme caution. For CUD, units are searched based on the following criteria:

1. If the unit is GPS equipped • If GPS information is active, the unit’s location based on current coordinates is used • If GPS information is stale (after 5 minutes with no updates), and the unit is available

on radio (AOR), the unit’s last known location. • If GPS information is stale, and the unit is available in quarters (AIQ), the station’s

coordinates in the CAD District/Station table is used

2. If the unit is not GPS equipped • If the unit is AOR, the unit’s last verified call location is used • If the unit is AIQ, the station’s coordinates in the CAD District/Station table is used • If the last known location of the unit is on an overridden address, it has no valid

coordinates and will not be suggested until it is in AIQ status

3. If the unit is not within our service area (Bellevue, Tacoma, etc.) • If the unit is AOR, the unit’s last call location is used • If the unit is AIQ, the station’s coordinates in the CAD District/Station table is used • If the last known location of the unit is on an geo override address, it has no valid

coordinates and will not be suggested until it is in AIQ status

1. All GPS information is kept for all units connected to the CAD system via MobileCOM, whether they are participating in CUD or not. Per the Local Government Common Records Retention Schedule (Core) version 4.0 all GPS data is retained for 30 days.

2. Refining and tuning will need to be done to see how all these factors work together. All

Dispatch centers Valley Com have spoken to that have implemented CUD in multiple CAD systems have said it takes a minimum of a year to fine tune the information.

3. CAD/GIS data maintenance resource hours are expected to increase. This would have to be assessed in detail if CUD is pursued.

a. Response layer (over 2,500 map boxes) must be kept like we have today and in addition we will have to include a search radius parameter for each map box.

b. GIS speed limit data and possibly an additional customized cost value for every roadway segment (# of roadway segments today is over 65,000) must be maintained. Accuracy of speed limit data and cost values is now critical as it is an input factor for the response.

c. Not to exceed maximum speed limits for over 1200 Fire and EMS units must be maintained.

Considerations:

1. If using CUD for CPR calls maximum projected impact would be the following:

2. Since the Scenario Playback Workstation cannot exclude data based on any factors, all GPS units connecting to the CAD system via MobileCOM would have their GPS location data retained regardless of Agency or Service.

SWOT Analysis Strengths 1. Need measurable data to identify any strengths.

Weaknesses 1. Expected increase in the amount of data maintenance VCC technical staff has to perform. 2. Cannot quantify performance change on response times with current information. 3. “Drift” can occur when a unit is responding at the far edge of their response area and

gets pulled further and further away for calls because they are technically “closer” leaving their first due area without a unit or a unit short.

4. Testing new CAD builds becomes more difficult and time consuming, there is currently no way to simulate CUD.

5. For Partner Agencies opting out of CUD. The units will still be pulled from their service are if they are closest, but units from outside their service are will not be pulled in based on location.

Opportunities 1. May improve response times.

Threats 1. Would expecte increase in the amount of data maintenance for VCC technical staff,

push VCC to evaluating Technical FTE count for CAD system administration. 2. Many worsen response times. 3. The system is only as good as Partner Agency cooperation. Due to the nature of fire and

EMS responses, full zone cooperation is needed. At the time of this writing, not all agencies had overcome technical issues to implement AVL with GPS. Units that are not equipped with GPS will be recommended based on either their last known location (if not in quarters) or their station location (if in quarters). Their last known location could be hours ago, or it could be a non-verified location, which may invalidate their unit in recommendations. Impact of non-participating Partner Agencies is unknown.

4. “Phantom” units from other agencies may be recommended based on their last assigned call, if they were not properly placed in quarters after the call.

5. Agency specific knowledge needs to be entered into CAD to allow access by all units responding to a call. For example: premise hazards, attachments, and notes need to be accurate, up-to-date and available to any multi agency responses. Not all Agencies have provided pre-fire plans and additional premise information for their jurisdiction.

Zone 3’s Recommendation Z3 has recommended at least 23 type codes for CUD. Each encompass an advanced life support (ALS) response or fire threat. Patrol Commander’s Recommendation Patrol Commanders are against CUD and retention of GPS information. Valley Com’s Recommendation Valley Com has no recommendation at this point. Valley Com is requesting the Zone 3 Operations Group research and provide measurable data on the effects of implementing CUD. Are there alternative notification systems that would achieve the same goal? History:

• September 2011 - CAD Steering Committee made the decision to go with AVL and not Closest Unit Dispatch.

• October 2011 - Scenario replay workstation was removed from the Tiburon contract. • March 2016 – Zone 3 Operations Group reinitiated talks about CUD and inquired on the

status of the project. • June 2016 – Zone 3 Operations requested to move forward with review and approval

process. • May 2017 – Patrol Commanders vetted CUD and are unanimously against historical

data.

EXECUTIVE SUMMARY

Officers in the field have wanted the ability to view DOL photos in their return queries from ACCESS. This

will improve security of the officer to have immediate visual confirmation of a suspect or person. This

information would be able to be shared in many forums for, example using for BOLOs.

This change could affect Dispatchers in the course of their work on calls, the impacts and procedural

changes will be part of the discovery of this project and any resulting changes will be developed into a

training plan and delivered to staff as part of this project. It is anticipated the Com room staff will need

minimal training on viewing the photos (how they come across, how to enlarge, etc.)

The change will have an impact to Police MobileCOM users as they will now need to follow additional steps

to view the photos. These directions will also be a part of this project and provided to all Police Agencies.

The choice to view the photos will be agency prescribed and will not be controlled by Valley

Communications.

The implementation of this functionality requires no hardware changes to the user agencies.

Valley Com has identified in our 2017-2018 budget year to identify the needs of what Valley Com’s next

generation of notification system. Our goal is to gather functional and technical requirements. By May

of 2018 we expect to be complete with requirements gathering and provide an order of magnitude

number for Valley Com’s 2019-2020 budget.

Radio Frequency Permission – Gaming Commission Scope: The Washington State Gambling Commission has requested permission to have access to all law enforcement primary and tactical dispatch talk groups dispatched by Valley Communications Center. They are requesting access to increase the efficiency of all agency field operations, enhance situational awareness, provide agency assistance, and promote officer safety. The request is limited to use during emergencies, specialized law enforcement activities, and mutual aid. Financial Impact: Cost for access and programming would be at the user’s expense and handled by the Washington State Patrol communications technicians and King County Radio Shops (KCRS). Risk: Agents working outside of the established process of calling 911/10 digit to request assistance or report activity and transmitting on the air (open or closed) without prior approval. Agents would be transmitting their needs over the air, which depending on call volume and dispatcher workload, could have a negative impact to field units and dispatcher work flow. Action Taken To Date: Patrol Commanders unanimously voted to deny the request on May 11, 2017. Valley Com agrees with this recommendation.

Radio Frequency Permission – Union Pacific Railroad (UPRR) Scope: UPRR Police has requested permission to access the primary and tactical talk groups for the Cities of Kent and Auburn. The request is to formally establish radio communications for their agents’ safety when conducting traffic and trespasser enforcement along the tracks in these communities. Use would be limited as they only have one full time agent working the area.

Changes to Agenda. None. Recognition. Operations Manager Bunk recognized Call Receiver Andrea Raker for a domestic violence call she had taken. Andrea’s efforts were recognized by a Domestic Violence prosecuting attorney who would not have been able to receive a conviction if it wasn’t for the outstanding job Andrea did retrieving pertinent information from the reporting party. Dispatcher Nicole Franco was recognized for going above and beyond to help locate an abducted child in Tukwila. Report from Chair. Chief Church provided a legislative and 3rd special session State budget update. The budget does not look like it will be finalized by next Friday. Levy swap goes into place which would do damage to fire services. The LEOFF 2 proposal would eliminate the 20% state portion of the LEOFF 2 pension payment for Cities. Fire Districts and RFA’s will not be affected. Report from any Member. None. Report from Director. Executive Director Ueland reported:

PSERN. Joint board members have expressed concern with projected in-building coverage. The Board requested prediction maps of various audible quality and Technical Services Manager Meitzler provided a presentation showing map coverage on the streets and projected in-building coverage, explaining how predictions were measured. The Joint Board will determine whether the scope of the project needs to be revised to include in-building criteria and has directed the Project to develop a task force to help inform that decision. Project Manager Dino Lamanna and Operations Manager Angee Bunk will serve on the task force. Director Ueland encouraged all agencies to attend PSERN outreach opportunities when possible. DOL Photo Initiative and Scanner Update. Operations Manager Bunk updated the board on the DOL Photo initiative which would allow driver licenses to be viewed on MDCs. The costs of the program were discussed and Chief Thomas motioned to move forward with the estimated $10,000 project plus $1000 annually for storage and backup costs of the standard interface. Chief Calkins seconded and the motion was approved. Active 911. There have been issues of emails containing 911 call information sent to cell phones via Active 911 being rejected and delaying notification. Microsoft confirmed Valley Com’s network configuration was not the cause of the rejections and the issue is Active 911’s to resolve. Valley Com continues to emphasize this service is not within our control and should not be used in place of the VCAP paging system for first responders. VCC will continue to work as a mediatory on helping to resolve the issue. EMS Pilot Study. VCC was asked by King County EMS to participate in a pilot program as part of an ongoing effort to improve CBD guidelines. Recent data suggests there are there are several ICD codes that result in a high cancelation rate for the medics. On July 1 at midnight, they will take 4 categories that have high cancelation rates on the medics from an ALS response to a BLS red response. The participation in the study will not change VCC

workflow as KC EMS will supply VCC with stickers to add to the CBD guidelines. The pilot is expected to last 6 months. Chiefs were asked to relay this information to personnel to avoid confusion and questions. Closest Unit Dispatch Update. Closest Unit Dispatch has been discussed by the Zone 3 Ops Chiefs and their recommendation is to implement while the Patrol Commanders recommendation is to not implement. Even though a discipline could opt to not use the functionality, the CAD system will retain GPS information for all vehicles GPS equipped and would be disclosable for public records requests. An issue paper will be updated with costs and impacts and sent out to the OPS board for review and discussion at future meetings. Technical User Group. The Technical User Group met on June 14th with good representation from agencies. The agenda items are being solicited and published before the meetings. The topics included GIS, paging/alerting, socializing NG911changes, networking challenges and sharing of information common to the various agencies. Bylaws. VCC Bylaws were last updated in 2013 but recently noted a few additional non-substantive necessary changes. Director Ueland asked for approval to make the necessary changes without going to vote. This request was unanimously approved by the board. Other Business. Director Ueland stated an email will be sent out prior to future meetings requesting topics for discussion in order to include in the meeting packets. Chief Keller reported he was interviewed by KOMO news on Fetanol asked if anyone was aware of any local pill mills. At this time, there is not a concern. Action Items: Minutes. Chief Thomas moved to approve the minutes of the March 23rd and April 27th meetings. Chief VanValey seconded the motion and the motion was approved. Voucher and Payroll Approval. On behalf of Chief Lee, Commander O’Neil read the voucher and payroll report. Chief Church moved to accept claims check numbers 27599 through 27842 in the amount of $1,580,619.95 for the period of 3/10/17 through 06/18/17 and voided check numbers 27700 through 27719. E-Pay numbers 2017-024 through 2017-055 in the amount of $1,129,162.59 for the period of 3/4/17 through 6/7/17 and payroll in the amount of $2,313,419.64 for the period of 3/1/17 through 5/31/17. Chief Thomas seconded. Motion passed. The next scheduled meeting of the Operating Board is July 27, 2017. With no further business, Chief Church adjourned the meeting at 1031 hours.
