    woke up bright and early on a brisk Thanksgiving morning to participate in this annual family event.

    This hometown run had visitors from across our country representing 24 different states from as near

    as Georgia to as far as Oregon and California.

    Holiday Tree Lighting

    Hundreds of residents enjoyed the kickoff to the holiday

    season with the annual holiday tree lighting ceremony. Mayor

    Jon Netts and “Mayor for the day” Shelby Anton, lead the

    countdown. Everyone waited for that magical moment of

    lighting the tree and the holiday displays around the lake at

    Central Park. As many strolled around the lake in awe of the

    colorfully lit displays they enjoyed the music of

    Tarnished Halo. The Tree Lighting Ceremony kicks-off the

    start of the annual Fantasy Light display at Central Park in

    Town Center from December 1, 2013 through December 30,

    2013.

    Hidden Lakes Home Owners Association

    PLANNING

    1) The City and the Florida Department of Transportation (FDOT) held a Partnering Meeting at the FDOT offices in Deland. The Partnering Meetings are typically held twice a year and provides the opportunity for both agencies to:

    allow senior management from all entities to discuss policy and procedure concerns, simplify or answer process issues, clarify or resolve issues where staff may have reached an impasse, and discuss lessons learned (share experiences, challenges and ideas for moving forward).

    Items discussed at the most recent meeting included discussion of city project priorities for the upcoming work program, update on on-going FDOT projects in Palm Coast, as well as an update on the LAP certification process, and signage and landscaping at the upcoming Matanzas Woods Parkway and Interstate-95 interchange.

    2) City staff attended the Technical Coordinating Committee (TCC) meeting of the River to Sea Transportation Planning Organization (R2CTPO). The agenda included a discussion of proposed changes to the TPO project prioritization process, and a presentation on the financial resources plan for the 2040 Long Range Transportation Plan (LRTP).

    3) The Community Development Department spoke to a group of around 75 members of the Survivors Group, which is an organization for people who have lost their spouse. This luncheon meeting was held at the Grand Haven Golf Club and the City landscape architect brought the group up on recent capital and park projects that have been completed, ones that are currently under construction and what is on the horizon in the next 2-3 years. The presentation was well received and the group thanked the City for all the great work we are doing for their community.

    4) The City Community Development Department was present at the Hidden Lakes homeowner’s association meeting for the purpose of mapping out an overall plan to make their community safer from the devastating effects of possible wildfires. Also present to lend their perspectives and experience in these matters were representatives of the Florida Forest Service and the City Fire Department as well as Palm Coast’s Code Enforcement Manager. Representation was also present for the homeowners association.

    Palm Coast Parkway 6-Laning

    CAPITAL IMPROVEMENT PROJECTS The following is an update since last week for capital projects in the City from November 20, 2014 through December 3, 2014.

    Road and Median Projects

    Palm Coast Parkway Six-Laning Construction 46%

    Traffic Signal footings constructed - none remaining. Sidewalk along east side of roadway completed. Pedestrian crossings at the traffic signals along the east side have been installed. Class V finish along east side of bridge has been completed.

    Royal Palms Parkway Improvements Construction 2% Delivery of roadway material has begun. Some silt

    fence has been installed.

    FDOT - SR100/I95 Interchange Improvements. Construction 100%

    Project Complete.

    City Facility Projects

    Holland Park Construction 0% Five Bids to construct Phase 1 improvements were received on 12/4/14.

    City Hall Construction 1% Silt Fence installed. Project layout staking has occurred. Job trailer installed.

    Making the decision when it is time to humane euthanize your beloved pet is very tough. The Flagler Humane Society offers euthanasia services for those that are in need of the service. We offer basic packages with community cremation. If you are interested in getting your pet’s cremains back – we work with Lohman’s Funeral Home to provide this service for an additional charge. Appointments can be made in advance or for same day service. Emergencies are always accepted as a walk in. Please call prior to arrival to make sure that a euthanasia technician is available.

    Donation Opportunities: “Doghouse Donation Boxes” are found at all the fire stations in Flagler County. You can drop off donations anytime at your nearest fire station. FHS appreciates all donations, especially those from our Wish List (available at flaglerhumanesociety.org/wish-list). You can also purchase items via the Amazon.com link on the FHS website and ship them directly to the shelter.

    FHS Thrift Store is now taking furniture in good condition for resell. Drop offs can be made at the back of the store during store hours only. We appreciate all donations and ask that they be clean and in working order before drop off. We have limited access to washers, dryers and sinks. Every little bit helps and we accept everything except large appliances.

    Outreach Adoption Events: Don’t forget that FHS has volunteers and adoptable pets at the Farmer’s Market in Flagler Beach every Friday and at Pet Smart in Palm Coast every Sunday. Come and see Howard and his crew to adopt your next furry family member!

    Public Announcements: The Flagler Humane Society has a variety of subsidized spay and neuter programs for members of the community that need to have their pets or community pets sterilized.     HUEY

    HUEY is a 9 yr. old Pit Bull Terrier mix found as a stray, he is friendly with the staff, likes his walks and is waiting for a forever loving home. Huey is a big boy, gentle as can be, and walks extremely well on a leash.

    Operations Division staff working on getting a very large customer onto our fiber network.

    Operations Division staff preparing to run a fiber connection to the construction trailer at the new City Hall site. This will put the trailer on our high-speed network throughout the year-long construction process.

    Applications Division fixed a bug in the City website that prevented the main menu from being opened in Internet Explorer and Firefox when in the "mobile view" of the site.

    Applications Division updated the Fire Department's CPR classes page with new dates and registration information

    Applications Division staff attended SQL and Visual Studio training and the recent LIVE 360 conference in Orlando FL.

    GIS Division updated the Voting Districts pdf map that is found on the City's website, for the new District 2 & 4 council members.

    Operations Division received 70 Track IT’s this past week.

    Operations Division staff assisted several users with an Outlook issue which required us to involve Microsoft.

    Operations Division staff continued rollout of new VM clients. (WYSE boxes)

    Operations Division staff welcomed and setup the two new council members. They will receive iPads to go along with their access badges and new City email address.

    Operations Division staff helped install new technical equipment in the Utility CCTV trailer

    Operations Division staff prepared a third party wireless connection for use by the group that is live streaming the Rugby National Championships being played at Indian Trails Sports Complex.

    COMMUNITY DEVELOPMENT

    GIS Division provided Community Development with a map series (zoning, flum, aerial) for Application No. 2791; Lakeview Section 37 Reserve Parcel N-3. A presentation style map featuring the proposed zoning was also produced.

    Construction, contractor, this project began on 11-19-14.

    National Pollution Discharge Elimination System (NPDES) Permit – Annual Reporting Staff has coordinated the Letter Of Intent (LOI) released by Purchasing on 11-17-14 for a Continuing Services Contract. Four consultants have submitted their LOI's on 12-1-14, to assist staff with the beginning of the Annual Reporting process mandated by the DEP.

  • Colechester @ College Waterway Bridge #63 Rehababilitation 2015 Project - The apparent low bidder was Sieg & Ambachtsheer, Inc. in the amount of $1,078,700.00. Council approved contract on 10-21-14 for construction. All permits have been approved and received. Awaiting contract signatures and processing.

    Section 37 Tributary 2 Stormwater Modeling Construction - Work continues by the Public Works crews. This project will increase the storage volume of this drainage ditch running through the “L” section.

    In the past week, the department responded to 191 calls. There was one structure fires with minimal damages noted, 3 brush fires and 2 vehicle fires. A total of 136 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 52 out of a possible 800 and the fire danger is low.

    ACRA/USA Rugby Women’s Championship – Held on Saturday and Sunday, December 6-7 at the Indian Trails Sports Complex. The USA Rugby Women’s Collegiate Fall

    Championship hosted by the American Collegiate Rugby Association will begin competition at

    9am with Notre Dame College facing Kutztown. The matches continue at 11am with Winona

    battling Bowdoin; 1pm with Penn State facing Quinnipiac and at Norwich will face Indiana. For

    Holiday Starlight Event and Parade – Saturday, December 13 at Central Park in Town Center, 975 Central Avenue, Palm Coast. This annual event will feature Pictures with Santa, Crafts,

    Refreshments and entertainment provided by local and regional performers including the Grinch. The

    days’ activities lead up to the Starlight Parade, which begins at 6pm.

    Wood Carvers The art of woodcarving has a history that spans centuries. At its core, woodcarving transforms a

    piece of wood into a masterfully crafted work of art. Join this group of gifted carvers as they

    share their skill and know how in this informal teaching atmosphere. The woodcarving group is

    a mixed group of men and women at all levels and abilities. Visitors are welcome. Held every

    Tuesday from 1-4pm at the Palm Coast Community Center.

    Re: Week in Review

    Heavy rainfall on Wednesday November 26th required two days of after-hours tank trucking and assistance from outside contractors. Crews worked through Thanksgiving Day to respond to alarms and

    to get the wastewater system pumped down.

    The average water demand for the week was 6.426 million gallons per day; the average wastewater flow was 7.880 million gallons per day.

    Installed 4 new domestic meters, 6 new reuse meters, 3 new pep tanks and replaced 2 existing pep tanks.

    This week 225 utility customers were shut off for non-payment.

    Seminole Woods Multi Use Path, Phase II – Installed 80’ of aluminum handrail, graded and sodded 600 LF of swale and formed, poured and finished 320 additional LF of Path. Installed ADA mats and

    installed the Thermo-paint at the crosswalk at Ulaturn Trail and Seminole Woods Parkway.

    Water Treatment Plant #3 Concentrate – Construction of the walls for the ozone building is complete

    and passed City inspections. The concentrate bypass pipe supports and injector motor supports have

    been formed and are ready for concrete placement.

    Mowing in “U”, “F”, “R”,” and “C” Sections. Mowing Belle Terre Parkway and Palm Coast Parkway.

    Performed site distance trimming in the “R” section.

    Graded 4,238 of swales, cleaned 57 culvert pipes, repaired 2 outfalls.

    Mowed and weed-eated 32,305 linear feet of ditch in the Woodlands, “F”, “U” and “R” sections.

    Added shell and re-graded the trail at Ralph Carter Park (2,493 linear feet).

    Staff responded to a weekend call-out for un-safe trail condition on the Pine Lakes Parkway wood bridge. Secured the bridge deck with cones and caution tape. Repair was completed the following day.

    Special Events – Staffed the Tree Lighting Special Event.

    Training – One employee attended a three day “Traffic Signal Inspectors Class (IMSA)” and received his certification. Also an employee passed the state exam and received his “Master Electrical

    Contractor’s License”.

    Inmates mowed and weed-eated 17,550 linear feet of ditch.

    Palm Coast – Celebrate the holiday season with your family, friends and neighbors at the City of Palm Coast’s Starlight Holiday Event & Parade on Saturday, Dec. 13, at Central Park in Town Center, 975 Central Ave., Palm Coast. Admission is free.

    The day kicks off at 2 p.m. with a fun-filled afternoon of live local entertainment and performances; arrival of Santa and pictures with Santa; fun with The Grinch; ice sculpture demonstration; Letters to Santa activity; and a Kandy Kane Kids Corner. Pictures with Santa wrap up at 5:30 p.m.

    At 6 p.m., the Starlight Parade will get under way – featuring colorful lighted floats, talented marching bands, and prizes for the top entries. The grand marshal will be retired U.S. Marine Corps Col. Jack Howell, who was named Flagler County Veteran of the Year in November. Col. Howell is president of the Teens-in-Flight program.

    In the afternoon before the parade, in addition to Santa and The Grinch, ice sculpture and Letters to Santa, the Kandy Kane Kids Corner will feature the Magic and Music of Bruce Bryant, sand art, arts and crafts by Flagler Sheriff’s PAL, temporary tattoos and glow toys by the Flagler Palm Coast High School Band Boosters, tennis and golf demos by the Palm Coast Tennis Center and Palm Harbor Golf Club, and fire safety activities by the Palm Coast Fire Department. The entertainment schedule is as follows:

    2 p.m. – DJ Vern kicks off the Starlight Holiday Event

    2:05 p.m. – Arrival of The Grinch

    2:15 p.m. – Arrival of Santa

    2:15-3 p.m. – Performance by the Flagler Palm Coast High School Band

    3:05-3:30 p.m. – Performance by Matanzas High School Steel Drum Band

    3:35-4 p.m. – Performance by Supremacy Dance

    4:05-4:30 p.m. – Performance by Hanalei Dancers

    A variety of lunch/dinner food options and treats will be available for purchase from local food vendors. A photographer will be available for photos with Santa; photo cost is $5. Prices for other activities vary. Live entertainment is free. The Starlight Event wraps up at 5:30 p.m. just in time for the start of the annual Starlight Parade.

  • The parade will start at 6 p.m. The parade route will begin at the Round-About on Central Avenue (east of Market Avenue) and head east; turning north onto Park Street, east onto Lake Avenue, and south on City Place; then continuing south of Bulldog Drive.

The Award for Outstanding Achievement in Popular Annual Financial Reporting is a prestigious national award recognizing conformance with the highest standards for preparation of state and local government popular reports. The City’s Finance Department, led by Finance Director Christopher Quinn, received the award. “This was the first time the City has prepared a Popular Annual Financial Report,” Quinn said. “The PAFR is designed to give our residents an easy-to-understand overview of the City’s financial position.
