Coordination with Other Governments

under Environmental Management Act, Metro Vancouver has the delegated authority for air quality in the region

• permits are in force for several facilities on Port lands

• Metro Vancouver permits include conditions that address emission sources at an industrial facility, but not transportation sources entering or leaving the facility

• Metro Vancouver works collaboratively with other levels of government on sources that are not within our jurisdiction

Outcomes of Burrard Inlet study • baseline information for Low Level Road • Comparatively higher SO2 levels

– marine fuels and refinery operations – Developing new, more stringent ambient air quality

objective for SO2

– Continued monitoring, in partnership with Port

• Comparatively higher levels of diesel soot – marine engines, cargo handling equipment, truck traffic, rail

locomotives – Metro Vancouver non road diesel engine regulation,

extension to Port facilities – Heavy duty diesel vehicle programs (provincial, Port)

Page 10: Metro Vancouver Air Quality Management

Mobile Air Monitoring Unit • Local air quality studies

• Evaluation of “hot spots”

• Assessment of impacts from major sources – Baseline before

development

– Post-construction to determine compliance with regulatory conditions

• Metro Vancouver has been requested to deploy MAMU to Lower Level Road area and is working with City of North Vancouver to identify location(s)
