Ensure a clear understanding of all applicable requirements. This includes: Client requirements; Contractual requirements; Regulations; Environmental regulations; Legal; Jurisdictional; Required permits; Preparation of Startup Manual; Operator training; Local community relations (e.g.: scheduling of noisy tasks);

Plan the work leading up to, during and after startup, including activities as well as assessing the resources (people, equipment and materials) needed.

Manage the work, including coordination with other site staff especially the construction manager.

Work with the field engineer (who has primary responsibility) to ensure that the onsite work of vendor representatives is properly supervised and coordinated including maintaining records of their activities and all communications.
